6 lakh Delhiites have refused to pay water, power bills: AAP

NEW DELHI: The Aam Admi Party (AAP) Sunday said it would send protest letters to Delhi CM Shiela Dikshit on the "inflated" electricity and water bills, and claimed the support of six lakh Delhiites.

On Sunday, AAP leader Arvind Kejriwal's indefinite hunger strike continued for the ninth day.

"The protest letters written by Delhiites on the inflated electricity and water bills would be delivered to Delhi CM Shiela Dikshit's residence on (Monday) morning," AAP said in a statement.

The party also claimed that on the ninth day of the "bijli-pani satyagrah" around 1.27 lakh more people signed protest letters to the chief minister, taking the total number of people supporting the protest to over six lakh.

The statement also said the charges for electricity and water have increased manyfold in the capital, due to corruption of the state government and private companies.

"As the number of Delhiites who have decided not to pay their bills swells by the day, the ball is in the court of Shiela Dikshit now. Would she listen to the voice of people who have elected her to power or continue to support private companies?" the statement asked.

Meanwhile, Kejriwal's health is reportedly stable, and his vital parameters are all within the normal range. Doctors said he had lost seven kg since he began his fast on March 23. Kerjriwal is reportedly diabetic.

Over 6 lakh people pledge support to Kejriwal's protest

NEW DELHI: The support for Arvind Kejriwal's protest against inflated electricity bills in the national capital region is growing by the day. On the ninth of Kejriwal's fast, another 1.3 lakh pledged support for the movement taking the total count to 6.6 lakh people.

The Aam Aadmi Party ( AAP) plans to send a signed petition to Delhi chief minister once the signatures are collected.

"In the protest letters the people of Delhi have written, "The price of electricity and water has increased many folds in the capital due to corruption of Shiela Dikshit Government and private companies. As the number of Delhi-ites who have decided not to pay their bills swells by the day, the ball is in the court of Shiela Dikshit now. Would she listen to the voice of people who have elected her to power or continue to support private companies?" the letter reads.

Meanwhile, despite weakness, Arvind Kejriwal's health parameters are within normal range. His blood pressure in the morning was 101/63, pulse 65 and sugar 121. He has lost 7 kgs of weight since his fast began. His current weight is 58 kgs. His Ketones report is awaited.

Heroin worth around Rs 10 cr seized, three held

NEW DELHI: Heroin valued at around Rs 10 crore in international market was seized from various places in the national capital and three persons were arrested in this connection, police said today.

The accused, identified as Validad Khan (40), Mukesh (26) and Mohd Yasin (57) were nabbed separately and 3.6 kg of contraband was recovered from their possession, Sanjeev Yadav, Deputy Commissioner of Police (Special Cell), said.

Mukesh was the first to be apprehended from Old Delhi Railway Station on March 17.

"He told us he was part of big interstate narcotics racket being run by Khan and he had received the heroin from Bareilly in Uttar Pradesh," Yadav said.

Later, a police team was sent to Faridpur in UP from where Khan was arrested.

Yasin, who was alleged to have involved in 17 such cases, was arrested from Jama Masjid area here.

On the basis of the information received from the trio, teams were sent to Bareilly and Madhya Pradesh to nab the remaining members of the gang, the DCP added.

NEW DELHI: A 25-year-old undertrial lodged in Tihar Jail, accused in over a dozen murder and dacoity cases, managed to give police the slip on Saturday. Identified as Neeraj Pal, the resident of RaniBagh had reportedly been presented in Rohini Court on Saturday for a court hearing. While being escorted back to the court lockup by the police, Pal reportedly shoved the police officials and ran off.

He was untraceable and a case has been registered at the Prashant Vihar police station, said cops.

"He was attending the court hearing of one of the cases of dacoity against him when the incident took place. He was with two other undertrial prisoners, Ranjit Bihari and Rohit, when the incident took place. We are questioning the other two undertrials closely and a manhunt has been launched to trace him," said a senior police officer of the area.

Action will be taken against those police officials in charge of guarding Pal, said cops.

RTE complaints go unaddressed

NEW DELHI: Only 19% of complaints of violations of RTE Act that have come to monitoring body National Commission for Protection of Child Rights in the year 2012-2013 have been closed. Since the first year of RTE (2010-2011) when the commission closed over 57% cases, the percentage of cases it has managed to solve in a year has dipped considerably despite decline in their numbers, data from replies to an RTI query filed by activist Rashmi Gupta has shown.

With states being nowhere near meeting the deadline for implementation of the Act set at March 31, activists are demanding a monitoring body that can take action; not just recommend it.

The percentage of complaints closed has dropped from 57.6% (2010-2011) to 21.54% (2011-2012) and 19.21% (2012-2013). Shantha Sinha, chairman, NCPCR, argues that "is not something to be alarmed about". "There is a procedure for closing," she explains. "We are very careful to not just close without the complainant is fully satisfied." The Delhi Commission for Protection of Child Rights is not faring much better having solved 116 of 557 cases (20.82%) registered with it.

Interestingly, the number of complaints registered with NCPCR has declined drastically in some states over the three years. In Andhra Pradesh, it fell from 780 in 2011-2012 to 39 in the last year; in Maharashtra, the number of cases was 132 in 2011-2012 and 14 last year and the number of cases dropped from 771 (2010-2011) to just two in Rajasthan (2012-2013). The total number of cases NCPCR dealt with last year — 687 —is less than half of what it was the previous year (1,768).

This, however, is not indicative of improved conditions and increased compliance on the part of institutions.

For one, launch of state commissions has eased the strain on the national body. "Several state commissions have been set up in the last year and complaints are going directly to them," Sinha said. But activists argue that the decrease in complaints registered despite greater awareness has more to do with people losing faith in the body's ability to effectively deal with complaints. The number of complaints from Delhi, which has had a state commission, has also fallen from 517 (2011-2012) to 320 (2012-2013).

"We have been demanding from the start that NCPCR be made a statutory committee with the authority to taking direct action," RTE Forum convenor, Ambarish Rai, said. Though Sinha maintains that the recommendations are complied with, Rai argues that until the national and state commissions are allowed to take action, they will remain toothless as monitoring agencies. "If nothing has been done on recommendations, the commissions can take judicial action, taking the party to court," he said, adding, "But there is no evidence of their having lodged any case."

They have a voice, but no say

NEW DELHI: Padma Chaturvedi (name changed) is a rarity—she is a top-notch engineer in a public-sector giant based in Delhi. She earns a six-figure salary and drives a car to office. Her day begins at five in the morning. She bathes, performs puja, washes the kitchen and then starts preparing food for the family—her two adolescent children, in-laws and husband. After years, they have employed a maid to wash utensils, but not those used by her in-laws. After feeding everybody, sending off the kids to school and making sure everything is set for the day, Padma gets ready and rushes off to office. Her husband is an IT professional and gets back late. Half of Padma's work is done by the time he gets up.

This is perhaps an extreme household but there are millions of working women —in rural and in urban areaswho daily cook at home, do the washing, take care of the kids and go out for work. Padma's maid Meena (name changed), though at the opposite end of the economic and social spectrum, has the same routine as Padma.

All over the world, care-giving by the woman of the house is an age-old, unshakeable practice of families. In more industrialized societies of the West, this may be softened with introduction of laboursaving devices, more employment opportunities and a lot of talk about women's liberation. In agricultural societies like India, it is a cornerstone of family 'values' forcing women's employment in the outside-the-home economy down to a mere 14%.

Care-work at home, though essential for life and its sustenance, is mostly 'unpaid', that is, it is not counted in any economic calculation, says Rajni Palriwala, professor of sociology at Delhi University. It is time-consuming, backbreaking and there are no leaves or vacations. "Time spent on care is of four types: thinking (planning) about care, taking care of, giving care and receiving care (personal care). Right from childhood, girls are trained in the nuts and bolts of these activities, their whole lives geared and targeted to this end," Palriwala explains.

But the real force of this hide-bound system becomes clear if you consider the kind of jobs women do get in the economy. Vast numbers of women are employed in care-giving jobs, which are seamless extensions of what they do at home—cooking, looking after children (including teaching younger kids), nursing the sick, the elderly and the disabled, washing and cleaning, down to even fetching fuel and water which go in as inputs for her work.

The biggest number of women is employed as maids, cooks, baby-sitters or governesses in homes, an occupation which is a direct extension of women's traditional care-giving role.

Based on NSSO data, Neetha N. of the Centre for Women's Development Studies estimates that their number is a huge 18 lakh. In Delhi, their number is over 90,000. While these maids may lessen the workload of the harried housewife, in effect it is just a transfer of traditional housework duties from one woman to another.

India has seen an explosion of 'schemeworkers' in the recent years as the government tries to deliver various services through schemes. All together these scheme workers are estimated to number a mindboggling 10 million (1 crore) people —most of them women. Three giant schemes make up the bulk of them. They are the Integrated Child Development Services (ICDS) which runs anganwadis employing over 27 lakh women, the Mid-Day Meal scheme employing another 27 lakh women cooks and the National Health Mission employing 8.5 lakh ASHAs (Accredited Social Health Activists) for primary healthcare in villages.

Just like unpaid house work, these care-giving jobs are shockingly low-pay ones. In the case of scheme workers, most of them are not even considered regular employees —they are referred to as 'volunteers' or 'activists' with the implication that it is a part-time job that needs to be done as part of the woman's larger social duties. Housemaids and cooks work long hours in different houses but still earn less than the minimum wage prescribed by law for unskilled workers. Apart from these, there are 9.9 lakh nurses and 5.5 lakh auxiliary nurses-cum-midwives (ANMs) in the country, forming the backbone of the healthcare delivery system in institutions. Then there are women primary schoolteachers which number 2.9 lakhs. Although in the government sector these jobs are better paid and secure, their private sector counterparts live on the edge with very low salaries.

It is commonly suggested that women can do care-work better, so why not let them do it. But Palriwala points out that they are better at it because that is the only thing they are trained to do by society. "Also, if women do care-work better why are they not paid fully for it," she asks.

Naziya Sheikh | Mid-Day Meal Boss

Naziya Sheikh makes an unlikely boss. All of 19, she's the supervisor who commands a staff of 15 in a small kitchen that makes food for 570 children in 38 anganwadis in Shaheen Bagh. Her day starts at 4am and by 9, the cooks have the food ready to be sent off. By 11, the cleaners arrive to wash the utensils and then Naziya does her day's stock-taking and inventory control. It's about a seven-hour day for which she earns Rs 1,200 a month. But her work does not end there. When she's done at the kitchen, she heads to an anganwadi where she works as a 'helper' : odd-jobs, including baby-sitting. For this she's paid Rs 2,500 a month. Pay on time is a rarity. "A month or month-and-a half here and there is the norm," she says, polite appeals over phone to the department of social welfare the farthest she's got. "I can't go to the social welfare department alone. I need to go in a group. But our timings hardly ever work out. The supervisor I've spoken to over phone is always nice, but that's about it," she says. Naziya also runs the house, supporting her mother, and four siblings.

The minimum wage in Delhi for unskilled worker is Rs 6,656 per month for an 8-hr day. Naziya gets Rs 3,700 for nine hours of work every day.

She wants to be a teacher. "I love teaching children," says Sheikh, who studied in a local government school herself. But her studies were put on hold two years ago after her father, a construction worker, died and she had to start earning. She's now joined a correspondence BA course.

Susan Varghese | Nurse in a Private Hospital

Every morning when she goes for a round to check on a ward's patients, she administers bitter pills along with a reassuring dose wishing speedy recovery. For 26-yearold Susan Varghese, a nurse at a top private hospital, her work is all about providing holistic care. This she learned from her mother, a nurse in Bahrain. In her short career so far, Varghese has acquired the art of dealing with a variety of patients. A little chit-chat, she says, helps bond with patients. "We've to adopt different approaches. Treatment is followed as per doctor's advice. But the real challenge is to administer the treatment and make the patient comfortable. We're the crucial link,'' she says. Brought up in Bahrain, Varghese wanted to be a doctor but settled for the nursing profession. She worked in a hospital abroad for over three years before moving to Delhi. Familiar with a nurse's wider range of responsibilities in developed nations, she hopes Indian hospitals will eventually allow greater autonomy for nurses. Though things have changed of late with many hospitals improving facilities for paramedical staff, the bulk of a nurse's work is limited to simple patient-care. She feels there's need to redefine and broaden the role of nurses. Posted in the cardiaccare unit, Varghese finds nursing challenging. "As care-giver, we have to emotionally be there for patients, it can be draining. On days when the workload is too much, it can be difficult to handle the pressure," said Varghese. But nurses can be the best care-givers cum counsellors. "I once explained to a patient an angioplasty process. She thanked me later as she wasn't scared when she was wheeled into the cathlab."

Babita & Vimla | Anganwadi Worker & Helper

In a tiny, one-room dwelling, Babita recites poems before a group of 15 children below six. They watch her wideeyed as she tries to sound cheerful in the cramped anganwadi in the resettlement of Madanpur Khadar. None can tell from her zeal that she has not received her monthly salary of around Rs 5,000 for almost nine months now. Babita's not alone in the crisis in the capital's anganwadis that are supposed to be a creche for children (between ages 0 and 6 years) of underprivileged, working moms. The large workforce of teachers and helpers who drive the government's flagship ICDS programme are hard put to make ends meet.

Babita has a six-day week. She leaves her year-old daughter at her mother's before reaching the anganwadi. "There is no toilet there so it's not possible to keep very small children at the centre. We mostly have kids between 3 and 6 years. If they wish to go to the toilet, we've no choice but to send them to filthy public toilets," says the 22-year-old. Neither is there any drinking water. Children either carry water from home or drink untreated water from hand-pumps. "About 120 children are enrolled but there's space only for 15 to 20. We get a maximum of 30 on a given day," she said. But despite the odds, Babita is keen to continue. "I want to work. But I wish things could be better and a monthly salary becomes a reality," she added.

Vimla Devi (35), a helper, is also desperately waiting for her Rs 2,000 salary that hasn't come in months. In the job for six years, her salary goes into school for her four kids. "Keh rahein hain ke Rs 2,500 ho jayega. Magar pata nahin kab milega," she said wryly before leaving to escort the children to their homes.

Double the effort, but barely half pay

NEW DELHI: It's the world's worstkept secret and no secret in India — because it simply does not matter. Lower compensation for highlyqualified women than men in similar positions with similar qualifications is rarely questioned in our country. What little data exists points out the disparity but attracts little notice.

When the Delhi-based Forum for Women in Leadership (WILL) set out to map the disparity in a recent survey, they found that women in senior-management positions said they earned 30% less than male counterparts with the same job profiles. "Our survey showed that women are fully aware that there's gender bias in salaries, promotions and perks. Benchmarking data indicates a perceived 30-40 % lower salary for women at top levels of the company. Often the CEO is not even aware that HR offers lower salaries," says Poonam Barua, founder chairman, WILL Forum. An earlier 2010 report by the US-based Catalyst, a non-profit, found that in India women earn 62% of men's salary for equal work. Further, they occupy just 3% of legislative, management and senior official positions. Studies on women in management positions have found they have to work harder to prove themselves; men often don't respect women bosses and women are habitually excluded from informal networks.

Barua holds HR staff partly responsible for the pay disparity. A company's human resources section, she says, continues to recruit women through the hackneyed view that they are 'second-earners'. "In our Best Employers for Women Benchmarking survey, we found women always get the 'second paycheck'. Many still believe that women aren't the family's income-earners, they can't travel or stay abroad, and they cannot be at the frontline. So, they're offered a lower salary," she adds. Not a single top corporate house featured in the best places for women to work, says Barua.

Add to this the observation that while pay gap is narrow among younger women and men, read early career, it increases among older groups. Consultancy firm Randstad's Aditya Narayan Mishra says their data shows that at joining, women are usually offered the same pay as men but women "fail to achieve higher increments and career growth". Mishra adds, "There's no difference in the initial pay offered. But in the course of the job as they're about to reach midsenior to senior positions, they tend to hit a glass ceiling. Growth for competitive women is not a steep rise as for competitive men."

The stagnation may account for the increasing number of women opting to do their own thing. Women, in fact, make natural entrepreneurs, says Vanita Vishwanath, CEO of Delhi-based Udyogini that trains women in far-flung areas to handle a business enterprise. Many women who've worked earlier are opting to try entrepreneurship that offers flexibility and growth. They can start their own businesses without compromising on their family time to a large extent, says Vishwanath, adding that there's a strong demand for "more business incubators especially for women".

Policewomen’s take: 9 to 5 safer bet at work

NEW DELHI: She was once a feisty 19-yearold, a fresh school graduate who wanted to be a cop. Twenty-three years later, the head constable only wants a nine-to-five job which allows her to board the bus home before dusk. "Jab Delhi Police join kiya tha, toh bahaut craze tha. Ab bas job kar rahein hai." (I was highly motivated when I joined Delhi Police. Now it's just a job).

Hers is not an aberration but the rule among the 3,700-odd policewomen in Delhi posted in various ranks from constable to inspector. Policewomen revealed they prefer postings in 'soft police wings' : armed police, security, VVIP duty. "Hours in these positions are flexible. You can take leave easily. Work ends early, and you get to plan your day," said a woman sub-inspector. Being sent to police stations and PCR is considered punishment, she explained.

But didn't they join police work for exactly these assignments? "The police stations rarely have bathrooms for women, let alone barracks for them to rest. Who wants to be posted in a police station alone all night with only male cops? Even in PCR duty, you have to stay in that one vehicle for hours cooped up with them. It's uncomfortable. We don't mind being posted in groups but that doesn't happen," said a woman head constable.

Those who want active policing roles say they've to deal with adverse male attitudes and interference. Policemen's attitudes towards female counterparts range from mild patronization to browbeating, they claimed. "Even if a policewoman is the investigating officer in a case, another male cop steers the entire work. A woman cop simply appears to be in charge of the case, and only on paper," revealed a seasoned cop posted at several police stations in north and east districts.

It's not uncommon for policemen to believe they're doing their female counterparts a favour by 'helping them out'. Worse, many policewomen agree. "We're not as strong as men. Why hold heavy firearms and be put on sentry duty? It's tough work," said a recently promoted woman sub-inspector.

This despite the fact that men and women cops undergo the same rigorous training—women too are trained in one of the most rigorous curriculums. They too undergo the mandatory commando training where all new recruits have to learn rescue, search and arrest procedures and physical endurance tests for three months. However, after recruitment, few are required to use this training in daily policing as active policing is for the men in the force.

After Nirbhaya's case, when Delhi Police's functioning came under close scrutiny, several women cops were pushed into harder duties. "We were young once, and enthusiastic as well. But for years we were almost reduced to secretarial work. Suddenly expecting us to jump hoops is unrealistic. I have two children and I want to be home at night. Things cannot be sprung on us like this," said a 49-year-old woman head constable.

Equality is good for business

Women are getting left behind in India's growth story. As many as 21.3 million women have dropped out from the workforce between 2004-2005 and 2009-10 . The rate of women's participation now stands at a paltry 22%. In relative terms, this is lower than even Bangladesh and Sri Lanka where women's workforce participation stands at 34% and 34.4%.

Why's this happening? One reason is though girls are getting educated, they don't have the skills to hold formal sector jobs. So they end up working in unskilled jobs in the infor mal sector such as domestic work or in agriculture . Those who make it to the formal sector face numerous challenges in the absence of a supportive environment at work and at home. These challenges often compel them to 'stay at work or quit' . In India, 29% women enter the corporate world but only 5% make up the Indian boardroom. It gets tougher as women climb the corporate ladder. Only 9%women make up mid-to-senior management positions.

The reason is clear: even in the 21st century, Indian women face the 'double-burden' of balancing home and career. A recent survey revealed the dropout rate for women below age 30 in India is 48% — marriage and childbirth cited as the main reasons for quitting. A whopping 98% said 'flexibility' is important in order to balance professional and personal commitments.

Currently 'corporate will' to offer flexibility is weak. For example, 70% of executives surveyed in Asia by McKinsey & Co. say that gender diversity was not in the top 10 priorities of their organization.

There is a clear business case for increasing women in the workforce . Not only are they one half of India's productive population, they can also help increase productivity. A 2010 UN Report tells us that if India's workforce participation increased to match that of the US at 70%, GDP would see an increase of 4.3% per annum.

Reservations in the boardroom , flexible working conditions , maternity leave and other benefits are the need of the hour. What women need today is mentoring and training. Educated women need vocational skills, which companies must provide. Unfortunately, not enough companies provide such skills in firm, nor are enough service sector related skill providers available outside of companies. Only 16% of Indian firms provide in-firm training as compared to 85% in China. The private sector has to address this challenge.

India has the opportunity to do things differently and show greater resilience and innovation. This transformation must come with inclusion —women's inclusion in all rungs of the private sector — in the boardroom, in offices and on the factory floor. Equality means business.

Nirbhaya accused can study for test

NEW DELHI: The Tihar Jail authorities told a fast track court on Thursday that they would ensure that Vinay Sharma, one of the accused in Delhi gang rape and murder case, gets requisite facilities in jail to prepare for recruitment test of group 'C' civilian lower divisional clerks in Air Force. The accused, in his plea, had said that he be provided "proper tuitions and books" inside Tihar.

Meanwhile, a plea of two accused in the case that instead of day-to-day trial, it be held on alternate days, was rejected by the court. The court pulled up their lawyers saying such pleas are made to delay the proceedings. The order came after the accused, Mukesh and Akshay Singh, withdrew another plea that they be provided with the Hindi translation of statements of witnesses recorded so far by ASJ Yogesh Khanna in the case.

Spurt in crime by affluent youth: Judge

NEW DELHI: More young people from affluent families are getting involved in crime to support their lavish lifestyle, a trial court has said while sentencing four people to varying jail terms for an armed robbery worth over Rs 1 crore.

"Recently there has also been a spike in reports of young educated youth belonging to affluent families committing crimes such as armed robbery as happened in the present case and it is on account of increasing culture of consumerism, lust for easy money, lack of role models within the family and no fear of law," additional sessions Judge Kamini Lau said.

The court also directed for starting criminal proceedings against a woman banker for prima facie deposing falsely to save her husband in the 2009 robbery case.

The court said Supriya had passed on to Jitesh Gogia account details of jeweller Deepak Gupta, whose father Puran Chand was robbed of Rs 1.55 crore.

Gogia was handed five years' term. Supriya, who worked in a private bank, had later married Gogia.

Gogia's associates Vikas Aggarwal, Harshit Prabhakar and Parveen Goel have been sent to jail for seven years. The court also imposed a fine of Rs 50,000 each on the four convicts. Gogia was declared a proclaimed offender in the case after he did not appear before the court.

The judge held them guilty, saying that despite being well-qualified and belonging to affluent families, they committed the offence.

"Trigger-friendly youths unhesitatingly and indiscriminately use dangerous firearms on helpless victims who may or not offer any resistance thereby spreading terror in the society and adversely affecting social order and the faith of people in the system," the court added.

BSP leader's 2nd killer identified

NEW DELHI: Delhi Police Friday said they have identified the two men involved in the murder of realtor and former Bahujan Samaj Party (BSP) leader Deepak Bharadwaj.

The shooters were Sunil and Purushottam alias Monu, police said.

"We recovered a Skoda car which was used by the duo during the incident. It was recovered from outer Delhi yesterday (Thursday)," a police officer told IANS.

He added that the car owner, Rakesh, has been taken into police custody. The car has been impounded.

"During interrogation Rakesh said that he got Rs.8 lakh from Sunil to buy a car. Rakesh also identified both the shooters from the CCTV footage," police said.

"No arrests have been made so far," the officer added.

Bharadwaj, the richest candidate in the 2009 Lok Sabha polls from Delhi with declared assets of over Rs.600 crore, was shot dead March 26 around 9 a.m. by unidentified men in his south Delhi's 35-acre farmhouse in Rajokri.

The two suspected killers and an accomplice fled in a Skoda that sported a fake registration number.

A post-mortem examination report revealed Bharadwaj had been shot in his head and chest.

The killers entered the farmhouse on the pretext of meeting Bharadwaj to book a marriage venue in the farmhouse complex.

Rafting guide drowns after saving six Delhi tourists

DEHRADUN: A rafting guide drowned in Ganga river near Rishikesh after saving six tourists, all residents of Delhi, when the raft carrying them turned turtle downstream today, police said.

The mishap occurred at about 1:30 pm at Shivpuri under Muni Ki Reti police station in Tehri district, 18 kms from Rishikesh, SHO Rajiv Dandariyal said.

All the six tourists were saved by 40-year-old Ram Kumar Pathak but he himself could not survive as too much water had flown into his system causing asphyxiation.

After Pathak somehow managed to reach the river bank, he was rushed to a government hospital in Rishikesh where doctors declared him dead, the police official said.

Pathak, who was a well known rafting guide of the area, was in the business for the last 20 years.

Pathak was accompanying the team of rafters as a guide from Marine Drive, the river point from where they began their expedition this morning, he said.

A similar rafting mishap at Wall Rapid in the Ganga near Vyasi had claimed two lives at Vyasi a fortnight ago.

NEW DELHI: A day after he was charged with killing his estranged wife, the accused allegedly committed suicide near a railway station in Muradnagar in Uttar Pradesh.

Pawan, who had shot his wife Deepti, 25, and her father Bisham Das when they were entering the Karkardooma Metro station yesterday in Delhi, was allegedly found hanging from a tree today.

A Delhi Police team has gone to Muradnagar, a senior police official said.

The police had yesterday seized a .12 bore double barrel gun from the spot where the firing took place. Pawan had fled leaving behind the weapon, they had said.

Deepti was rushed to nearby Hedgewar hospital but was declared brought dead while Das is undergoing treatment in Deepak Memorial hospital.

Five empty cartridges and the car in which Pawan came to the spot were also recovered from the spot, according to the police.

Car used by BSP leader's killers recovered, 4 detained

NEW DELHI: Police on Wednesday recovered from Haryana the car used by the killers of local BSP leader Deepak Bhardwaj in his farmhouse here and picked up four men who are suspected to have provided illegal arms to the assailants.

About a dozen people were also questioned in connection with the murder of the 62-year-old politician and police were investigating whether any contract killers from Haryana's Sonepat is involved.

The Skoda car in which the assailants had come is suspected to have bore a fake registration number.

Police recovered the car from Haryana earlier in the day. They also picked up four men who were suspected to have provided firearms to the trio who murdered Bhardwaj.

A senior police official said they were also talking to Bhardwaj's wife, who was staying separately, and his sons to ascertain about a property dispute and whether he had any enemies.

The official said they have questioned about a dozen people in connection with the murder.

Police had released the CCTV footage of the attackers at the Nitesh Kunj farmhouse on Tuesday where the incident took place.

Investigators suspect the attackers were from Sonepat, going by the way in which the operation was carried out.

Bharadwaj, the richest candidate in the 2009 Lok Sabha polls with declared assets of over Rs 600 crore, was fired upon from point blank range by three men who fled after the incident.

He was gunned down by the trio who entered his farmhouse in Rajokri at 8.55am on the pretext of booking the place for a marriage, Delhi Police commissioner Neeraj Kumar had told reporters here.

The assailants of the BSP leader, who was into education, hotel and real estate business and had declared assets worth over Rs 600 crore in 2009, had come in a dark grey Skoda car to the farmhouse.

He had suffered bullet injuries on his chest and back and slumped bleeding heavily. He was rushed to Army's Research and Referral Hospital near Dhaula Kuan in south Delhi where he succumbed to the injuries.

Delhi farmhouse shootout: Cops recover car from Jind in Haryana, shooters were from Khera village in Delhi

NEW DELHI: Making the first breakthrough in Lok Sabha candidate Deepak Bhardwaj's murder, the cops have recovered the Skoda Car on late Tuesday night from Jind area in Haryana, 150km away from Delhi.

The cops have also identified the three shooters behind the Tuesday's shootout at Bhardwaj's Nitesh Kunj farmhouse located on NH 8, three kilometers begore Gurgaon toll plaza.

A source said the shooters belong to Khera village in Pooth Khurd area of northwest Delhi which is near Haryana border. Several teams from Special Task Force (STF) are raiding places to nab them.

The cops have got vital clues in the case along with the addresses of the assailants and are on a lookout for the conspirators The cops were trailing a particular licence plate number and were also assisted by the Haryana police which led to the recovery of the car.

The breakthrough has strengthened the suspicion that a massive land deal with a rival builder could be the motive of Bhardwaj's murder. However, the cops have not yet ruled out the involvement of a close family member. The teams are raiding in Haryana, Uttrakhand and Uttranchal.

Deepak Bhardwaj, 62, who made his fortune in land deals to acquire assets worth over Rs 600 crore becoming Delhi's richest candidate in the Lok Sabha elections in 2009, was on Tuesday morning shot dead at his sprawling Rajokri farmhouse.

The BSP leader was killed within minutes on his lawn when two men - a third was in the getaway car, a Skoda - pumped bullets into his head and chest after approaching him on the pretext of confirming a booking at the 28-acre venue for weddings, conventions and other events.

The attackers then fled, with two men running out of the farmhouse, Nitesh Kunj, brandishing guns and the third person driving the car.

Though Bhardwaj had two PSOs, both arrived only at around 10am. He had a licensed gun but was not carrying it as he was taking a walk. The police suspect that someone may have tipped off the killers about the best time to strike.

The killers entered the premises at 8.55am and left at 9.15am. Bhardwaj suffered two bullet injuries in his head and chest and was declared dead at the Army R&R Hospital.

The farmhouse at which Deepak Bhardwaj was murdered is located near 22nd milestone on NH-8, close to the Gurgaon toll plaza. It's spread over 28 acres and has four lawns with banquets and other structures. It was promoted as a hospitality hub. Bhardwaj also owned a school, was planning a university, had set up a township and wanted to build more hotels.

Twelve people questioned in BSP leader's murder case

NEW DELHI: Around twelve people have been questioned in connection with the murder of local BSP leader Deepak Bhardwaj with police today saying that it was probing whether any contract killers from Haryana's Sonepat area were involved.

According to Times Now, two people have been detained.

Festivity, colours mark Holi in Delhi

NEW DELHI: Colours of all hues, the smell of 'gulal' and joyous spirit pervaded the streets today as Delhiites came out to celebrate Holi in the capital.

Revellers exchanged greetings with each other to celebrate the festival of colours. People visited friends and relatives, gifted 'gujia' (a traditional sweet) besides smearing 'gulal' on each other's faces.

President Pranab Mukherjee and Prime Minister Manmohan Singh greeted people on Holi and expressed hope that the festival will strengthen faith in national values and promote oneness and harmony.

"On the joyous occasion of Holi, I convey my greetings and good wishes to all my fellow countrymen. This festival which marks the advent of spring, is a harbinger of joy, hope and fulfilment for all," the President said in his greetings.

The Prime Minister said the festival of colours is the celebration of "life and goodness and gives opportunity to strengthen the spirit of brotherhood."

Children enjoyed the most as they sprayed coloured water using water guns and hurled water-filled balloons on people from their rooftops.

In the national capital, police personnel were deployed across the city. Police had issued warning against hooliganism in the guise of revelries.

Commuters faced inconveniences in the morning as the public transport, such as buses and metro were shut till late afternoon.

Delhi gang-rape accused seeks tutor for IAF exam

NEW DELHI: One of the accused in the Delhi gang-rape has sought a tutor to prepare for an interview with the Indian Air Force (IAF), his counsel said here Tuesday.

Accused Vinay Sharma's counsel moved an application before the fast-track court hearing his case seeking that a "tutor be provided to Vinay to help him prepare" for his interview for C grade category of the IAF and that "he will serve" the force.

Sharma's counsel also pleaded for a day-to-day trial saying that a call letter for "selection test for recruitment of group 'C' civilian LDCs in Indian Air Force" had been received by the accused.

"My client has got a call letter to appear for an interview with the Indian Air Force. A tutor or guide be provided to him. The test will include general knowledge... He will have a job and will lead a good life ahead. He will earn well... He is the only breadwinner in the family... He will serve the Indian Air Force," Sharma's counsel said.

Additional Sessions Judge Yogesh Khanna asked the police to file their reply on the application and posted the matter for April 28.

Delhi gang-rape case: Hearing adjourned as Mukesh rushed to hospital

NEW DELHI: Proceedings in the Delhi gang-rape case was today adjourned for an hour when one of the accused could not be brought to the fast track court hearing the matter as he was admitted to Safdarjung Hospital for chest pain.

Mukesh, brother of deceased accused Ram Singh, was rushed to Safdurjung hospital after he complained of chest pain during the transit from Tihar jail to Saket court complex, special public prosecutor Dayan Krishnan informed additional sessions judge Yogesh Khanna.

Krishnan said he has been informed that Mukesh has been admitted.

The court which was to begin the proceedings at 2pm adjourned the matter till 3pm to wait for the hospital's report.

Taking objection to the prosecution's submission, Mukesh' counsel M L Sharma told the court that "something fishy is going on and I am worried about his hospitalization due to chest pain".

He further told the court that he should be allowed to meet his client in the hospital "right now" as he does not trust the police or the doctors.

Sharma also said, as Mukesh's brother Ram Singh died in jail, so "I don't trust that Mukesh will be provided better medical facilities".

He also sought the court's direction to appoint a doctor to examine Mukesh, which was turned down by the judge who said "let us wait for sometime".

The court said that Mukesh will have to come for the proceedings only if the doctors declare him fit for the same.

The other three accused, Akshay Singh, Pawan Gupta and Vinay Sharma were brought to the court.

All the five adult accused in the case are facing trial for allegedly gangraping and assaulting a 23-year-old girl in a moving bus here on the night of December 16, 2012. The victim later died in a Singapore hospital on December 29.

Proceedings against accused Ram Singh had abated after his death, while the case against the sixth accused, a minor, is being conducted before a juvenile justice board.

Trafficked girl rescued, goes home after 3 years

NEW DELHI: She doesn't look a day above 17 years. So it comes as a shock when a painfully thin three-year-old tugs at her blouse and calls her "ma" . It turns out that Savita (name changed) is about 20 years old — though she isn't certain about her exact age or even birth date. In her young life, she has already been traded to live with strange men thrice, and borne two sons, aged three and one, respectively.

Sitting listlessly in a shelter in Delhi, she struggles to manage her loosely draped sari and her kids. There is little hope left in her — she has already experienced far more than she should have at her age. "I was taken from my parents' home in their absence and brought to Delhi by Kaalu Sheikh who had raped me," she said in a voice totally devoid of emotion.

Savita was then taken to Bharatpur, Rajasthan, and sold for Rs 10,000. "Initially I was asked to live with a man called Bachu. I protested and got beaten up. Then he got me married to his elder brother Binod Jatu," she added. Jatu is the father of the two children.

Rescued by the anti-human trafficking unit, CID, West Bengal; Bharatpur police and Shaktivahini, an NGO, she is returning to her village in Bardhaman after three years. Savita's experiences have changed her a great deal. She has become quieter than ever. "Before I was taken to Rajasthan, I used to wear a frock. There I was told to wear a sari," she said. "I taught myself to wear one."

Cops say Savita is one of the rare cases where a missing person is traced and rescued from the trafficking nexus. "Her rescue became imperative after the Calcutta high court directives in March that had asked for this girl to be produced before it. Investigations were transferred to us from the district police," said Sarbari Bhattacharjee, officer in charge, trafficking unit.

It was her parent's relentless effort that got the machinery moving. Savita's parents gave a vital clue when they said a neighbour might be involved.

"We had to reopen the case in the trial court. Earlier , the district police had filed a closure report," said Bhattacharjee.

She added: "Usually there is no information on where the minor is taken and by whom. Less than 1% are rescued and restored to their families."

According to the government data, 19,524 minors went missing in Kolkata in 2011, of which only 7,227 were traced. Of the untraced , 8,725 were women. Most of the missing persons end up in the "prostitution, forced marriages or begging rackets", said Rishikant from Shaktivahini.

Even as Savita waits for her train back to Bardhaman , she finds herself torn between motherhood and childhood and is unclear as to what the future holds for her.

36,743 citizens of Delhi join Kejriwal's civil disobedience movement

MUMBAI: On the first day of Arvind Kejriwal's fast, 36,743 citizens of Delhi have challenged the Delhi chief minister Sheila Dikshit, saying that they will no longer pay the illegitimately high electricity and water charges inflated due to her corruption.

They have joined Aam Aadmi Party's (AAP) civil disobedience and have boldly given in writing they will no longer pay these bills.

In this unique civil disobedience movement, AAP volunteers fanned out across Delhi and carried the truth of the inflated water and electricity bills. The volunteers are explaining the collusion of Shiela Dixit, BJP and the discoms owned by Tatas and Ambanis.

Meanwhile, Arvind continued to fast in the house of a common man in a low income settlement at F145, Opposite Gagan Cinema, Near Murga Mandi, Sundar Nagri, Delhi-93. On the morning of the second day of his fast, Arvind's morale was high and charged with the warmth and support of thousands of aam aadmi.

In less than a few hours of campaigning, there was a overwhelming response from the common people who said their lives had become impossible due to the excessive bills and they were more than willing to join the civil disobedience movement collectively.

NEW DELHI: The Delhi Airport Metro Express line will start after 2pm on Holi festival on March 27.

"In view of the Holi festival, the Airport Metro line will be running from 2pm to 11.30pm," an official statement said.

The Airport Express Line provides connectivity from New Delhi Railway Station to Indira Gandhi Airport (T3) terminating at Dwarka Sector 21.

The six lines of the Delhi metro — Dilshad Garden to Rithala, Jahangirpuri to HUDA City Centre, Noida City Centre to Dwarka Sec-21, Vaishali to Yamuna Bank, Inderlok to Mundka and Central Secretariat to Badarpur will also resume operation only after 2pm on that day.

Metro feeder buses will not be available for the whole day on Wednesday.

Court orders FIR against in-laws for sending indecent SMSs

NEW DELHI: Delhi Police have been directed by a court here to register an FIR against a man's wife and her family members for allegedly sending "indecent" messages on his mobile phone with an intention to insult his religion.

Metropolitan Magistrate (MM) Saumya Chauhan ordered the Station House Officer of Jamia Nagar Police Station to lodge a criminal case under relevant provisions against five members of a Delhi-based family.

"On perusal of the complaint and the documents, the court is of the view that SMSs sent by the respondent (wife's family) to the complainant (man) are highly obnoxious and indecent and are deliberately sent to him with an intention to insult his religion.

"Moreover, since the messages have been sent by mobile phone, hence section 66A of the Information Technology Act is also attracted," the magistrate said.

The court also asked the police to file its status report after lodging the FIR and fixed the matter for further hearing on May 13.

The man had approached the court seeking registration of a case against his wife and her family members for allegedly sending him indecent SMSs to "outrage religious feelings of the complainant and the entire community and promoting enmity between two groups".

He had sought registration of FIR against the family for the offences of promoting enmity between different groups on grounds of religion, deliberate and malicious acts intended to outrage religious feelings by insulting its religion and conspiracy under the IPC.

The man said he had married the woman, belonging to another religion, after she converted to his faith. The woman's family members were against their marriage.

Three members of a family were killed over a land dispute at Panchpandav village in Ghatsila subdivision last night, police sources said today.

Trains will resume operations on that day only after 2pm.

Customs 'detain' Rs 20 lakh silver trophy from ICC official

NEW DELHI: An ICC official was caught allegedly bringing into the country a silver trophy worth Rs 20 lakh without paying customs duty at IGI aiport here following which it was seized.

The ICC official, an Indian resident, was carrying the silver trophy in contravention of rules and was trying to bring it into the country without giving the customs duty payable on such metals, official sources said.

The official, who had come from Dubai, was on Saturday yesterday at Indira Gandhi International Airport (IGIA) and asked to show papers related to the clearance of trophy from customs. After he failed to provide satisfactory answer and show relevant papers, the trophy was "detained" by Customs, they said.

During questioning, the ICC official claimed the trophy was meant for promotional event.

The silver trophy, weighing about three kilograms, has a market value of about Rs 20 lakh.

Further investigation in the matter was continuing, the sources added.

Married woman raped by neighbour in Faridabad

FARIDABAD: A married woman has alleged that she was repeatedly raped by her neighbour for over a period of ten months, police said today.

A case of rape has been registered against Dinesh (35) based on the complaint filed by the victim at the Nangla Enclave police station here, they said.

In the complaint, the victim has alleged that Dinesh took advantage of her being alone at home when her husband and three children went for work and school respectively and repeatedly raped her for over a period of ten months.

The victim did not tell about her ordeal to anyone during this time as she had been threatened by the accused that he will kill her and her family, police said.

The woman, however, gathered courage recently and narrated her ordeal to her husband.

A case has been registered and the matter is being probed into, police said.

NEW DELHI: Delhi Police on Sunday released the sketch of a suspected Hizbul Mujahideen terrorist linked to a fidayeen attack plot, unfazed by controversy over arrest of an alleged operative four days ago from Indo-Nepal border in the case.

The sketch is that of a person who checked into a guest house in Old Delhi and left there an AK-56 and ammunition allegedly for Liyaqat Ali Shah, who was arrested on March 20.

Police had recovered arms and ammunition from the guest house following the interrogation of Shah and are trying to nab the person with the help of the sketch, a senior police official said.

"We had prepared the sketch on the basis of the CCTV footage and the description given by hotel staff," the official said.

The Special Cell of the Delhi Police has claimed that it had foiled a 'fidayeen (suicide) strike' in the capital with the arrest of Shah, who, they claimed, was a Hizbul Mujahideen terrorist who planned attacks to avenge Afzal Guru's hanging.

Shah's arrest had sparked a controversy after Jammu and Kashmir government and police contradicted Delhi Police's version that he was coming to Delhi to coordinate terror strikes here during Holi.

The Jammu and Kashmir Police has supported the claims of Shah's family that he was a former militant who had surrendered before SSB at the Sanauli check-post on the Nepal border and was part of a group returning from Pakistan- occupied Kashmir (PoK )as part of the rehabilitation policy of the Jammu and Kashmir government.

Jammu and Kashmir chief minister Omar Abdullah had spoken to Union home minister Sushil Kumar Shinde seeking an NIA probe into the issue and said he was on his way to Jammu and Kashmir to surrender.

As an important confidence building measure, the state government had entered into an understanding with the Home Ministry that any youth who had joined militant ranks in 1990s and wishing to return via Nepal would be allowed to do so provided he surrenders before the army or police in the Valley.

After visiting Raj Ghat and Shaheed Park here, Kejriwal reached the home of one Santosh in Sundar Nagri where he began his fast. He had chosen this house as Santosh had allegedly received inflated bills and had to take loans to pay it.

Kejriwal asked Delhi residents not to pay "illegal" power and water bills, promising that any legal action against them would be revoked once his party comes to power in the city.

"From today, we are beginning this fast. From today, I am not going to pay my water and power bills. These are illegal and fake bills. The Delhi government is hand in glove with discoms," he said.

Kejriwal earlier had announced that his family residing in Uttar Pradesh will not pay the bills in solidarity with the protest.

"The aim of my fast is to rally more and more people against the illegal bills. If I fast, then people will get encouraged. This time we are not asking anything from the government, this time I appeal to Delhiites not to pay bills," he said.

Kejriwal said if more and more people join the "civil disobedience" movement, government and the discoms won't take against against them.

Man held with bullets at Delhi Metro

NEW DELHI: A 33-year-old man was today held for allegedly carrying three live rounds of ammunition at a Delhi Metro station here.

The person, identified as Sartaj Alam from Allahabad, was apprehended by the CISF while he was entering Anand Vihar Metro station at around 7 AM.

"Three live rounds of 9mm pistol were recovered from him and he has been handed over to Delhi police," a senior Central Industrial Security Force (CISF) said here.

Man jumps before Delhi Metro train, dies

NEW DELHI: A 49-year-old man committed suicide by jumping before a Metro train here Saturday morning, police said.

Rajender Kumar jumped onto the tracks at west Delhi's Uttam Nagar Metro station around 7.30 a.m. as the train was drawing in.

He was taken to Deen Dayal Upadhyay hospital where doctors declared him dead, said a police officer.

No suicide note was recovered from his possession, the officer added.

"Kumar lived in Uttam Nagar's Jain colony and worked for a private company in Noida. Police is yet to ascertain the reason behind his suicide," said the officer.

Geetika suicide: SC declines to entertain Kanda's bail plea

NEW DELHI: The Supreme Court today declined to entertain the bail plea of former Haryana minister Gopal Goyal Kanda arrested for his alleged role in air hostess Geetika Sharma suicide case and asked him to approach the sessions court.

A bench of justices Chandramauli Prasad and V Gopala Gowda asked Kanda, who had moved the apex court after his bail plea was denied by the Delhi High Court on November 19 last year, to seek relief for the Sessions Court.

The high court had dismissed his bail plea saying there was apprehension that he might influence the witnesses and tamper with the evidence in the case.

While denying the relief sought by Kanda, the high court had also taken note of the prosecution's submission that prior to surrendering, he had destroyed material evidence in the case for which he has been charge sheeted.

Kanda had moved the high court on November 1, 2012 against the September 20, 2012 order of the trial court which had dismissed his bail plea on the ground for need of further probe due to a medical report which had said that the victim was pregnant in March 2012.

23-year-old Geetika was found dead on August 5, 2012 at her Ashok Vihar residence in north west Delhi. In her August 4, 2012 suicide note, Geetika had said she was ending her life due to "harassment" by Kanda and his aide Aruna Chaddah, co-accused in the case. They, however, had denied the charge.

Kanda was denied anticipatory bail earlier by the trial court and the Delhi High Court after which he had surrendered before the police on August 18, 2012.

Don't pay 'illegal' power, water bills: Kejriwal

NEW DELHI: On the eve of his indefinite fast, ArvindKejriwal on Friday asked Delhi residents not to pay their "illegal" power and water bills, promising that any legal action against them would be revoked once his AamAdmi Party comes to power in the city.

He also attacked the opposition BJP saying its agitation against the hike in power and water tariff was just an election gimmick and it was hand-in-glove with the Congress.

"People are forced to pay their bills through there nose due to fear of legal action against them. To instill confidence in them, I would be on indefinite fast from tomorrow," Kejriwal told reporters.

"The aim of my fast, which will begin from a house in Sunder Nagari, is to rally more and more people against the illegal bills," he added.

Kejriwal appealed to people not to pay the bills and said if more and more won't pay and join the "civil disobedience" movement, government and the discoms won't take against against them.

"Even if some people face legal action, then they must not panic as all the legal cases would be withdrawn after his party comes to power in Assembly election in November," he said.

When asked if he was provoking people to break the law, he said Mahatma Gandhi had himself said that one should not obey the law if it's against people and be prepared to face its consequences.

Targeting the BJP, the activist-turned- politician said, "BJP had the copy of the order of former Delhi Electricity Regulatory Commission (DERC) chairman to reduce the tariff since 2010, but they were sitting on it and when the election is nearing they are protecting against the hike.

"They had not raised the issue in the Delhi Assembly.... Now Dikshit government wants to give a bailout package of Rs 20,000 crore to the discoms," he added.

He claimed that poor people had to take loan to pay their electricity and water bills.

Elaborating about the course of action, Kejriwal said apart from him, party volunteers would be observing fast in 264 Wards of the city.

Apart from it, the volunteers would collect signed letter in favour of Arvind Kejriwal.

Delhi gang-rape case: SC stays HC order for using TV interview as evidence

NEW DELHI: The Supreme Court on Friday stayed the Delhi high court's order which had allowed the plea of December 16 gang rape accused to use as evidence a CD containing the interview of the victim's male friend given to a news channel.

A bench headed by Chief Justice Altamas Kabir stayed the March 7 order after Delhi Police submitted that the TV interview is per se inadmissible.

The high court had allowed the plea of accused Ram Singh, who allegedly committed suicide in Tihar jail recently, and his brother Mukesh and had set aside the trial court's order by which they were not allowed to exhibit the CD of the interview telecast on January 4, as a piece of evidence.

On December 16, the 23-year-old victim was brutally gang-raped and assaulted in a moving bus in south Delhi. She died in a Singapore hospital on December 29.

Ram Singh's brother Mukesh, Pawan Gupta, Vinay Sharma and Akshay Singh are the adult accused facing trial. The sixth accused, who has been declared as a juvenile, is facing trial before the Juvenile Justice Board.

The trial court had on February 2 framed charges against the five accused under various sections of the IPC for offences which include gangrape, murder, attempt to murder, unnatural offences, dacoity, conspiracy and kidnapping.

Rains likely in Delhi on Saturday

NEW DELHI: It was a clear, sunny day in the capital Friday but Saturday could see some light rains in the city.

"There is a possibility of light rain tonight (Friday) or tomorrow (Saturday). The skies will remain partly cloudy," an official of the India Meteorological Department (IMD) said.

The maximum and minimum temperatures are expected to hover around 33 and 18 degrees Celsius.

Friday saw sunny, clear skies and the maximum temperature settling a notch above average at 32 degrees Celsius. The minimum was two notches above average at 19.1 degrees Celsius.

Three brothers get 10 years jail term for raping minor cousin

NEW DELHI: Three brothers have been given 10 years' jail term each by a Delhi court for repeatedly raping their minor cousin for more than three years and spoiling her life.

Additional Sessions Judge Sanjeev Kumar handed down the sentence to the three convicts, Afzal, Aashik and Aslam, agreeing with the prosecution's argument that their act was "quite grave" and they had not only spoiled the life of a child but also "shattered" the sanctity of relationships.

"I am in agreement with the contention of the additional public prosecutor that the act of convicts are quite grave as they have committed rape with a girl of less than 12 years of age and thus not only spoiled the life of a child but they have also broken the trust of the victim and shattered the sanctity of the relationships on which our society relies.

"Therefore, taking into account the aggravating and mitigating circumstances, in my view, proper sentence in this case would be all the convicts are sentenced for 10 years rigorous imprisonment under section 376 (2)(f) (raping a girl who is under twelve years of age) of the IPC with fine of Rs 5,000 each," the judge said.

According to deposition of the minor girl, her father had died prior to her birth and after her mother had remarried, she lived with her maternal grandparents.

Thereafter, her custody was taken over by the convicts' mother, the victim's paternal aunt, and she was taken to their home, the girl had told the court.

She had alleged that 2-3 days after she arrived at the three convicts' home, Afzal (21), Aashik (26) and Aslam (24) started raping her on the roof of the house by gagging her with a piece of cloth and sometimes at knife point.

They used to rape her whenever no one was around, the girl had alleged, adding when she had informed the convicts' mother about it, she had scolded her (victim).

An FIR was lodged against the trio in September 2011 after the girl had informed her maternal aunt and grandparents about what had happened to her, the police had said.

NEW DELHI: In its budget for 2013-14 , the Delhi government has increased the allocation for improvement of civic services in industrial estates from Rs 50 crore to Rs 150 crore. But since taking over industrial estates from the erstwhile MCD two years ago, Delhi government has not done much for their development.

Okhla Industrial Area Phase III is a case in point. As part of the pilot project, the Delhi State Industrial and Infrastructure Development Corporation had planned for complete redevelopment of the area which houses headquarters of several MNCs. But in the name of redevelopment , maintenance took a beating. Roads are full of potholes , sewers and drains overflow during monsoons and the streets have no lamps. According to Ranjan Sharma , general secretary, Okhla Industrial Area Phase III association , "The situation has gone from bad to worse in the last few months. From being the best-maintained area, it has now become the worst maintained area. The situation is deteriorating with every passing day. The least they can do is to ensure the roads are motorable. Earlier, we somehow used to get the work done from the erstwhile MCD. Now we can't even do that."

The increase in budgetary allocation has not reassured association members. "It should translate into some action . We shouldn't be able to see the change. We fear that this time, too, the roads will be submerged. There are just two months left for the monsoon season and no work has started on the ground," a senior executive with an MNC said.

Delhi budget: Rs 1,000 monthly for capital’s transgenders

NEW DELHI: An isolated and shunned group, the transgender community, got a mention in Delhi government's budget. In a move to provide support to them, Rs 1,000 per month for those living in the capital for at least three years has been earmarked. A plan is afoot to bring eligible individuals under cover of Annshree Yojana.

But many among the transgender community are skeptical. "Those like us find it very difficult to show identity proof. Firstly, most of us aren't living with our families. Many are migrants. Secondly, many don't have ration cards, voter ID and Aadhaar cards," said Lakshmi, 'guru' of a eunuch group in Jahangirpuri.

Evening squall cools down Delhi

NEW DELHI: A thunderstorm hit the city late on Wednesday, bringing some relief from the steadily climbing mercury. This was in stark contrast to the morning when the airport was under the cover of moderate to shallow fog, as the atmosphere was quite stable.

"Around 9.30pm, winds at the speed of 40-50 kmph picked up across the city and several places witnessed rain. The thunderstorm was massive and accompanied by lightening. There had been a massive moisture incursion over the city since morning , which first led to the fog and later to the thunderstorm. The storm was purely local, and a result of the high humidity levels and heat," said R K Jenamani, director in-charge IGI Met.

The day's maximum temperature was 34.8 degrees Celsius, five degrees above normal, while the minimum was 17.7 degrees Celsius, two degrees above normal. Jenamani said the morning fog occurred due to calm winds and a fresh moisture incursion that pushed humidity to 100%. "The main reason was a highly stable atmosphere. The surface temperature at 5.20am was 15.6 degrees Celsius while that at just 300m above was 25 degrees Celsius. Such an atmospheric pattern was favourable for accumulation of pollutants in the atmosphere as it does not allow any vertical and horizontal mixing of air," he said.

Visibility reduced to 200m and runway visual range came down to 400 m, leading to CAT-II operations between 2am and 9am. IMD has predicted that a western disturbance (WD) is likely to affect northwest India between March 23 and 24. "The western disturbance is likely to produce light to moderate rain at many places over Jammu & Kashmir, Himachal Pradesh and northern districts of Punjab and Haryana, and at a few places over Uttarakhand," said an official of the regional meteorological centre, Delhi.

While the WD will not have any significant impact over Delhi and will only lead to stronger winds, cloudy conditions and a slight fall in maximum temperature on March 24, thundersquall accompanied by hailstorm could occur over Jammu, HP and northern parts of Punjab , Haryana and Chandigarh.

Two December 16 gang-rape accused seeks bail

NEW DELHI: Two of the accused involved in the December 16 gang-rape of a 23-year-old girl in a moving bus here today sought bail from a fast-track court.

Accused Mukesh and Vinay Sharma, two of the five adult accused who had allegedly gangraped the girl, have moved their bail applications in the court of Additional Sessions Judge Yogesh Khanna who is conducting the proceedings behind closed doors, their counsel told the media persons outside the court room.

Mukesh's bail plea to attend the post-death rituals of his elder brother Ram Singh, also an accused who had allegedly committed suicide in his prison in Tihar jail on March 11 was filed by his advocate M L Sharma.

Accused Vinay Sharma has also moved his bail application through his counsel A P Singh saying he is a B A first year student and that due to the case his studies were being "affected", Vinay's counsel claimed.

"Mukesh should be given 15 days interim bail so that he can attend the post-death rituals of his brother, which is scheduled for March 25-26 at his village in Rajasthan," his counsel said.

However, both the counsel said that they have given their submissions in the court.

The court, which has till date recorded statements of 55 witnesses in the case, today concluded recording of statement of the 60th prosecution witness in the case.

With the proceedings against the main accused Ram Singh having abated after his death on March 11, the remaining four adult accused Mukesh, Vinay, Akshay Singh and Pawan Gupta are facing trial in the case for rape and murder of the girl. The sixth accused in the case is a juvenile and therefore is facing proceedings before the Juvenile Justice Board.

The girl had died on December 29, 2012 in a Singapore hospital due to the grievous injuries she suffered when she was brutally assaulted by the six accused.

Delhi gang-rape case: Two accused change counsel

NEW DELHI: The Delhi gang-rape case being heard by a fast track court here today witnessed two of the accused opting to change their counsel.

Mukesh and Akshay Sharma, two of the five adult accused who had allegedly gang-raped a 23-year-old girl in a moving bus here on December 16 last year, have replaced V K Anand with another advocate M L Sharma to represent them in the case.

Sharma was confirmed as their counsel by Additional Sessions Judge Yogesh Khanna who is conducting the proceedings behind closed doors.

Sharma told media persons outside the courtroom that he was appointed as their counsel by the judge after consulting with the two accused and Mukesh's parents.

The advocate said he had met Mukesh yesterday in Tihar Jail in connection with defending him in the case after his parents approached him.

Mukesh's parents came to him saying they had lost hope that their son would be released and had requested him to defend their son, Sharma said.

Sharma said that when he was in Tihar to meet Mukesh, Akshay had also asked him to represent him in the case.

Akshay was being represented by advocate A P Singh, who will now be appearing for Vinay Sharma only, while the remaining accused Pawan Gupta will continue to be represented by advocate Vivek Sharma.

M L Sharma was initially appointed by Ram Singh, who died in Tihar Jail on March 11, as his defence counsel. He was later replaced by V K Anand.

Anand, who has been removed as Mukesh's counsel, said a client if he so wishes can change his lawyer and alleged that "police officials pressurized Mukesh to change his lawyer".

The court, which has till date recorded statements of 53 witnesses in the case, did not examine any witness today.

Delhi Urban Art Commission concerns for higher FAR in special areas

NEW DELHI: South Delhi Municipal Corporation's draft redevelopment plans for special areas was discussed in detail in a Delhi Urban Art Commission (DUAC) meeting held last month with the Art body expressing reservation for higher FAR as proposed in the areas. The Commission said that the proposals of 'higher FAR or higher density may prove to be counter productive and may destroy the organic character of the area.'

After South Corporation submitted their initial proposal, DUAC had asked agencies like ASI and DDA to give their inputs. Following this, the matter was again forwarded by the Corporation wherein certain inputs from other agencies were stated to have been incorporated and a presentation was accordingly made. Following this, DUAC said: There should be a clear cut thinking on part of MCD whether the idea is to redevelop the area by implementing the new proposals as envisaged like FAR increase incentive and other developments/redevelopments proposed or conserving/preserving the present architectural character and revitalise the area in terms of improvements of the heritage character its streets and the urban form etc.''

The Master Plan 2021 has envisioned that special areas be divided into three areas, Walled City, Walled City Extension and Karol Bagh for which special redevelopment plans be made. The regulation of special areas is to be different from other areas, and the plan was entrusted to the erstwhile Municipal Corporation of Delhi. One of the proposals was higher FAR after clubbing plot areas of more than 3000 sq m in some special areas. The options of providing incentive FAR and permitting redevelopment of plots, widening of streets accordingly to make them workable for smooth movement of vehicles, car parking in individual buildings or alternatively limiting the parking to 3-4 designated multi level parking places and encouraging use of bicycles or other slow mode of transportation and encouraging pedestrianization, should be based upon detail design exercises,'' said DUAC members, after scrutnising the proposal. The Commision also said that tThe proposals of higher FAR or higher density may prove to be counter productive and may destroy the organic character of the area.''

The proposal for redevelopment of Lajpat Rai Market was explained in detail in which the civic consultants said that it was possible to redevelop this area in a phased manner since the present occupants are agreeable to the same. DUAC said that the proposal of Lajpat Rai Market was considered to be fairly workable but the architectural character of the new redevelopment construction should be sensitively worked out keeping in view the character of the walled city and its vicinity to the Red Fort.

First lot of EWS flats to be complete by month end

NEW DELHI: The first lot of flats for the economically weaker sections (EWS) are nearing completion and will be ready by the end of the month. These 2,400 flats are built with the special pre-fabricated technology in a first for any housing project under Delhi Development Authority (DDA). The Authority is now working on a policy to decide the allotment of these flats, by auction or draw.

In a first, DDA has used prefabricated technology to construct these housing units. The technology involves use of precast columns, beams, slabs, staircases, and the flats are assembled at the site itself. While 2,400 housing units have been built in Sector 23 in Dwarka, 11,060 houses are going come up in Rohini and 6,580 in Narela using this technology. The flats in Dwarka are almost complete, while the others are expected to be complete by the year end. Work on the Rohini flats were delayed by about seven months because some nearby villagers were protesting. But that issue has since been resolved and work is going on in full swing,'' said an official. The allotment process for the flats is yet to be worked out and officials say they might be a part of the next housing scheme whenever it is announced.

The pre-fab technology is a first for Delhi but is a technology commonly used in abroad and even in other Indian cities. Official said that the company roped in for this has done pre-fab projects in Mahashtra. In Dwarka, the nearly complete flats each has one bedroom, a bathroom with ceramic tiles, a kitchen and a lobby area. Each building has five storeys. Officials said that all housing complexes will have amenities like grocery shops, parks, community centres, chowkidar hut, parking spaces and an anganwadi centre in each block. The complex will be pedestrian friendly, with vehicular movement limited to the peripheries. The proof-checking of structural designs for these flats has been done by IIT Roorkee. DDA's target is to build one lakh EWS houses every year, and the recently announced budget has focused majorly on low-cost housing.

Man molests girl in moving DTC bus, denied bail

NEW DELHI: A government employee who allegedly sexually harassed a 20-year-old woman co-passenger in a moving DTC bus last month has been denied bail by a Delhi court which said the charges were "grave and serious" and the man had targeted the victim who is his daughter's age.

Metropolitan magistrate Ekta Gauba denied bail to Devi Dayal who had been charged under section 354 A IPC which was added under the new anti-rape ordinance promulgated by the President following the massive outrage over the gangrape of a 23-year-old paramedical student in a moving bus in the national capital on December 16.

Section 354 A of IPC deals with sexual harassment, physical contact and advances involving unwelcome and explicit sexual overtures; or any other unwelcome physical, verbal or non-verbal conduct of sexual nature.

Gupta was arrested on a complaint of the girl who told the police that last month she was travelling by bus number 970 which originates from Jawaharlal Nehru stadium and passes through Parliament street, finally terminating at Rohini in north west Delhi.

The accused, who looked of the age of her father, boarded the bus from Parliament street area and stood next to where she was seated.

He then started touching her indecently and even when the girl objected to it, Gupta allegedly did not relent.

A few minutes later, when the bus reached Karam Pura, the girl noticed that Gupta was "fastening the zip of his trousers". The girl then raised an alarm and lodged a complaint with the police.

"In view of the fact that the allegations against the accused are grave and of serious nature, I find no merit in the bail application. The same stands dismissed," the court said.

Tax-free Delhi budget in an election year

NEW DELHI: No new tax was levied and chilly spray, desi ghee and LED lights will be cheaper with Delhi government today proposing to reduce or eliminate VAT on them in its Rs budget which focussed on social sector in an election year as Congress seeks a record 4th term in power.

Presenting the Rs 37,450-crore budget in the state assembly, chief minister Sheila Dikshit amid occasional protests by opposition BJP MLAs, said "I am proposing a tax free-budget".

In her around 90-minute budget speech, Dikshit expressed confidence that the national capital's growth will touch nine per cent against the national average of five per cent as she outlined the development activities taken up by her government in several sectors, including health, water, infrastructure and transport.

With assembly poll expected in November this year and after a drubbing Congress got in last year's municipal election, Dikshit sought to woo the electorate with enhanced social spending, earmarking Rs 10,351 crore or 65 per cent of total plan outlay of Rs 16,000 crore. The non-plan outlay is Rs 21,000 crore.

Among the sectors, transport has got the highest allocation of Rs 3,876 crore followed by Health Rs 2,490 crore, Education Rs 1981 crore, Urban Development Rs 1840 crore and Water Rs 1,665 crore.

"Delhi is on track to grow at nine per cent compared to five per cent for the country...The per capita income of Delhi now stands at Rs 2,01,083. It has gone up by five times since this government came into power. In 1998, when we came to power it was Rs 40,060," she said.

The budget has completely withdrawn the 12.5 per cent VAT on chilly spray , a self-defence device which could be used against attackers in the city which earned notoreity for crime against women. "It is our duty to empower women by way of self-defence," she said.

Last year, Dikshit had presented a Rs 33,436 crore budget with a plan outlay of Rs 15,000 crore. In 2011-12 when she had presented the budget for the first time, the budget size was Rs 27,067 crore with a plan outlay of Rs 13,600 crore.

This was the third consecutive year Dikshit presented the budget since taking over the Finance portfolio.

​AIIMS top doctor’s brother found dead in NE Delhi park

NEW DELHI: A 53-year-old engineer, brother of AIIMS medical superintendent D K Sharma, was found dead under mysterious circumstances in a park in the Dilshad Garden area of northeast Delhi on Monday morning. The deceased was identified as Bharat Bhushan Sharma.

Police officials said the incident, prima facie, appeared to be an accident as Sharma had injuries only on his face. However, police have registered a case of murder and are awaiting postmortem report to ascertain the exact cause of death.

Police said Sharma lived with his parents in R-block of the area. "Sharma's wife and son have been living separately since many years. He earlier worked as an engineer at the institute of Haryana government and had been staying at home for the last two years," an officer said.

On Sunday, Sharma left home at 7pm after informing his father, Madan Sharma, that he was going out for an evening walk in the nearby park but did not return. The incident came to light on Monday around 6am when a morning walker found a dead body in the bushes in Deer Park and called police.

The cops rushed to the spot. There were blood spots on Sharma's face and a tooth was broken. His spectacles were lying nearby and there was blood on them as well. The body was taken to GTB Hospital where postmortem was conducted. The body was handed over to the family for last rites.

On Sunday, Bharat Bhushan Sharma had left home for evening walk. His body was found on Monday by a morning walker
