CISF catches chain snatcher, returns bagful of cash

NEW DELHI: In two separate cases, the CISF returned a bagful of cash to its rightful owner and caught a chain snatcher in a span of 24 hours beginning Tuesday.

On Wednsday at about 10:40 am, head constable B M Babu while on duty at Rajdhani Metro Station, New Delhi noticed an unattended bag at output roller of X-Ray Baggage Inspection System (X-BIS). He immediately informed the matter to the senior CISF officers and the bag was checked for security through X-BIS. The bag was found containing Rs 1,42,750. Later, the bag was deposited with Station Controller. After some time, a person named Sher Singh, resident of Dalpatpura, Neem Kathana, Sikkar, Rajasthan came to the metro station security control room and informed that he had forgotten to collect his bag after security check at XBIS. After proper verification the bag was handed over to the rightful owner.

A day earlier, CISF had apprehended a chain snatcher. On July 16 a complaint was lodged regarding snatching of gold chain outside Malviya Nagar Metro Station by one Gangotri Dhuliya, resident of Uttarakhand at Delhi Metro Rail Police Station Qutab Minar. An FIR was registered following which CISF surveillance and intelligence staff was deputed to follow the suspect. In this regard, CCTV footage was shown to the intelligence staff.

On Tuesday, at about 8:23 pm Head Constable A K Singh, Constable Naresh Kumar and Constable P T Khan of Intelligence Wing of CISF intercepted a person on the basis of suspicion near SBI ATM gate no 3 of Saket Metro station. During investigation, he revealed his name as Shanker, 33, resident of Mehrouli, New Delhi. He accepted that he was involved in the said chain snatching outside Delhi Metro Malviya Nagar Station. The suspected person was handed over to DMRP Qutab Minar for further investigation and legal action.

Women's safety high on priority list: Delhi Police chief Bhim Sain Bassi

NEW DELHI: Bhim Sain Bassi, who on Wednesday took over as the chief of the Delhi Police, said the security of women would be given priority and special arrangements will be made to check incidents such as eve-teasing in buses and other areas to ensure that the feminine gender feels safe in the national capital.

"Delhi Police has always been alert as far as the security of women is concerned. Several steps have been taken for security of women especially after the 16th December (gang-rape) incident. My priority will be to ensure that it is effectively implemented so that the women feel safe," he told ANI.

Bassi said patrolling would be intensified to create an environment of security for women.

"We will send decoys if needed. We will take the help of the NGOs. We will take the help of the local residents and the traders," he added.

The new police chief informed that the men in uniform have always paid special attention on security of senior citizens.

"Delhi Police has a very good scheme where in we have all the information about the senior citizens in the police stations. The beat constables go and meet them at regular intervals. Besides these, we have special help lines for them. Senior citizens can contact on those help lines if they have any problems," he said.

The 1977-batch Indian Police Service (IPS) officer further said the law and order situation in Delhi is very good.

"I will try and maintain that. We will give our best for the security of people of Delhi," he added.

Bassi, who replaced Neeraj Kumar as the Delhi Police commissioner, was earlier posted as special commissioner of police (administration).

Airhostess suicide case: Kanda seeks bail

NEW DELHI: Five days after the Delhi high court quashed charges of rape and unnatural sex against him, former Haryana minister Gopal Kanda on Wednesday sought bail from a Delhi court.

The fresh bail plea was moved before additional sessions judge M C Gupta, who is presiding over the special fast-track court dealing with cases of sexual offences against women, and was earlier hearing the matter.

However, with the charges of rape and unnatural sex being quashed by the high court, the application was sent to the court of district judge and additional sessions judge S K Sarvaria and has been fixed for hearing for August 5.

Kanda and his employee Aruna Chadha are accused of abetting the suicide of 23-year-old former air hostess with his MDLR Airlines. She was found dead on August 5, last year at her Ashok Vihar residence in northwest Delhi.

In her August 4 suicide note, she had said she was ending her life due to "harassment" by Kanda, 46, and Chadha, 40.

While the trial court had framed additional charges of rape and unnatural sex against Kanda and of their abetment against Chadha, the high court had on July 25 quashed the charges while deciding an appeal moved by Chadha.

"The ASJ fell into gross error in framing the charge under Sections 376/377 (rape and unnatural sex) against the co-accused Kanda which cannot be sustained. Since no charge against co-accused under these Sections could have been framed, the petitioner (Chadha) could not have been guilty of abetting," the high court had said.

Timely Action by CISF saves ministry documents

NEW DELHI: Timely action by CISF personnel helped douse an accidental fire in Nirman Bhawan in turn saving crucial government documents on Tuesday.

According to CISF, a fire broke out in the A-Wing, 6th floor of Nirman Bhawan housing Ministry of Health, Urban Development and CPWD, at 10:55 pm on Tuesday. CISF Constable Majender Jarika noticed a smoke coming out from the electrical pnel, near room no. 651, Ministry of Health. He immediately alerted all concerned authorities and people on duty.

At once Assistant Commandant U K Saha (Bhawan I/C), Assistant Commandant Masood Hasan along-with CISF personnel of Striking Reserve Party and off duty personnel staying at Nirman Bhawan rushed to the spot as additional re-enforcement and tried to extinguish the fire with the help of fire extinguishers.

The CISF personnel also cut the electric supply and removed all the inflammable materials like tables, amirahs and wooden items kept in the gallery of sixth floor. On spotting fire and smoke CISF personnel at once intimated Delhi fire service and Delhi police.

On receiving information, five fire tenders of Delhi fire service and two PCR vans of Delhi police also reached at the spot. The fire, however, engulfed one electrical panel, three doors and a wooden table.

"Timely response by CISF personnel saved many valuable documents kept at the 6th floor, which was appreciated by various ministries housed at Nirman Bhawan," said a CISF officer.

Delhi Police warn stunt bikers of tough action

NEW DELHI: Delhi traffic police on Tuesday warned of strict action against those found performing stunts on motorbikes.

"The incidences of performing stunts by motorcycle riders are illegal, so Delhi Police will initiate criminal action against any person indulging in such nuisance and aggressive behaviour," Anil Shukla, additional commissioner of police (traffic), warned in a Facebook post.

Delhi Police have also appealed to the guardians of youths to rein in their wards to avoid accidents.

"Action shall also be taken against the riders indulging in traffic violations. The motorcycles and driving licenses of the riders will be impounded, and the riders arrested."

The warning came after a youth was killed and another one injured in a police firing on Sunday night when a group of bikers was caught performing stunts in the heart of the city.

"In case the riders are found under the influence of alcohol or in possession of weapons, appropriate sections of law will be added and cases instituted against the registered owners," Shukla said.

Maximum swine flu cases from capital

NEW DELHI: Swine flu, which took to epidemic proportions in the year 2009, continues to be a threat. As per health ministry data on state-wise prevalence of the disease, a total of 610 people have died due to the viral infection this year in the country.

Of this, maximum number of deaths, 196, have been reported from Gujarat, followed by Rajasthan (163), Maharashtra (90), Punjab (42), Haryana (41) and Madhya Pradesh (31). Delhi has reported 1,507 cases of swine flu and 16 deaths since January 1.

While the reason behind the spurt is being investigated, experts say a mutation in the virus may have played a role. "Any new virus takes five to six years to settle down in a population. Reporting of cases in between is not unusual. However, people are advised to take precautions such as maintaining good hygiene, trying to avoid contact with infected persons and see a doctor if somebody has difficulty in breathing or cough up blood," said a senior doctor.

The nodal officer for swine flu in Delhi, Dr Charan Singh, said that most swine flu cases were reported in January and February. "Only one to two cases have been reported in last one month. There is no reason to panic. Our hospitals and designated laboratories are fully equipped to diagnose and treat such patients," he said. The health department, he added, has directed all hospitals to stay alert and follow the H1N1 protocol as laid down by the ministry in the wake to the 2009 epidemic.

Swine flu which is caused by H1N1 influenza took to epidemic proportions in 2009 killing as many as 981 people and affecting 27,236 others. In 2010, the number of deaths went up to 1,763 while the number of cases remained around 20,000.

In 2011 and 2012, only 603 and 5,044 persons tested positive for the disease and total of 480 deaths were reported.

Swine flu is characterized by sore throat, bodyache and respiratory problems like difficulty breathing. In most cases, the symptoms are mild and subside within a few days, experts say. The elderly, diabetics, those with kidney problems, cancer patients and pregnant women are more susceptible to contracting the virus.

Tharoor plays safe, lets VC face bouncers

NEW DELHI: ShashiTharoor, minister of state for human resource development, attended the first VidyarthiPanchayat held at Delhi University. Meant as a platform for students and parents to express their grievances and have them addressed by authorities, the meet threw up few questions that Tharoor could answer.

Re-emphasizing his position on the autonomy of universities by saying, "Details of how universities function should be left to the universities," he left most of the talking to the vice-chancellor of Delhi University, Dinesh Singh.

Apart from Tharoor, the university was represented by Singh, J M Khurana (dean, students' welfare) and the proctor, Satwanti Kapoor. Most queries, however, had to do with DU'S internal matters. A student from the law faculty wanted to know why some students were misinformed about the final practical exams. Singh said that students are often unaware of the rules of the university and guaranteed it would change soon. The 'panchayat', held at the conference centre in North Campus, was attended by about 300.

Another student, Saurabh, spoke about how the election campaigns are very "disappointing" and have become more about contestants "throwing pamphlets out of their BMW's" and offering free food to buy votes. Tharoor agreed this was an "outrageous way of campaigning." "When I campaigned, I had no budget," he said.

Tharoor also refused to answer a question on students from the northeast being made to study Hindi, saying, "These questions are regarding university level policies" and "the ministry should not interfere in academic prerogatives." Singh, said that there is an additional course called Indian Literature which can be taken in place of Hindi and that it might have "passed her by".

In fact, Tharoor seemed to have little to say about most of the issues. After the end of the session he said, "This is not the right place for the ministry to poke its nose, but I am happy to hear your problems".

Dead Delhi stunt biker's mother demands CBI inquiry

NEW DELHI: The mother of the stunt biker who was shot dead by Delhi Police on Sunday night has demanded a CBI inquiry into her son's death.

"I want a CBI ( Central Bureau of Investigation) inquiry to be conducted because I do not believe in the investigation being conducted so far," Manju Pandey, mother of the deceased Karan Pandey, told IANS on Tuesday.

A magisterial probe has already been ordered in the shooting death.

Karan, 19, was cremated on Tuesday afternoon at the Malviya Nagar crematorium in south Delhi.

"The policeman who fired at my son should be arrested as he took his life without any reason," Manju added.

She also questioned the circumstances in which her son was allegedly allured by his friend to leave the house at the midnight without informing her. "I want authorities to probe this angle too," Manju said.

Karan befriended Punit a few months ago, a neighbour said. "Karan didn't like to indulge in any kind of bad habit. Though he liked speed, he couldn't perform stunts on bike," said Dhruv, a common friend of Karan and Punit.

"About a month back Karan invited us to his birthday party. Many of us consumed alcohol but Karan refused," another friend, who did not wish to be named, told IANS.

Meanwhile, Delhi Police are likely to arrest Punit. "We questioned him yesterday (Monday) night after he was discharged from hospital. He is now with his parents but he may be arrested soon," deputy commissioner of Police SBS Tyagi told IANS.

Punit also received injuries after falling off the bike on the road when a bullet fired by inspector Rajneesh Parmar hit Karan.

Stunt biking by around 100 young men led to a tragedy in the heart of Delhi early Sunday when Parmar opened fire, killing Karan, who was riding pillion on Punit's motorcycle, police said.

According to police, the officer fired at the tyre of the motorcycle after issuing three warnings but a bullet hit Pandey.

The victims were rushed to Ram Manohar Lohia Hospital, where Karan was declared dead. A medical examination revealed that Punit was under the influence of alcohol.

Some friends of Karan also held a silent protest march after the cremation, demanding action against the police officials responsible for Karan's death.

‘Why was he shot? He was no terrorist’

NEW DELHI: Karan Pandey was just like any other teenager: he loved computers , he went to a gym and he liked motorbikes. He had carved out a small world for himself in his room where there was a laptop, books strewn all over the place, and lots of graffiti . He had spray-painted the line 'punk is not dead' on the cupboard. His mother, ManjuPandey, can't believe that he is dead. He had turned 19 just last month.

Manju had been living with her only son in a two-bedroom flat in Khirki Extension, Malviya Nagar ever since she separated from her husband nine years ago. She didn't know that Karan had sneaked out of home on Saturday night to go on a motorcycle ride with his friends until a police team came calling at 6.30am on Sunday. She confidently told the policemen at her door that her son was sleeping in his room.

She was inconsolable and demanded death for her son's killers. "He was not a terrorist, why did the police shoot him then? They could have hit him with a lathi, put him in jail but his killing cannot be justified . He was my support pillar. Who will I live for now?" she said amid sobs.

The family received Rs 18,000 as rent from another house in Uttam Nagar and was living off that money. Karan was taken off regular schooling in Class XI last year and had enrolled in open school.

Puneet, his friend who is now out of danger, said both he and Karan were not part of any biker gang. He told his parents that all he remembered were bikes passing by and his friend falling down from the bike, screaming in pain. His parents, too, blamed police and termed it a case of mistaken identity. Puneet has passed his Class XII and works at a factory on a part-time basis. His parents own a business.

Police say Puneet is being treated for alcohol and drug addition and was riding drunk at the time of the incident; his family denied it. Karan's medical report is awaited.

Puneet was riding a modified Pulsar bike in the early hours of Sunday which had stickers like 'Killer' and 'Racer' pasted on them. The bike, which is registered in the name of Puneet's father H P Sharma, also has an exhaust silencer attached to its engine in stead of the normal silencer.

"He had a valid licence; they were wearing helmets. Who gave the police the licence to shoot at them? They could have arrested them if they were doing any stunts. We want the strictest punishment for the errant cops," his father said.

Injured Delhi stunt biker likely to be arrested

NEW DELHI: Puneet Sharma, the injured stunt biker whose pillion rider was shot dead on Sunday in the heart of Delhi, is likely to be arrested, police said on Monday.

Hit by a bullet fired by the police in an attempt to puncture the tyre of the bike, Sharma was injured and rushed to a hospital, where he is recuperating.

"Sharma, who has been named in the first information report (FIR) can be arrested today (Monday)," the police official said.

The police also said that they are waiting for the post-mortem examination report of Karan Pandey.

The Sunday night killing took place amid an ongoing police crackdown on night-time stunt biking when young men zoom down wide roads of New Delhi at great speed, putting lives of pedestrians and other motorists at risk.

According to police, most stunt motorcyclists in Delhi are aged up to 25 years. After speeding on the roads at night, they return home. Some of them have been accused of assaulting policemen and harassing women.

Twelve people have been arrested and seven cases registered in the crackdown on stunt biking in central Delhi launched in June, police said.

Hindi Natya Utsav begins in Delhi today

NEW DELHI: The capital is all set to stage the Hindi Natya Utsav at Kamani auditorium on Monday.

Titled Char Rang, the four-day event will stage 13 plays starting with Usne Kaha Tha, Paajeb, Parda, and Chief Ki Dawat on July 29. The plays are directed by Devendraraj Ankur.

The second day (July 30) will witness plays directed by M K Raina - Kafan, Faisla and Bheriye. Tirupurai Sharma directed Mulaqat, Bahri Log, Stree Subodhini and Akeli will be the highlight of July 31 while director Bansi Kaul's Deputy Collector and Zindagi aur Jonk will be staged on Aug 1.

Entry is free.

Organised by Hindi Academy, Department of Art, Culture and Languages, Government of Delhi, the utsav aims to promote Hindi literature and its rich stories among the youth. "This festival is our attempt to bring to stage some very interesting stories and depictions under the direction of some much respected directors," says Dr Harisuman Bisht, secretary, Hindi Academy.

A number of well-known short stories by eminent Hindi writers are being dramatized for the stage like Bhishm Sahni's Chief ki Dawat and writer Amar Kant's two famous short stories Zindagi aur Jonk and Deputy Collector.

NEW DELHI: Heavy rains on Monday lashed the national capital, causing huge traffic jams due to waterlogging as vehicles had to wade through flooded roads.

The day began on a sultry note but by evening, heavy downpours drenched most parts of the city.

The humidity level remained between 65 per cent and 83 per cent.

The day temperatures settled at 36 degrees Celsius, two points above normal, while the minimum temperature settled at 28.8 degrees Celsius, which is also two notches above normal, Met officials said.

Traffic snarls were noticed at several places, including Kashmere Gate, Munirka, Dwarka, Dhaula Kuan, Sarai Kale Khan, Rajghat, Kalindi Kunj, Barapulla and Moolchand.

The weatherman has predicted generally cloudy sky with rain and thundershowers in some areas on Tuesday, while the maximum and minimum temperatures would remain at 36 degrees Celsius and 28 degrees Celsius respectively.

Biker killed, another injured in firing by Delhi cops

NEW DELHI: One young biker was killed while another was injured in police firing in the wee hours here on Sunday, police sources said.

The incident occurred between 2am and 2.15am at Windsor Place of New Delhi when a group of bikers were involved in a confrontation with police officials trying to stop them from performing dangerous stunts on the roads.

Karan Pandey was killed when a bullet fired by the police in an attempt to puncture the tyre of the bike he was riding, hit him on his back, police officials said.

Pandey was riding pillion on Punit Sharma's bike, who was injured in the incident. Both of them were rushed to Ram Manohar Lohiya hospital, where Pandey was declared dead. Sharma was found to be drunk when tests were carried out at the hospital.

A police patrolling van reached Windsor Place after there were reports that some 30 young bikers were performing dangerous stunts. When the policemen instructed them to stop, the bikers started pelting stones at them, which damaged the police vehicle.

Some warning shots were fired in the air to disperse the bikers. But when the group still continued their stunts a police official tried to puncture the tyre of one of the bikes, which accidentally hit Pandey on his back.

Some policemen were also injured in the incident.

Delhi: No hike in parking rates for now

NEW DELHI: In good news for motorists in the capital, the New Delhi Municipal Council has decided not to effect the hefty hike in parking rates from August 1 as announced earlier.

The corporation said it has decided to defer effecting the hike as no private entity participated in the tender process for operating the parking lots with revised rates.

The last date for submission of bids was July 23 and NDMC officials said high reserved rates for the parking lots may be one of the reasons for no response to the tender process by the private operators.

They said the NDMC has now decided to continue with the existing parking rates as the whole process of inviting tender and finalising the contractor will take time.

The civic body decided to hike parking rates significantly with an aim to discourage use of private vehicles and decongest various roads in Connaught Place.

According to the revised rates, parking in NDMC areas would cost Rs 20 for the first hour and would go up by Rs 20 for each subsequent hour with the maximum being Rs 100 for four-wheeler owners. The current rate is Rs 10 for the first two hours and Rs 10 per hour thereafter.

The new parking rates were to come into effect from August 1.

"Our immediate task is to figure out the reasons behind non-participation by the contractors. Till then the old contractors will carry on with their contract and they will continue charging the existing rates," NDMC spokesperson AK Mishra said.

The licence of the contractors operating the parking lots had lapsed in May.

"It is possible that the contractors have formed a cartel and none of them have submitted bids in protest to a decision by the NDMC to bring in force a reserve price per parking lot," an NDMC official said.

The civic body had earlier taken a decision to initiate a reserve price -- the minimum price at which the contractors have to submit their bids — per parking lot.

When contacted, the contractors had their share of listed problems with the tender floated by the civic body.

"For the first time, NDMC has given us a reserve price and told us not to bid below 97 lakh which is a very big amount for us," said a contractor.

The contractors also complained about the "high security amount" they have to pay to NDMC for the parking lots.

According to the civic body, all the issues the contractors have raised are being addressed.

Delhi government in March had approved a long-pending proposal to hike parking rates sharply, primarily to curb the increasing number of private vehicles.

The government had directed the municipal bodies to effect the hike but three BJP-ruled civic bodies — East Delhi Municipal Corporation, South Delhi Municipal Corporation and North Delhi Municipal Corporation refused to implement it.

Talks on with Pakistan to resume secretary-level dialogue: Govt

NEW DELHI: The government on Sunday said discussions are on with Pakistan for "mutually convenient dates" for start of the third round of the secretary-level dialogue process which had resumed after the Mumbai attacks but was stalled in January this year because of the LoC strife.

Official sources confirmed this was in the wake of proposals from Pakistan about dates for these talks.

The third round of the dialogue process, which resumed after 26/11, commenced last year in September when the commerce secretaries met in Islamabad.

India is considering Pakistani proposal for dialogue on Wullar Barrage in August and Sir Creek in September.

Any progress in the form of these talks will set the stage for PM Manmohan Singh's meeting with his counterpart Nawaz Sharif in New York last week of September.

India has already conveyed to Pakistan that Singh is looking forward to his meeting with Sharif, soon after which Pakistan came up with the dates for talks.

Pakistan has also proposed dialogue between foreign secretaries after this. These three meetings are to take place in Islamabad. Talks between the union home and defence secretaries will take place in Delhi for which India is soon expected to propose dates.

NEW DELHI: Waiting for a train to arrive will no longer be boring as railways is equipping India's busiest station with free Wi-Fi connectivity, a first in the country, to ensure value-added amenity for passengers.

New Delhi railway station, which handles about 300 trains and five lakh passengers a day, will be the first Wi-Fi enabled station in the country to have such a modern facility like major international airports.

"A Mumbai-based company has been given the job to make the New Delhi station a Wi-Fi enabled station," a senior railway ministry official said, adding "the company was selected through tender."

Wi-Fi is a popular networking technology which uses radio waves to provide wireless high-speed internet and network connections.

Once operational, passengers on all 16 platforms of the station will be able to access Wi-Fi from their laptops of mobile phones, the official said.

The New Delhi station was chosen on a pilot basis to introduce the facility at an estimated cost of Rs 80 lakh. "The system is expected to be operational in 3/4 months," the official said.

The company will install towers at strategic locations to provide the facility, which will be extended to other stations in due course, he said.

Railways has already made Howrah Rajdhani trains Wi-Fi enabled.

There are also plans to replace information kiosks with tablet computers at New Delhi station.

"We are exploring to mount tablets on walls at certain places in the station for the benefit of passengers. The tablets will be equipped to disseminate information about the train position, expected arrival time and other relevant data required by the passenger," the official said.

Delhi's power tariff lowest, says Sheila Dikshit

NEW DELHI: Delhi has the lowest power tariff in comparison to other cities, said chief minister Sheila Dikshit Sunday, reacting to a protest organized by the opposition in the wake of the recent hike in power rates.

Delhi Electricity Regulatory Commission (DERC), only days earlier, announced increase in power rates, against which the Bharatiya Janata Party (BJP) organized a protest before the chief minister's official residence and at the local levels across the city.

"The power rates are the cheapest in Delhi in comparison to NCR (National Capital Region) towns, other metro cities and states ruled by other parties in the country," said Dikshit.

The power rate in Delhi is Rs 2.70 per unit while it is Rs 4.75 in Ghaziabad and Noida, Rs 4.90 in Gurgaon, Rs 4.70 in Mumbai and Rs 6.40 in Kolkata.

"Our government has neutralised the hike for poor and middle-class families by granting subsidy immediately after the power tariff was increased," added Dikshit.

As per the subsidy, consumers in the bracket of 0-200 units would continue to pay Rs 2.70 per unit whereas those consuming 201-400 units would pay 80 paise less than the new rate.

Expressing dismay at the opposition claims, Dikshit added: "The principal opposition, BJP, is misleading people by promising 30 per cent reduction in the rates. Meanwhile, the Aam Aadmi Party has been telling consumers to connect the snapped connections and also not to pay inflated power bills."

She was addressing people after inaugurating a transit camp that will serve the needs of devotees — Kanwadias — who undertake pilgrimage on foot to Haridwar from where they return with water from the Ganga.

Heavy rain lashes Delhi

NEW DELHI: Heavy rain lashed the national capital on Saturday, bringing respite from hot and humid conditions, but it also brought with it the perennial problem of waterlogging in several areas.

The day in the national capital began on a warm and sunny note but in afternoon, most parts of the city was drenched in heavy rains, bringing respite from sultry weather conditions.

The city also witnessed waterlogging at many low lying places. The day being a Saturday, most offices were closed and there was not any major problem of traffic snarls.

The met department has predicted a partly cloudy sky with possibility of rains later in the day tomorrow.

Spic Macay to launch reality show in classical music

NEW DELHI: In a first of its kind, Spic Macay (Society for the Promotion of Indian Classical Music and Culture Amongst Youth) will collaborate with Doordarshan for a reality show in classical music starting August.

The show titled Naad Bhed (mystery of sound) will be judged in both Hindustani classical and Carnatic music across three categories: vocal, instrumental and accompanists. The prize money is Rs 10 lakh each for both Hindustani and Carnatic music winner.

According to the show's director, the main aim is to garner respect for Indian classical music, inspire the youth to follow its great traditions and encourage and reward the best practitioners amongst them. "We are using the reality show format to take classical music to the masses and give a sense of pride to those learning classical music. The talent discovery is a by-product of the show's format and not the main aim," says Harsh Narayan, director, Naad Bhed. Narayan has been associated with Spic Macay for over two decades.

According to Vikas Nagrare, head central resource centre Spic Macay, the popularity of many television reality shows was the main criterion for formatting a show on their lines. "Since there's tremendous popularity of music reality shows on entertainment channels today we thought why not have something similar to promote Indian classical music - the one thing India is known for across the world? And for this, we've got a good support from DD", says Nagrare.

The format includes a selection process across all India through competitive auditions held across 20 regional DD Kendras. This process will start in the second week of August.

Anyone who's learning Indian classical in the above mentioned categories is eligible to participate with the maximum age of 26 years. The participant is required to have a formal training in Indian classical for a minimum of four years to qualify in auditions. "If we get a child prodigy in the process, it's even better," says Narayan.

24 participants will be selected from each of the 20 regional centres through Spic Macay's regional Naad Bhed selection team. So the first stage of selection will have 24x20=480 participants. Out of the short listed 480 participants, each participant will be given 3 minutes to perform. After the first round, 240 participants will be eliminated and rest will go to the second round. From these, five participants per regional centre will be short-listed for semi finals making it a total of 5x20=100. The final rounds to be held in Mumbai in second week of November will have 36 finalists. Last date for submission of application is July 31.

Unlike other reality shows, however, the elimination will be on the basis of judges' choice and not voting by public. While santoor maestro Shiv Kumar Sharma, Pt Hariprasad Chaurasia, Ustad Amzad Ali Khan and Begum Parveen Sultana will be judges for Hindustani classical category; judges for Carnatic music include Prof P N Krishnan, T V Shankarnarayanan, R Vedvalli, Vikku Vinayakram and R K Srikanthan.

Delhi gang rape: 'Video clip' to show that two accused were not in bus

NEW DELHI: A minor, who was made a witness by the accused to prove their innocence in December 16 gang-rape case, on Saturday produced before a court in Delhi a video clipping which showed that two of the four youths facing trial were present at the music function on the incident night.

A 15-year-old boy, appearing in defence of Vinay Sharma, showed a video recording to additional sessions judge Yogesh Khanna pointing out that Vinay and co-accused Pawan Gupta was present at a music function in south Delhi when the incident took place.

The boy said in his cross-examination by the prosecution that Vinay and Pawan were not in the bus in which a 23-year-old girl was gang-raped allegedly by a group of six persons.

Special public prosecutor Dayan Krishnan and Rajiv Mohan, however, countered the minor's contention saying he has concocted a false story at the behest of the accused and his family members as he is accused's childhood friend.

The boy, however, rejected the prosecution allegation saying he is not lying as he has taken oath in the name of God and is deposing the correct facts.

"There was no musical programme organised on December 16, 2012 in the evening time in the district park (south Delhi). The DDA/horticulture department does not allow such programme in the park and no one is allowed to enter the park after 7pm in the evening," the prosecution said.

Vinay had claimed that on December 16 last year, he was at a music function and not in the bus in which the incident of robbery of a carpenter and gang rape took place.

During the proceedings, the police also moved an application seeking summoning of three material witnesses in the case to prove that no activities such as musical events are permitted in the said park as claimed by the accused.

Krishnan said the defence has taken the plea of alibi. "Both accused Vinay and Pawan have led evidence in an attempt to falsely show their presence on the evening of December 16, 2012 at the district park in a musical event organised by church," Krishnan contended.

The court has kept the application pending saying it would decide it after defence witnesses's statement is closed.

As per the prosecution, the six persons in the bus were driver Ram Singh, Vinay, Akshay, Pawan, Mukesh and a juvenile and all of them had raped the girl and assaulted her male friend with an iron rod.

The victim died of injuries on December 29 last year while undergoing treatment in a Singapore hospital.

During the trial, Ram Singh was found dead in Tihar Jail on March 11 and court proceedings against him stand abated.

The sixth accused, a juvenile, faced an inquiry before the juvenile justice board here.

Delhi to stage mono actor play based on life of folk artist

NEW DELHI: A mono actor play, Naachni, depicting the life and sufferings of a court dancer will seek to entertain audience in the capital on July 30. The presentation, choreographed by Odissi dancer Kiran Sehgal, will be performed at Indira Gandhi National Open University (IGNOU).

Naachni is a poignant tale of a folk artist, Kisuki Bai, whose craft propels her to the stature of a state dancer at a time when the feudal society is crumbling in India. Devoid of any patronage, she's left to struggle for a livelihood.

The narration depicts the protagonist's early childhood sufferings to being thrown into a world sans dignity, and then back to a society that does not value her art. A moving recital is the protagonist's conversation with an absent daughter.

Sindhu Mishra, deputy secretary, Sahitya Kala Parishad plays the character of Kisuki Bai. Bhanu Bharti of Andha Yug and Tughlaq fame helms the production.

For Mishra, the challenge lay in portraying a woman folk dancer in a society rapidly in transition. "The play is an expression of a woman who has been deprived of her life by a society that also tacitly wants every woman to conform to its norms. It is a story of how the woman is torn apart in a male dominated world. Naachni is an expression of a heartless life," says Mishra.

Playwright Bharti sees Naachni carrying another parallel: the loss of ground experienced by folk artists in the face of society's shift towards modern sources of entertainment.

"This loss of recognition and livelihood is something that our folk artists have experienced in contemporary times when technology is intruding in all spheres of human life. In Naachni we try to trace the life of a woman folk dancer through her own eyes," says Bharti, who has also worked closely with Bheel (tribal) groups of Gujarat in his quest for art and expression.

Delhi implements food security scheme

NEW DELHI: Delhi chief minister Sheila Dikshit on Friday formally announced rolling out the food security scheme which would benefit 5.10 lakh poor families in its first phase of implementation.

"Delhi would become the first state in the country to implement the food security scheme as our government is committed to make Delhi hunger-free at the earliest," Dikshit told reporters after the launch.

She said that the scheme would cover 73.5 lakh people or 44 per cent of the total population. More than 32 lakh people belonging to most vulnerable households would be brought under it with its formal launch Aug 20, the birth anniversary of former prime minister Rajiv Gandhi.

Though the scheme will be launched Aug 20, the beneficiaries will start getting entitled food grains from Sep 1.

"It is a historic scheme by the union government and we will implement it in all our capabilities," she said.

The beneficiaries will get wheat at Rs.2 per kg, rice at Rs.3 per kg and coarse grain at Re 1 per kg.

The Delhi government has appointed a committee under the chairmanship of food and civil supplies minister Haroon Yusuf to work out the scheme details.

Dikshit said that more families would be included in the scheme that revolves around the senior-most woman in a household.

Homeless people, daily wage-earners, rag-pickers, people living in resettlement colonies and slum clusters will be eligible for the benefit under the scheme, described as a "game changer" for the Congress-led United Progressive Alliance-II.

Power tariff hiked in Delhi by 5%

NEW DELHI: Delhiites will have to pay more for their electricity consumption as the Delhi Electricity Regulatory Commission (DERC) Friday increased the power tariff by five per cent.

The national capital is headed for assembly polls by this year-end. Both the Aam Aadmi Party (AAP) and the Bharatiya Janata Party (BJP) have given clear signals that they would make power tariff an election issue.

According to the new tariff, to come into effect from August 1, domestic power consumers will have to pay Rs.3.90 per unit for the first 200 units, instead of the earlier Rs.3.70 per unit.

Each unit consumed between 201 and 400 units will cost Rs.5.80 per unit, as against the present Rs.5.50 per unit in that range of consumption.

Those who were paying Rs.6.50 per unit for consuming power between 401 and 800 units will now have to pay Rs.6.80 per unit.

Any consumption above 800 units will cost Rs.7 per unit.

In May 2013, the DERC hiked electricity rates by 1.5 per cent to adjust the power purchase cost of distribution companies. The commission earlier hiked the power rates by a massive 22 per cent in 2011.

The BJP and the AAP have demanded reduction in power tariff in the capital.

Delhi Police to get new headquarters in 15 months

NEW DELHI: A multi-storey building with full-fledged infrastructure and centralised air conditioning system, the Delhi Police's new headquarters in the capital's central area will be ready in the next 15 months, police commissioner Neeraj Kumar said here on Friday.

"The construction of a new building of the Delhi Police headquarters will cost Rs 1,095 crore and take around 840 days (15 months). It will be one of the best-ever project of its kind," Neeraj Kumar said on the occasion of 'Bhoomi Pujan' (ground-breaking ceremony) of the proposed headquarters at Jai Singh Road.

The project will be developed under the public-private-partnership mode and will be constructed by a Mumbai-based developer, he said.

The rituals were conducted after the civic agency gave its nod for the project, he said. The present police headquarters building at ITO is on lease.

On the occasion, advisor to the Planning Commission Gajendra Haldia and many Delhi Police officers were present.

Noida dealer dupes man of Rs 20cr, held

NEW DELHI: A Noida-based property dealer has been arrested for duping a businessman on the pretext of selling him properties in Jor Bagh and Mayfair Garden. The gang's kingpin, Pawan Solanki, has been sent to judicial custody and his accomplices are still are large, economic offences wing of crime branch said on Tuesday.

Vasant Kunj-resident Ajay Chaudhary had entered into an agreement with Solanki to buy two properties in Jor Bagh and Mayfair Garden for Rs 20 crore, said Harendra Singh, additional DCP (EOW). Solanki had shown documents containing signatures and stamps of DDA officials, and believing them to be genuine, Chaudhary paid the money. On his complaint, a case of cheating was filed.

Investigations, led by inspector Ajay Kumar, revealed that the Jor Bagh property was a government land and in possession of civil aviation ministry. In the absence of any construction on that site, Chaudhary fell for the trap.

Regarding the property at Mayfair Garden, the DDA had cancelled its allotment to the first owner and allotted it to a second buyer. Solanki, however, fabricated documents and projected them as if the property was restored to the first allottee and got the sale deed executed in favour of Chaudhary. Investigations revealed that all the restoration-related documents were forged.

Exposed by deluge, Delhi's drainage under CAG lens

NEW DELHI: In what may end up causing deep embarrassment to the Sheila Dikshit government, the Comptroller and Auditor General (CAG) has started an audit into the ineffective drainage system in the national capital and how large sums of money were spent without any tangible results.

TOI had last week highlighted how the heavy downpour on Saturday had washed away the false claims of government agencies. The report mentioned how Rs 23 crore was spent by the public works department and three corporations but it failed to prevent flooding of roads, underpasses, Metro stations and airport terminals.

CAG Shashi Kant Sharma has now asked his team to audit Delhi's flood control measures and drainage system on "priority basis" and submit a report before the winter session of Parliament. To make matters worse for the city government, the report may come at the same time as the assembly elections in Delhi and could provide fodder to opposition parties.

"The decision was taken by the CAG in the wake of reports of serious traffic jams, flooding of residential areas and airport etc causing misery to general public during the recent rains in Delhi," a senior CAG official said, adding that the audit will cover the period up to March 2013.

The official said various schemes being implemented by the state government for flood control and effective drainage system would be covered under the audit. It will also look into the government's internal control framework to deal with situations arising out of flooding and waterlogging.

In a comprehensive assessment, the federal auditor will factor in various surveys conducted by the government to identify vulnerable areas and what corrective actions were taken and the existing response mechanism to meet such exigencies.

Coordination within various departments such as MCD, flood control department, NDMC, PWD and DJB will also come under scrutiny, the official said.

State government cannot charge Delhi Metro market rate

NEW DELHI: Delhi government's bid to earn Rs 1000 crore from DMRC's third phase by selling it land, owned by various public sector undertakings under it, at market (circle) rates has been foiled by the urban development ministry. Turning down the government's proposal, the ministry has in a letter to chief secretary D M Spolia stated that if accepted, this proposal will lead to similar demands from other entities and states.

The ministry has told Delhi government that if at all it wants these bodies to charge DMRC on the basis of market rates, the state government must compensate DMRC for the additional cost by giving it the amount in the form of either a grant or interest-free debt.

In May this year, following a high-powered meeting chaired by Spolia, Delhi government had proposed to charge DMRC market rates for giving land that's owned by Delhi Urban Shelter Improvement Board (DUSIB), Delhi Jal Board (DJB) and Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) since these bodies have to generate their finances themselves without any support from the government.

"As such in view of the extant policy and practice, which is being followed for all Metro rail projects in the country, it may not be possible for MoUD to support the present contention of the GNCTD asking DMRC to pay (according to) market rate to various PSUs as this would open up similar demands from all other entities as well as states," reads the letter from Sudhir Krishna, secretary, urban development ministry, dated June 27, 2013.

The ministry cited the policy in the case of all Metro rail projects in the country, whether through the government funding route or through PPP. With the exception of Delhi, the entire cost of land is borne by the state government concerned as an interest-free subordinate debt or grant. In Delhi, since a considerable portion of land is owned by the central government, the cost of land for Delhi Metro is shared on a 50:50 basis between the central and state governments.

The PSUs in Delhi have to give their land to DMRC at concessional rates, in compliance with the Centre's orders. For instance, irrespective of the locality of the plot, DUSIB has to allot land on inter-departmental rates approved by MoUD at a rate of Rs 188.19 lakh per acre. However, the new Delhi government proposal had sought application of circle rates. This would have increased the cost of land in "A" category area by up to 35 to 40 times. Sources said DUSIB, which has land in Rajouri Garden that needs to be acquired by DMRC, had already sent the latter a proposal quoting the land price on the basis of circle rates.

Delhi Metro in another porn clip row?

NEW DELHI: Days after the Delhi Metro Rail Corporation (DMRC) filed a complaint on footage of couples getting intimate at Metro stations being uploaded on porn sites, there were reports of another such clip being leaked online on Tuesday.

While Delhi Police has denied knowledge of another such clip, Delhi Metro has asked commuters to "maintain decorum, discipline and etiquette" while travelling on the metro. According to reports, the new clip - reportedly several minutes long - shows a couple in a sexual act on the stairs of a Metro station and in a train.

At this, Delhi Metro spokesman Anuj Dayal said, "The DMRC has passed on this video clip to its chief security commissioner for investigation. The earlier video clips are also being examined by the cyber cell of Delhi Police."

Delhi Police, however, said it was yet to receive the newly circulated MMS porn clips. They said that they have received the initial report on the two old clips from the DMRC. "While the experts have ruled out the possibility of one clip being shot on the DMRC line, they have been vague on the other clip. We will check their claims independently,'' said a top official from EOW.

94 rogue bikers penalised in Delhi

NEW DELHI: A day after errant bikers ran riot on the streets of the city throwing traffic out of gear, Delhi police cracked its whip and fined 94 rogue bikers while impounding 18 vehicles in a checking drive.

According to the police, the drive started at around 11pm and continued till 5 in the morning during which a total of 999 vehicles were checked at more than 40 checking points set up at major traffic junctions including Connaught Place, India Gate, Barakhamba Road, Kasturba Gandhi Marg, Rafi Marg in the city.

Although, deputy commissioner of police (New Delhi) SBS Tyagi claimed that today's drive was not in response of yesterday's incident but agreed to the fact that they were not accepting such hooliganism on Monday night.

"We had already planned to carry out a drive on Wednesday. We were not expecting such an incident last night," he said.

A group of bikers had performed risky stunts at the stretch of RML hospital to Parliament Street police station on the intervening night of Monday and Tuesday. Taking advantage of the rush at Gurdwara Rakabganj and Gurdwara Bangla Sahib to celebrate 'Guru Parab', stunt junkies had a field day.

Police had registered a case of damage to public property and rioting against unknown bikers. Some persons, reportedly, even pelted stones at cops but the officials could not identify any of the bikers.

NEW DELHI: A girl standing next to an ironing board and a bathroom shelf full of razor, soap, brush and shaving cream - ordinary moments and scenes of everyday life come alive in Pablo Bartholomew's photo exhibition. A visual diary of his teenage life, the collection is titled, A Tale of 3 Cities.

Bartholomew clicked these photographs using three cameras: the Russian Zorki, the Pentax Spotmatic and a range of Leicas from his father's collection. New Delhi, Calcutta and Bombay are the three cities where these photographs were taken. The collection is on view till August 17 at Photoink, Faiz Road, Jhandewalan, New Delhi. Entry is free and open to all.

A Padmashree awardee, Bartholomew is a photo journalist and an independent photographer. As a child he was kicked out of school for taking drugs. This was the beginning of his journey as a photographer. Going through the black and white pictures, it is hard to believe that they were taken by a kid just playing with his camera. These randomly-clicked photographs were shot from 1972 to 1982 in natural light, inside homes, under weak bulbs, in dusky exteriors or under dim streetlights.

A collection of 68 outstanding photographs are on display. Some of the more striking photographs are: Boatman with Horse, The Kiss, The C Power Station Ring Road, Horse and Matador Van, Receptionist at OBM office etc. Another remarkable picture clicked from above shows a moving taxi perfectly framed. These snapshots take you back to the 1970s.

Delhi Police likely to secure World Bank funds for technology initiatives

NEW DELHI: A timely move by Delhi Police to secure World Bank assistance for its technology initiative seems to be paying off. Senior police sources say the agency is all set to finance a part of the Safe Delhi Project. "We had applied for Rs 76 crore and have already received assurances for about Rs 40 crore, which is to be released in two phases. The World Bank will pay for the project from its IT initiatives fund," An officer told TOI.

"We were told about the World Bank initiative in December and immediately decided to apply. We made a number of presentations before their representatives and finally convinced them to fund a portion of the project,'' said the officer.

The components to be covered include integration of various databases of Delhi Police and external bodies. "The MHA will soon begin CCTNS that will integrate all police stations in India. A separate Mega City Policing project in seven Indian cities is also on the anvil. We want to lead in both,'' said Sandeep Goel, joint CP (EOW).

Besides this, World Bank will fund the information analysis component that will help cops collect information on the move. The 6,000 PDAs to be provided to ground officers and the 800 mobile terminals for PCR vans will be procured through this fund. Even the 621 vehicle-mounted automatic numberplate readers will be bought through this fund after proper tendering.

The World Bank wants to achieve a number of traffic control objectives through such measures. "The aim is to reduce accidents and congestion through junction analysis , detect speeding and red light violations, increase revenue through e-challans (already in use in 10 of 43 traffic circles) and parking management," said the officer.

Photo exhibition of a teenager's life in the 1970s

NEW DELHI: A girl standing next to an ironing board and a bathroom shelf full of razor, soap, brush and shaving cream - ordinary moments and scenes of everyday life come alive in Pablo Bartholomew's photo exhibition. A visual diary of his teenage life, the collection is titled, A Tale of 3 Cities.

Bartholomew clicked these photographs using three cameras: the Russian Zorki, the Pentax Spotmatic and a range of Leicas from his father's collection. New Delhi, Calcutta and Bombay are the three cities where these photographs were taken. The collection is on view till August 17 at Photoink, Faiz Road, Jhandewalan, New Delhi. Entry is free and open to all.

A Padmashree awardee, Bartholomew is a photo journalist and an independent photographer. As a child he was kicked out of school for taking drugs. This was the beginning of his journey as a photographer. Going through the black and white pictures, it is hard to believe that they were taken by a kid just playing with his camera. These randomly-clicked photographs were shot from 1972 to 1982 in natural light, inside homes, under weak bulbs, in dusky exteriors or under dim streetlights.

A collection of 68 outstanding photographs are on display. Some of the more striking photographs are: Boatman with Horse, The Kiss, The C Power Station Ring Road, Horse and Matador Van, Receptionist at OBM office etc. Another remarkable picture clicked from above shows a moving taxi perfectly framed. These snapshots take you back to the 1970s.

Another Delhi Metro video of intimate couple leaked

NEW DELHI: Days after Delhi Metro filed a complaint on a footage of couples getting intimate at metro stations that was uploaded on porn sites, another such video has surfaced online.

The video clip shows a couple in a sexual act on the stairs of a Metro station and in a train.

"The DMRC (Delhi Metro Rail Corp) has passed on this video clip to its chief security commissioner for investigation. The earlier video clips of a similar nature are also being examined by the Cyber Crime Cell of Delhi Police," Anuj Dayal, Delhi Metro's executive director for corporate communications, told IANS.

"The DMRC also appeals to the public to maintain decorum, discipline and etiquette while travelling on the mass transit system," Dayal said.

Earlier, over 250 clips of couples in near-empty trains were made into two-to eight-minute videos and uploaded on porn sites.

Before complaining to the cyber cell, DMRC blamed the Central Industrial Security Force (CISF) for the leakage as it monitors CCTV footage.

However, CISF refuted the allegations and clarified that they are just the "monitoring agency".

The DMRC, the city's lifeline, ferries nearly two million passengers on weekdays and makes over 2,800 trips daily.

Maintain decorum, etiquette: DMRC to passengers

NEW DELHI: Weeks after video clips of couples getting intimate on metro trains found their way to pornographic websites, the DMRC on Tuesday asked commuters to maintain "decorum" and "etiquette" while travelling on the rapid transit system.

"The DMRC has passed on this video clip to its chief security commissioner for investigation. The earlier video clips of similar nature are also under examination by the cyber crime cell of the Delhi Police," Anuj Dayal, Executive Director (Corporate Communications) of DMRC said.

He said DMRC "appeals to the public to maintain decorum, discipline and etiquette while traveling on the mass transit system," Dayal added.

Earlier this month, video recordings of couples getting intimate on metro trains was leaked on the internet, specifically some pornographic websites.

The Delhi Police have been investigating the matter.

Man held for kidnapping girl

NEW DELHI: A 35-year-old man, who had developed a one-sided love for a married woman-the tenant of his father-in-law-and kidnapped her five-year-old daughter to force her to give in to his wishes, was arrested on Saturday. Sanjay Rai is a resident of Sitamarhi in Bihar. The girl has been rescued from his clutches.

According to DCP (northwest) P Karunakaran, Ashok Vihar police solved the kidnap reported from Wazirpur Industrial Area in 20 days. "On July 2, one girl aged about five years had been kidnapped by one Sanjay Rai. Accordingly, a case was registered at Ashok Vihar PS and investigation was taken up by inspector Saket Kumar," he said.

A Mughal courtier’s lost garden

NEW DELHI: The minute you drive out of Indira Gandhi International Airport, you pass MehramNagar. To many, the village is just another locality with open drains, narrow lanes and garbage. Only the cognoscenti know it's home to ruins of a lost era.

A gateway, a mosque, an enclosing wall, a katra and an authentic Mughal garden—all in various stages of dilapidation and decay—stand testimony to the historicity of the settlement set up in mid-17 th century and named after Mughal courtier Mehram Khan.

"This place is home to three generations of my family. There was a sarai here with three imposing gateways and an enclosing wall. Only fragments of the original architecture have survived and what is left may disappear soon with so much construction happening everywhere. No government agency has ever showed an interest in these structures," old-timer Manohal Lal said.

Only one of the three gateways to the 17th-century Mughal sarai stands today. One other vanished decades ago and remnants of the third can be seen between a cluster of shops and houses. The surviving gateway is an imposing double-storey structure with pointed arch openings enclosed by a cusped arch facade. The side bays have been encroached by shopowners but the fact that the wooden gates are buried at least two feet deep stands testimony to their age. A few feet away, construction work for a Metro station is on full swing. "Alterations to the structure combined with encroachments have come at a cost to the gateway. At first glance, one can barely see what remains of the original structure," said a conservationist.

Some distance away lie remains of the sarai wall. Portions of it can be seen inside the village interspersed by new constructions and houses. Made of rubble masonry, the wall is six metres high and crowned by battlements and vaulted chambers. A significant chunk of the western wall vanished several years ago when a road was laid between Mehram Nagar and a large green area on the other side. A parking lot being built adjacent to the southern wall has taken a toll.

The farmland on the opposite side of Mehram Nagar, is owned by the defence ministry. It houses portions of the enclosing wall and a baoli and is known as Mehram Khan's garden. The ruins stand forgotten, made inaccessible by thick foliage and dense vegetation.

Yet they can be conserved to make Mehram Nagar a prime tourist attraction especially as it's located so close to the airport, say experts.

"It's the first historical site once you drive out of the airport. Delhi is promoted extensively as a heritage destination. Once restored, it will showcase its historical origins well," said an official.

The state archaeology department has identified some of the ruins for conservation and protection in Phase III of a project, the MoU of which has been signed by Intach and Delhi government (Phase II is yet to take off), but "in the meantime, the government should keep a tab and ensure the ruins do not fall prey to urbanization. With so much construction work happening around Mehram Nagar, the ruins could disappear completely", an official said.

I solved all cases but didn’t get my due: Delhi Police commissioner Neeraj Kumar

In an interview marked by rare candour, police commissioner Neeraj Kumar, who will retire at the end of this month after a distinguished career, opens up to Neeraj Chauhan on his achievements, anguish and the task left unfulfilled. Excerpts from the interaction:

Q. You had a very short but eventful tenure. Are you satisfied with the impact you had on policing in Delhi, and how would you describe your contribution?

Neeraj Kumar: I don't want to say what impact I made on the police but my effort has been to professionalize it as much as I could. Everything I did was centred around this basic principle. For instance, I have finalized the chargesheet of the match-fixing case of 2000. It is one of the things that the press has been raising again and again — that these cases don't end in chargesheets. I also intend to finalize the chargesheet of the spotfixing case. I take pride in the fact that I have virtually written and rewritten several chargesheets in important cases — not only the gang rape of last December but also the Gudiya and Kanda cases. I don't think in any other case in which the charge is abetment of suicide, the accused has been inside jail — and hasn't got bail — for over a year. Then there is the Deepak Bhardwaj case and the Nachiketa Kapur case.

We didn't have any instructions on how to conduct investigations abroad. So, I issued a standing order on how to do it, drawing on my experience in CBI. I introduced schemes like Aapka Update. It's a very simple idea — a complainant never gets to know what is happening to his case. So, I devised this system in which every 15 months the investigating officer (IO) should inform the complainant about the status. Then I laid down that SHOs should be present in their area at night and can go home only once a week, which was resisted by them. A lot of them filed anonymous complaints.

There have been many stories about the crime graph rising. See, the simplest thing to do is to reduce the number of registered crimes. All that you need to do is to shoo away the complainant on some ground or the other, deter them from coming to the police. This was happening in lots of complaints related to crimes against women like rapes. So, we gave instructions that when a woman comes to the police station, a separate women's helpdesk will record the complaint and no issues of jurisdiction would be raised.

Soon after taking over, I realized that Delhi is very vulnerable to crimes committed by Mewatis. So, a lot of research took place and it has shown results. We went after them doggedly and smashed a number of gangs.

Q. So you are saying that since there was aggressive policing and registration of cases, there was a spike in the number of cases.

NK: Yes. See, the rape cases have gone up about 150-160 %, molestation by 400%, eve-teasing too is very high, but it does not worry me. It is a clear indication that women's complaints are being registered. I knew that there would be criticism because if somebody wants to write a story against me, the simplest thing is to pick up the crime record. There is no point in hiding crime. If you hide crime, crime will go up. If you register crime, it will not go off the radar, it will get detected, it will get controlled.

Q. Are there any regrets? Your daughter was recently quoted saying that it's a thankless job and she would have never done it.

NK: The unfortunate thing is that when the media targets individuals, they don't realize that besides the officer — who is trained to withstand all the tamasha — the family gets affected very badly. My regret has been that I have been targeted. Just as I have solved all important cases that happened during my tenure, I have also cracked the mystery of why the tirade was against me and not against the police. To put it very simply, certain people I had arrested when I was in CBI are after me. They bankrolled the whole thing. And how have I come to know about it? A member of that team broke ranks because there was a sting operation on him and some of his conversations were recorded. He realized he was helping high-class crooks. He called me up and said 'I want to meet you and apologize'. He came and gave me the entire story, not only this story but others too, even how this case challenging my appointment was filed in the high court. It was part of the same tirade. And he also explained why it started from a certain quarter and then gathered steam.

Q. Do you think there is a communication gap between the police and people — that the good work you do is not appreciated enough?

NK: No, there is no communication gap. Whatever good work we do, we always let it be known to the public but that doesn't make good news. That will find mention in page 5 or 7 and page 1 is reserved for bashing us, as simple as that.

Q. So, you think only negative news gets highlighted?

NK: I will give you an example. I was in London just last week. I had gone for a conference to Lyon, France, and on my way back, I stopped over in London for a day because my daughter lives there. When we were leaving, I saw a tabloid at the airport. The news inside was that a woman had been raped while she was sleeping inside a camp pitched for buying Wimbeldon tickets. A tabloid is expected to put it on the front page but it was on some 11th page.... Think, if something like this was to happen here (smiles)...

It's our nature not to praise anyone in public. We rarely pat each other on the back. I will give you an example — Parliament was attacked, the police cracked the case and arrested all accused within 72 hours. Now, if something similar had happened in the US or UK, what's the treatment the police team would have got? They would have been guests of Obama at White House, a special function would have been organized, the chief investigator would have been on the cover of Time and Newsweek. But what happened to our officers? You wouldn't even know who they are. The Red Fort attack case was solved, a Pakistani conspirator was neutralized, but what happened ? Did anybody get anything?

Q. Can you give examples of cases where you think the police didn't get its due?

NK: In which case did I get my due? The day the new home minister assumed charge, there was a lot of talk that the Pune serial blasts welcomed him. Who cracked the case? Not Maharashtra police, not Pune police... it was cracked by Delhi Police. What accolades did we get? We faced such a lot of criticism in the gang rape case. Did any newspaper highlight the fact that within 72 hours the case was cracked and that the last two accused were arrested from the interiors of a Naxalite-infested area where the local police was scared to go. Within 10 days — it is a record in this country — the case was chargesheeted and within record time the prosecution evidence is over. We already have the first conviction in the juvenile court. But who writes about it?

Look at the Boston bombings. The police shut the city for three days and three nights. Can you imagine Delhi Police shutting down the city? If we enforce curfew or restrict entry of vehicles to a certain area, the heavens begin to fall. They (Boston police) cracked it, killed one guy, arrested the other — and you can see on the net people standing with placards saying 'Thank you police'.

Q. You solved the Nirbhaya case within hours but were then presented with a situation in which the political leadership seemed to be dithering, making it seem entirely like a law and order situation. In other words, do you think you were presented with a no-win situation?

NK: I don't want to go into those details — why it became politicized. That was very unfortunate. But as I said, it was all bankrolled and motivated. In all fairness, the Government of India and the lieutenant-governor of Delhi were solidly behind us and believed me. Not for a minute did I face any kind of worry or was shaken because I knew that we had done everything right.

Q. Will Delhi Police under the Delhi government work more efficiently?

NK: I would like to know, how and why? Are the police forces in the states around us working better because they are accountable to the local government? All capital cities in the world function under the federal government. Why? For the simple reason that should there be two political parties, one at the federal level and the other at the provincial level, there could be a clash. As a police officer, I have always said it's the decision of the government and we are happy either way. If the government tomorrow decides to put us under the state government, do we have a choice? And we are not even going to be asked.

Q. Do you think civil society has a role as a conscience-keeper of the country?

NK: Sure, civil society has a role. The only thing is that in the name of civil society, people who are not responsible should not operate. How to define civil society? Civil society normally would mean great intellectuals, great thinkers from different fields, whether they are in social sciences, journalism, politics... a person like Amartya Sen... eminent people who have the interest of the country in mind. If they say something or if there is a body under them, that is civil society.

Q. So, what you see at India Gate and Jantar Mantar is not civil society?

NK: I don't want to pass a value judgement. I can't say they (protesters) don't have the interest of the country in mind. Surely, it's a democratic system and anybody can protest and say what they want to say. It is for society to decide whether so and so is civil society or not.

Q. The image of a police chief is that of a hardboiled cop but you have a creative side and this also runs in the family. How do you find the time to indulge this side of yours?

NK: I take pride in the fact that I am a hardboiled cop. I think policing, I believe policing, I dream policing and I am very proud of that. Whatever little digressions you talked about are offshoots of this.... I wrote 'Police File Se' — it was about the police. I helped in the script of Gangaajal and Apaharan and it was about the police.

Q. Talking about Bollywood, do you think it depicts cops realistically? In 'Jolly LLB', there is an elaborate scene of a Delhi thana auction. Is this just artistic licence?

NK: See, there used to be a very senior journalist when I joined the service. He had written in a piece at that time that thanas are auctioned. I would like to be enlightened which thana has been auctioned, who paid the money and who received it. In my 13 months, I have not come to know. It is very much fictitious.

Q. Do you feel there is erosion in the image of a policeman? Attacks on them in law and order situations have become so common.

NK: I don't have the data right now but this has been happening all the time. It boils down to the same thing — we as people are anti-establishment and the police in India is the symbol of the government, the visible symbol of power. So, if the establishment has to be attacked, the first to get attacked will be the police.

Q. Has this got anything to do with the rotten apples in the police, the corruption which dents the image of the force?

NK: If you have a force of 85,000, there will be a few rotten eggs. Howsoever bad the rotten eggs are, if you talk to people, they will say Delhi Police is best in terms of showing results. Which police force in India can claim 100% success in solving terror cases? You name an important case and it rarely goes unsolved.

Q. Do you think the involvement of migrants in crimes in Delhi is an overstated fact or a reality?

NK: It is overstated and sheer nonsense. It is not backed by any data. It is very easy to say 'Oh, they come and they commit crimes.' The migrants are too busy eking out an existence. There are exceptions but this cannot be generalized.

Q. Delhi's traffic is growing phenomenally. The police just regulate to the best of their ability but when it comes to important decisions about vehicle mix and modes, it's the government which decides. Does this rankle with you and do you think it should change?

NK: Yes, there is a lot that can be done. The most important thing is licensing. Unless we have very high standards of driving capabilities to form the basis for issuing a licence, we cannot expect road traffic to improve. See, enforcement can take care of the deviants, but when 90-95 % people believe in flouting traffic rules, you cannot manage it by enforcement. It's a misconception that "police danda ghumayegi aur traffic theek ho jaayega". If you travel abroad, you will see how particular people are about everything on road. They are so conscious about getting a ticket (challan). And the ticket there is so heavy... like in London it's around £650 for a traffic violation. Our fines are no deterrent. People here just throw hundred rupees at the cops and don't even wait for the challan.

Q. There are also new kinds of vehicles being introduced like Grameen Sewa, small tempos and autorickshaws. What do you have to say?

NK: Can you imagine those small tricycles running at India Gate? These are all very fancy vote-catching schemes. I have taken up this issue with the LG. About rickshaws, Supreme Court is giving instructions but people come in the way, saying they have to earn their livelihood. When I was DCP (traffic), I wanted to ban rickshaws in Chandni Chowk. There was this MCD commissioner (I will not name him) who said all other vehicles should be banned in Chandni Chowk, not the rickshaws. If you have more modes of transport on the road, you have more problems. If you have a slow-moving vehicle in the right lane, how would you move?

Q. Also, after so many years, the autorickshaw problem has not been solved?

NK: It's again the system. Now we are trying to device a system in which the autos will have a light on top which will indicate if it's vacant. It will then have to take passengers. In London, even during daytime, if you spot a taxi with its light on, it means it's available, and even if you have to go ten steps, it will not refuse. Now, we are also fixing colour codes. Bulk of the decision-making is with another department — transport. It gives the licences, permits and everything else.

Q. Has harnessing technology in policing — which can be a force multiplier — kept pace with what's happening around the world?

NK: A short answer is no. The intentions are there, moves are there... we have made some strides in that direction, like we have CCTV cameras, but we need many more, we need them to be integrated.

Q. What is your wish list — like these are the few things you would like Delhi Police to have?

NK: First and foremost, we should have data availability on the move. In the patrol cars abroad, there is a computer. If an officer suddenly spots a car and finds it suspicious, he will just punch in the car details and get a feedback immediately from the database whether it is stolen or wanted in a case. Suppose, he wants to find out the antecedents (of the driver), he will take his fingerprints then and there and get a feedback whether he has any criminal record. So, our patrol vans, bikes and beat constables should have PDAs which would give access to our database. There is no use having such a large database if it can't be accessed in real time. Incidentally, World Bank has sanctioned a Rs 41-crore project for this. It will take time but it will come. The second, of course, is CCTVs. Right now, we have a sanction for about 5,500 CCTVs. Another project called 'Safe City' will add another 9,000 cameras. But the requirement, considering the size of the city, is much more. And it's not enough to have just CCTVs as it has to be an intelligent and integrated system. The third important thing is the traffic system — we should have ITS (intelligent traffic system).

Q. We have been talking about intelligent traffic system for a long time.

NK: There were delays earlier. Now, we have PricewaterhouseCoopers, which has no experience in traffic management. I had a meeting with them and I said 'Look, the stipulation was that the government will engage you and you will subcontract the job to the very best traffic consultants. So, you better find somebody with whom we can talk... you don't know anything about traffic.' We also cautioned them that it should not be vendor-driven. They understood, and I haven't checked after that because I was travelling.

The basic principle that police forces follow abroad is that if you want to stay one step ahead of the criminals, you have to be technologically superior. You must have faster cars and a better surveillance system. Our surveillance methods are still traditional like telephones. Now, people are going to Skype and encryption and all kinds of chats. You can't intercept Whatsapp, Blackberry messenger and so many other things. Don't the criminals and terrorists know what the capabilities of the police are?

Q. What about forensics?

NK: In forensics, we are woefully behind. It is also in the top few things on my wish list. We are lacking in every field — there is pendency, shortage of manpower, shortage of skills, shortage of equipment and infrastructure.... Abroad, investigations are driven by forensic experts and prosecutors. At every step, the prosecutor knows what the defence will raise and he accordingly guides the police, but the real investigation is done by the forensic expert. And forensics there is really advanced. Most of the cases they solve are based on forensics.

Q. How much of political interference did you have to face during your tenure?

NK: In Delhi, we are blessed... there is hardly any political interference. I won't say it was 'nil' but it was minimal. It is nothing compared to what one faces in Goa or Mizoram or Arunachal Pradesh. The reason of less interference in Delhi is that we are under the federal government.

Q. Do you think your IPL case is strong enough to get convictions?

NK: I have made a commitment to myself that I have to file the chargesheet before I leave. The evidence is very simple — phone intercepts, matching of phone samples with the intercepts and whatever is being said on the intercepts is being seen on television. Also, we have statements.

Q. Once you hang up your boots, will we get to see the birth of an active scriptwriter?

NK: Right now, my immediate plan is to go to my daughter who is expecting a baby any day now in London. My wife is already there. I will go to London on August 5 and come back at end of August, and then I will decide what to do.

1984 riots: HC notice to Sajjan Kumar on CBI's plea against acquittal

NEW DELHI: The Delhi high court on Monday issued a notice to Congress leader Sajjan Kumar on an appeal of the CBI challenging his acquittal in a 1984 anti-Sikh riots case relating to the killing of five Sikhs by a mob in New Delhi.

A bench of justices GS Sistani and GP Mittal asked the Congress leader to file his response to the petition of the probe agency and fixed the matter for further hearing on August 27.

Besides CBI, victims' family members Jagdish and Nirpreet Kaur had also challenged the trial court order in the case and their plea would be taken up on August 27 by the same bench.

A lower court had on May 30 let off Kumar in the 29-year-old case saying he deserved the "benefit of doubt" as key witness Jagdish Kaur did not name him as an accused in her statement given to the Justice Ranganath Mishra panel in 1985.

"It was a matter of fact that when eye witness and complainant Jagdish Kaur had submitted her affidavit before Justice Ranganath Mishra Commission in 1985, she had not mentioned the name of Sajjan Kumar in any manner though the other accused had been named," it had said.

The trial court, however, had held five others guilty in the case and awarded varying jail terms for being part of the mob that killed the Sikhs.

Ex-councillor Balwan Khokkar, Girdhari Lal and retired naval officer Captain Bhagmal were given life term, while the remaining two, former MLA Mahender Yadav and Kishan Khokkar, were given three-year jail term for their lesser roles.

The probe agency, in its appeal to the high court, has said the trial court erred in acquitting Sajjan Kumar as it was he who had instigated the mob during the riots that broke out after the assassination of then Prime Minister Indira Gandhi on October 31, 1984.

Kumar, a former Lok Sabha MP from Outer Delhi, and five others were tried in the case dealing with the killing of five Sikhs - Kehar Singh, Gurpreet Singh, Raghuvender Singh, Narender Pal Singh and Kuldeep Singh, who were members of the same family, by a mob in Delhi Cantonment's Raj Nagar area.

The case against Kumar and others was registered in 2005 on a recommendation by Justice G T Nanavati Commission. CBI had filed two charge sheets against him and the other accused in January 2010.

Heavy rain causes waterlogging, traffic snarls in Delhi

NEW DELHI: Heavy rain lashed the national capital on Monday bringing with it the perennial problem of waterlogging which caused heavy traffic jams on various arterial roads.

Massive traffic jams due to waterlogging were reported in several areas such as Dhaula Kuan, Badarpur-Mahipalpur road, ITO, South Extension, Janakpuri, Laxmi Nagar, Azadpur, Bhawal and Okhla.

If the morning showers were not enough for Delhiites, the MeT department has predicted thundershowers and light rain in the national capital for the next 24 hours.

Office-goers were the most affected as they made through their way to their destinations through traffic snarls across the city.

"I had to wait for an hour for the auto from ITO and when I got one, he charged me way above the normal price," said Anushka, an airhostess.

The minimum temperature on Monday morning in the city was recorded at 26.7 degrees Celsius against Sunday's 23 degrees.

Rain gauges had received 123 mm of rain on Saturday which had brought the city to a grinding halt. A spell of three-and-a-half-hour heavy rain on Saturday had caused total chaos in the city exposing civic bodies' lack of preparedness to address the problem of waterlogging.

While PWD had blamed MCD for flooding of streets, the civic body had held PWD responsible for the same.

Relieved by rain, but hit by chaos

NEW DELHI: The rain spread cheer when it started on Saturday morning but when it did not stop even after several hours, Delhiites started realizing the impact of the season's heaviest showers. A little over 100mm rain in 90 minutes from noon and a continuous drizzle for most of the evening took the day's total to 123.4mm till 8.30pm. This is the third highest rain recorded in the capital on a single day in the last 10 years. The city has also recorded 384mm rain against a normal of 277mm for the season from June 1 till 5.30pm on July 20. This is also more than half of the season's total from June to September. During this period normal rainfall is 645.7mm. More rain is expected over Sunday and Monday though Met officials said it would not be of the same intensity as on Saturday.

Heavy showers were almost uniform across Delhi with Lodhi Road recording the highest of 127mm between 8.30am and 5.30pm. Palam recorded 70.9mm during this period while Ayanagar recorded 93.5mm and Pitampura saw 91mm rain.

"The southwest monsoon has been active over UP, Uttarakhand and Himachal Pradesh. Saturday's high rain in such a small period of time was mainly due to the movement of the monsoon trough from south of its normal position to north which placed it almost exactly over the capital by morning. The trough passed through Ganganagar, Gurgaon, Gwalior, Ambikapur, Paradip and then on to the Bay of Bengal," said RK Jenamani, director in charge, IGI Met.

Delhi Regional Meteorological Center officials said that there were two to three circulations embedded in the trough that had moved in quick succession from north Odisha and adjoining Chhatisgarh and were instrumental in bringing in a lot of moisture from the Bay of Bengal.

The normal rainfall between July 1 and 20 is 211mm of which the city has already witnessed 264mm. Of this, 247mm has been contributed by just four days of rain. Saturday added 123mm to the kitty. June also recorded more than normal rainfall. "Monsoon has been quite active over northwest India but Delhi has received heavy rain on very few days. Otherwise it has just faced very high levels of humidity," said a RMC official. More rain is expected over northwest India, including UP, Delhi, east Rajasthan, Haryana, Punjab, Himachal Pradesh, Uttarakhand and south of Jammu, in the next three to four days. The more fruitful days for Delhi are likely to be Sunday and Monday.

Man jailed for seven years for raping widow

NEW DELHI: A Delhi court has sentenced a man to seven years in jail for raping a middle-aged widow by impersonating as a bachelor and marrying her, terming his act as "most deplorable".

Additional sessions judge Nivedita Anil Sharma held Jahangirpuri resident Raj Kumar guilty of rape, cheating and forgery, saying a substantive and stern sentence is required to be imposed upon him so that it serves as an example for others who might also venture on the same forbidden path.

The court imposed a fine of Rs 1 lakh on Kumar, a former Delhi Jal Board employee, and the amount should be given to the victim as compensation.

It directed the state to pay the woman an appropriate sum as compensation under the Delhi Victims Compensation Scheme.

The case was registered against Kumar on the complaint of the woman, a widow and mother of three married children, alleging that he had married her July 22, 2008 at Arya Samaj Mandir, Yamuna Bazar, after posing as a bachelor though he was already married.

She had told the police that after death of her husband, she came in contact with Kumar, father of two children, who showed sympathy towards her and asked her to marry him.

At the time of marriage, he had furnished false affidavit showing himself to be a bachelor, she had said, adding that after the marriage they developed physical relations and her consent was obtained under the impression that she was his legally wedded wife.

She had said when she came to know that he was already married and cheated her, Kumar threatened her with dire consequences if she complained to the police.

To prove the case, the prosecution has produced Kumar and the victim's photographs which were taken at the time of their marriage in Arya Samaj Mandir, marriage certificate, temple's record as well the priest who had performed the rituals.

During the trial, Kumar claimed innocence saying he was falsely implicated and he neither married the woman nor had any relation with her. He said the woman was blackmailing her and trying to extort money from him.

The court, however, turned down his submission saying Kumar had projected himself to be unmarried, executed forged documents to show that he was a bachelor, cheated a widow into marriage with him and had physical relations with her by obtaining her consent on misconception of facts.

"The act of the convict (Kumar) is most deplorable, both legally and morally. It is time for realisation that certain category of sexually depraved behaviour is totally unacceptable in the Indian socio-legal system which seeks to protect the chastity, the first virtue of a woman, and such behaviour can prove to be costly as has happened in this case.

"The victim is a middle aged widow who reposed trust in the convict and on so called marriage, surrendered before him into a physical relationship. The convict then shattered her faith and trust in him since he was already married," the court said.

Cloudy morning in Delhi, more rain in store

NEW DELHI: It was a cloudy morning in the national capital today, a day after a torrential downpour saw thousands of commuters stranded and many areas flooded. The Met office has forecast more rains later in the day.

"The sky will remain cloudy and rains are expected later in the day," said an official of the India Meteorological Department (IMD).

From Saturday 8.30am till 8.30am Sunday, the city had recorded 123.4 mm rainfall.

Humidity remained high at 94 per cent at 8.30am. The maximum temperature is likely to hover around 32 degrees celsius.

The national capital saw the heaviest spell in the last 10 years Saturday. Rains flooded roads, uprooted trees and broken down vehicles added to the heavy traffic jam.

A total of 384.5 mm of rain has been recorded in Delhi since the outbreak of the monsoon in June, which is 98 per cent above the normal.

The rains Saturday had brought down the maximum temperature to 31.3 degrees celsius, three notches below average. The minimum temperature recorded was 23 degrees celsius, four notches below average for the season.

Eight prisoners injured in Tihar Jail clash

NEW DELHI: Eight prisoners in high security Tihar jail here were today injured in a clash between two groups, jail officials said.

"Two groups of inmates, mostly repeat offenders who were lodged in jail number 3, had a fight today during the day," said Tihar Jail spokesperson Sunil Gupta.

Eight persons sustained injuries and were rushed to the Deen Dayal Upadhayay hospital, he said.

He said the two groups clashed for establishing supremacy. Most of these prisoners had been in jail for committing offences repeatedly, he added.

Govt order to ease sale of property

NEW DELHI: With the stamp of approval from LG Najeeb Jung, the Delhi government has decided to reverse the directive that put a stop to registration of all general power of attorney (GPA)-based property transactions. The earlier order was issued by the revenue department in April 2012.

The fresh orders will open the door to registrations based on GPA but with a rider that these can only be legal transfers and cannot be construed as transfers of title that enables mutation of property.

The move will enable GPA-based sales and registration of properties in areas like unauthorized colonies, where there is no documentation to execute a clear sale deed with transfer of title. For the poll-bound Delhi government, it is a move to woo the lakhs of voters in these colonies, which are growing into a potential ground for real estate dealers.

Before the 2012 orders came into force, around 20 percent of registries were done through GPA transfers—a common way of selling leasehold properties and those that don't have a clear title. Bankers said the proportion of GPA transfers were even higher in sales involving bank loans.

The final order on allowing registration of GPA-based registrations has got the sanction of the LG and final orders are likely to be issued on Monday. Chief minister Sheila Dikshit was quick to capitalize on the decision and made the announcement at a public meeting in Nangloi late on Friday evening.

The government hopes to see its revenue spiral if such registrations are enabled through a fresh circular which, it says, is a clarification following a high court order last month which quashed the Delhi Government's April 24, 2012, circular. The revenue department says that the circular has been drafted keeping in mind the spirit of the Supreme Court's 2011 judgment.

The broad contours of the circular that is set to reverse the previous orders states that nothing stops a registered property owner from executing a General Power of Attorney or Special Power of Attorney in the name of spouse, relative or any person of trust to manage his property or empowering him or her to execute any further deed of transfer including sale gift deed on behalf of registered owner.

It is clarified that it is also legally tenable if the registered property owner enters into a land development agreement with a builder and executes a registered power of attorney. Also, the registered power of attorney holder is competent to execute further the deed of transfer like gift deed and sale in accordance with the terms of the GPA.

All this is said with a rider. Properties can be transferred only by registered sale deed. GPA-based transactions cannot be the basis for a mutation to enable transfer of the property's title. The department had maintained that the order was required as GPA transfer transactions left no evidence of how many times a property changed hands. The order aimed at cleaner transactions with clear title deeds and higher revenue for the government.
