72 hours notice to Congress by Delhi Sikh Gurdwara Management Committee

AMRITSAR: Delhi Sikh Gurdwara Management Committee (DSGMC) has given 72 hours ultimatum to Congress party for revealing names of those Congressmen who were involved in 1984 riots, failing which DSGMC and Shiromani Akali Dal Badal has warned to launch stir against the congress party and gherao its vice president Rahul Gandhi who in a recent interview had confessed that some congressmen were probably involved in the 1984 anti-Sikh riots.

While talking to TOI on Friday, GK who is also president of Shiromani Akali Dal (Badal) Delhi unit said: "It is really shocking that everyday new revelations are made which is like rubbing salt into the wounds of families of innocent who were mercilessly killed 30 years ago by Congress goons who were charged by Congress leaders such as Sajjan Kumar and Jagdish Tytler, and two other leaders who have died including HKL Bhagat and Dharam Das Shastri."

He said it was shocking the then Congress party-led government was allegedly watching Sikhs being killed despite presence of 5000 strong Army personals in Delhi cantonment and when Army was called after three days of the anti-Sikh riots it was instructed not to shoot.

He said that when the scion of Gandhi family, Rahul Gandhi had accepted that his partymen were involved then he should not hesitate to name them. "If Congress party has some compassion for the minority community Sikhs it should not only come out with the names but should also give them exemplary punishments" he said.

He also claimed that when Sikhs were being killed on the streets of Delhi, the telephone links of the then president Giani Zail Singh were snapped and he was unable to contact then Prime Minister Rajiv Gandhi to intervene into killings of innocent Sikhs.

Meanwhile, general secetery of DSGMC Manjinder Singh Sirsa alleged that when Ved Marwaha commission constituted by the government to investigate into the riots highlighted the role of top Delhi Police cops was, the commission was told to stop inquiry halfway. "This shows clear cut involvement of the congress party in killing of thousands of Sikhs in a planned manner," alleged Sirsa.

Student from Arunachal 'beaten to death' in south Delhi

NEW DELHI: A college student from Arunachal Pradesh was allegedly beaten to death at Lajpat Nagar in south Delhi, Times Now reported.

According to reports, Nido Taniam, a student from Arunachal Pradesh, along with his friends, had gone to Lajpat Nagar market on Wednesday (January 29). Taniam, a first year student, had reportedly gone to Lajpat Nagar with three friends on Wednesday afternoon, and was looking for an address when someone at a sweet shop started mocking him.

Police sources say a fight erupted in which Taniam broke a glass at the shop.

A group of seven or eight local men then allegedly beat him with sticks and rods. Someone called the police, which reportedly arrived at the spot and took the four students away but inexplicably dropped them back at the same place after a while.

There were allegedly beaten again, sources added.

Meanwhile, the victim's cousins have claimed that Taniam was targeted because of his hairstyle.

The Aam Aadmi Party has put the onus on Delhi police over the death of Arunachal student.

"Whoever is responsible for the attack on Arunachal student must be given stringent punishment," Dilip Pandey, AAP leader, said.

The shopkeeper behind the attack has been detained by the Delhi police.

SC satisfied with police handling of Kejriwal protest

NEW DELHI: Days after ticking off Delhi Police for allowing protest by chief minister Arvind Kejriwal near Parliament, the Supreme Court on Friday expressed satisfaction over the way the agitation was handled, saying it had acted "swiftly" and did what was required.

After going through the affidavit filed by Delhi Police giving details of how it handled the agitation last week, a bench headed by Justice R M Lodha refused to pass any direction against the force, noting that no further action is required to be taken.

"They have acted swiftly and quickly registered the FIR for violation of Section 144 (prohibitory orders). They placed additional barricades at the site of dharna. We cannot go into the details and court cannot substitute its opinion on it," the bench said.

"Decisions were taken fast and they were not dormant and idle," the bench said, adding, "They have done what was required to be done".

On the last hearing on January 24, the bench had slammed the law enforcing agencies for allowing unlawful assembly of supporters of the chief minister in the heart of the national capital and had sought response from police.

Police in its reply said it had exercised maximum restraint and dealt with protesters with patience despite sustained provocation.

AAP party workers led by Kejriwal went on agitation on January 20 demanding action against policemen who refused to carry out a raid on an alleged drug and prostitution ring on the directive of Delhi minister Somnath Bharti. The agitation was called off the next day.

The apex court was hearing a PIL filed by a Supreme Court lawyer seeking action against police for allowing Kejriwal and his supporters to hold the agitation outside Rail Bhavan.

Arunachal MLA's son dies after being 'thrashed' by shopkeepers in south Delhi

NEW DELHI: An Arunachal Pradesh MLA's son, studying in a college here, was allegedly thrashed by some shopkeepers in Lajpat Nagar area of south Delhi when he retaliated after they made fun of his hairstyle, which led to his death.

Nido Tanian, son of Congress MLA and parliamentary secretary in health and family welfare department, Nido Pavitra, died at his home in Green Park area on Thursday, police said.

His relatives claimed that he had an altercation with some shopkeepers on Wednesday after they made fun of his hairstyle, following which they allegedly thrashed him.

Some locals intervened and the quarrel was stopped after which Tanian came back home. However, his condition suddenly deteriorated yesterday after which he died under suspicious circumstances, his relatives claimed.

"His postmortem has been carried out in AIIMS. The cause of death would be clear only after the autopsy report. There was some altercation he had on Wednesday, we are investigating the case," a senior police official said.

A youth claiming to be his cousin told a TV channel, "This is surely about racism. Everybody in Delhi discriminates against us based on our looks. We are living in India, but we don't know whether we are actually living in India or not.. every time we are discriminated against.

"His family has been informed," he said.

Ministry to digitize, revamp libraries

NEW DELHI: Libraries in the city will soon be brought up to speed. The ministry of culture has set up the National Mission of Libraries (NML) to arrest their declining popularity and give a fillip to people's reading habits by digitally linking about 5,000 public libraries across the country. The revamped libraries will be computerized, with cataloguing of not just books and journals but also of government policies in the public domain for easy access and research. Providing multilingual reading material will be another goal.

Culture secretary Ravindra Singh said NML's aimed to bolster people's learning capacity, expand the reading population and deliver a first-rate, user-friendly library system. "We are looking at a two-pronged strategy: improvement of infrastructure and technological upgrade in libraries, along with capacity building," he said. "Public libraries are vital to dissemination of knowledge and information. We want to use innovation for engaging people in the physical and digital space and help them access reading material in print and electronic form with the help of ICT," he said.

The government had approved the ministry's scheme for modernizing libraries under NML on November 28 last year. NML was set up in keeping with a report of the National Knowledge Commission, headed by Sam Pitroda, which made a strong case for revamping the library and information service sector. Kolkata-based Raja Rammohun Roy Library Foundation has been designated as the nodal agency for the task. "As creation of new institutions or libraries may not be feasible, it is better to upgrade libraries by improving their infrastructure,'' said Dr K K Banerjee, director general of Raja Rammohun Roy Library Foundation.

Officials said new library buildings will be constructed and the existing ones extended or renovated through painting of their exteriors and interiors. The new-look libraries will have WiFi-enabled reading rooms with modular furniture; modern lighting system; carrels for scholars, senior citizens and people with special needs; better signage; power backup; purified drinking water equipment and washrooms. There will also be specially designed furniture and games for children besides an internet connection, conference and recording rooms, and a training-cum-meeting room. The libraries will have facilities for providing e-journal/e-book services to the patrons. They will hold quizzes, music competitions and creative writing workshops for advocacy and outreach. They can also open extension counters in local schools for students and teachers. Libraries will use cloud computing to maintain data repositories.

Library professionals will get need-based training to improve their skills and competence in using ICT applications. "Training has been planned for all personnel-elementary, middle and top level. It will include students from Library Science Schools who have just received degree in B.Lib Sc or its equivalent," added an official. "We may eventually go for ISO certification as it is important for standard practices in libraries," said the culture secretary.

Congress MLA disrupts Kejriwal's press meet, demands SIT probe into Batla House encounter

NEW DELHI: Congress legislator Asif Muhammad Khan on Thursday disrupted Delhi CM Arvind Kejriwal's press conference and demanded a probe into the Batla House encounter case.

Khan, a legislator from Okhla, said that Delhi chief minister Arvind Kejriwal despite promising a special investigating team (SIT) probe into the case is now refusing to do so.

"He (Kejriwal) had promised the people of Okhla that he will probe the Batla House encounter case, and had even distributed handbills saying the same," said Khan, adding that Kejriwal is now backtracking from his promise.

"I will vote against the AAP government in the assembly, even if Congress expels me from the party," MLA Asif Mohammad Khan said.

Arvind Kejriwal was addressing the media on completion of the one-month of the AAP government in Delhi.

Kejriwal said that corruption has come down during the one-month rule of the AAP government and they are trying to end VIP culture in Delhi.

"An interesting campaign was launched to tackle corruption. I do not have a scientific study to show corruption has been reduced but there are individual incidents where people have come and told me that money is not being asked," said Kejriwal at a press conference.

"I had sent the volunteers five days ago to different departments and it is their observation that in most department corruption has been reduced but in VAT the same system is in progress," added Kejriwal.

He went on to say that "there is a sense of fear which is necessary so we are encouraging that some independent organisation does a survey and checks what amount of change in corruption has been made".

On Lokpal Bill, Kejriwal said: "The Delhi Lokpal Bill will be introduced in the cabinet on Friday and in 10-15 days there might be an assembly session and there it will be passed."

Three private airlines lose prime landing slots at Delhi airport

NEW DELHI: In the first action of its kind, three private airlines have lost their prime slots at Delhi's IGI Airport for failing to roster crew trained to land in fog here. The Met department had on Wednesday evening predicted dense fog for Delhi. The directorate general of civil aviation (DGCA) immediately asked airlines to ensure that both the commander and co-pilot of their flights to and from Delhi are trained to use instrument landing system, category three (Cat III) to avoid any diversions from Delhi.

"Inspite of repeated efforts, two flights each of Jet Airways, GoAir and IndiGo were diverted from Delhi to Jaipur. Airports Authority of India informed that one of the flight crew on the said flights was not Cat III trained ... DGCA viewed it very seriously that instructions issued from time to time are not adhered to by the airlines," a statement issued by the aviation ministry said.

As a punishment, the DGCA forfeited six slots these three airlines.

Prabhat Kumar, who took over as the regular DGCA on Wednesday, had clearly warned airlines earlier this month (when he holding the charge of DG in addition to being a joint secretary in the aviation ministry) that any diversions in fog due to airline's failure to have Cat III trained crew on flights to Delhi in fog time would mean losing slots. Incidentally, on the very first day of his taking over as regular DG airlines failed to do so and Kumar immediately cracked the whip.

The three airlines did not comment till the time this story was filed.

People are happy with our performance, Delhi CM Arvind Kejriwal says

NEW DELHI: As his government completed one month in power, Delhi chief minister Arvind Kejriwal on Thursday said controversies surrounding the AAP dispensation never affected its functioning and asserted that his team did a good job in addressing various challenges facing the city.

In a press conference which was disrupted by a Congress MLA, the chief minister claimed his government has done far more work for the people in the first month than its predecessors and said rooting out corruption, ensuring security to women and enhancing water distribution network were among his top priorities.

"Your surveys have shown ... it is clear people are happy with the performance," he said, adding a number of key decisions have been taken to help the common man like providing 20 kilo litres of free water per month to each household besides providing power subsidy to a large section of consumers.

On his government's decision for an investigation by a special investigation team into the 1984 anti-Sikh riots, he said a thorough probe was required as demanded by the Sikh community.

Kejriwal's press conference was disrupted by Congress MLA from Okhla Asif Khan after Kejriwal, in reply to a question, said he was not considering appointing an SIT to investigate the Batla House encounter in 2008.

He said as a court has already given its verdict in the case, there was no need for a probe again.

On corruption, Kejriwal said his government will come down hard on corrupt officials but at the same time will protect the honest officers. "We are considering ways to protect the honest officers," he said without elaborating.

Kejriwal said the Delhi Janlokpal Bill will most probably come before his Cabinet on Friday and the assembly is likely to meet in a fortnight for its passage.

"Our aim is to provide a corruption-free government. (Fighting) Corruption is very important for us. I have visited various offices and people said now their work is getting done without bribing," he said and referred to the anti-graft helpline launched earlier this month.

The chief minister noted that AAP government had taken the initiative to end the VIP culture in city.

The Kejriwal government's one month saw several controversies, including over the CM's choice of house, the chaos at his public hearing or 'janta darbar' and the conduct of his ministers especially law minister Somnath Bharti who raised hackles with his plan to call a meeting of high court judges and later by leading a midnight raid against African nationals.
The chief minister said the 'nursery helpline' launched by the education department has also been "very helpful" to parents.

He said government has mapped all its schools across the city to check their infrastructure requirement and follow up action was being taken.

The chief minister asked agitating contractual employees including DTC workers and guest teachers who have been sitting on dharna demanding regularization of their services to end their strike immediately.

He said government was in the process of regularising their services and if they do not end their protest, government would recruit new employees.

The government has already appointed a high-level committee to recommend policy guidelines to regularise services of contractual employees.

"If the striking employees don't come back to work, we will not consider them for regularisation. We can't afford to have 600 DTC buses off the roads," Kejriwal said.

On women's security, he said a committee has been formed to suggest measures to enhance women security. He said government was working on setting up a women security force but clarified that it would not be a parallel police force.

He said enhancing water distribution network in the city was one of his major priority.

Kejriwal said third party power meter testing will be carried out across the city.

He said 58 night shelters were being set up to provide shelters to homeless people.

Contemporary iconic structures to become heritage buildings

NEW DELHI: A building does not necessarily have to be over a hundred years old to be considered priceless heritage, rather it should part of the docomomo (documenting modern movement) movement, say historians.

Chankaya cinema's demolition almost a decade ago and a proposal by India Trade Promotion Organisation (ITPO) for pulling down landmark buildings in Pragati Maidan like the Hall of Nations and Nehru Pavilion to make way for a new exhibition centre, has made India National Trust for Art and Cultural Heritage (INTACH) shoot off a proposal to Delhi Urban Art Commission (DUAC) for protecting iconic contemporary structures in Delhi. INTACH has already identified about sixty such buildings in the capital which they say have significant heritage value and need to be preserved.

INTACH had sent the list of these contemporary buildings to DUAC in May, last year and the Commission in its latest meeting has decided to fast-track finalizing the list in consultation with professionals. The Commission recalled that it had at a meeting held on May 7, 2013 indicated that iconic buildings in the capital which were constructed in the post independence period need to be conserved and that the INTACH/HCC need to take up the exercise for identifying such buildings. The Commission observed that it has subsequently received a letter from the HCC wherein it has been indicated that the Heritage Conservation Committee (HCC) will also start process of finalising list of contemporary iconic buildings only after identification criteria is first established and that DUAC may also initiate process of finalising the list of such buildings, on the same basis,'' said DUAC officials.

Buildings like Rail Bhavan, India International Centre, Lalit Kala Academy, Civic Centre, British Council all figure in the list of buildings identified by INTACH. More are likely to be added by experts. Modern buildings also have heritage value. They contain memories, significance, lifelong associations and the loss of these buildings would be devastating. They show the development of Indian architecture through the decades and we cannot allow them to disappear as usually happens to modern buildings as a byproduct of modernization and development,'' said INTACH convener AGK Menon. Menon spoke about the worldwide docomomo movement that works towards documenting, valuing and preserving modern buildings which tells of 'the story of ancient architecture and civilisation'. We want to initiate a dialogue to look into protecting these iconic buildings. DUAC is incharge of urban heritage and we cannot let urban heritage in Delhi vanish. They should be declared protected heritage buildings,'' added Menon.

DUAC chief Raj Rewal shared similar views that these buildings needed protection. Urbanisation needs aside, the ongoing Master Plan review which talks about higher FAR regulations in Delhi could be a threat to many of these buildings.

As of now the UD ministry is proposing higher FAR in all parts of Delhi, barring Lutyens Bunglow Zone. People have no idea about modern architecture. There are some very important buildings in Delhi which needs to be preserved for future generations.. the architecture of these buildings is of world wide importance, they are taught in international schools of architecture.

Not just the buildings, even the area around them should be preserved,'' he said. Rewal has also written a letter to DDA in her personal capacity opposing the move for higher FAR. When you increase FAR, it leads to more density, cars, pollution in any area. You have to see whether infrastructure can take it. Enhanced FAR should be allowed only in site specific areas after conducting an urban design study to evaluate what can or cannot be done. Local area plans need to be prepared. In some areas, you can have more FAR, in other areas you simply can't,'' he said.

Tata Power launches new smart meter technolgy

NEW DELHI: Tata Power Delhi has become the first Indian power utility to launch the Automated Demand Response (ADR) Project with smart meters in the capital. It is one of the first projects in the world where ADR and AMI (Advanced Metering Infrastructure for Smart Meters) are conceptualized together. The project is implemented in partnership with IBM, Honeywell, Landis+Gyr with participation of select Industrial and Commercial Consumers of Tata Power Delhi Distribution; and has been rolled out post the approval of the Delhi Electricity Regulatory Commission (DERC).

The project's components include Automated Demand Response (ADR) infrastructure, Smart Meters, Radio Frequency (RF) Mesh Based Communication, Meter Data Management System (MDMS) and integration with other Operational Technology & IT systems like Outage Management System (OMS), SAP etc.

Under the project, Tata Power Delhi Distribution's select Industrial and Commercial Consumers having load greater than100 KW and consolidated connected load of over 400MW are covered. The project covers an area of more than 100 sq. km in the industrial, commercial and institutional belts of Tata Power Delhi Distribution like Lawrence Road, Narela, Delhi University, Civil Lines, Naraina, Wazirpur, Pitampura etc. covering industry sectors like Flour Mills, Food Processing Industry & Cold Storages, Commercial establishments, Plastic & Footwear Industry etc. A Total of around 250 consumers are participating in this project and will contribute towards a collective shed potential of 20 MW. This project involves around hundred 11 KV feeders, fed from 40 grid stations spread across the Tata Power Delhi Distribution's distribution area.

The integrated project will empower consumers to analyze consumption patterns closely and optimize electrical equipment energy consumption through the dedicated Customer Portal. Through this Customer Portal, consumers will have options to set threshold values for key parameters like load and power factor and receive alerts once these thresholds are breached either through their Customer Portal Account or on their mobile phones through SMS. The smart meters installed at the consumers' premises integrated with the Control Center will provide Tata Power Delhi Distribution with instant information on outages and other factors related to quality of power. This will help Tata Power Delhi Distribution to improve the reliability of power and to manage peak power demand more optimally and avoid expensive power purchase during the peak hours. It will further permit Tata Power Delhi Distribution to effectively manage Grid emergencies for building the new age distribution network capability.

In the future, Tata Power Delhi Distribution plans to scale up this project to another strata of 800 consumers which will provide an additional potential of 20 MW. The company also intends to propose an incentive scheme for the consumers who are participating in the Demand Response Program after the approval from DERC.

Power regulator, DERC, can use the project outcome to work on differential tariffs and financial incentives for consumers including further refining of the Time of the Day tariff and introduction of other differential tariff mechanism due to larger availability of data and detailed inputs related to consumer consumption. The initiative will also reduce time taken to make changes in the meters in relation to changes in tariff. Besides this, the DERC will get an opportunity to introduce regulations and policies to promote Demand Response including incentives to consumers for participation.

Clear day ahead for Delhiites

NEW DELHI: The national capital experienced a cold but clear day on Wednesday with the minimum temperature settling at 10 degrees celsius.

The minimum temperature was one notch above normal, and the day temperature is expected to be around 24 degrees celsius.

The weatherman has predicted mainly clear sky as the day progresses.

On Tuesday, the maximum temperature was recorded at 24 degrees celsius, while the minimum temperature was 9.5 degree celsius, one notch above normal.

TOI wishlist for AAP government

Administering a teeming metropolis like Delhi, which merges seamlessly with areas in other states, can be a difficult job in the best of times. That water and power are still on the agenda of the government is proof of how even basic necessities remain to be fulfilled. Similarly, fighting corruption won't be struck off the agenda anytime soon. All the noise over these issues can relegate other pressing problems to the background and make them grow and become unmanageable in the long run. TOI enlists for the fledgling AAP government 20 ways in which it can make the capital of India a better place.

DISMANTLE THE BRT CORRIDOR

The Congress government pitched it as the answer to Delhi's increasing vehicular population, but the BRT project ended up as the pet peeve of many people. In the run-up to the assembly elections, Sheila Dikshit acknowledged BRT is a failure and promised to scrap it if her party was elected again. AAP, in turn, promised a review of the corridor, with transport minister Saurabh Bhardwaj saying on record that it would be scrapped. A month on, the AAP government seems strangely quiet over the BRT issue. Bhardwaj says "legal" options are being looked into. Transport department officials say the file is stuck at the minister's office, with no direction forthcoming. Ironically, all that the government needs to do is submit a review petition in the high court, withdrawing its earlier arguments for keeping the corridor.

CONNECTIVITY WITHIN NCR

Last year, the Delhi government came out with a scheme to grant permits to autorickshaws for running between Delhi and the adjoining NCR towns. The scheme, however, went into cold storage as the matter went to court. Now, the transport department is hoping to revive it. Transport minister Saurabh Bhardwaj, sources say, has cleared the file for around 3,000 permits being issued individually to autos that will run in the NCR. However, with a large number of commuters travelling between Noida, Ghaziabad, Gurgaon and Delhi daily, this number of autorickshaws will not be enough. The Delhi government needs to take this up immediately, especially as Delhi Metro's expansion in Phase-III will still take another two years to become functional while the increasing movement of people between Delhi and the NCR is increasing road traffic.

MORE BUSES NEEDED, GET THEM FAST

Within hours of taking over, the Arvind Kejriwal government moved out the transport commissioner as well as the CMD of DTC. Days later, the transport commissioner was moved again. Yet, when it comes to files on pending projects, the government has been strangely inactive. There's no response from vendors on DTC's efforts to get more buses. Cluster buses have not increased beyond 1,000 when there should have been more than 4,000 by now. The only meeting with DIMTS—the agency handling cluster buses—has been on improving the running of BRT. If low-floor buses are a problem, can the minister look at standard buses as an alternative? Former DMRC head E Sreedharan backed this idea, so do many officials in DTC, which is planning to run a pilot project for smaller buses in some areas of Delhi.

INTEGRATED SCHEDULE FOR PUBLIC TRANSPORT

This project has been pending since 2010—a passenger information system at bus stops and important intersection points that gives the schedule of buses on that route, and their frequency. To make the project effective, the Delhi government even commissioned a route rationalisation study by DIMTS. The study, which took over a year to finish for reasons unknown, is gathering dust. Route rationalisation remains on paper, with DTC continuing with its old route system and discontinuing a handful of routes as it disagrees with the findings of the study. Meanwhile, the passenger information system is yet to be installed at bus stops as DTC's internal staff is highly sceptical of the GPS equipment installed in its buses. Integration of DTC and cluster bus routes with Delhi Metro routes is pending, with an integrated schedule looking like a pipe-dream at the moment.

UNTYING THE RTR KNOT

There is an urgent need for a flyover-andunderpass to run parallel to the existing half-flyover at Munirka. The current infrastructure has led to a traffic bottleneck and a resultant mess on the Outer Ring Road leading from Panchsheel Park to the IGI Airport. While the cabinet has cleared the project, the public works department is waiting for Delhi Metro to submit an estimate for the work that it will undertake on the land that overlaps with its project. Subsequently, a project consultant will have to be appointed and it would need the government's active participation to push this much-needed flyover. Among other similar half flyovers in the city, the one at Savitri Cinema also needs to be considered for expansion.

MODEL ROADS

There are stretches after stretches in Delhi that are relaid every year, some perhaps more often. Despite that, each rainy spell pours misery upon motorists as these roads crumble with the first drop of rain. Chief minister Arvind Kejriwal is just the right person to ensure that the roads in Delhi become durable. He, in his early days as an RTI activist, had campaigned against bad roads and now that he is in a position to deliver, he should move on this. First, he must ensure good quality material is used for road construction so that Delhi's roads last for some years, at least. Second, he must crack down on officials who sanction frequent relaying of loads without any reason.

MORE COLLEGES

Delhi has not got a new college in 16 years while the number of students has increased manifold. From time to time, BJP, Congress, and now AAP, have struck a populist chord by promising to reserve seats for students from Delhi schools in the 28 DU colleges fully or partly funded by the Delhi government. This measure may reap a political bounty but it does not address the root of the problem. Reserving seats will not increase the size of the pie, rather deprive some underprivileged residents from areas bordering Delhi. Moreover, reserving seats for Delhi students can never be a solution as 2.65 lakh students graduate from Delhi schools and reservation in DU will benefit a maximum of 12,000 to 15,000. The funding to these colleges should not be the basis for imposing reservation as most of the money goes into paying salaries of teachers who live or work in Delhi.

BUSES, AUTOS TO CONNECT METRO

Delhi Metro will run a 400km route in the NCR when its third phase is complete. Yet, last-mile connectivity remains a mirage. Even as more stations are built, getting to them from homes, offices and markets is a challenge. Metro has been claiming that it will get 300 more buses for last-mile connectivity as part of the JNNURM scheme but it is yet to acquire these. DTC, which was initially supposed to provide the service, says it doesn't have enough buses for its own routes. Metro wants DTC to run the service as road transport is not its core competence. The AAP government proclaimed its authority over Metro during the CM's recent dharna when it ordered reopening of some stations, but so far it has not taken up the responsibility of improving last-mile connectivity.

WASTEFUL ROAD WORK

Much like roads, dividers and kerbs are demolished and rebuilt round the year in Delhi, and this must be the biggest moneyspinning enterprise in full view of people. Arvind Kejriwal has himself commented on this often. He should now ensure that this practice is stopped since it leads to a massive wastage of funds and also puts the public to great inconvenience. Besides carrying out a detailed investigation of such practices, residents can be involved in ensuring that public money is not wasted by posting project details online and at the work site. There should be standards for dividers and kerbs to ensure that whimsical changes are not made to existing civic infrastructure.

STREETLIGHTS

Long stretches with not a working streetlight can be found anywhere in the capital, from Nelson Mandela Marg in south Delhi to NH 24 in the east. Even though the cover of darkness is known to aid criminals, the city does not have a system to fix accountability for streetlights that don't work. Their maintenance suffers as road owning agencies like PWD and MCD, and the discoms are caught in a tussle. The discoms are responsible for providing power while the road agencies maintain the lights. But the two sides are often at loggerheads over maintenance and charges. Experts say some accountability has to be fixed in areas where streetlights do not work, to address the issue of street crime. Whether discoms or the road agencies, somebody must pay a price every time a road remains dark at night.

WOMEN'S LOOS

Of the city's 4,000-odd public toilets, less than 350 are for women. While it talked of making Delhi a world-class city, the Sheila Dikshit government never focused on such mundane matters. BJP, which controls all three municipal corporations, has also not done anything beyond allocating Rs 3 crore for women's toilets in its annual budgets. While it looked for newer technologies like waterless urinals—700 were constructed throughout Delhi—for men, it hasn't even maintained the existing toilets for women. AAP, which had promised to address this problem last year, before the assembly elections, now has an opportunity to get the city women on its side by immediately starting work on this project. What a woman chief minister and three women mayors—the first lot of mayors after MCD's trifurcationcouldn't do, the Aam Aadmi Party should consider doing for the aam aurat.

REIN IN AUTOS

Auto drivers stood behind AAP before the elections and on December 28 demanded their pound of flesh in the form of demands, including suspension of the traffic police's enforcement powers. They want the transport department to take over the role but its 120 enforcement personnel are inadequate for the purpose. AAP must realize that while these drivers are its vote bank, they cannot be a law unto themselves. Recently, drivers of autos and Gramin Sewa vehicles opposed joining a behaviour training programme. The unchecked growth of e-rickshaws is another problem. Clearly defined rules on routes, jurisdiction and fares are the need of the hour.

E-GOVERNANCE

E-governance was a flagship project of the Congress government and it tom-tommed many a scheme, IT-based systems and inhouse monitoring systems as its achievements. The challenge before the Arvind Kejriwal government is to bring the common man closer to the departments and services by adding web-links and simplifying the process of accessing and submitting forms and documents online to departments. The new government has, since stepping into office, announced helplines for complaints against corrupt officials, problems in nursery admission and another one is being readied for redressing grievances. The chief minister has promised an accessible online redress system but before that it is essential to make many more processes to apply for services such as ration cards and government certificates web-based to root out touts and facilitate the interface between people and the government.

GPS IN BUSES & AUTOS

DTC equipped all its buses with GPS in 2010 to ensure adherence to schedules. But autos that have been ordered several times to install GPS devices have largely avoided doing so on the plea of high cost. While many vehicles now have GPS on board, the monitoring is dismal. DTC claims DIMTS, which monitors the buses, does not send daily reports and real-time monitoring has flopped. Also, as the GPS data is not shared with police, the exercise is redundant. The government must realize that GPS without enforcement and strict monitoring is useless. Paying DIMTS crores for monitoring without using that information is a waste of taxpayers' money.

ENTERTAINMENT

Delhi , for all its heritage and cultural vibrance, has not become the toast of impresarios. When the private organizers of international-scale events look for a venue in India, Delhi is not first on their list. For this, the city's entertainment tax regime is to blame. Also, to improve leisure facilities for Delhiites, the city's nightlife needs attention. If night bazars at heritage locations can give the city that additional appeal for tourists, relaxation of bar timings in restaurants must also be considered. At present, Delhi's bar closing time for regular licence holders is 1am. For five-star hotels prepared to pay double the fee, the 24x7 licence is available. As far as entertainment tax is concerned, for all ticketed events at venues, including hotels, restaurants, clubs, halls, auditoriums and stadiums, the patron or proprietor has to pay entertainment tax at the rate of 15% on the admission price of each ticket. On cinema tickets, the tax rate is 20%. Experts say lowering tax rates will make the city a more attractive leisure and entertainment destination.

BRIDGES ACROSS THE YAMUNA

Delhi at present has eight bridges spanning the Yamuna. Road and traffic experts say that by 2021, there should be at least another 12—a few exclusively for cyclists and pedestrians, to divide the traffic load. There are three projects in progress at present including Phase-III of the Barapullah elevated road. The project is at the final step of technical clearance after which it will go to the government for sanction. Consultants to study the feasibility of two more bridges upstream of Wazirabad are being appointed. These bridges will help traffic moving from north to east Delhi avoid the highly crowded Mukarba Chowk. However, the PWD department will have to push these projects to ensure that there is no breakdown of infrastructure in the interim.

LEAKING PIPELINES

Delhi loses around 30% of its water supply through leaking pipelines. The Delhi Jal Board has appointed several consultants in the past to stop the wastage but that has done nothing to conserve water in a city which is unable to fulfill the requirements of a large section of society. Many pipelines are older than 30 years and DJB is in the process of changing some of them. However, the board's record in such projects is not good and there is no telling whether the work will get over on time and how effective it will be. The sewage master plan is also being worked out but the larger concern is its implementation. Arvind Kejriwal, as an IITian, can get all technical help he needs to move in these areas.

GOVT HOSPITALS

They have good doctors but are let down by the lack of facilities and an unfriendly work culture. Successive governments have promised to address problems ranging from patients sharing beds to the absence of superspecialized capabilities, such as organ transplantation, but the ground situation has not changed. To start with, the AAP government can make two super-specialty hospitals built in 2009 in Tahirpur, east Delhi and Janakpuri, west Delhi functional. Vacant positions should be filled and diagnostic services improved. Before roping in the private sector, the cost implications must be considered. The government's order for prescribing generic medicines is populist, instead it needs to focus on ensuring drug delivery.

HARVEST RAINWATER

Delhi made it compulsory for all new buildings more than 100sqm in area to have rainwater harvesting features. However, the plan has failed. Not only do the old buildings get away, extremely poor implementation, monitoring and maintenance have resulted in no improvement in ground water levels. For a city that it extremely short on the natural resource, rainwater harvesting is one of the most crucial steps that can be taken to ensure that ground water levels rise. Hence, it should be made compulsory for all buildings. For this, the government needs to show its will, as has already happened in cities like Chennai. Strict enforcement and penalties on government officials who clear projects without rainwater harvesting structures and the owners of such buildings are necessary. The government can think of providing incentives for rainwater harvesting through subsidies in water bills.

TIME-BOUND SERVICES

In September 2011, the Congress government promised to end red-tapism by making departments fix time frames for delivering services to the public. Deviations from the committed time frame were monitored through a computerized internal management system. People were empowered under the law to complain and the officers at fault were penalized by deducting a fixed amount from their salary. Since then, the pendency of applications has declined in many departments. Although 116 services are covered under the system, some remain prone to delays. No applicant has sought compensation although lakhs have become eligible for it over the two-and-a-half years. That's because people were neither made aware nor encouraged to demand compensation. Meanwhile, the violators are not penalized internally. The new government says it is reviewing the law and plans to bring timebound delivery under the purview of the proposed Jan Lokpal Bill. The people of Delhi are desperate for speedy service delivery minus the touts and bribes.

Robbers loot Rs 8cr from car in south Delhi at 9am

NEW DELHI: A group of six to seven robbers pulled off the capital's biggest heist, waylaying a Honda City in which nearly Rs 8 crore in cash was being transported. The strike took place during the morning rush hours on the BRT corridor near Moolchand Hospital on Tuesday.

Cops said the cash belonged to Gurgaon-based businessman Rahul Ahuja and Rajesh Kalra, a bookie charged in the Hansie Cronje match-fixing case. Cops suspect the money has a hawala trail. Kalra said it was picked up from Chandni Chowk two days ago and was being taken to banks in Connaught Place, Karol Bagh and Moti Nagar.

In a 16-minute operation that began around 9am, the robbers in a stolen WagonR banged the Honda from the rear. Other robbers arrived in a Hyundai Verna, asked the five occupants of the Honda to get out at gunpoint and drove off in the car.

The WagonR used in the heist was left at the spot and while the other two cars in which the robbers fled, the City and the Verna, were found abandoned within a 2km radius.

Deputy Commissioner of Police (southeast) P Karunakaran told TOI that an insider's hand in the heist has not been ruled out. "A case of armed robbery has been registered at Lajpat Nagar police station," he added.
All border entry points have been sealed and CCTV footages are being scanned to identify the robbers, all aged between 20 and 25.

The money was being carried by Rajesh Kalra's manager Rakesh Kumar Sharma and four other employees. Kalra lives in Kalkaji while Sharma stays in near Nehru Place. They initially gave conflicting statements to the cops about the cash but later said it was Rs 7.69 crore. Rahul Ahuja's share was Rs 3 crore and the rest belonged to Kalra. The case is being accorded 'topmost priority' and over 24 teams are working to crack it, sources said.

The drama unfolded around 8.30am when Kalra, with four of Sharma's employees , started off from Kalkaji in a Honda City. The employees have been identified as Rakesh Sharma, Brijesh, Subodh, Baijnath and Mishra. They crossed the Moolchand flyover around 9am and were hit by a WagonR. A person from the WagonR got off and began to argue with the Honda's occupants. Next minute, a Verna pulled over and five men armed with pistols pulled out the five people in the Honda, and asked them to stand in a corner of the road, which was packed with office-goers.

One of the robbers took control of the Honda and drove off with three others. The remaining gangsters sped away in the Verna, leaving the WagonR behind.

The City's occupants said they raised an alarm and even tried to chase the robbers. They finally called the police. The PCR was informed about the robbery at 9.30am and then again at 9.50am.

Around 1pm, cops found the Verna, with its ignition on, abandoned at the Defence Colony flyover near Jangpura Metro station. Half an hour later, the Honda City was found at Kasturba Nagar area. The empty cash bags were found inside the Verna.

Several teams are raiding in outer, northwest and southwest Delhi and crime branch sleuths are also camping in Bahadurgarh , Jhajjar and other areas in Haryana to gather intelligence about the suspects.

After row, Delhi govt proposes name of Hindi novelist for DCW top post

NEW DELHI: The Delhi government has suggested the name of eminent Hindi novelist Maitreyi Pushpa as the new chief of Delhi Commission for Women to lt governor Najeeb Jung.

"As per its promise to appoint a non-political, eminent personality as DCW chairperson, the government has proposed Maitreyi Pushpa's name to the Lt Governor," a government official said on Wednesday.

The suggestion has come in the backdrop of the AAP government accusing the present DCW chairperson Barkha Singh of "politicizing" the role of her office while dealing with the midnight raid episode allegedly involving law minister Somnath Bharti.

69-year-old Pushpa is a Hindi fiction writer and has 10 novels and seven short story collections to her credit.

Best known among her works are 'Chak', 'Alma Kabutari', 'Jhoola Nat' and an autobiographical novel 'Kasturi Kundal Base'.

According to her official website, she also writes for newspapers on current issues concerning women, and is known for her daring stance in her writings.

Pushpa was born in Sikurra village, Aligarh district. She spent her childhood in Khilli, another village in Bundelkhand near Jhansi and did her post graduation in Hindi from Bundelkhand College, Jhansi.

Earlier, DCW had summoned Bharti over allegations that he had led a group of AAP workers on a raid against some African women in south Delhi after claiming they were involved in a drug and prostitution racket.

Bharti had been asked to depose before the commission on January 24, but he had sent his lawyers instead who explained that the law minister was absent due to "some urgencies".

AAP, in a statement, had said it "strongly disapproves of the politicization of the Delhi Commission for Women by its chairperson".

AAP govt harassing me for summoning Bharti: DCW chief

NEW DELHI: Chairperson of Delhi Commission for Women Barkha Singh today accused the AAP government of harassing her for summoning controversial law minister Somnath Bharti in connection with the south Delhi raid episode and refused to step down from the post.

A former Congress MLA, Singh had a public confrontation with Bharti's lawyers last week when they came to depose before the DCW on his behalf in the case of alleged harassment of a number of Ugandan women.

Singh, who had lost the assembly election from R K Puram, said she was holding a constitutional post and there was no need to resign from it though the Congress dispensation, which had appointed her, was defeated.

Earlier this month, Delhi Pradesh Congress Committee president Arvinder Singh Lovely had asked all partymen to quit from various posts in government-run boards and commissions, following convention.

"It is a constitutional post and I still have one year and four months left in my tenure. The AAP government is harassing me and targeting me because I summoned Bharti in connection with the the ill-treatment of Ugandan women during the midnight raid in Khirki Extension," Singh said.

When asked about Lovely's direction to partymen to relinquish their posts in boards and commissions, the DPCC chief said he had withdrawn his directive.

A number of AAP leaders said in keeping with the tradition, Singh should have resigned after her party was ousted from power.

The DCW chairperson had summoned Bharti over allegations that he had led a group of supporters against some African women after claiming they were involved in a drug and prostitution racket.

Bharti did not depose before the commission on January 24 as directed by it but sent his lawyers who were not allowed to put across their views by Singh.

"Those Ugandan women had come to me with their complaints and I did my duty. If they are removing me because I summoned the law minister, then it is totally wrong. It is an atrocity on me," Singh said.

The AAP, in a statement, had accused Singh of "politicization" of the Commission by its chairperson.

Businessman robbed of Rs 6.7 crore at gunpoint in Delhi

NEW DELHI: In one of the biggest robberies in Delhi, armed men waylaid a Honda City car carrying Rs 6.7 crore and robbed it after holding the driver at gunpoint.

The incident took place at around 9.30am on Tuesday near the Lajpat Nagar Metro station in south Delhi.

The robbers were traveling in a WagonR which they left behind, police said.

The robbers faked an accident and started an argument with the driver after which they held him at gunpoint and threw him out of the car.

Police are yet to ascertain who the money belonged to and why was it being ferried in such a casual manner.

A similar incident took place in 2012 when robbers stole Rs 5.25 crore from a van after shooting the guard dead.

The cops are questioning the driver of the Honda City, Rakesh, about the incident. He told the police that he was delivering the money to a person in Karol Bagh. The police said that the robbers knew about this and the exact time of the delivery and that the Honda City was being followed throughout.

Joint CP Vivek Gogia, who also handled the van robbery case, is in charge of the investigation.

All border entry points have been sealed and efforts are on to trace the Honda City. CCTV footages are being scanned to identify the robbers.

A second car, a Hyundai Verna (HR 26 BQ 1105), used by the robbers, has been recovered about 2km from the area.

Four held with gold worth over Rs 1.50 crore at airport

NEW DELHI: Four people have been arrested for allegedly trying to smuggle into the country gold bars valuing over Rs 1.50 crore at the airport here, customs officials said.

The accused were intercepted by customs officials upon their arrival on January 23 from different international and domestic flights-- one from Bangkok and three from Hyderabad, Mumbai and Amritsar respectively.

One of the accused had hidden 600 gms of gold in his mobile while another passenger wad hidden it in his innerwear. Rest were hiding gold in their baggage being carried out by them, the officials said.

The accused were carrying ten gold bars collectively weighing about 6.2 kgs worth Rs 1.57 crore, they said.

All the accused have been arrested and the gold bars have been seized.

A man was arrested on January 19 for allegedly trying to smuggle in the country gold valued at about Rs 32 lakh at the Indira Gandhi International Airport (IGIA) here.

On January 13, three persons were arrested for allegedly trying to smuggle gold valued at about Rs 75 lakh at the airport.

The trio, who hail from Kerala, were intercepted by customs officials upon their arrival from Dubai.

They had concealed three kilograms of gold inside the aluminium strips of their checked-in bags.

On January 7, three persons, including a man and his daughter, were arrested at the airport with gold bars valued at over Rs two crore.

The customs officials had recovered 9 gold bars of one kg each and collectively valued at Rs 2.2 crore from these three passengers, customs officials had said.

Another man was arrested from the airport on January 4 for allegedly trying to smuggle 1.2 kg of gold bars worth about Rs 28.77 lakh.

The accused, a native of Ghaziabad, was intercepted by customs officers after his arrival from Bangkok.

Trinity College Dublin and IIT Delhi collaborate to test Bamboo Frames for multi-storey housing in India

MUMBAI: Engineers from Trinity and the Indian Institute of Technology (IIT) Delhi have joined forces to develop bamboo frames for multi-storey housing in India. The research aims to establish whether a bamboo composite could work in high rise housing in earthquake zones in India.

During the five week testing project, the team worked with Professor Roger West and Professor Ravindra Dhir from Trinity's Department of Civil Engineering. Using static and cyclic loading, the durability of the frames was measured to establish their collapse strength and stiffness. Bamboo is well known for its tensile strength and flexibility.

A special composite of bamboo and epoxy could provide an answer to the chronic shortage of low cost renewable medium density housing. It may also satisfy the need for ductility and durability for its use as the primary structural material in earthquake zones for housing of up to four storeys. The frames, which are heavily instrumented to monitor behaviour over time, were tested in the highly specialised internal reaction rigs in Trinity's structural test hall.

The three Indian researchers, Kapildeo Bhagat, Diwakar Bhagat and Mukul Gupta, brought with them 1.8 tonnes of bamboo test materials, including three portal frames and two beams, for testing. The project forms part of an ongoing research collaboration between Professor Suresh Bhalla of IIT Delhi and Trinity College Dublin on testing bamboo columns. Trinity signed a Memorandum of Understanding with IIT Delhi in 2011 and actively participates on collaborative research projects.

98 lakh people have joined us, AAP says

NEW DELHI: As many as 98 lakh people from all over India have joined the Aam Aadmi Party (AAP), senior party leader Gopal Rai said on Monday.

"Till January 26, a total of 98 lakh people have joined the party from all over the country," he said at a press conference at the party office. He said the membership drive will continue till the Lok Sabha elections.

Giving the breakup, he said 76 lakh people have joined the party through the form registration service, seven lakh people through the online service, five lakh through SMS and 10 lakh by "missed calls".

The AAP had launched a free membership drive early this month, targeting enrolment of one crore members by Jan 26.

Binny ends dharna after 4 hours, gives AAP govt 10 days

NEW DELHI: Expelled AAP MLA Vinod Kumar Binny on Monday called off his dharna against Arvind Kejriwal government after just four hours but threatened to launch a major stir if his demands, including passage of Janlokpal bill, are not met in 10 days.

A day after he was thrown out of Aam Admi Party, the rebel MLA said he will continue support to the government on "public-related" issues and was withdrawing his stir for now as lieutenant governor Najeeb Jung and Anna Hazare had suggested that "some days" should be given to the AAP government to fulfil promises made by it during the Delhi assembly election.

"If Kejriwal government fails to bring Anna's Janlokpal Bill in the given time, I would begin protest across the country," Binny told reporters at Jantar Mantar here.

He also demanded immediate setting up of 'Mahila Surksha Dal' and 700 litres of free water to residents along with reduction in electricity bills by upto half as Kejriwal promised during election.

"If AAP government fails to meet these three demands in the next ten days, I will begin country-wide agitation from February 6 next month," he said.

"I am not withdrawing my support from the AAP-led government. I am giving support to the government on the public-related issues," he added.

The MLA began his protest at Jantar Mantar at noon and called it off nearly four hours later.

Asked why he he was withdrawing his dharna on the first day, Binny told reporters that the LG and Hazare had suggested to him that "some days should be given to the AAP-led government so that he (Kejriwal) could work on public-related issues".

"Women security is the first priority of mine. Before forming government, Kejriwal had said that he would form 'Mahila Suraksha Dal' to ensure women security in the Delhi, but he is running away from this promise," Binny alleged.

Earlier, launching a blistering attack on AAP, he accused Kejriwal of acting like a dictator. He met the Delhi LG to take up issues which have not been addressed by the Kejriwal government and demanded action against controversial law minister Somnath Bharti.

Binny also said Kejriwal should have held a referendum before expelling him from the party. He recalled that Kejriwal had organised a referendum across Delhi before forming the government.

"Kejriwal should have held a referendum to take a decision on me. He should have organised a public meeting in my constituency (Laxmi Nagar) before arriving at any conclusion. After becoming chief minister of Delhi, he has become a dictator and is taking all decision on his own," he said.

The MLA said he would continue to raise public-related issues even if it amounted to indiscipline.

"He (Kejriwal) recently sent a letter ... stating that disciplinary action was being taken against me," Binny said, adding that if raising public-related issues is violation of discipline, he would continue doing so.

"Instead of taking action against me, Kejriwal should have taken action against law minister Somnath Bharti who allegedly assaulted and misbehaved with African women during a midnight raid," he said.

Binny was expelled from the party on Sunday night following a decision by the AAP's disciplinary committee.

"This disciplinary committee has decided to expel Vinod Kumar Binny and terminate his primary membership from the party, for publicly making false statements against the party and its leadership, thereby bringing disrepute to the party," the party had said in a statement.

In no hurry to withdraw support to AAP govt: Congress

NEW DELHI: Congress on Monday made it clear that it was in no hurry to reconsider its support to the AAP government in Delhi, but expressed disappointment over its functioning and also condemned the criticism by its minister Somnath Bharti of President Pranab Mukherjee's speech on the eve of the Republic Day.

"While arriving at a decision (to support AAP), various factors were taken into consideration... it's not that today we are extending support and tomorrow we will withdraw it.

"We do not decide such things in a light manner... We will keep patience," senior Congress spokesperson Mukul Wasnik told reporters at an AICC meeting.

Wasnik stressed that Congress was aware of the situation in Delhi and would minutely observe the developments.

"No deadline as such has been given (to AAP to fulfill the promises made in its manifesto). We gave them support to form the government because we wanted to avoid the burden of another election on the people of Delhi.

"Unfortunately, the speed with which they should have moved forward is not there," Wasnik added.

Wasnik, meanwhile, refused to go into the controversy surrounding the expulsion of AAP MLA Vinod Kumar Binny, who today met the Delhi LG over issues which he claimed have not been addressed by the Kejriwal government.

Binny is learnt to have also demanded action against controversial law minister Somnath Bharti.

Wasnik, however, condemned AAP when it was pointed out that Bharti had criticized President Pranab Mukherjee's "populist anarchy" remarks.

"Various statements keep coming from AAP. It is unfortunate that somebody makes such comments even on the President's remarks. We strongly condemn this," he said.

Bharti had referred to the President's comments in a tweet in which he appeared to juxtapose the recent agitation by AAP in Delhi with the anti-Sikh riots of 1984 and the post-Godhra riots of 2002 in Gujarat.

Delhi HC 'not happy' with Kerjiwal govt's efforts on shelter for homeless

NEW DELHI: The AAP government was on Monday reprimanded by Delhi high court which said it was "not happy" with its efforts to provide shelter to the homeless in the city while noting its failure to invite NGOs to contribute on the issue.

"We are not happy with this. There is no proper way of holding the meetings. Can't you organize a proper meeting and discuss the issue," a bench headed by Chief Justice NV Ramana said.

He gave the government four weeks' time to apprise it about renewed efforts towards securing shelters for the homeless.

The bench's reaction followed a report to it from representatives of a few NGOs that they were not invited to the January 15 meeting called by chief minister Arvind Kejriwal on the issue.

The bench also directed the government to invite two NGOs - Shahari Adhikar Manch: Begharo ke Sath and Mahilayen Pragati Ki Aur - for meetings on the issues of shelter for the homeless, police brutality against them and their deaths.

"There is nothing wrong in taking opinions. Why don't you invite those who are regularly attending the hearing. Involve these two NGOs and conduct a proper meeting and then come here. We are not happy with this," it said.

The court passed the order during a hearing on the matter of providing shelter to homeless in the national capital. The matter was taken up by the court of its own in 2010.

Advocate Reena George also told the court that the government has denied any complaints about police brutality against homeless people even when they themselves have filed such complaints.

The bench had on January 9 asked the government to apprise it about its policy for the homeless while seeking data on the number of deaths caused due to the cold wave.

Delhi government had at the time informed the court that it had acquired seven unused buses for use as temporary night shelters and was planning to procure 20 more.

Kejriwal says Constitution does not stop CM from protesting

NEW DELHI: Delhi chief minister Arvind Kejriwal, who faced flak for his protest in the heart of the capital, today said the Constitution does not prevent the chief minister from holding a dharna.

"I read the Constitution, couldn't find anywhere that a chief minister cannot hold 'dharna'," he said on criticism to his two-day dharna outside Rail Bhavan.

He also charged that "the media was aligned with one party or the other and was doing negative stories on AAP."

Kejriwal's role in leading a protest while holding constitutional office has come under the scrutiny of the Supreme Court which yesterday slammed law enforcing agencies for allowing unlawful assembly of supporters of the chief minister in the heart of national capital.

In his Republic Day address at Chhatrasal Stadium here, the Delhi chief minister said the Jan Lokpal Bill is almost ready and will be passed at a special session in Ramlila Maidan in February.

Holding that security of women in the national capital is "highly compromised", he said the government has formed a committee under the chief secretary for the formation of 'Mahila Suraksha Dal' in the city.

"Security of women in the national capital is highly compromised. It is our utmost duty and priority to provide security to women. We have formed a committee under the chief secretary for formation of Mahila Suraksha Dal," he said.

He said that it may not have powers like the police but the force will work like security guards stationed outside buildings and housing societies.

"They will provide security to women. We will have retired army personnel, police and home guards as members of suraksha dal," he said.

Kejriwal also said the committee under the chief secretary will make provisions to ensure that rapists are sent to jail within 3 to 6 months.

Defending his dharna against the Delhi Police at Rail Bhavan recently, Kejriwal said what he did was not against the Constitution. "Some people said I worked against the Constitution. I re-read the Constitution, couldn't find where was it written that a CM can't hold a dharna," Kejriwal said.

"In fact, he said that the imposition of Sec 144 at his protest site was against the Constitution," the chief minister said while speaking at Republic Day celebrations at Chhatrasal Stadium in Delhi.

Bharti's remark accusing media of taking money from Modi to defame him wrong: Kejriwal

NEW DELHI: Reacting to the criticism received by Delhi law minister Somnath Bharti for making a derogatory comment on a reporter, Delhi chief minister Arvind Kejriwal on Saturday said that it was extremely wrong on the part of Bharti to have said something like that to the media.

"It was extremely wrong on the part of Bharti to have said something like this to the media and he should not have said this," said Kejriwal.

"Although I would also like to request the media not to follow him everywhere. I am not justifying his statement, but the media people were not letting Bharti's car move," he added.

On being questioned by a reporter today, as to whether he was planning to resign from the post of the Delhi law minister on moral grounds, Bharti asked, "How much money were you paid by Modiji?"

He also slammed the Delhi Commission for Women (DCW).

Bharti, who had chosen to attend a kite flying festival instead of appearing before the Delhi Commission of Women on Friday after he was summoned for the midnight raid episode, charged that the Women's Commission is "political".

Attacking DCW chief Barkha Singh, he said, "Barkha Singh is a Congress member...She should have resigned herself after her government's term ended".

Terming all the reports against him as false, the law minister threatened, "They are trying to defame me, I am going to take them to the court."

However, it was not clear who he was referring to. As reporters continued to question him over the controversy surrounding him, he accused them of taking money from the Gujarat chief minister.

"How much money have you received from Modi?" he shot back.

The minister, however, retracted his statement later, saying: "I did not mean that. I apologize if the remarks have hurt anyone." "I did not want to say what is being misinterpreted by everyone although, if anyone has been hurt by my statement, I apologize for that," said Bharti.

"The media is our friend, but they should also report my good deeds and actions. I respect the media, and will always fight for its independence," he said.

DCW had on Friday summoned Bharti following allegations that the Delhi minister led a group of AAP workers who misbehaved with a number of African women on the pretext of a raid on an alleged drug and prostitution ring in South Delhi last week.

The law minister was asked to depose before the commission to explain the charges against him but he sent his lawyers, who said he was absent due to "some urgencies".

Bharti's lawyers and the commission chief Singh, a former Congress MLA, had a public confrontation at the DCW office after she refused to allow them to present the minister's response.

The Aam Aadmi Party had on Friday said in a statement that it "strongly disapproved of the politicisation of the office of Delhi Commission for Women by its chairperson".

Kejriwal lets rickshaw-puller inaugurate hospital in Delhi

NEW DELHI: It was an inauguration with a difference where chief minister Arvind Kejriwal stood among spectators as a rickshaw-puller cut the ribbon inaugurating New Delhi Municipal Council's upgraded Palika Maternity Hospital in Lodhi Colony on Saturday.

60-year-old Vijay Baba, who has been living in Delhi for the last 50 years, could not believe his ears when the CM's office informed him about inaugurating the hospital.

"Never in my dreams I had thought that I would be inaugurating a hospital with the chief minister at my side. It is a big honour," Baba said.

Kejriwal had recommended Baba's name when the NDMC had invited him to inaugurate the facility.

The inauguration stone has the rickshaw-puller's name on top followed by MP Ajay Maken and Kejriwal.

Baba, a native of Bihar, has been campaigning for AAP for the last three years.

NEW DELHI: Delhi law minister Somnath Bharti, who has recently found himself in controversies, on Saturday said his intentions were good but he was projected in "wrong way" and had he been "aware" of procedures, he could have avoided the wrangles.

Bharti, an Aam Aadmi Party MLA from Malviya Nagar, is facing cases and criticism from political opponents for a midnight raid against some African women in south Delhi, where he had alleged a drug and prostitution racket was taking place.

"I am not aware of procedures. If I would have known them, I would not have made these alleged mistakes," Bharti said while addressing lawyers on the eve of Republic Day at Saket district courts premises here.

"I am doing things for you (common man). I went on raid late night, risking my life," he said, referring to the midnight incident at Khirki Extension here, in the function organised by Saket Court Bar Association.

Criticizing Delhi police, he said, "This is the job of police, but I personally went there. I am doing this because of concerns of people who have elected me as their representative.

"Many took me wrong. My intentions were good, but it is projected in a wrong way," the minister said.

"I am new to this system, so I may commit mistakes, but someone should come forward and guide me. This system has been formed by common people, so I would try my best to give them a corruption-free system," he said.

The minister, whose ouster from the Arvind Kejriwal cabinet is being demanded by political opponents, criticized media and said his opponents were using news reports to "project" him in a "wrong manner".

"Reporters present here will go and give their reports, but the persons sitting above are closely associated with other political parties and it is they who project me in a wrong manner," he said.

Besides Bharti, SCBA president Rajpal Kasana, his deputy Arun Rathi and over 100 lawyers were also present.

The law minister said more additional public prosecutors in all six district courts complexes should be appointed to fast-track trials.

NEW DELHI: Delhi chief minister Arvind Kejriwal on Thursday met lieutenant governor Najeeb Jung and is believed to have discussed the controversy surrounding law minister Somnath Bharti, who is under attack for allegedly heading a group of assaulters in a midnight raid in south Delhi.

The meeting came a day after various women rights activists and Delhi commission for women sought action against Bharti for allegedly taking law into his hands.

The AAP government has come under attack from rivals and women's activists who said the chief minister had staged a two-day dharna in the name of women's safety but was following "double standards" on the issue of the minister.

Bharti was involved in a row with the police last week when they refused to raid an alleged drug and prostitution racket following which he allegedly led his supporters in forcing African women to give urine samples.

With the minister becoming a source of a major embarrassment, AAP has advised him to be "careful and humble" while making public statements.

A number of party leaders are said to be upset with Bharti who had earlier stoked controversies by seeking a meeting of Delhi judges and was involved in talking to a witness he was cross examining as a lawyer.

One of the African women, who has recorded her statement before a magistrate, had said she identified Bharti as having led the group that barged into her house and attacked them.

"We were attacked on Wednesday night by Indians who were led by Somnath Bharti ... We were harassed, we were beaten, they were having long sticks. They said we should leave their country or else they would kill us one by one," the Ugandan national had said.

Bharti has refused to make any comments on the demands for his removal while the party and his colleagues came in his defence, saying any citizen, more so a minister, has the right to ask police to act on any illegal activity.

Take action against Bharti: Cong to LG

Later in the day, Congress, which gives outside support to AAP government, asked Najeeb Jung to direct the police to take action against controversial law minister Somnath Bharti for allegedly leading a group of assaulters in a midnight raid.

A delegation of Delhi Congress leaders headed by DPCC chief Arvinder Singh Lovely met Jung, seeking impartial probe into the case and action against Bharti based on "available evidence".

"Delhi Police are not probing the case thoroughly. We have demanded the LG to direct Delhi Police to proceed as per law in this case. The law minister is not above the law. Whatever legal action is to be taken, should be taken. The LG has assured us of a fair probe," Lovely told reporters after the meeting.

Asked if Congress demanded sacking of Bharti, the DPCC president said that the party "only" sought LG's direction to Delhi Police to take action in the case as per law.

Lovely said the Congress delegation also took up the issue of violation of Section 144 of CrPC by Delhi chief minister Arvind Kejriwal by staging a two-day protest outside the Rail Bhavan in Raisina Hills area.

Asked why Congress was not withdrawing support from AAP-led government if the party thinks that Bharti was at fault, Lovely said that Congress gave outside support to AAP on 18 issues related to public welfare.

"If AAP government doesn't work on these issues, then we would definitely consider withdrawing support," Lovely said.

Delhi Congress leader Mukesh Sharma, who was also part of the delegation, said the law minister should be arrested for what he had allegedly done during late night raid in Khirki Extension area.

Five arrested for Danish woman's gang rape sent to jail

NEW DELHI: A court in Delhi on Thursday sent five men arrested for robbing and gang-raping a 51-year-old Danish tourist to judicial custody till Feb 6.

Additional chief metropolitan magistrate Sudhanshu Kaushik remanded five accused in judicial custody after police told court they do not require their custody any more.

Arjun, Raju alias Chhakka, Mohammad Raja, Mahendra alias Ganja, Raju alias Bajji, and a minor has been booked by police for robbing and raping the Danish woman at knife-point near New Delhi Railway Station last week, after she sought directions to her hotel in Paharganj.

Police said all the accused were vagabonds who took the woman to an isolated spot near the Divisional Railway Officers' Club close to New Delhi Railway Station, stole her belongings and then raped her.

Delhi Metro services to be curtailed on Republic Day

NEW DELHI: In view of tight security for Republic Day parade, Delhi Metro train services will be partially curtailed in the city on January 26.

"As per instructions of Delhi Police, the services of Delhi Metro will be partially curtailed on the January 26 as part of the security arrangements for the Republic Day celebrations," a DMRC official said on Thursday.

Besides, all metro station parking lots will remain closed from 2pm of January 25 to 2pm of January 26.

Metro train services schedule for Line 2 (HUDA City Centre to Jahangirpuri), Line 3 (Noida City Centre to Dwarka Sector 21), Line 4 (Yamuna Bank to Vaishali) and Line 6 (Central Secretariat to Badarpur) have been partially modified.

On January 26, HUDA City Centre to Jahangirpuri, Line 2, entry and exit at Central Secretariat and Udyog Bhawan metro stations will remain closed from 6am to 12 noon.

Patel Chowk and Race Course Metro stations entry and exit will remain closed from 9am to 12 noon.

Central Secretariat station will only be used for interchange of passengers between Line 2 and Line 6.

On the Dwarka Sector 21 to Noida City Centre (Line 3) and Vaishali to Yamuna Bank (Line 4) Mandi House and Pragati Maidan metro stations will be closed from 10.45am for an hour.

Trains will be run in three short loops on NOIDA City Centre to Indraprastha, Vaishali to Yamuna Bank and Dwarka Sector 21 to Barakhamba Road corridors.

Also, Central Secretariat to Badarpur (Line 6) entry and exit at Central Secretariat station will remain closed from 6am to 12 noon and will only be used for interchange of passengers between Line 2 and Line 6.

AAP leaders summon Somnath Bharti as row rages against him

NEW DELHI: Aam Aadmi Party leaders summoned Delhi law minister Somnath Bharti on Thursday amid raging row over his midnight raid on African women's house in the national capital and the abusive language he allegedy used against BJP leader Arun Jaitley and noted lawyer Harish Salve.

Bharti is facing widespread condemnation for his acts and calls for action against him have been growing. Even the Congress, which is giving outside support to Delhi's AAP government, asking lieutenant governor Najeeb Jung to act against Bharti.

Earlier on Thursday, a Delhi court directed the Delhi Police to file a report on last week's midnight raid allegedly led by Delhi law minister Somnath Bharti in south Delhi after a second African woman filed a plea seeking registration of FIR.

Metropolitan magistrate Chetna Singh asked deputy commissioner of police, south, to file the report on the probe carried out by the agency in the incident of January 15-16 in which three other foreign women are also reportedly victims.

"The DCP, south should file the report by January 25," the court said.

The African woman approached the court for lodging of separate FIR in relation to the midnight raid, after another foreign woman last week had sought a similar relief from the court.

Delhi police has already registered a case on January 19 against unknown persons on the first plea.

Three foreign women have till date recorded their statements before a magistrate, in which they have stated that Bharti, the MLA from Malviya Nagar, had barged into their house along with his supporters on the intervening night of January 15-16.

The woman, who has filed the latest application through advocate Rakesh Sherawat, has said the group had forcibly held her hands and took her out of the house along with her sisters who live with her.

"They (the group) continuously abused and misbehaved with her (complainant) and her sisters and directed them to leave India immediately," Sherawat claimed in the court, adding "while watching television she identified those persons who had trespassed, assaulted, misbehaved and molested them on the aforesaid night".

"The complainant came to know through media that the assailants are from Aam Admi Party led by the local MLA of the area," Sherawat said in the court.

Magistrate moves Delhi HC against DU's study leave condition for PhD

NEW DELHI: A metropolitan magistrate on Thursday moved the Delhi high court seeking relief from Delhi University's mandatory requirement of taking two years' leave from work for pursuing PhD.

The woman judicial officer in Patiala House court submitted before a bench of Justice Manmohan that the condition of the varsity and the University Grants Commission that she should take two years' leave from her employer (Delhi High Court) to pursue PhD is arbitrary and unreasonable.

Justice Manmohan asked the university to inform the court on whether the academic council or the dean took the decision to reject the magistrate's plea to exempt her from condition of taking two years' leave.

The bench also directed that the magistrate may continue studying till her petition is decided.

Magistrate's counsel M R Shamshad told the bench that "PhD is a regular but research-based course for which imposing such conditions to a judicial officer, who wants to pursue PhD course in law related field is completely arbitrary and without any rational and reasonable nexus."

He submitted that because the topic chosen by the petitioner is "ombudsman for good governance" and it has direct link with the day-to-day function performed by the petitioner as metropolitan magistrate, she stands to gain experience for the course.

The magistrate has challenged the ordinance of the varsity which requires PhD candidates sponsored by their employers and employees in service of any other recognised institute to take study leave for two years to fulfil residency requirement of the Delhi University.

The counsel said the requirement of study leave is a "disqualifying restriction and an unreasonable infringement" of the fundamental right of equality as the ordinance puts teachers of Delhi University on a different footing not requiring them to take study leave.

The counsel also relied upon a 2012 judgement of the high court in which plea of another woman magistrate, presiding over a mahila court and pursuing PhD in prenuptial agreements, against the condition of two years' leave was allowed.

In that case the court observed that since the subject of PhD relates to judiciary, a judicial officer stands to gain by discharging her duty as she can collect necessary material from real case studies of various kinds of litigation coming to the court.

In 2009, UGC issued an ordinance requiring teachers working with varsities other than DU and candidates sponsored by their employers to take two years leave from work for pursuing PhD.

On January 24, 2013, the magistrate applied with DU for enrolment as PhD student proposing her topic as "Ombudsman for good Governance". She cleared Junior Research Fellowship examination and the interview. She was asked to deposit fee but given provisional admission subject to grant of two years study leave from her employer.

The magistrate deposited the fee for March 2013 to February 2014 and also made a representation to the varsity to exempt her from the condition but in vain.

600 DTC drivers colour blind? Information commissioner to Kejriwal

NEW DELHI: Travelling by DTC bus? Think twice as about 600 drivers are alleged to be colour blind but still driving on the basis of fake medical fitness certificates.

This serious issue concerning safety of passengers has been brought to the notice of Delhi chief minister Arvind Kejriwal by information commissioner M Sridhar Acharyulu.

In an open letter to the chief minister, Acharyulu said he came across the information that hundreds of drivers have produced fake medical fitness certificates and continue to work on the basis of it.

"It is alleged that at least 600 have colour blindness and many others suffer from other problems. I apprehend (and every one will agree) that if this is even partly true, the right to life of commuters in Delhi city will be under serious and constant threat until it is ensured that every driver is fit enough to drive the buses," Acharyulu wrote in his letter to Kejriwal.

Expressing his helplessness in taking any action but to order disclosure of information, the Information Commissioner said the RTI application was about a single driver, which led to investigation leading to revelation that hundreds of such drivers were allegedly appointed without "fitness".

"The matter of concern is that the RTI application dates back to June 18, 2012, which is passing through different layers of bureaucracy and yet to reach finality. During submissions Vigilance officer and appellant said that several hundred cases of such appointment of drivers without fitness are suspected and need to be enquired into," he wrote.

Underlining that he was writing this letter in the capacity of a citizen, Acharyulu said there was a serious urgency to look into the issue.

AAP membership crosses 50 lakh

NEW DELHI: The Aam Aadmi Party has announced that till January 21, its membership had crossed 50 lakh and it was confident of reaching its target of one crore members by January 26.

The party started a membership drive from January 10 in which it waived off its membership fee of Rs 10. The party's donation drive has however slowed down considerably with the party receiving barely a couple of lakhs each day. Senior party member Pankaj Gupta said that they had not had any special drive in the past 20 days but they would put in place teams by the end of the month to work on that.

Delhi discoms move HC against govt order of CAG audit of accounts

NEW DELHI: Three private discoms on Wednesday moved the Delhi high court against the decision of city government asking the comptroller and auditor general (CAG) of India to audit their accounts, contending the top auditor is not empowered to scrtunise the accounts of private companies.

BSES Rajdhani Power Ltd, BSES Rajdhani Power Ltd of Reliance Anil Dhirubhai Ambani Group and the Tata Power Delhi Distribution Ltd have challenged the January 7 order of the city government that asked the CAG to audit their accounts.

The petitioners have cited Section 20 of the CAG Act to drive home its point that the top accounting body was not empowered to audit the accounts of any private firm.

The CAG Act only "talks of 'Bodies and Authorities' other than those incorporated 'under any law made by Parliament' and Delhi discoms are incorporated under the Companies Act, 1956, a statement, issued by the BSES, said.

They have also referred to an earlier 2002 communication of the CAG that the discoms were not government entities.

"We welcome any independent audit within the purview of law. The CAG's powers do not extend to Delhi Discoms. We are already audited for past 10 years by CAG-empanelled audit firms. DERC (the regulator) has already conducted multiple special audits on Delhi discoms. Writ Petition filed today in Delhi HC challenging the legality of the proposed CAG Audit," a BSES spokesperson said in a statement.

The Aam Aadmi Party government, which halved the electricity bill for consumption power upto 400 units, had alleged financial irregularities and ordered the CAG audit of the discoms' account books.

The three private firms had come into being in 2002 when the then Delhi government decided to privatise power distribution in the national capital.

Delhi discoms are a 51:49 per cent joint venture between private companies and Delhi government.

Meanwhile, a bench comprising Chief Justice N V Ramana and Justice Rajiv Sahai Endlaw transferred a 2011 PIL, filed by NGO URJA seeking the CAG audit into the accounts of discoms and a CBI probe into the alleged irregularities, to another court.

12 injured in AAP-police clash

NEW DELHI: Clashes erupted between supporters of the Aam Aadmi Party (AAP) and police near Rail Bhavan, leaving more than a dozen people including two policemen injured.

A group of jostling people wearing AAP caps jumped barricades, set up around at all the arterial roads leading to the venue where chief minister Arvind Kejriwal sat on dharna for the second day, and clashes broke out when police started pushing them back.

There was heavy deployment of police at the high-security zone in central Delhi that houses Parliament, Prime Minister's Office, various ministries and Rashtrapati Bhavan.

In the morning the number of people at the protest site dwindled following heavy downpour but as the day progressed the crowd swelled.

However, police prevented them from coming near Rail Bhavan where Kejriwal has been protesting along with his ministers demanding suspension of 3 SHOs and one ACP.

All through the day, AAP supporters kept raising anti-police and anti-Shinde slogans.

The police barricaded the area from four sides. At around 3.30pm, some 200-300 AAP volunteers broke the barricades near the Constitution Club to reach to the place where chief minister was holding his protest.

In response, the cops baton-charged the AAP volunteers in which around 10 AAP workers were injured, while two policemen were injured in the incident of stone-pelting.

Police officers said they were operating under difficult conditions and trying to maintain law and order in the area.

Senior AAP leader Sanjay Singh lashed out at the Delhi Police accusing them of brutally beating up a number of party workers.

"Police brutality is evident. Journalists were beaten up. A lot of our volunteers were beaten up.

"We are trying to maintain law and order and a lot of volunteers were injured and they are being taken to hospital," Singh, who is a member of the political affairs committee (PAC), told reporters here.

He said the party was trying to ensure proper medical attention to all those injured.

Kejriwal rules out talks, will flood Rajpath with AAP men

Showing no signs of relenting, Delhi chief minister Arvind Kejriwal ruled out negotiations to end the stand-off with the Centre and threatened to flood Rajpath with lakhs of supporters that can disrupt Republic Day celebrations.

Demanding action against policemen who refused to carry out a raid on an alleged drug and prostitution ring on a Delhi minister's directive last week, he continued his dharna for the second day near the Rail Bhavan not far from Raisina Hill, the place from where the Republic Day parade starts.

He ruled out any negotiations to end the protest, saying the safety of women in the capital is not a matter of negotiation.

"The people protesting here are not Pakistanis or Americans. They are our own people. Shinde is saying that we will we will celebrate Republic Day but for whom? The VIPs will watch the floats and parades. That is not Republic Day.

"We will continue our protest. How can home minister (Sushilkumar) Shinde sleep when so many crimes are happening in Delhi? When women are unsafe in the city? We won't negotiate," Kejriwal told reporters.

Attacking Shinde for ruling out action against police officials who refused to raid the alleged drug and prostitution ring, he said, "I would urge him not to back his men but back the people of India.

"The lower level police officials are with us. A man resigned and came to join us. He had tears in his eyes. Another man who was shouting slogans in our favour has been suspended. There will be a rebellion in Delhi Police too," Kejriwal claimed.

He questioned the Delhi Police advise to them to shift their protest to Jantar Mantar.

"I am being told to sit at Jantar Mantar. I am the Chief Minister. I can sit wherever I want. Who are they to tell us what to do. He is not the Chief Minister of Delhi. Who is Shinde to say where the chief minister of Delhi will sit," the chief minister said.

Said to be having cold and running mild fever, Kejriwal was accompanied by his wife during the sit-in today.

Unlike yesterday, hundreds of AAP supporters thronged the venue of the dharna outside Rail Bhavan in the high-security area.

Along with his six cabinet colleagues and scores of supporters, the Chief Minister spent the night under the quilt on the road outside the Rail Bhavan, braving the cold winter.

Some of his supporters spent the night singing and raising slogans around a bonfire.

He objected to the Delhi Police ordering closure of some Metro stations close to the protest site.

"Shinde has closed the metro stations. I had told the metro officials to run the metro. They said they cannot do it as Delhi Police has closed it. Shinde is causing inconvenience not us. He has closed all of Delhi and metro. There are very few of our protestors here," he said.

Kejriwal said politics will now be run by these unconventional methods.

Criticising Shinde, Kejriwal said the Home Minister had "suspended" a number of policemen after some people barged into his residence few months back but no action is taken if women are harassed.

"He (Shinde) is saying that we will celebrate Republic Day but for whom? The VIPS will watch the parades. That is not Republic Day celebration.

"Someone was telling me that a window was broken by protestors at Shinde's residence few months ago.12 policemen were suspended. When a woman is raped, he says we will get an inquiry done but won't suspend the police," he charged.

"A woman was burnt but police is not arresting anyone as they will first get an inquiry done. R K Singh was right in saying that it is money which reaches the top," he said.

Asking Shinde to support the common man's cause, the chief minister claimed that there will be "rebellion" in Delhi Police as lower level police officials were with AAP.

"A man resigned and came to join us. He had tears in his eyes. Another man who was shouting slogans in our favour was suspended.There will be a rebellion in Delhi Police too," he said.

Coming down hard on the home minister, Kejriwal also accused him of trying to "run" Delhi and justified his protest, saying political discourse in the country has undergone a change.

"We were elected by the people.They approach us. We asked Shinde in a meeting if people approach him when women are raped or burnt.He said 'no'. But people come to us and ask what are you doing.Who is Shinde to run Delhi? He is beginning to think he is the chief minister of Delhi," he alleged.

"Politics will now be run by these unconventional methods. The political discourse of India has changed forever now. This is democracy," he said.

Kejriwal blamed Shinde for the inconvenience caused to people due to closing down of a number of metro stations around central Delhi.

"Shinde has closed the metro stations.I had told metro officials to run the metro. They said they cannot do it as Delhi Police has closed them. Shinde is causing inconvenience not only to us but also to the general public.He has closed the Metro stations," he said.
