Brazil's decorated mayor stresses people's inputs

NEW DELHI: At a time when Delhi is preparing for its first brush with participatory governance with 11 assembly constituencies shortlisted for a pilot by chief minister Arvind Kejriwal, Mayor Marcio Araujo de Lacerda has come to town with the smart story of Belo Horizonte, a city in Brazil's Minas Gerais state. Here, participatory budgeting is the norm. There are 1500 projects under execution with the vote of the public. And unlike its messy execution and management in Delhi, the BRT in Belo Horizonte is effective and has the approval of 85% of users.

The new AAP government in Delhi intends to make participatory governance a key component of the capital's development planning. Kejriwal's book, `Swaraj', gives examples from Brazil, Switzerland and USA. He cites a small town of 1.3 million people, Porto Alegre in Brazil, which has also drawn praise from World Bank.

Mayor Lacerda will be sharing the story of such initiatives at the ConnectKaro conference on Thursday. He will be drawing attention to how issues of urban development and sustainability have been tackled, citing examples from two major events - FIFA World Cup and the upcoming Olympic Games in Brazil. In an interview, Lacerda - who has been voted as the best mayor in Brazil - recalled the challenges. "During the 1950s, 85% of our people were living in rural areas and now it is the other way round. The pressure was evident on the city's environment, housing, sanitation and traffic. All this began changing when about 15 years back the federal government introduced a statement of cities wherein every city had to define land use under a master plan. Then a ministry of cities was set up. In Belo Horizonte, we set the process in motion in 2009, giving shape to a strategic plan 2030," the Mayor said.

So, residents were called to give suggestions for the strategic plan at public meetings and through the internet. People were asked to contribute to the making of a vision document on 12 well defined key result areas associated with subjects like education, health, mobility, housing and environment. This led to a master plan in 2010.

Planning linked to the FIFA World Cup also led to smart city initiatives linked to mobility in particular. The BRT which covers 23km is hailed by the mayor as a success story. Around seven lakh people use this mode of transport daily and this has resulted in bringing down congestion extensively, says Lacerda.

He explains that in his city, people's voice finds prime space through many associations and research institutes that carry out polls using internet based platforms.

There is, in fact, now a Mobility Platform where people voice their suggestions and concerns and the authorities cannot afford to ignore their voice.

Seamless, sustainable and safe

Agreenfield project can show case an ideal smart city and its objectives in a way that an existing thriving city can never do. The case study can, however, be instructive for such a city, like Delhi, when it sets out to become smart. Chhattisgarh's Naya Raipur project fulfils that need. Here a new capital is being created on the foundations of smart land management. Over 5000 hectares of land was acquired by making the affected villages partners in the process. To be developed in three phases, the Naya Raipur Development Plan 2031 has a population base of 5.60 lakh.

At a time when the rights of the land owner fearing displacement versus infrastructure development and land acquisition are a matter of national debate, the `Connect Karo - Smart Cities for Sustainable Development' conference that began in the capital on Wednesday showcased stories like that of Naya Raipur that puts the importance of the rights of the land owner and affected residents at the centre of any new smart infrastructure development.

In the session titled, `Land Management for Smart Cities', experiences of Gujarat's land-pooling exercise and Andhra Pradesh's compensation plan clubbed with regular pensions for affected families and Greater Mumbai's experiments with redevelopment were also shared.

The new city is about 20km from the current capital and is surrounded by a network of highways. The airport is close by. S S Bajaj, vice-chairman of Naya Raipur Development Authority (also director, town and country planning), pointed out that mobility is critical. In the new city, an extensive network of roads, expressways, BRT corridors and BRTS transfer stations have been planned. Environmental concerns will be a priorit . So, citizens will have access to a robust, non-motorised transport network as well.

Naya Raipur offers a range of facilities - from an IT and gems and jewellery SEZ and trade fair grounds to an international cricket stadium, golf course, botancial garden and jungle safari. In the midst of all this will stand the majestic Capitol Complex, the seat of government.

Bajaj said all planning is based on the principle of conservation of environment and hence solar energy and best practices for water harvesting and waste water management are being adopted. The process also takes into account sensitivities linked to security, particularly for women, children and the physically challenged, he said.

Naya Raipur is now also a model case because of the extensive land acquisition done to build the smart city through negotiations and a multi-pronged rehabilitation strategy."The land was acquired through consensus building by holding a dialogue with village heads and residents. They were told that they would be the first residents of Naya Raipur and compensation packages where three to five times higher than the prevalent rates," said Bajaj.

Smart mobility can work only if people comfortable

NEW DELHI: Smart cities are not just about getting smart. It's also about listening to the needs of the people. That's the lesson that panelists of the smart mobility session at ConnectKaro, a meet on smart cities for sustainable development, shared on Wednesday.

Connecting smart mobility with sustainable development, transport experts made a pitch for development that doesn't just rely on technology but also connects that technology to the citizens' requirements — an accessible public transport system, last-mile connectivity and most importantly, reclaiming the roads for people, not just vehicles.

Making a strong case for a robust mass rapid transit system (MRTS), Prof Shivanand Swamy, architect of the bus rapid transit (BRT) system in Ahmedabad, said, "Without BRT, we cannot have mobility security." According to Swamy, with high motorization rates, the country needs a mass transit system. "It's not possible to cover a city the size of Delhi with only a rail system. At least 700-800km of MRTS is required, and this can be done by bolstering Metro along with BRTs."

It's a scenario that Diego Monraz can understand very well. The transport secretary of Guadalajara, the second largest city in Mexico, Monraz was in charge of its BRT system that came up in 2007-08. The 16km corridor, which went through the most congested bus route in Guadalajara, took 12 months to complete. Today, the corridor carries 1,39,000 commuters every day, with the city government looking to add two more corridors in the next five years.

Monraz remembers how it came up after a biking event--much like TOI's Raahgiri--was started. "It was planned for 5,000 people, and 20,000 participated. That's when we realized how the city needed alternative transport solutions."

What everybody agreed on is the need for political will. While Swamy said the Ahmedabad BRT took off because of the approval of the Gujarat government, Monraz and Diego Hidalgo of Embarq, an organization with expertise in BRTs, admit that political will is a must. "The biggest change doesn't just come from people, but from the political class," said Monraz. So is a workable BRT possible in Delhi? "Delhi needs a minimum of 25-30km of the BRT network. Put specialized high capacity buses in it, and make it a closed system. Make it work like Metro, and it will carry more commuters than Metro," predicted Swamy .

Constructing a metro and a bus system is, however, only half the solution, said Peter Piet of Steer Davies & Gleave, a transport consultancy . "Why would anyone move from the comfort of a car to public transport unless you make that transition comfortable?" Piet said. People moved to public transport in London, he pointed out, only because the interchange was made easy. First and last-mile connectivity, accessibility and information are the only way to encourage people to make that transition. "Making schedules easily available allows the commuter to plan her trip, and that gives reliability," he said.

'Pedestrian, cycling facilities cheaper than roads'

Air pollution in Delhi can be a catalyst for making crucial changes in our mobility system to incorporate infrastructure and space for pedestrians and cyclists, says urban planner Jeff Olson. Co-founder of Alta Bicycle Share, Olson, who has been a part of the greenways and cycle sharing initiatives in New York, told Jayashree Nandi that building pedestrian and cycling infrastructure is far more affordable than building infrastructure for cars which is why it shouldn't be delayed.

Did you see a major shift from cars to cycling after the bike share schemes were put in place?

It's still early to say we have seen that change in a big way. In Portland, Oregon, we now have 8% of people cycling and a significant number of pedestrians. These are people who shifted from driving. In terms of investment too it makes sense. The amount of money spent on building one mile of urban highway has funded all pedestrian and greenway projects in Portland for the past ten years..

People are scared to cycle or even walk on the main roads here because it's extremely risky. Do you have laws to protect pedestrians?

New York state law defines traffic to be pedestrians and bicycles and other modes sharing road space to commute. So pedestrians and bicycles are recognized modes, and that has probably helped drive policy to build infrastructure for them.

Cycling is often considered to be a poor man's mode of transport. How did you manage to in spire people to shift from cars?

In the wealthier parts of the world, there are people with significant health problems because of lack of physical activity and the response to it is to cycle more; in other parts, it's a mode for the poor who have no other choice. It's very interesting to see how these trends meet at the same point. And then it becomes like a social movement. In NYC, after bike share projects were launched and greenways developed, all of a sudden every media star wanted to be seen on a bike. Open a newspaper and you see Leonardo di Caprio on a bike; bike share was in the opening credits of the movie, Annie; and Paul McCartney mentioned it on a show. The more that happens, you break past that point of whether it's rich, poor or otherwise. It's seen as popular and people enjoy.

Devansh Mehta files case against Stephen's principal

NEW DELHI: The suspended editor of a student e-zine banned by St Stephen's Principal Valson Thampu today moved the Delhi High Court seeking a stay on the action against him taken by the college on disciplinary grounds.

In a writ petition filed before Delhi High Court, Devansh Mehta sought "quashing of the order banning/suspending publication of the St Stephen's Weekly, stay on the suspension order and restraining the principal from taking any further action against him".

Mehta, a third-year Philosophy student and editor of the banned e-zine, was on Wednesday suspended till April 23 after a one-man inquiry committee appointed by the principal found him guilty of violating disciplinary norms of the college.

"After the one-man inquiry committee (led by Prof Sanjay Rao Ayde) found the student concerned guilty of a serious breach, I discussed the matter with Ayde on the appropriate course of action. He suggested that a lenient view be taken and the matter be closed provided the person concerned is willing to express his regret and tender an apology," Thampu said.

"I requested Ayde, on the grounds that he is the senior tutor, to counsel the student concerned. His patient efforts failed and the student persisted with the posture of defiance," he added.

Mehta has also requested in his petition that he be awarded the Rai Saheb Banarsi Das Memorial Prize, for which he was earlier selected by the college faculty before being later dropped from the list in the wake of the controversy.

Mehta was selected by the teachers of his department and his name was announced on April 8, 2015. But the list posted on the college's notice board on April 13 has the name of a different philosophy student on it. Teachers say they weren't consulted or informed about the switch which is customary in the case of a departmental award.

According to the notices posted, this award is given to students of "the undergraduate economics and philosophy classes who have shown a high standard of personal behaviour and a marked degree of curricular and co-curricular interaction".

Teachers, however, are crying foul. While students' names may be withdrawn if there is a serious disciplinary issue, mathematics teacher and Delhi University Teachers' Association chief Nandita Narain feels the charges levellded against Mehta "are completely bogus". "Which college rule says you can't talk to the media?" she asks. "This is departmental award. The teachers decide who gets it. If the prize committee felt that the selection wasn't appropriate, they should've discussed it with the department. The two teachers in charge of it weren't consulted about the new name."

He was to have received the prize from Delhi Chief Minister Arvind Kejriwal, who will be the Chief Guest at the college's graduation ceremony on April 18.

As per the suspension order, Mehta will not be able to attend the graduation ceremony now.

"The person whose name the prize commemorates did care for 'behaviour', as the college too does. Recommending a student who has been indicted for undisciplined behaviour is an insult to the dead person as it is to the living college," Thampu said.

Corporate espionage case: Delhi Police may slap Official Secrets Act against suspects

NEW DELHI: Delhi Police crime branch has found that at least eight of the documents recovered from the suspects in the espionage case are "classified". This paves the way for slapping of the Official Secrets Act (OSA).

The documents pertain to the ministry of petroleum, oil and natural gas.

Delhi Police have written to the petroleum ministry to clarify the sensitivity of the documents and whether they can slap the OSA on the suspects for leaking and selling them.

Principal, teacher dismissed

NEW DELHI: The principal of Rajendra Prasad Sarvodaya School on President's estate has been suspended and a guest teacher dismissed after education minister Manish Sisodia discovered a number of irregularities on a surprise visit on Wednesday.

The anti corruption branch (ACB) has filed an FIR.

"There are students of food processing at this school but there's no laboratory. No practicals are conducted either. But items including chicken, mutton, olive-oil and sugar have been purchased. The irregularities are evident from the bills," says a statement from the minister's office.

"Materials have been purchased from places like Nand Nagri, Trilokpuri, Jahangirpuri and elsewhere. The samosas for the President's estate school are purchased from Trilokpuri," says Sisodia. The statement adds that the minister also discovered a 'blank bill book' in principal Vishan Lal's cupboard.

Which bathroom to use? 'Third gender' still face such issues

NEW DELHI: A year after the Supreme Court's landmark judgement granting them the right to self-identify their gender, the transgender community says much still needs to be done for 'social recognition.'

"A year has passed but the plight of our community remains the same. There are few places where our gender has been recognised but still a lot of work needs to be done," says Laxmi Narayan Tripathi, a transgender activist.

Tripathi, along with members from her community, celebrated anniversary of the SC judgment at Jantar Mantar here today.

The occasion saw them pledging their eyes to the Eye Bank Association of India.

"The third gender category has been recognised in certain legal documents in certain states but where is the recognition for us in hospitals and in education institutions?

"In hospitals they don't know where to put us. There are no separate bathrooms for us. Such issues need to be looked into," says Amitava Sarkar a transgender activist from Kolkata.

In its order on April 15 last year, the apex court had said the states must construct special public toilets and departments to look into their special medical issues.

Also, in July last year, the UGC had notified transgenders as the third gender to enable them to be eligible for scholarship schemes and fellowship programmes in higher educational institutions.

The SC had asked the Centre to treat transgender as socially and economically backward.

However, Sarkar says she feels that discrimination of the trans community can only be stopped if children can be taught the difference between all the three genders in school.

"The problem is at the grassroot level. If children can be taught about different sexual orientations of all the three genders then there will be no dropouts of such children or individuals from schools or colleges. We can pursue our dream of higher studies and make a living," Sarkar told PTI.

Abhina Aher, chairperson of the South Asian transgender community says the need of the hour is to spread awareness about the rights and facilities available for the trans community, including reaching out to those who have not yet "come out".

"You have us but you don't want accept us. A total of 40 lakh ninety thousand are registered as third gender in the Census because they have come out and identified themselves," Aher says.

"Corporates too should come forward and give us an opportunity to work with them," she says.

Meanwhile, Tripathi has urged the government to open a dialogue with the trans community on issues like education, health, medical facilities, equal opportunity to work, social integration and proper census.

Crackdown on ration shops for diverting stock

NEW DELHI: Delhi government has launched a crackdown on ration shops siphoning off supplies meant for registered consumers under the public distribution system. In a first, action is being taken on "SMS alerts" from consumers who failed to get their ration quota.

Over 15,000 SMS alerts were received by the department of food and civil supplies in February and their verification revealed that about 7,000 were genuine. Notices were issued to ration shops and in 80 cases the department imposed a penalty of Rs 10,000.

In Delhi, over 17 lakh households, making up over 60 lakh individuals, are covered by the PDS system which entitles them to subsidized monthly ration. The consumer-based SMS alert system has been functional since February and is one of the many measures undertaken by the department to root out corruption and end the possibilities of black marketing.

Earlier, the department sent SMS alerts to consumers informing them that their quota of ration had reached the ration shop. But from February the government started the system of SMS reverts asking consumers to give feedback by messaging "No" in case they didn't get their ration supply.

Consumer data of SMS reverts for March is also under scrutiny and the department will follow up on the complaints with notices and penalty against violators.

In a bid to streamline the system further, a plan is afoot to get around 2,400 fair price shops to gradually shift to transactions based on an online system linked to the department. The project has been functional in pilot mode in some shops.

Under this system, fair price shops would be required to install a point of sale device and every transaction will be recorded and automatically updated to the food supplies portal. Any gaps will be visible to officials monitoring these shops and immediate action will be undertaken wherever irregularities are noticed.

Regularize illegal colonies or prepare for protests: Congress

NEW DELHI: A day after chief minister Arvind Kejriwal promised to regularize unauthorized colonies, Delhi Pradesh Congress Committee president Ajay Maken accused him of misleading people, and challenged him to an open debate.

Maken said Congress would start protests if the Aam Aadmi Party government failed to start registration work in all 1,639 unauthorized colonies within two months. "We will demonstrate on the streets of Delhi," he said.

At a public meeting on Sunday, Kejriwal had said previous governments did nothing to regularize and develop such colonies.

Maken said Kejriwal had cited old figures finalized by the Congress government. He claimed the new government had reduced allocation for urban development, housing for the poor, and sanitation in JJ clusters substantially.

Maken cited a DDA notification issued on March 24, 2008 with the approval of the UPA government at the Centre to show that there were specified regulations for regularizing unauthorized colonies in Delhi.

"The notification said the government might commence development and augmentation of infrastructure in unauthorized colonies soon after the receipt of layout plans if it was satisfied that the colonies or part thereof fulfilled the general principles contained in the revised guidelines of 2007," he added.

‘Uncle’ takes boy fishing, sodomizes him

NEW DELHI: A 40-year-old man was arrested for sodomizing a 10-year-old boy in southwest Delhi's Raj Nagar area on Sunday. He also tried to kill the child but he was rescued.

The accused was identified as Satish and he lived in the same area as the child. According to police, he was a family friend and the child addressed him as uncle.

The incident was reported in the evening when Satish took the child with him on the pretext of fishing. He told the parents that they will be back in the evening.

Satish took the child to a secluded place in Ghuman Hera, and then sodomized him. When the child raised an alarm, he threatened him of dire consequences. According to police, the child fainted and Satish thought that he was dead. To make it appear as a suicide case, he tried to hang the child from a tree.

While he was trying to hang him, a few passersby noticed and rushed to the boy's help. Satish fled from the spot and the child was dropped back home by the locals.

Police arrested Satish from his house and a case was registered against him under IPC sections 307 (attempt to murder), 377 (unnatural offences) and Protection of Children from Sexual Offences Act 2012 (POCSO) at Chhawla police station.

Patients to be issued I-card for availing rail concession

NEW DELHI: With cases of misuse of concession tickets coming to the fore, Railways have decided to undertake a slew of measures including issuing an I-card to patients eligible for benefit to curb revenue leakage.

There are cases of misuse of concession facilities meant for patients by unscrupulous elements which is not only causing revenue loss but also depriving genuine passengers of the tickets, said a senior Railway Ministry official, involved with making changes in the ticketing system.

Concession meant for patients specially cancer patients for whom it is 100 per cent, is being cornered by getting doctors' certificate fraudulently, the official said.

Railways will verify the genuinity of doctor's name, registration number and other requirements before issuing a unique identity card which will have an interface with the ticketing system.

Verification system has been strengthened to prevent misuse of concession facilities so that only genuine persons get the benefit, the official said, adding, the design and security features of the proposed I-card has been finalised and to be issued shortly.

The I-card will have a number which can be used for booking e-tickets also.

"The details and genuinity of patients in various category will be examined thoroughly before issuing the I-card to the patients and once the I-card is issued, the tickets can be booked online also," the official said.

Cancer patients travelling alone or with an escort for periodic check-up is eligible for 75 per cent concession in AC Chair Car and 100 per cent in Sleeper Class and 3AC. For 1AC and 2AC, the concession rate for cancer patient is 50 per cent.

According to rules, an escort for cancer patient is eligible for availing the same element of concession except in Sleeper Class and 2AC where it is 75 per cent.

Besides, patients of thalassemia, heart surgery and kidney transplant operation travelling alone or with escort are also granted 75 per cent in 3AC, Sleeper Class, Second Class and AC Chair Car while 50 per cent 1AC and 2AC.

Vacant SC/ST posts to be filled soon: Kejriwal

NEW DELHI: Chief Minister Arvind Kejriwal today announced to fill vacant posts reserved for SC/ST category in the government, while paying tribute to B R Ambedkar on the occasion of his 125th birth anniversary.

Speaking on the occasion in the Delhi assembly, Kejriwal said the father of Indian Constitution, Baba Saheb, was the champion of the millions of downtrodden and deprived. He played an important role in drafting India's Constitution, which is a masterpiece and best among all the constitutions of the world.

"We will ensure that all the reserved posts lying vacant of SC/ST in government departments will be filled soon. Their rights will be given to them in true spirit," he said.

He also announced that the process of making SC/ST's certificates in Delhi will be made easier as people have complained that they are facing difficulties in getting certificates.

The CM said his government is dedicated to work towards the welfare of the people and it is their duty to fulfill dream of Dr Ambedkar.

"Salute to Baba Saheb Ambedkar. Let's try to implement the Constitution in letter n spirit. That would be best homage to him," Kejriwal twitted today.

Chief Minister along with speaker of Delhi Assembly, Ram Niwas Goel, paid floral tributes to Baba Saheb at his life size statue installed in the premises of Delhi Assembly.

While, Deputy CM Manish Sisodia paid homage to Ambedkar at the AAP SC/ST Wing's stall on Parliament Street that wore a festive look on the occasion.

He interacted with the volunteers and members of party's SC/ST wing that was formed in December 2014.

Sisodia also participated in a programme held at Chandan Vihar in his constituency Patparganj, to pay tribute to Dr Ambedkar.

Govt comes out with three-month action plan to curb air pollution in the NCR

NEW DELHI: All government agencies of Delhi, Haryana, Uttar Pradesh and Rajasthan on Monday came out with their joint three-month action plan to check air pollution in the national capital region.

The action plan include strict action against polluting vehicles in Delhi, phasing out of 18 coal-based industrial units in Ghaziabad, ban on registration of non-BS IV compliant vehicles in Haryana and stepping up efforts to phase out three old polluting power-generating units of the NTPC's Badarpur Thermal Power Plant in the Capital.

The action plan was prepared in a joint meeting of environment ministers/officers of Delhi, Haryana, Rajasthan and Uttar Pradesh here. The meeting was chaired by the Union environment and forests minister Prakash Javadekar.

Review of works and their implementation on the three-month action plan will be done in first or second week of July.

"Thereafter, the governments of three states and Delhi will come out with their joint medium-term and long-term plan to curb air pollution in the entire national capital region", said Javadekar.

Setting up of biomass burning helplines in Haryana, UP and Rajasthan on the line of similar set up in Delhi, strict implementation of ban on post-harvest stubble burning and setting up a number of bio-waste treatment plants by MCD and NDMC in the Capital are some of the other works which will carried out by the respective state governments as part of the three-month action plan by June.

Man freed in rape case as wife turns hostile

NEW DELHI: A man, accused of raping and threatening a woman, has been acquitted by a court on the grounds that she was happily married to him and had lodged a false case under pressure from her parents.

Additional sessions judge Virender Bhatt absolved the man, a west Delhi resident, of the offences, saying that the woman turned hostile in the court and also there was no "inculpatory evidence" against the accused.

Govt school teachers to attend vipassana course

NEW DELHI: The Delhi Government has decided to send its school teachers for a 10-day residential vipassana course. It will be voluntary to begin with -- those interested can apply -- and will be conducted by an organisation in Sohna, Haryana. The 10 days will be during the summer vacation to ensure there's no interruption of course work. For teachers, these 10 days will be treated as work ones.

"We have invited names of teachers and whoever is interested can get trained," says Padmini Singla, director, education. There's no cap on the number of seats yet. "The organisation is Vipassana Sadhana Sansthan in Sohna, Haryana. They hold these shivirs (camps) twice a month." This is part of the value education programme the AAP government has been emphasising on. "The entire thinking is in that direction. The idea is to build a sound value system and these are steps toward that," she adds.

When these teachers return from vipassana -- a form of meditation that requires maintaing long hours of silence and even disengagement from technology -- they will, in turn, become trainers for their schools. Delhi's government schools already have positions for yoga teachers. Singla says that while yoga teachers may be more interested, this is open to every one.

"Government school teachers will be sent for vipassana on the government's expense. This is preparation for training the students in the schools. Vipassana will help them in personality development and stress-management," says education minister, Manish Sisodia.

Chief minister Arvind Kejriwal is a regular practitioner of this form of meditation.

Minor fire at AIIMS Delhi

NEW DELHI: A minor fire broke out on the sixth floor of the All India Institute of medical Sciences (AIIMS) on Sunday morning. Officials said that the fire was caused out a short circuit in an electrical unit on located at the floor.

The incident was reported around 10am when technicians noticed smoke from one of the windows on the floor and alerted the security guards who informed the fire officials. Five fire tenders were rushed to the spot and doused the flames within 15 minutes.

Fire officials said that no one was injured in the incident but a few important files might have been damaged in the fire. A police team also reached the spot to find out the exact cause of the blaze.

NGT order: SHOs asked to deploy adequate personnel

NEW DELHI: In order to effectively implement the National Green Tribunal order banning plying of more than 10 year old diesel vehicles, the city government has asked the Delhi Police to direct all SHOs to deploy adequate personnel at entry points to deal with law and order problems.

In his letter to special commissioner (law & order) Deepak Mishra, transport special commissioner Sanjay Kumar Sexena said that several enforcement teams have been deployed at seven entry points of national highways to check the entry of overloaded, over-aged, and polluting vehicles in Delhi.

"As several teams have been deployed at highways, it may result in traffic jams, long queues at borders which may cause congestion as well as law and order problems," said a senior government official.

Keeping this in mind, special commissioner (law and order) has been asked to instruct all SHOs to deploy adequate police personnel to deal with the law and order problems and ensure smooth flow of traffic, the official also said.

The green court had on April 7 ordered a ban on all diesel-run vehicles older than 10 years old in Delhi and NCR.

Transport department has also sent details of registration of such vehicles to traffic police to take necessary action.

Delhi government has also written to ministry of road transport to take necessary action.

In his letter to joint secretary of the ministry, Saxena said, "Due to NGT order, lakhs of vehicles will not be able to ply on the roads of NCR including Delhi.As such a proper mechanism would be required for disposal of these vehicles."

Reacting to the Hindu Mahasabha's threat to marry off couples on V-Day, marching protesters struggled with cops, and after being detained, 'married' each other with fanfare at the thana!

It's been like the Tom And Jerry show, with the police trying to control group after group of student protesters and us eventually landing up at the Parliament Street Police Station and organizing a sangeet ceremony - inside the thana," said Arun*, a protester from DU, after being released from police detention in the evening on February 14. He, along with hundreds of other students, was detained for being a part of Shuddh Desi Romance: Hindu Mahasabha Style - a protest organized by students from DU, JNU and other universities against Akhil Bhartiya Hindu Mahasabha's recent declaration that they would marry off any couples spotted in public on Valentine's Day.

Chandra Prakash Kaushik, the Mahasabha's national president, had said, "We are not against love,but couples need to be taught that the only way to express love is by tying the knot in the presence of fire, not by exchanging roses." In response to the statement, the Shuddh Desi Romance event was created on Facebook last week, using a fake profile. It was an open invitation to couples 'who were struggling to get married because of financial, familial or other issues',to make the most of Hindu Mahasabha's declaration and get them to organize their wedding for free. Around noon on Valentine's Day, a group of students made it to Mandir Marg,'dying to get married.' Dressed in saris and kurta pyjamas, carrying garlands, trumpets and big red cardboard hearts and accompanied by dholwallahs, the protesters faced a row of barricades blocking the road leading to the Mahasabha's Mukhya Vivah Karyalaya. One of the female protesters said, "I don't even believe in marriage but I'll get married to a fellow protester today if it comes to that." "Jaane toh hum denge nahin kisi ko andar. Kuch nahin hoga yahaan, madam," an on-duty police officer had told us earlier in the day. But the students forced their way to the Mahasabha office, shouting slogans of 'Right to live, right to love.' When they reached there, the police had to call for backup. They beat up the students and stuffed them inside the police bus. And as they were being taken away in the police bus, the students kept shouting slogans of `chheen ke lenge pyaar ki azaadi' and held their cardboard hearts, roses and garlands out of the bus windows.
Before onlookers could figure out what had just happened or the police could realign the barricades, another group of students, with similar wedding regalia, had reached the Karyalaya. They met with the same treatment the last group had got, and as they were being taken away in the second police bus,one of them said, "This is not it. Another group of students is coming." And another group did come. The police had barricaded the area again, but the protesters forced their way to the office, again. Lalit*, a JNU student, explained, "We knew that we might not even get the chance to get to the shaadis.We had expected the police and the Mahasabha people to stop us, so we had decided to come in four-five small groups.Using the few minutes between reaching the office and being detained, the groups will make our point over and over again - till the detainers are tired."

Five such groups came to the venue of the protest. The first three were forced inside the police buses, the fourth one was detained even before they could hit the Karyalaya. The fifth one, a group of 10-15 students, waited for the police to detain them, and when they didn't - because as long as the students didn't create a ruckus outside the Karyalaya and stood there peacefully, the police was fine - they chose to walk to the Parliament Street Police Station to meet the rest of the their mates.

Pratik, a JNU student, told us, "We are singing and dancing inside the police station and even the officers seem amused." The students held a `sangeet ceremony' inside the police station where they `married off ' guys to guys, girls to girls and guys to girls. Vidhyalakshmi Kumari, the creator of the Facebook page, posted around 6pm, "Bidaaai shuru! Finally released. But the shaadi goes on outside."

Truckers to go on strike from Tuesday against NGT order

NEW DELHI: Truckers associations have threatened to stop moving goods in and out of the national capital from Tuesday against the National Green Tribunal's order banning diesel vehicles of more than 10 years age from plying in the city.

Truckers, who had last gone on strike in 2009 against diesel price hike, said they will stop moving essential and perishable commodities into the national capital from midnight of Monday, that is Tuesday, in protest of the ban.

The Tribunal has directed that all diesel vehicles which are more than 10 years old will not be permitted to operate in the National Capital.

"No commercial vehicle will run in Delhi from the Monday midnight. We strongly oppose the decision of NGT and the strike will continue till the ban is lifted," Bhim Wadhwa, president All India Motor Transport Congress (AIMTC) said.

Essential services and movement of goods and commodities would be affected by the strike called by the truckers.

The tribunal had directed the transport department of the Delhi government and other concerned authorities to prepare a comprehensive data of registration of vehicles which are 10 or more years old.

AIMTC has said that as a part of the order a number of vehicles are being impounded at night and money is being fleeced from vulnerable truckers.

It added that the government must pay heed to the loss of livelihood of lakhs of truckers and their family members on account of this short sighted diktat.

Delhi Traffic Police has already impounded over 250 vehicles to enact the order.

Union transport minister Nitin Gadkari had said that the country's economic situation and other aspects also need to be taken into account while implementing such decisions.

Delhi traffic police to hold a summer camp to stop underage kids from driving

Underage driving has been a headache for the Delhi Traffic Police for quite some time. In a drive conducted on April 8, 209 vehicle owners were prosecuted for lending their vehicles to minors without valid licenses. Now, to try to solve the problem, the Delhi Traffic Police (DTP) will be conducting summer camps for kids during the vacations next month, educating them about road safety .
Muktesh Chander, special commissioner of police (Traffic), told us, "We will hold summer camps for children during the holidays, starting from May 18. We'll teach kids various aspects of road safety - what you should keep in mind after you get a driving license, the risks of underage driving and how you need to protest and not sit in a car if the person driving is drunk. We will also tell kids that they should only drive after they have got their licenses. In fact, they will be told that as kids, they should not let their parents flout traffic rules and ask them to wear seat belts. It will be an educational camp and will be conducted at our various training parks. We will also be taking them to junctions to see how we go about regulating traffic movement, and they will be involved in traffic management. The five-day camp will also enable us to reach out to schools and parents of the kids. After the five-day camp is over, they will get a Delhi Police certificate."

The traffic police has also been writing to the education department to make schools accountable if their students are found driving. "We have asked schools to appoint road safety coordinators, and we have asked these coordinators to inform parents about how to counsel kids who drive underage. We have written to the principals of schools and these letters are also sent to the education department, which says that the kids from a particular school are driving vehicles underage. How can I take the responsibility alone?
The idea is that parents, the PTA, principals and schools, all should be involved. If their school's students are doing something, isn't it their responsibility too? How can they say , `Humein nahi pata school ke bahar kya hua'. In the drive that we conducted, students from all prominent schools in the city were found driving vehicles," he said, adding, "Let the education department decide whether the schools should be accountable. Without the schools' involvement, we won't be able to address the issue of underage driving. We have seen that parents are scared of their kids and give in to children's demands to get a vehicle."

Four arrested for extortion bid on bizman

NEW DELHI: A south Delhi businessman's neighbour, who hatched a conspiracy to extort money from him, has been arrested along with three accomplices. The four have been identified as Satish (37), Amit Kumar (30), Sunil Kumar (30) and a woman working at the man's house in Vasant Vihar. The woman had been working there for the last ten years.

The complainant told police he had been receiving extortion calls on his mobile. The caller, one 'Shera Bhai', demanded Rs 50 lakh. During investigations, it was learnt that the calls were being made from a PCO in Noida. The police asked the complainant to negotiate with the caller. They laid a trap and arrested two men from the spot. On the basis of information given by the duo, the rest were arrested.

Register at Jamia from Monday

NEW DELHI: The Academic Council of Jamia Millia Islamia in its meeting on Friday approved implementation of the choice-based credit system, to be introduced from the 2015-16 academic session. The council also approved the admission policy for this year. Admissions are going completely online—right from registration to the issue of admit card.

Applications open at Jamia on April 13, 2015. The last date is May 1. The university is starting a new masters programme—MSc biophysics. Those interested must now apply via the web portal, www.jmi.ac.in/onlineadmissionform. There will be no option of offline application forms this year.

Under CBCS, the university is introducing an optional paper on Northeast studies for undergraduates. Students will be able to study one semester at a different university and earn credits.

Another woman raped in Delhi taxi, driver arrested

NEW DELHI: Barely four months after the Uber rape, a 32-year-old woman was beaten up and sexually assaulted by a cabbie inside a blackand-yellow taxi in Dwarka after she had hailed the cab on a shared basis from a Metro station on Thursday night.

The woman, who passed out after the attack around 9.30pm, was rescued as police chased the vehicle and arrested the driver. A passerby had heard her scream and alerted the cops. The accused, Ramesh Kumar, 40, was found to have spent time in jail in a road rage case and had been involved in a fatal accident.

The assault again raises questions about the safety of public transport in the city.

While the government had cracked down on appbased and radio cabs follow ing the Uber case, here was a 'kali-peeli' taxi driven by a known offender who was breaking rules by picking up multiple passengers. The survivor works as a guard at a mall in Rajouri Garden, west Delhi. The attack took place after the other passenger got off near Rajapuri Chowk in Dwarka.

The incident was reported between 9.30 and 9.45pm inside a Maruti Eeco cab (DL 1T 7516). The woman had boarded the cab from the Dwarka Mor Metro station and was going home to Madhu Vihar, Dwarka, where she lives with her children. Her husband left her two years ago.

The survivor said Kumar started driving slowly, claiming he had run out of gas immediately after the other passenger got off. He then stopped the vehicle at a desolate spot on the pretext of checking the CNG level.

"He climbed in through the boot and suddenly jumped on to the rear seat where I was sitting, and tried to force himself on me," she said.

When she resisted, Kumar punched her face and tore her clothes. He also threatened to kill her if she continued to resist. Cops said he inserted his fingers in her private parts, bit her all over on her shoulder and neck, and hit her when she tried to push him away. He threw away her mobile phone when she calling the police.

Hearing her screams, a passerby decided to intervene. As the man approached the vehicle, Kumar climbed into the driver's seat and sped off with the woman. The passerby then stopped a pa trolling PCR van and informed them about the incident. The area SHO, Ashok Kumar Meena, also patrolling nearby, was called in and the two vehicles started chasing the taxi.

"All this while, the driver kept threatening to kill me if I tried to raise an alarm to draw the attention of policemen," the woman said, add ing that she soon passed out.

The PCR van and the SHO's Gypsy caught up with the cab and blocked its way near the Madhu Vihar bus stop, forcing the driver to stop. He was nabbed while trying to run away. The woman was taken to a hospital for treatment and her family as well as her employer informed about the incident.She had started working with the security firm barely 15 days ago.

The woman's statement was recorded in the presence of woman counsellors of an NGO and a magistrate on Friday.

DCP (south west) R A Sanjeev said, "We have registered a case under sections of rape (376 IPC), criminal intimidation (506 IPC), causing hurt (323 IPC) and illegal confinement (342) and arrested the driver from the spot."

Kejriwal announces compensation for farmers

NEW DELHI: Delhi chief minister Arvind Kejriwal on Saturday announced a compensation of Rs 20,000 for per acre of damaged crops to farmers of the national capital and said his government will fulfill all the promises made by AAP in the run up to Delhi assembly polls.

Addressing a rally at Mundka in West Delhi, Kejriwal said farmers of Delhi have faced huge losses due to unseasonal rains and AAP government would always stand by them in their time of difficulty.

"We will provide a relief of Rs 20,000 per acre to farmers who have faced losses due to crop damage. This is the highest compensation announced by any government so far," he said.

Referring to the rift in AAP, Kejriwal claimed there have been efforts to defame him.

The Chief Minister also listed various initiatives taken by his government and said giving 50 per cent power subsidy to around 90 per cent of the total consumers was a major decision.

"Congress and BJP could not slash power tariff. We could do it as our intention is very clear," he said.

Road rage death: Harsh Vardhan seeks action against 2 Delhi cops

NEW DELHI: Union science and technology minister Harsh Vardhan has shot off a letter to the Delhi Police commissioner alleging that two policemen stood as "mute spectators" while a man was allegedly beaten to death in a case of road rage in central Delhi's Turkman Gate area.

Harsh Vardhan, who is the MP from Chandni Chowk constituency, has also demanded that the two cops be suspended and a thorough investigation initiated in the case.

"Yesterday, I had gone to meet the family of late Shahnawaz to extend my condolences. His sons, Fahad of Class 9 and Kaif of Class 4, told me that there were two policemen who stood there as mute spectators. Not only should an inquiry be ordered against these two policemen, but they should also be suspended," he said in the letter to the police commissioner.

He also said that a message must be sent to the people that the police are their "protector".

The Union minister has further requested the police commissioner to make sure that the FIR into the matter is fool-proof and the family members of Shahnawaz including the two minor sons who are eyewitnesses in the case are provided with adequate police protection.

Md Shahnawaz (38) was allegedly beaten to death in front of his minor sons in central Delhi's Turkman Gate area on Sunday night. He was attacked by the occupants of a car after his bike grazed their vehicle. Police have arrested all the five accused in the case.

Shahnawaz, who ran a shop dealing in electronic scrap in Mata Sundar Road area, was returning home with his sons — Fahad (13) and Kaif (9) — after visiting his parents at Chandni Mahal area when the incident took place.

Shahnawaz is survived by his wife Mumtaz, two sons and six-year-old daughter Talbia.

NEW DELHI: A 28-year-old woman was sexually assaulted by a taxi driver while she was on her way back to home in south-west Delhi's Madhu Vihar area on Thursday night. The taxi driver was nabbed when the woman raised an alarm an alerted a passerby near Dabri crossing.

The woman had hired the taxi from a local taxi operator in Rajouri garden where she had gone to meet her parents around 10.30pm. In her complaint the woman said that when she had boarded the cab there was already another passenger who was sitting at the front seat.

When she raised an objection the driver had told her that he would get off at Dwarka. She said that on way the driver had stopped the vehicle near Dabri crossing on the pretext of checking the CNG tank and sat beside her in the rear seat. He started touching her inappropriately

When the woman resisted and tried to raise an alarm the driver put his fingers into her mouth and tried to force himself on her. However, hearing her calls for help, a passerby informed the police and intervened. The driver tried to dump the woman and flee but were caught by the locals.

He was handed over to the cops who arrived minutes later. The woman has been sent for a medical examination. A case under section of raped (376 IPC) and assault (323 IPC) has been registered against him. Police have also detained the co-passenger for questioning.

Delhi Police recovers rifles from a plot belonging to ex-MLA Shokeen

NEW DELHI: Delhi police special cell has recovered an AK 47 assault rifle and a self loading rifle from a plot purportedly belonging to ex-MLA Rambir Shokeen who contested assembly elections on Congress ticket.

Special CP SN Shrivastava confirmed the recovery of weapons. "A team led by DCP Sanjeev Yadav has been interrogating Bawana. He has unveiled the secret places where he had hidden his weapons etc," Shrivastava said.

Arrested most wanted gangster Neeraj Bawana took the cops to the plethora of weapons. "He is now being questioned about his plans to use these deadly weapons," DCP Yadav said.

The assault rifles were looted from Uttarakhand police when Bawana executed UP gangster Amit Bhura's escape.

Court refuses parole extension to Vikas Yadav

NEW DELHI: The Delhi high court on Friday dismissed a plea filed by Vikas Yadav, a convict in the Nitish Katara murder case seeking extension of the parole granted to him.

Justice A K Pathak refused to extend the parole of Yadav, who is serving a 30-year jail term without remission for the murder of Katara.

Yadav was recently granted seven-day custody parole by the high court to visit his 93-year-old ailing grandfather and to challenge the high court order in the Supreme Court.

He has again approached the high court, saying he needs extension of parole as the documents in the case are bulky and more time was needed to prepare his appeal.

The high court on February 6 had enhanced to 30-year jail term without remission the life sentence awarded to Vikas Yadav and his cousin Vishal Yadav for Katara's murder, a friend of Vikas Yadav's sister.

Vikas Yadav, son of politician D.P. Yadav, had earlier pleaded before the court that his conduct has been good throughout his 13 years in jail.

Delhi govt to invite suggestions for participatory budget: AAP

NEW DELHI: In a bid to prepare a participatory budget, Delhi government will be inviting suggestions from public through mohalla sabhas.

"The Delhi government will be issuing advertisements inviting suggestions from the public for preparing a participatory budget," Aam Aadmi Party's spokesperson Raghav Chadha said on Friday.

The demands and suggestions given by electorate through mohalla sabhas will be prioritized on the basis of voting done by the electorate of that constituency, he said.

"The most feasible and interesting ideas will be discussed by the Cabinet ministers," said Chadha.

When asked if the government was looking towards introducing gender budgeting, Chadha said, "the entire concept of gender budgeting is of great interest to me and that we would like to move into that direction."

"Gender budgeting has not been implemented in the real sense at Union and state level," he said.

Indicating that the Delhi government has initiated to prepare the budget for this financial year, he said the Delhi election verdict of 2015 is not just a landmark judgement in favour of alternative politics, but also a decisive vote in favour of participatory and responsive government too.

"AAP is redefining the relationship between citizens and elected representatives," Chadha said on the margins of a programme on Safe Motherhood Day.

Speaking on the roadmap drawn for the same, he said the government is planning to divide Delhi in 12 constituencies in which each constituency will be alloted Rs 20 crore. These constituencies will be further divided into 40 parts so each gets Rs 50 lakh.

He also spoke about an innovative way of inviting blueprints from various officers of the government to jack up the the revenue collections.

Another woman raped in Delhi taxi, driver arrested

NEW DELHI: A 32-year-old working woman who hired a cab from a Delhi Metro station was raped at a secluded spot by the driver, who was arrested after a brief chase, police said on Friday.

The shocking crime — the second such incident in four months — took place in west Delhi's sprawling Dwarka area on Thursday night, soon after she hired the black colour taxi with a yellow stripe around 10.30pm at Dwarka Mor station to reach her Madhu Vihar residence.

The woman works in a shopping Mall in Rajouri Garden, also in west Delhi, deputy commissioner of police RA Sanjeev said.

He said the driver, Ramesh Kumar, 38, picked up another passenger and dropped him at Rajapuri. He then took the woman to a secluded spot on the pretext of filling up CNG.

He then raped the victim, the officer said.

The victim told police that she was punched and slapped on her head and face when she tried to resist the criminal assault.

A passing scooterist heard the woman's screams and alerted a Delhi Police Control Room patrol van stationed some 75 meters away.

Just as the police van cruised to the crime spot, the driver took off in his taxi, with the woman still inside.

A chase followed, and the taxi was forced to stop some half a kilometre away. "The driver tried escape but we arrested him," said Sanjeev.

Police said the driver was a resident of Najafgarh and had been plying a taxi since 1996.

He has been booked on charges of rape, wrongful confinement, voluntarily causing hurt and criminal intimidation.

The Thursday incident follows the December 5 rape of another woman in an Uber taxi. That driver, 32-years old, is now facing trial.

Two gangs clash in Tihar, one inmate dead

NEW DELHI: There was mayhem in Tihar on Wednesday night when two gangs clashed inside jail number 1 leading to the death of an inmate.

According to police, all the inmates were convicts. The incident was reported around 7pm.

The deceased inmate has been identified as Ravindra. He was attacked by five other inmates - Vinod, Rihaz, Ajay, Sushil and Karan.

They attacked Ravindra with a sharpened spoon, police said. Ravindra, a murder convict, was rushed to DDU hospital where he succumbed to his injury around 11.30pm.

The Tihar Jail authorities have initiated an enquiry in the case.

Delhi road rage death: BJP protests outside Kejriwal's residence

NEW DELHI: The BJP workers clashed with police on Thursday as they staged protest outside Arvind Kejriwal's residence over the case of Turkman Gate road-rage death.

BJP chief Satish Upadhyay alleged that the accused in the case were known to an AAP minister.

BJP, which has accused state environment minister Asim Ahmad Khan of patronizing the accused, demanded his resignation.

Satish Upadhyay slammed the AAP government for shifting the blame to Delhi Police and Centre.

"Delhi Police has done its work and arrested the five accused in the case," he said.

BS-IV norms being violated for years now, says IFTRT

NEW DELHI: The Indian Foundation of Transport Research and Training (IFTRT) has pointed out that a gazette notification of 2012 by the ministry of road transport and highways made it mandatory for any vehicle coming into Delhi NCR to follow BS-IV emission norms. This is observed more in breach.

"For years, we have pointed out that the rampant overloading of goods carriages has been causing premature damage to roads, traffic congestion and accidents besides generating air pollution," says SP Singh of IFTRT, "but to no avail."

The notification related to vehicles operating on a national permit and registered in NCR. It was stated that it would not pick up or set down goods between two points in NCR unless it conformed to the mass emission standards (Bharat Stage-IV) specified in sub rule (14) of rule 115 (CMVR). Similarly, tourists permit buses registered in NCR were prohibited from operating circular tours of places lying exclusively in NCR unless the vehicle conformed to the mass emission standard (Bharat Stage-IV).

The reality, said Singh, was dismal. "Over 99.5% of such vehicles registered in NCR do not comply with BS-IV standards and still carry on their daily operations. Similarly, interstate tourist vehicles registered in NCR continue to operate circular tours of places lying exclusively in NCR," said Singh.

The consequences of such orders being ignored has become apparent, says the IFTRT expert. A CRRI study on impact of overloaded trucks on city roads in 2008 found that with 10% overloading above the permissible limit, pavement life got reduced by 35% and with 30% overloading, it got reduced by about 65%. "Increase in the load by 10% over the specified ceiling would entail an additional maintenance and rehabilitation cost of about Rs 20 lakh per lane per kilometre over and above the normal maintenance cost," said Singh.

Day after green tribunal order, cops seize 96 vehicles

NEW DELHI: A day after the National Green Tribunal banned diesel vehicles older than 10 years and petrol vehicles older than 15 years in Delhi and NCR, the Delhi government was still in the process of trying to access the order. Meanwhile, the Delhi traffic police prosecuted 96 vehicles. Of these, 38 were commercial vehicles while the rest were private vehicles. The traffic police said it had impounded the vehicles.

The six court-appointed commissioners will inspect entry points into Delhi on Thursday. The transport department said it was drawing up a plan of action but it would be implemented only after the department gets a copy of the NGT order.

The court had given the transport department 20 hours, that is time till Wednesday morning, to make arrangements at border checkpoints to have weighbridges, centres to carry out pollution checks and facility for vehicles, especially heavy vehicles, to turn around if they were not permitted entry into Delhi. However, since the order was formally issued only on Wednesday evening, none of the six commissioners were able to go for inspection.

The six, Amit Verma, Aditya N Prasad, Neha Miriam Kurian, Atif Suhrawaroy, Sahil Sangar and Pallavi Talware will visit various entry check points on Thursday and submit a report to the NGT on April 10 on status of installation of weighbridges and provision of u-turns for overloaded or polluting vehicles.

"It is a long standing demand to have weighbridges at border check points and in the hearing on November 26, the NGT had given orders for installation of weighbridges and PUC centres. However, due to lack of implementation, the tribunal gave the concerned agency one more day to have things in order," said sources.

Traffic police officials said that though no specific instruction was given to them by the green tribunal to prosecute diesel vehicles, a drive was conducted during a check at the border posts. Cops found 96 vehicles violating the compliance order.

"We checked the registration certificates of the vehicles and the one found to be in violation of the order were impounded," said Muktesh Chander, special commissioner, traffic. A traffic officer said that in such cases the vehicles are treated as ones plying without a registration certificate. Traffic officers said that they have also expressed their limitations in terms of manpower and space to store impounded vehicles.

The five-member Bench headed by NGT chairman Swatanter Kumar observed that the applicants had "vehemently contended that all the authorities and states in NCR, Delhi have utterly failed to comply with the directions issued by the Tribunal in its orders...The slackness and casual attitude of the authorities of the state government is exhibited from the very fact that air pollution is increasing and has reached an alarming level which would make it difficult for the people of Delhi even to breathe freely much less fresh air".

Pulling up the various state governments for their tardy response to the NGT's directions, the Bench said: "We had directed NCT, Delhi and other governments to submit their views on matters like controlling of vehicular pollution, total number of vehicles, age of vehicles. The authorities were also required to submit their views on congestion, control and prevention of construction pollution, checking of vehicles for pollution at the state entry point, overloading of trucks and construction of parking areas in all congested places of Delhi to avoid congestion and to ensure free flow of traffic. Unfortunately, we find no response in that regard." The state governments and public authorities have been directed to submit an action taken report before the tribunal on April 10 to show how much each has complied with the various orders.

Uber launches autorickshaw service in Delhi

NEW DELHI: US-based taxi-hailing app Uber on Thursday launched an aggregator service which will help commuters book autorickshaws for travelling in the national capital.

"Autos are the most ubiquitous transport in almost any city and Indians are used to having autos around. It simply makes more sense for the auto driver and commuter to connect via our platform and use the advantage of new technologies," Uber's Delhi GM Gagan Bhatia told PTI.

However, unlike its taxi-service, customers will have to pay the fare in cash for the auto-rickshaw service.

Last year, Bangalore-based Ola had launched a similar service in the national capital.

Bhatia said the company's vision is to bring the Uber experience to more people and "uberAUTO is another step in this direction."

The company said the pricing will be based on the fare rules set out by Delhi state authorities and Uber will not charge any fee for the service.

The company has been in headlines since December 2014, after one of its driver allegedly raped a passenger in the city.

Soon after that, the government blocked its services in the city, however, the company did not suspend its operations.

The government is now mulling to block its app services and has already asked Department of Electronics and Information Technology about the same.

NEW DELHI: The main accused in the Delhi road rage case Aminuddin alias Amin Pahalwan (46) has been arrested by police.

Aminuddin has 17 criminal cases against him and is a history-sheeter, the cops said.

NHRC rescues 101 bonded labourers from Madhubani in Bihar

NEW DELHI: With National Human Rights Commission's intervention, 101 labourers from 38 families, working in Benipatti sub division of Bihar's Madhubani district as bonded labour since generations, have been rescued and rehabilitated. Since generations, these labourers were forced to work by their respective employers at their respective agricultural lands under 'Kamiya' bonded labour custom and were not paid their statutory minimum wages, instead they received two kilograms each (husband and wife) of raw rice per day against hard labour rendered. Most of the labourers belong to the scheduled caste Musahar community and worked more than 10 hours a day and did not have freedom to move out or to be employed elsewhere.

The labourers were not only rescued and provided release certificates but also provided relief under various social welfare schemes including some land towards their rehabilitation by the concerned district authorities.

Subsequently, two criminal cases have been registered against 18 errant employers in the matter at Police Station Arer in Bihar and efforts are being made to recover past wages from the employers.

All the children of the rescued bonded labourers have been admitted to schools, 26 girls have been covered in chief minister's security scheme. In addition to this, the families of the rescued bonded labourers have also been given benefits of Indira Awas Yojana, Indira Gandhi National old age pension scheme, disability pension while girls of marriageable age of six families have been covered under the marriage scheme, said a NHRC statement on Tuesday.

Meanwhile, the commission has sent notices to the secretary, ministry of labour and employment, principal secretary, department of labour and labour commissioner, Patna to submit reports on release of funds from the share of the central government in respect of 101 released bonded labourers as well as details about compensation of remaining amount from the state government within six weeks. A notice has also been sent to Madhubani district magistrate to submit a report on further steps taken for rehabilitation of the victims and status of all the cases pending investigation with police and pending adjudication before the courts within six weeks.

NHRC took cognizance of the matter after an NGO approached it last year in December alleging that more than 38 families were being exploited under an illegal bonded labour system in the revenue jurisdiction of Benipatti.

CIC penalizes Delhi official for not giving pension info to 70-yr-old

NEW DELHI: The Central Information Commission (CIC) has slapped a penalty of Rs 25,000 on a Delhi government official for not giving information related to the pension status of a 70-year old woman. The commission has also asked for compensation of Rs 5,000 to be paid to her.

Taking a stern view of laxity in implementing his order on disclosing status of pension, information commissioner Sridhar Acharyulu warned the Delhi government's women and child development department that if this order was not complied with and the report not provided within one month, the Commission would be compelled to take measures to prosecute the concerned officials.

The department had withheld information related to the status of pension of the 70-year-old.

He said in case of non-compliance, the official Saroj Rawat could be prosecuted under IPC sections 166 (public servant disobeying law), section 187 (omission to assist public servant when bound by law to give assistance) and section 188 (disobedience to order duly promulgated by public servant).

"It is sad to note that the officers called Public Information Officer do not give information to poor public and when they approach under RTI. They reject because they have not approached directly," Acharyulu said.

The case relates to a 70-year old poor woman whose pension was stopped abruptly by the Delhi government without giving any intimation to open a bank account. The government had decided that pension will no longer be delivered in the post office and pensioners would have to open a bank account.

"She has never been informed by any means nor (has) anybody visited her house personally so that she was told to open a bank account," Acharyulu pointed out.

Delhi road-rage death: AAP threatens legal action against BJP, hits out at police

NEW DELHI: Slamming BJP for indulging in "politics over death", AAP on Wednesday threatened to take legal action against the party after it accused a Delhi minister of patronizing the accused in Turkman Gate road-rage incident.

AAP leader Kumar Vishwas hit out at the Delhi Police, which comes under the Centre, for alleged "inaction". He claimed that police came to the spot very late. He alleged that BJP was resorting to politicizing the issue as it was scared after the assembly polls verdict.

BJP on Tuesday demanded action against state environment minister Asim Ahmad Khan.

A man, Shahnawaz, was beaten to death in a road-rage incident two days ago in front of his two minor children by a group of men after his motorcycle grazed their car in central Delhi's Turkman Gate on Sunday night.

"The Delhi Police is not under us. It comes under the Centre. We challenge the BJP to provide evidence if any AAP volunteer was involved in the incident," Vishwas said at a press conference here.

"The SMSs sent by the BJP to some journalists were objectionable and we are contemplating to take legal action against those involved," Singh said.

Congress inducts 10 young & new faces to take on AAP govt

NEW DELHI: Ten young faces, having "rich professional" background and with an average age of 29, are all set to lead the Congress in its attempts to revive its fortunes in the national capital following a complete wipe out in the last assembly elections.

The young team, representing the "new face" of the grand old party, would shadow departments of the AAP government in Delhi and be "proactive" in taking up issues rather than just being "reactive", Delhi Congress chief Ajay Maken said on Wednesday.

Introducing the team, which includes five women, three dalits and two Muslims, Maken said the move was "progressive". He also announced the decision of appointing President Pranab Mukherjee's daughter Sharmistha Mukherjee as the chief spokesperson and communication department in-charge of DPCC.

"They would function as shadow heads of departments such as power, transport, health, women and child development among others and would hold the government accountable.

"All of them are extremely keen on research work thus you can expect our party releases and statements to be more well-researched. They would be taking up various issues and would keep their versions with documented proof three days a week," Maken said at a press conference.

Seeking to allay perceptions that party veterans were being sidelined, he said senior leaders would be accommodated in higher ranks after organisational restructuring.

"The new organisation is coming up which will be a mix of faces, young and old, and would work in tandem. We will definitely use the experience and political acumen of the seniors," he said.

Delhi govt orders Siti Cable Network to deposit Rs 33.12 crore

Six robbers arrested in Delhi

NEW DELHI: Six men, wanted in various cases of robbery and murder in NCR, have been arrested by the special cell. They were also involved in an attempt to murder an army officer, whom they stabbed before robbing him of his pistol.

The accused have been identified as Rahul, Shiv Kumar, Gulab Malik, Salman Malik, Lokesh and Sachin. "Lokesh was arrested when had come to meet one of his associates in northeast Delhi. Six robbers arrested

NEW DELHI: Six men, wanted in various cases of robbery and murder in NCR, have been arrested by the special cell. They were also involved in an attempt to murder an army officer, whom they stabbed before robbing him of his pistol.

The accused have been identified as Rahul, Shiv Kumar, Gulab Malik, Salman Malik, Lokesh and Sachin. "Lokesh was arrested when had come to meet one of his associates in northeast Delhi. This led to the arrest of the rest of the gang members," said S N Srivastava, special commissioner, special cell.

Delhi's most wanted Neeraj Bawana arrested

NEW DELHI: Delhi's most wanted gangster Neeraj Bawana has been arrested by the special cell of Delhi Police.

He is considered to be the most dreaded extortionist in the past decade. He did not even spare the legislators and demanded protection money from them. Former Narela MLA Jaswant Singh Rana was one of his victim from who he had demanded Rs 50 lakh. He had threatened to kill him and family otherwise.

Several Congress MLA's had pleaded to then CM Sheila Dixit for protection.

Bawana is involved in more than 100 crimes and was recently booked under stringent MCOCA. He is the nephew of ex Congress MLA Rambir Shokeen.

Bawana had taken over the reigns of criminals after gabgster Neetu Dabodia was shot dead in an encounter by the special cell in 2013.

Special CP special cell SN Shrivastava confirmed his arrest to TOI. "A team led by DCP Sanjeev Yadav arrested Bawana from Mundka road around 3.45am on a tip-off," Shrivastava said.

Bawana's mother and brother Pankaj were arrested at IGI airport in connection with possessing cartridges.

Delhi welcomes its homecoming princess

NEW DELHI: When you are declared the most beautiful woman in the country and return home with a glittering crown on your head, you have to prepare yourself for a lavish welcome. And fbb Femina Miss India World 2015 Aditi Arya's homecoming on Monday was just as grand as her pageant victory, and her friends and family got together to make her feel like a star. With almost an hour to her arrival, family, friends and members of her extended social circle gathered at the Delhi airport with flowers, banners and cameras. Aditi walked out of the gate to a loudly cheering crowd, with all passers-by also stopping to geta glimpse of the crowned beauty while her friends playfully cheered, "Humaari Miss India kaisi ho, Aditi Arya jaisi ho!" Being her humble self, Aditi kept thanking everyone and to her friends, she said in surprise, "Tum log office chhod ke aaye ho?"

Don't talk about work, please!

From the aiport, Aditi headed straight to her Ernst and Young office in Gurgaon, where her colleagues and bosses were waiting to welcome her. Their usual meeting room was given a makeover with pictures of Aditi, both from the pageant and her office days, and special messages from her colleagues covered the notice board. Aditi cut a cake and gave an autograph to her senior for his daughter with shivering hands. In the middle of a gazillion selfies, Aditi tried to talk to her team leader Komal about her current project, to which Komal jokingly replied, "Don't talk about work right now. Just focus on having fun!"

India World 2015 Aditi Arya cut a cake at her office before moving to the next thing on her itinerary - to meet the children of the Protsahan Foundation in west Delhi. In the past, Aditi has worked with the NGO and regularly visits the children on Diwali and other special occasions. So, it was no wonder that the girls at the NGO were excited about meeting Aditi 'didi', who walked in with chocolates for everyone. She obliged everyone with autographs, which she told us was weird for her because she had spent a lot of time teaching these kids before and wasn't used to such celeb treatment.

Aditi ki society: Aditi finally returned home to Nirvana Country in Sector 50, Gurgaon, in the evening, where the RWA members had arranged a felicitation ceremony and a meet-and-greet session with her. Sanu Kapila, president of the RWA association here, said, "Ever since people found out that the Miss India is from Nirvana, this has become 'Aditi ki society' and everyone has been asking us to make them meet Aditi. We're really proud of her achievment and we hope to welcome her in a bigger way when she returns after winning the Miss World pageant." Deputy commissioner of Gurgaon, TL Satyprakash, was also present during the evening celebrations and congratulated Aditi on her victory and on making Gurgaon proud.

Her winning the pageant was a surprise: Before stepping out, we spent some time with her parents, Devinder and Poonam Arya, and Aditi's little sister, Diya, who spoke about Aditi's victory and her new life ahead. Her mother told us, "Now that she's home, we'll finally be able to talk to her and let the fact that her life has changed sink in. On the day of the pageant, we just kept our fingers crossed as she moved from one round to the next. At first we were just hoping that she would make it to the top 10, then to the top 5, and then finally to the top 3. Her winning the pageant was a surprise and a great one for all of us. Diya, who shares a "Tom and Jerry kind of" relationship with her big sister, added, "I'm just really happy for her and it's so different to see her all dressed up like this. Everyone we know is here and it's a great feeling." At the end of the day, Aditi told us, "Today is the first day that I actually feel that my life has changed. I see how important this is for everyone and I'm feeling loved and blessed."

Protesters cause massive traffic jam in Delhi following road-rage killing

NEW DELHI: A massive traffic jam choked parts of central Delhi on Monday as people protested against the killing of a man on Sunday night. The stretch between Turkman Gate and Delhi Gate was blocked.

Traffic came to a halt at ITO, Barakhamba Road, Ranjeet Singh Road, Asaf Ali Road, DB Gupta Road and Paharganj by evening. The situation became worse after the tail back of the jams stretched till the Connaught Place and India Gate which was already heavy due to the peak hour traffic.

By 6pm snarls were reported and traffic officials said that they had deployed additional personnel in these areas to clear the traffic mess but the huge number of vehicles led to a gridlock at the major intersections.

Police said that efforts were being made to remove the protesters from the arterial stretches. "The district police have asked to ensure passage of vehicles heading towards north Delhi so that the back log can be eased out," said a traffic police officer.

The incident took place around 11.30pm when the victim, identified as Shahnawaz (38), was returning home from a wedding on his motorcycle along with his two children Fahad (13) and Kaif (9).

As they reached Turkman Gate, the bike hit an i-20 car, which had 5 occupants, police said.

An argument ensued between the occupants of the car and the motorcyclist which soon took an ugly turn with Shahnawaz beaten up badly. He was later taken to the nearest hospital where he was declared dead, police said.

"The case is of road rage but personal enmity is being probed. One of the accused, Waseem (24), has been arrested. All of them have been identified and are locals of the same area. Allegations of locals against police are also being 'looked at'," said Delhi top cop BS Bassi.

Man beaten to death in road rage in central Delhi, mob sets vehicles ablaze

NEW DELHI: In an apparent incident of road rage, a bike-borne man was beaten to death by the occupants of an i-20 car after their vehicles collided in Turkman Road area of central Delhi on early Monday.

The deceased has been identified as Shehnawaj. He was on his way to attend a marriage function with his wife and children.

The attackers also beat up Shehnawaj's wife, witnesses claimed. Angry locals set vehicles ablaze and vandalized a few. Heavy police presence was ensured in the area through the night.

The police have registered a case of murder and detained one of the suspects. They are on the lookout for at least two more.

The cops are also probing if it was a road rage or the two parties knew each other and had any enmity, sources said.

The incident took place around midnight. Shehnawaj had crossed the Ranjeet Singh flyover when his bike collided with an i20 being rashly driven.

He had an argument with the driver of the car after which the occupants came out of the car and assaulted Shehnawaj in full public view.

The assailants fled as the cops were informed and public gathered at the spot. Shehnawaj was taken to LNJP hospital where he was declared dead. His body has been sent for postmortem which will be conducted around 10am.
