Cabbie deviated from route: Uber business head to court

NEW DELHI: The business head of Uber Asia on Friday told a trial court that the cabbie, who allegedly raped a 26-year-old woman inside his cab on December 5, 2014, had diverted the vehicle from the actual route for which it was booked on the day of the incident.

Eric Alexander, who deposed as a prosecution witness, showed the satellite maps of the route of the cab to Additional Sessions Judge Kaveri Baweja. He explained the directions in which the vehicle, driven by accused Shiv Kumar Yadav, had moved on the night of the incident.

Backing the prosecution's case, Alexander said the driver had diverted the Swift Dzire from the actual route which was to be taken to Inderlok from Vasant Vihar. He said that, according to the company's records, the cab was booked by Ayush Dabas by using the Uber app on his mobile phone at 11pm. The journey started from Vasant Vihar area and ended at Zakhira. Yadav, who was the registered owner of the car, was operating it for his company and according to the records was also the driver of the vehicle.

"I have been authorized by the director of Uber India Systems Pvt Ltd to conduct legal proceedings pertaining to this case and to depose on behalf of the company during trial," Alexander told the court.

During the day, the court continued recording the statement of the investigating officer, sub-inspector Renu, whose deposition remained inconclusive. She is the last witness, out of 28, to be examined by the prosecution.

Renu deposed that sections 376(2)(m) and 366 of IPC were added on December 23, 2014, as it came out during the probe that Yadav had tried to strangulate the survivor. There were scratch marks on her neck. He had taken her to a secluded place by diverting the route.

AAP is a backstabber: PM Modi hits out at Kejriwal’s party at Delhi poll rally

NEW DELHI: In a hard-hitting attack on AAP, Prime Minister Narendra Modi on Saturday called it "backstabber" and asked Delhiites not to repeat the "mistake" of voting for the Arvind Kejriwal-led party.

During his over half-an-hour address at an election rally, Modi sought a clear mandate for the BJP, which fell short of majority in the 2013 polls, and asserted that his party will provide such a clean and stable government which people have "never seen" in the past, countering AAP's key election plank.

Taking on AAP without naming the party, Modi made fun of its performance in the Lok Sabha elections, saying it "created a world record in forfeiting deposits".

"The very people whom you voted for last time stabbed in your back. They shattered your dreams and destroyed Delhi. You gave them a befitting punishment in Lok Sabha polls. People do not repeat their mistakes again and again," Modi said in the rally at Viswas Nagar in east Delhi.

Calling Delhi the face of India, he said this election would decide how the country is seen at the global stage. "There is no better place than Delhi for India's identity."

Modi also complimented Kiran Bedi, whose annointment as the party's Chief Ministerial candidate ruffled feathers in Delhi BJP, for her administrative abilities.

"She knows Delhi inside out. She has administrative experience and is well versed with the history and geography of Delhi. She is a woman with strong determination. She will take Delhi to new heights," the Prime Minister said.

Trying to woo the poor and the lower strata of the society, who are seen as backbone of AAP's support base, he said his government has already launched a war on corruption and promised in-situ development of slums.

"My government is for the poor. My plan is to replace all slums with concrete houses by 2022 when India celebrates its 75th year of Independence and I want to start it from Delhi,"

Check hotels near IGI airport: NGT

NEW DELHI: National Green Tribunal (NGT) on Friday directed Delhi Pollution Control Committee, National Productivity Council, Maulana Azad Medical College, Jamia Milia Islamia University and other agencies to conduct joint inspections of hotels near the IGI airport to check whether they are following pollution control norms or not.

Taurus International, a hotel that was allegedly given a closure order by DPCC recently for not installing an effluent treatment plant (ETP), is especially under the scanner.

"The board shall also submit a comprehensive report. We have already noticed that one of the contentions raised on behalf of the appellant is that all other hotels are being permitted to operate without any ETP/STP, compliance to environmental laws and the appellant has been singled out in that regard," the order read.

No work done on western e-way, Haryana tells SC

NEW DELHI: After claiming for months that 68% of work had been done on the 135-km Peripheral Expressway Highway, meant to provide an alternative route to trucks and to prevent them from passing through the capital, the Haryana government on Friday informed the Supreme Court that no substantial construction had taken place on the project.

Expressing concern over delay in the project, a bench headed by Chief Justice H L Dattu set a deadline of April to start construction. It directed the government to complete re-tendering of the project within two months.

Solicitor general Ranjit Kumar, appearing for the state, submitted that the earlier claim of 68% work done was wrong and no road was constructed so far and the new government has decided to re-tender the project.

The bench, also comprising Justices Arun Mishra and Adarsh Kumar Goel, expressed surprise on the statement by the SG who, during the last hearing on January 16, had said that 68% work was done.

"You have made a wonderful statement...We see today that nothing was being done. Where were your engineers," the bench asked. It, however, granted more time to the government but made it clear that there should be no further delay and asked it to come out with a calendar for completion of different stages.

Advocate A D N Rao, appearing for the court-appointed Environmental Pollution and Control Authority (EPCA), also questioned the delay, saying the timeline kept extending from 2005 to 2008 to 2012 to 2014 and now 2016.

Couple kills alcoholic son, hacks body

NEW DELHI: An elderly couple, fed up with their 27-year-old alcoholic son, bludgeoned him to death and chopped the body using a stone-cutter. They even dumped the parts in a forest near their home and had their house painted to remove any trace of the crime. Nand Kishore and Asha Devi, who are both in their 60s, have been arrested.

The incident came to light on January 8, when the youth's partially decomposed palm was found in the forest. Police said an investigation was launched and the remaining parts were also recovered. During postmortem, the victim was identified as Suraj Bhan.

Suraj's neighbours told police he had been missing since December and his parents claimed he had got a job in Saudi Arabia. The neighbour also said the youth's parents often had tiffs with anyone and everyone who asked about Suraj.

"A team led by Jaitpur SHO Sunil Sharma was formed and the victim's parents were questioned," said Mandeep Singh Randhawa, DCP (southeast). Police said the duo initially tried to dodge questions, claiming they were in grief and were not in a position to talk about their son's death. The investigating officers, however, became suspicious when the couple started avoiding any kind of interaction.

The couple's home was raided during which a blood-stained hammer and some clothes with the victim's blood on them were found. On being questioned, Asha Devi broke down and confessed to killing her son. She said Suraj had threatened them when they refused to buy him alcohol.

On January 8, Suraj came home drunk and asked his father for money. An argument ensued during which Kishore hit Suraj with a hammer. She told police that he fell unconscious, after which they strangled him and chopped the body. Nand Kishore dumped the parts.

Police said Nand Kishore used to work as a mason but had lost his job. He had sold some property to marry off his daughter and was surviving on the remaining amount. Suraj was unmarried and drove a taxi.

Delhi gets a weekly haat for art lovers

NEW DELHI: Now a weekly haat in a new avatar will attract art connoisseurs from across the country under one roof. Dhoomimal Art Gallery, one of the oldest art houses in India, has recently started a weekly art market on the lines of 'haat', where the Gallery puts on display works by several young and unknown artists alongside some of the renowned ones including MF Husain, Nidhi Agarwal and Hem Raj.

The art works on display include original collection of paintings, drawings, sculptures and water colours. All of this is priced between Rs 5,000-40,000.

The idea is to build a platform for young and lesser known artists while also making art more accessible and affordable, says Uday Jain, Director of Dhoomimal Gallery.

"Our aim was to promote young artists globally. We will keep on doing art market every Wednesday in the evening for the awareness of public who are interested in art but don't step into the gallery thinking they won't be able to afford it. To get rid of the challenges in Indian art is the desperate need and it is really important to create public awareness for art itself," Jain says.

The market, initially set up in New Delhi's Connaught Place area every Wednesday, is likely to be expanded to other parts of the country soon.

Art works from other artists such as Niren Sen Gupta, Nupur Kundu and Amrita Ghosh are also often part of the showcasing and sale at the weekly market organized by the Gallery.

While the art summits are a big draw and do create carnival atmosphere, they are still indoors and exclusive events. Art critics and experts say opening up such a space for Indian street life has the potential to create renewed interest and bring in investment in art.

"Today again when the concept of art as an investment is being hammered, there is a need to create an environment where new collectors are not intimidated and feel welcome with interactions, seminars, workshops, music, food and affordable art which could be a starting point for them," says Jain.

Apart from paintings and sculptures, the gallery also plans to exhibit other items in future. While the weekly market has already started attracting visitors with sales picking up gradually, it may take some time before it translates into a trend.

Assault claim by Stephen's administration officer

NEW DELHI: Suspended administrative officer of St Stephen's College, Subha Kumar Dash has alleged he was physically assaulted and threatened inside CNI Bhawan-headquarters of the Church of Northern India-while serving a copy of his petition he was filing in Delhi high court.

Dash is challenging the college governing body's decision to suspend him and has made Bishop Warris Masih and Alwan Masih (CNI general secretary) respondents to the case.

Sources close to Dash say he was "assaulted and threatened by an official inside CNI Bhawan premises for daring to file such a case against the church". "He'd gone to deliver a copy of the petition he's filing in HC and take an acknowledgement of receipt. An official asked him how he could come inside. When Dash told him, the official caught hold of his neck and started snatching the papers away. He also used foul language," says the source. Dash, however, was able to deliver the papers. He has filed a police complaint.

Bishop Masih, however, said, "He came to serve a notice without permission. The court hasn't summoned us, so we asked him why he has come. There was no assault and we received the papers-about 400 pages of documents. I even offered him a cup of tea. He is under suspicion and is creating trouble, blaming the authorities."

St Stephen's principal Valson Thampu had suspended Dash in early December 2014 without any approval of the GB after the latter alleged Thampu had tried to get him to convert to Christianity and also accused him of financial irregularities. The GB, however, filed a chargesheet against Dash and placed him under suspension pending inquiry.

Landslip at building site kills worker, hurts 3 more

NEW DELHI: A labourer working at a construction site in East Kidwai Nagar in south Delhi was killed and three others were injured on Thursday morning when they got buried under a pile of earth which accidentally collapsed on them.

The project, which is being executed by National Building Construction Corporation, has been under criticism in wake of allegations that the East Kidwai Nagar redevelopment plan is an example of "unintelligent planning" that would destroy the environment. The agency had contested the claims last year saying the project was meticulously planned, keeping best practices in mind.

The incident was reported around 9am when a team of eight workers were digging a basement at the site. According to police, the pile of loose soil beside the site was about 100 feet high and kept there without a barrier. It suddenly came crashing down burying six of them underneath. While two of them managed to pull themselves out, four others stayed buried.

Police and the fire department were informed immediately. A team of disaster management staff also rushed to the spot. The four men were dug out and rushed to AIIMS Trauma Center where one of them, Subodh, was declared dead on arrival. The other three-Rajesh (24), Subodh (25) and Brahmdev (45)-were unconscious but stated to be out of danger. Subodh had come to Delhi from Bhagalpur in Bihar. He was married and had two children.

Police said that the men were working for the contractor for eight months. A similar incident happened a few months ago at the same site but the workers had escaped with minor injuries. "No police complaint was filed at that time," said Sonu, a labourer.

However, NBCC officials said due care has been taken to ensure the safety of workers. They said the accident might have happened following leakage in a water pipe at the construction site that led to loosening of the soil which collapsed under its own weight. "We will offer a compensation of Rs 2 lakh to the family of the deceased and have requested the government to look into the issue as well," said an official.

Workers protested with the body at the construction site for three hours demanding compensation of at least Rs 5 lakh. They also wanted legal action against the contractor. A case was registered under Section 304A of IPC against the contractor.

HC stays tree felling in Vasant Kunj

NEW DELHI: Responding to concerns expressed by local residents the Delhi high court has stayed felling of trees on a road in Vasant Kunj area.

The trees were supposed to pave the way for a proposed widening of a major road.

Justice Rajiv Shakdher made it clear that Public Works Department should not cut any trees on the road and status quo must be maintained. HC is hearing a plea by local residents objecting to cutting of trees arguing it will only shrink the green space and contribute to traffic and chaos. The residents argue as per the plan of UTTIPEC cutting of only 226 trees has been approved, while PWD wants to remove 810 trees.

HC also issued notice to UTTIPEC, forest department and PWD and sought their response by February 19. It also asked UTTIPEC and the forest department to produce plans and keep all the records available before the next date of hearing. The stretch of road in question, extends from Andheria Mod to Fortis Hospital crossing.

Stylish or offbeat, this fair has something for all

NEW DELHI: From an installation of giant ants to edible chess sets made of laddoos, the latest edition of India Art Fair is nothing if not varied. This year 87 galleries are showcasing their marquee artists and hot new things at the NSIC grounds in Okhla.

Last year, more than 100,000 people visited the fair though for gallerists, the important thing is not how many but who. The invitation-only vernissage (the posh French word for preview) on Thursday was attended by international museum groups from (Tate, Guggenheim Bilbao), heavyweight collectors (Malvinder Singh, Anupam Poddar and Kiran Nadar), a sprinkling of celebs (Shweta Bachchan, JJ Vallaya and Rinke Khanna) as well as some who came more to be seen rather than see.

Fifty shades of art

An art fair might seem an unlikely place to celebrate the pleasures of the flesh but visitors who head to the sprawling Delhi Art Gallery pavilion - the biggest space any gallery has ever occupied at the fair - can admire not just the best of Indian modern art but also get steamy with tantric and erotic art. For Francis Newton Souza, one of the artists on display, female nudes were an enduring obsession, with his early sexual stirrings triggered by watching his mother bathe through a peephole. By his own confession: "I used to watch her bathe herself through a hole I had bored in the door...I drew her on the walls and prudes thought I was rude. I can't see why, because as far as I can recollect, I had even painted murals on the walls of her womb''. Definitely no stranger to the contours of the female body, he painted the prostitutes of London and his own varied assortment of lovers. Contemporary artist Anjolie Ela Menon remembers asking Souza why he painted women with such large breasts. He replied, "If you knew the women, you'd realize this is no exaggeration."

In another hot collaboration, two female artists -- New York-based Chitra Ganesh and Mumbaikar Dhruvi Acharya - bring alive on canvas a mythical tale of a lustful and incestuous twin (Yami, the sister of Yama). The two artists are also making a painting on site to give visitors an insight into how artists work.

Vanishing Scarlett

If Chitra and Dhruvi are creating a work, the Lahore-based artist Muhammed Zeeshan is destroying it. Over the next three days, his take of Vermeer's Girl with a Pearl Earring (the filmi version starring Scarlett Johansson) will slowly drown in ink, in a mockery of the very same market system that gave birth to the art fair.

Brush up at the bazaar

For anyone who loves art, the show is a must-visit, especially in a country where people prefer the mall to the museum. Subodh Gupta's bartan sculpture rubs noses with Italian artist Michelangelo Pistoletto's shiny mirrors, and upcoming artist Akshay Raj Singh Rathore's satirical dig at the Indian middle class's love for angrezi is just some distance away from Veer Munshi's toppled Kashmiri house-installation which brings home the tragedy of the recent floods. For a bit of a smile, there is Jenny Bhatt's art standup and for those who like spectacle, there's a performance hour every evening.

Girls work less at home, but older women pick up the slack

NEW DELHI: Girls are doing less and less domestic duties, but older women are doing more household work instead. That's the finding of expert opinions and newly-released statistics from the National Sample Survey which was gathered during the 68th round from 2011-2012.

The proportion of girls aged 5 to 14 working domestically has dropped dramatically since 2004 in both rural and urban households, more than halving in rural households and falling 42% in urban households. In cities, less young women between the ages of 15 and 29 are working as well, declining 8%. This is mainly because more and more girls are going to school instead.

"Among the younger age group, the level of education has gone up," says economics professor Neetha N Pillai of the Centre for Women's Development Studies. "[The] number of years of education has increased, which means they have less time to contribute to household domestic duties."

Girls' school enrollment rates have shot up in the past ten years, with the number of girls enrolled in standards I-VIII increasing by nearly 3 crore from 2003-2004 to 2013-2014 according to District Information System for Education (DISE) data — a 42.9% increase.

Other reasons for less girls working at home include improved technology and hired help.

"The younger generation go for paid domestic work. They have an idea about leisure, quality time and things like that, especially among the educated young women — they actually hire other women to do their domestic work" Pillai said. "The other thing is that many families have modern equipments — washing machines, other gadgets, mixing grinders which used to be very labor intensive earlier but have now been replaced by machines."

But at the same time the proportion of women older than 15 doing domestic work has gone up — by as much as 15.3% in rural households. Rural women of all ages older then 15 are working more — young adults, middle aged, and the elderly. And in cities, despite the fact that less young adult women are working at home, women overall are still working more with a 1% increase.

This startling jump in rural women doing domestic work is largely because less labor is needed in the fields and there are few alternative jobs available for women — meaning most women end up staying at home.

"The labor required for a typical area of land has actually declined over the years — both because of technology [and] changing cropping patterns," Pillai said. "And if you ask any women what you are doing, if they are not working they will say they are doing domestic duties. It's a withdrawal of women from the labor market which is in effect the increase in domestic duties."

The proportion of rural women that participate in the paid workforce has dropped sharply since 2004, going from 52.5% to 39.9% in a matter of five years — a 24% fall. As agricultural jobs disappear, new jobs are not appearing to take their place.

"There are not much employment opportunities, because the kind of employment opportunities that are available many women may not take up," Pillai said. "It may be employment in very menial jobs — it may be very substandard, exploitive, low wage kind of jobs but not many people are willing to take that, so they're withdrawing from the labor market."

At the same time, though men, too, need to work less in the fields, they are not stepping in to share the burden of domestic work. Though the percentage of women doing domestic duties increased from 37.9% to 44% from 2004 to 2012, the same percentage for men did not budge — in both 2004 and 2012, only 0.4% of men were engaged in domestic duties. So as young girls stop helping with household chores such as taking care of their siblings or cooking, older women are called upon to step in and take care of the chores.

"Since there are less and less younger women to participate [in household duties] and then there's no increase in the participation from men in domestic duties, the burden is increased on aged or older women," said Pillai.

Delhi not even ‘Asia-class city’ in cleanliness: HC

NEW DELHI: Castigating municipal bodies here for not clearing garbage, Delhi high court on Wednesday observed that the national capital was "not even an Asia-class city" in terms of cleanliness. "How will we make Delhi a world-class city? It is not even an Asia-class city.

Despite all the norms and number of safai karamcharis available, we find that garbage is strewn on virtually all roads of Delhi and drains are not being cleaned properly," a bench of justices B D Ahmed and Sanjeev Sachdeva said.

"For this purpose, the petitioner (an NGO) suggested implementation of an order issued by then Commissioner of Municipal Corporation of Delhi (MCD) on February 13, 2001. We have gone through said circular and find it comprehensive.

Car catches fire near ITO

NEW DELHI: A Honda City car parked outside HDFC Bank at Bahadur Shah Zafar Marg near ITO caught fire on Wednesday.

The incident was reported around 12.30pm when a parking attendant noticed the fire in the engine of the car. He made the fire call after which four fire tenders were rushed to the spot.

The fire was doused within half-an-hour. No casualty was reported.

The car belonged to Saurabh Srivastav (40), an assistant vice-president with HDFC Bank. Srivastav, a resident of Vasundhara, Ghaziabad, came to office around 10am and till that time didn't notice any problem with his car.

Tow truck runs over pedestrian

NEW DELHI: A 35-year-old man died after being mowed down by a tow truck in south Delhi's Jamia Nagar on Wednesday night.

The accident took place around 8.45pm near Batla House Chowk in Jamia Nagar. The deceased was identified as Haroon, a resident of Okhla village. Eyewitnesses said the truck was attached to Delhi Metro Rail Corporation and was speeding with a towed generator attached to it at the time of accident.

Haroon who walking on the road was knocked down.

1 dead, 5 injured as under-construction building collapses in south Delhi

NEW DELHI: One man was killed and five others injured after the basement of an under construction building in south Delhi's Kidwai Nagar are collapsed on Thursday morning. Police said that the men were labourers working at the site under a contract from the National Building Construction Corporation.

The incident was reported around 10 am when the workers were digging into the basement of a site. Locals said that loose soil stored beside the site suddenly collapsed onto them.

The six men were immediately buried under the mud. Hearing their calls for help the other labourers rushed to the spot and managed to pull out two of them. The rest were rescued by the fire and police personnel.

The deceased person, a labourer has been identified as Subodh Mandal (22) a resident of Purnia in Bihar. Police said that the rest of the injured have been rushed to the AIIMS trauma centre

Uber may model itself on free govt app Pooch-O

NEW DELHI: The Delhi transport department's Pooch-O app may not have many takers in the city but it has found a follower in Uber.

The app-based taxi service has decided to model itself on the auto app.

A spokesperson for the company said, "We have decided to operate without charging a commission or fee for our service. We are a technology provider company like Pooch-O, and as such, will operate like that app as it's a government-endorsed model."

The spokesperson added that once the company gets the radio taxi licence from the Delhi transport department, it would go back to charging a commission.

It's the first time in India that the firm has decided to forego the commission, which it traditionally charges from its partner drivers. Over the past few days, since it relaunched services in Delhi, Uber taxis have been facing the heat as enforcement agencies were told to crack down on app-based taxi services.

Last week, the taxi aggregator had announced its comeback. The spokesperson added, "We were the only company which complied with the transport department's directive. We shut down operations. However, other app-based services have been operating without getting licence. Since we didn't want to break the law, we decided to adopt the same model as Pooch-O."

Incidentally, according to the transport department, Pooch-O, which is run by Delhi Integrated Multi-Modal Transit Services (DIMTS), is allowed to operate even though it runs on the same model as the app-based taxi services like Uber or Ola. Like an aggregator, it connects the customer to nearby autorickshaw drivers through GPS.

According to the transport department, Pooch-O is legal as it doesn't charge a service fee.

According to the Uber spokesperson, the firm will be providing "more services" than Pooch-O as it will "take responsibility" for the credentials of the driver. We will take responsibility for providing a safe transportation platform," added the spokesperson. According to the firm, the app, like Pooch-O, will connect riders to only commercially-licensed drivers; will be a not-for-profit platform that takes no commissions or fees for its marketplace services; and which requires that all drivers have a PSV badge issued by the Delhi government.

Meanwhile, the transport department is still looking at the request for a licence under the modified radio taxi scheme for Uber and other app-based services. Sources said the request from Uber was still being processed.

Survivor was not drunk: Friend

NEW DELHI: A friend of the Uber rape survivor, who had booked a cab for her on the day of the incident, on Tuesday rejected the defence counsel's allegation that the survivor and he had consumed alcohol on the night of December 5, 2014.

Ayush Dabas, the survivor's friend, also identified accused Shiv Kumar Yadav as the driver of the vehicle. He dismissed the defence counsel's allegation that he had a fight with the 26-year-old woman or physically assaulted her. He told additional sessions judge Kaveri Baweja that he, along with the woman and other friends, had gone to Gurgaon that night and while returning home, he had booked the Uber cab for her.

Dabas told the court that he came to know about the incident when the woman called her at 2am. "It is wrong to suggest that I had spoken to the woman before 2am or that I had threatened her not to disclose to anyone that I had physically assaulted her," he said.

Dabas said he had received confirmation from the company on the app with the details of the driver and the car. When the cab arrived , he said he had verified the details and identified the driver through the app.

2 Metro stations to close during Beating Retreat

NEW DELHI: Delhi Metro services will be partially curtailed at two stations on January 29 as part of the security arrangements for the Beating Retreat ceremony.

Entry and exit will not be allowed at Central Secretariat and Udyog Bhawan stations between 2pm and 6.30pm, a DMRC spokesman said. However, the interchange facility from Line 2 (Huda City Centre-Jahangirpuri) to Line 6 (Mandi House-Badarpur) and vice versa will be available at Central Secretariat. Services will be restored at 6.30pm.

PT teacher arrested for molesting a six-year-old in Delhi

NEW DELHI: A 30-year-old physical education teacher of a public school in southeast Delhi's Nizamuddin area has been arrested for molesting a six-year-old girl student inside the school. Police have registered a case based on the statement by the child.

The teacher identified as Jitender Singh has been working with the school over the past few years. As per complaint registered on January. 16, the girl's parents have told the police that the man used to make her sit on his lap and touch her private parts. At first the girl had not divulged the matter to her parents but had refused to go to school. When asked she revealed the matter to her mother.

A case under sections of Protection of a Child from Sexual Offences act has been registered against the man.

Electrocution of youth in Delhi, NHRC takes suo motu cognizance

NEW DELHI: National Human Rights Commission has taken suo motu cognizance of the report that was neglected by the concerned authorities resulting in electrocution of a 26 year old Gaurav Rana and his dog by a live wire in a park of North West Delhi on 18th January. Allegedly, the family of the victim had repeatedly complained to civic authorities about the wire but no action was taken.

The Commission has observed that the contents of the press report, if true, amount to serious violation of human rights of the victim due to sheer negligence on the part of civic authorities. Accordingly, notices have been issued to the Chief Secretary, government of Delhi and Commissioner of Police, Delhi calling for reports in the matter within four weeks.

Minor fire reported at Russian embassy in Delhi

NEW DELHI: A minor fire was reported at the Russian embassy on Sunday morning. The fire was controlled within an hour and no injuries or casualties were reported.

The call, however, triggered panic as it coincided with the Obama's arrival at Delhi airport.

The cause of fire has not been ascertained yet but the cops prima facie suspect it was a short circuit.

The fire department said the call was received around 10.05am and six fire tenders were sent to the spot. The fire was reported from the mini health club at the embassies.

All employees were evacuated even as Delhi Police took the entire area under cover amidst fears of foulplay.

The fire officials managed to douse the fire by 11am after which cooling operations have been initiated. Forensic team has been roped in to examine what cause the fire.

A complaint has been registered at the Chanakyapuri police station in this connection.

DU VC told to explain haste in announcing credit system

NEW DELHI: Taking a serious view of Delhi University's decision to announce choice-based credit system (CBCS), HRD ministry has sought an explanation from vice-chancellor Dinesh Singh asking him why it has been done without preparing the ground work.

The ministry said that DU had not followed the necessary process before announcing it. A senior ministry official has also told the university that half-baked approach could create confusion among students and parents. "We have told DU that announcing credit transfer without any preparation will be like the four-year-undergraduate-programme."

DU's Academic Council passed a resolution to implement University Grants Commission's choice-based credit system on January 21, 2015, but with as many as 14 opposing it - more than any at the time of FYUP. The meeting was unexpectedly adjourned and then reconvened after some members had already left. The meeting continued till late in the evening due to prolonged discussions on the CBCS.

Just a day earlier, six members of AC wrote to Singh asking that the timeframe proposed by UGC for implementing the choice-based credit system — from the 2015-16 session — be set aside. Reminding the V-C of the bitter experience with FYUP, the academics cautioned Singh against putting DU through yet another reform, and again in such haste.

The AC members propose a method of introducing courses that they have been demanding since the FYUP debacle began — wide consultation with college and department teachers, publicly circulated documents, workshops and seminars. At the same time, the impact of the reforms have to be assessed. HRD wants DU to get the entire structure of credit transfer which includes short-listing of courses vetted by UGC so that in case a student moves to another university credit transfer is valid and acceptable. Ministry expects that by the next academic year all 39 central universities will adopt credit transfer system. So far, 26 central universities have moved to credit transfer but not in all subjects.

No flights at IGI for 2 hours on Republic Day

NEW DELHI: Indira Gandhi International Airport will be closed for two hours on Republic Day.

Flight movement in Delhi's airspace have been restricted for two hours every day since January 19, with a break on January 23. Airport officials said there will be normal operations on Sunday as well, but on Monday, no flight will be allowed to land in or take off from the capital between 10.30am and 12.30pm.

Around 40 flights were getting delayed every day because of the no-fly zone, officials said. "The information about the two-hour no-fly restriction has been shared with everyone. Most carriers have rescheduled their flights," said a senior airport official. However, international flights, which are scheduled to land in Delhi during the restricted time, are likely to get delayed.

"International flights and a few domestic carriers who haven't rescheduled their flights in advance hover around the airspace before getting permission to land, which is only after 12:30pm," the official added. Delays in international flights reaching Delhi are likely to cause delays in connecting flights as well. Apart from commercial flights, Air Traffic Control (ATC) says it has denied entry to private aircrafts during the days restrictions have been placed.

For those leaving or reaching the airport on Republic Day, traffic police officials advise staying away from the Dhaula Kuan area. National Highway-8 through Dhaula Kuan is expected to be out of bounds for commuters because of VVIP movement in the area.

One route that people going away from the airport can take is Abdul Ghaffar Khan Marg through Vasant Kunj, which leads one to Mehrauli, Chattarpur, Lado Sarai, Malviya Nagar and Hauz Khas. The other alternative route could be to take the Rao Tula Ram Marg from NH-8 that opens up at Moti Bagh.

Rape survivor’s family upset over Uber email

NEW DELHI: The December 5 cab rape survivor and her family say they were disappointed and angry after they received an email from Uber announcing it has resumed its service in Delhi.

On Friday, the app-based cab service had sent an email to all its users informing them it had resumed operations in the capital.

Call it a consequence of mistrust or anger, they had uninstalled the app from their mobile phones after the incident. The survivor and her family members had decided that they won't use it ever again until the cab service upgraded its safety measures. When on Friday they got the email sent to all customers, they thought of checking if any changes had been brought about.

Around midnight, the survivor's father reinstalled the app. He even tried booking a cab from his residence. According to him, just one cab was available near his locality at that time. The app didn't look any different from what it was before the ban, he said.

The family then contacted Douglas Widgor, an American lawyer who is assisting them in filing a suit against Uber in US. "The company had the audacity to send her an email that they are re-entering the Delhi market and implied that she should feel sorry for the drivers who have been out of work—no mention in the email of the horror that she continues to go through. We hope the Indian government ensures that Uber follows the appropriate laws and protocol," Widgor said.

Widgor said his client was ignored and that "she was not given the opportunity to share her views". He added: "We had requested Uber that the rape survivor play a role in the discussions leading to any potential return to Delhi. My client and I are very concerned that Uber is placing profits over people and we want to do whatever we can to ensure that another sexual assault or rape doesn't happen."

Hotel near IGI ‘sealed’ for not treating waste

NEW DELHI: Delhi Pollution Control Committee has issued a closure notice to Taurus Hotel, near IGI Airport. The hotel was allegedly discharging untreated waste water. It did not have an effluent treatment plant (ETP) which is a must for hotels with more than 20 rooms.

After receiving a closure order last month, the hotel had appealed to NGT to revoke it. But on Friday, the green tribunal directed DPCC to go ahead with the closure.

DPCC's lawyer confirmed that on Monday, the hotel had been "sealed" temporarily, until it complies with Delhi Pollution Control Committee's directions. The member secretary of DPCC, Kulanand Joshi, was present during the hearing of Taurus Hotel's application on Friday and submitted that it has withdrawn an order of revoking the closure direction that was issued earlier because they found that the hotel continued to discharge "untreated waste water."

"They are at liberty to proceed in accordance with law and in the event of non-cooperation by the applicant, the Sub-Divisional Magistrate and Station House Officer concerned shall provide all assistance to them in accordance with law," the tribunal bench headed by chairperson Swatanter Kumar said.

The lawyer representing the hotel said, "An effluent treatment plant has been installed and it is working now. We have also applied for the requisite permissions to operate borewells." Taurus Hotel has 84 rooms and mainly caters to business travellers.

In 2013, National Green Tribunal had issued closure notices to as many as 34 restaurants in Hauz Khas Village for not having consent to operate from DPCC and for not treating effluents. They were allowed to reopen after they installed effluent treatment plants.

KANNUR(Ker): Lawyer and AAP leader Prashant Bhushan on Saturday dubbed as "opportunistic" Kiran Bedi's decision to join BJP and contest the coming Delhi assembly polls as its chief ministerial candidate, saying it went 'sharply against' her earlier stand against electoral politics.

He also said the BJP's bid to gain power by projecting Bedi as its chief ministerial nominee would fail.

Private, government schools ‘teamed’ to share sports, culture facilities

NEW DELHI: V P Gupta, head of Government Boys Senior Secondary School on Mata Sundri Road, is hoping Sardar Patel Vidyalaya can help him get his computer lab up and running again. He could also use some support for organizing annual days and sports events. "It will help," he observes, "if the two groups of teachers attend the SCERT training together. They could share ideas."

Directorate of Education had announced a "teaming" programme—for private and government schools to collaborate on activities, and share best practices and resources—in the summer of 2014. Many private schools had proposed similar "twinning" programmes earlier. Finally, 18 city schools—including Delhi Public School (R K Puram), Air Force Bal Bharti, Blue Bells International, Springdales (Dhaula Kuan) and The Shri Ram School—have been "teamed" with 36 government ones.

Usha Ram, principal of Laxman Public School, had met Sunita Bhargava and Satpal Singh, who head Sarvodaya (Co-ed) Vidyalaya (Shahpur Jat) and Government Boys Senior Secondary School (Malviya Nagar) respectively. "We had a twinning programme about 15 years ago. It's about sharing facilities," says Ram. The three principals will start with sports and culture. "GBSSS has a good volleyball coach. The kids could train together. The school in Shahpur Jat is strong in arts and crafts. We are considering a workshop. The schools have asked us for music classes. We'll also organize in-service teacher training," says Ram.

Students of Amity International, Saket, may use the government school grounds for cricket matches and in turn, says principal Divya Bhatia, their kids will be trained for participating in symposia and quizzes. Amity has been paired with Vir Chander Singh Garhwal Sarvodaya Bal Vidyalaya and GBSSS (G-Block). "We have been instructed to make short-term plans. We have to send our joint proposal to DoE in two months," she adds.

Getting private schools involved in the functioning of government schools will make many—especially the Right to Education activists—jittery, considering the resistance private schools had to the 25% EWS quota. They are sure to see this as privatization. Sushil Salwan of the Salwan Education Trust had hoped the DoE would allow them to "run" government schools but is pleased with "teaming" as well. Three Salwan schools—the only chain with more than one branch included—have been partnered with six government ones.

"We had offered to run the government schools, get the kids to a certain level and then merge these schools with our school but the government didn't agree," says Salwan. He says they'll offer support in "sports, academics and training teachers." He adds, "If the government schools offer science, we could let those kids use our labs. If 100 of Salwan kids go on excursion, we could send 20 of them at no cost," says Salwan. Till now, the principals confirm, there is no financial commitment from DoE to run this programme.

"We don't really need it," states Ram. "Here it's left to us. We can discuss and agree on what can be shared," explains Gautam Sarkar, who'll run the programme for Modern School (Barakhamba Road). Modern school's partner schools are two branches of Sarvadaya Bal Vidyalaya—at Rani Jhansi Road and Paharganj. "We'll meet the partner schools after January 27. We can organize cultural and sports activities together and give them access to some of our resources such as our labs."

Delhi cab rape: Survivor’s fingerprints match

NEW DELHI: A forensic expert on Friday told a trial court that fingerprints of the woman executive, who was raped allegedly by a cab driver in December last year, matched with the fingerprints lifted from the car in which she was allegedly sexually assaulted.

The court also recorded the statements of seven other prosecution witnesses, including two more forensic experts, four Delhi Police officials involved in the probe and a doctor who had examined the 32-year-old accused driver, Shiv Kumar Yadav, after his arrest.

In his deposition, Harinder Prasad, a senior scientific officer-II in Central Forensic Science Laboratory, CBI, said he had lifted and developed fingerprints during inspection of the Swift Dzire in which the alleged incident took place. Deposing as a prosecution witness, Prasad told additional sessions judge Kaveri Baweja that the fingerprints matched with the specimen finger and palm prints of the woman.

Dr Alok of Bara Hindu Rao Hospital said he had examined the accused on December 8, 2014 and found multiple abrasions on his face and other body parts.

The doctor had then sent the accused driver to another department for an expert opinion on the potency report.

Man held for kidnapping in Delhi

NEW DELHI: A man has been arrested for kidnapping his friend's two-month old son to force the mother to marry him.

The incident was reported from central Delhi's Lok Nayak colony on Thursday night. The child was recovered from the area hours after it was taken away by the man, police said.

Sonu (40), a rickshawpuller in Daryaganj, had an affair with the woman, who lived with her five children in the colony. She had got divorced a month back. On Thursday night, he had an argument with the woman after she refused to marry him. He took the child sleeping beside her and fled. The woman registered a complaint at the police station near Lok Nayak Hospital.

Police said the child was found in Sonu's house. A case under sections of kidnapping was registered against Sonu.

Farmers to hold mass rally in Delhi against land ordinance

NEW DELHI: Dissatisfied with the government's recent land acquisition ordinance, around 12 farmer unions have decided to hold a mass rally and demonstration on March 18 in the capital. The coalition—All India Coordination Committee of Farmers Movement (AICCFM) which includes the Bharat Kisan Union (BKU) after a two-day meeting at the Punjab Bhavan in Delhi announced to mobilize one lakh farmers from different parts of the country to come to Delhi and join the protest.

"All the achievements made in last several decades in the interest of the Indian farmers have been undone in last 240 days of NDA government. Therefore we decided to organize this rally," their statement issued on Saturday said.

"Farmer suicides in India are continuing despite many promises by the PM before the election that he would work for the Indian farmers. During NDA government since May 2014, more than 7000 farmers have committed suicide," it added.

AICCFM's demands include:

Doctor confirms MNC executive was raped in Delhi

NEW DELHI: The doctor who had examined the woman executive allegedly raped by a cab driver in December confirmed in a trial court on Wednesday that she had been sexually assaulted. Deposing as a prosecution witness, the doctor of Bara Hindu Rao Hospital submitted that the injuries including several abrasions on the 26-year-old woman's body prove that she was sexually assaulted.

The doctor told ASJ Kaveri Baweja that she had examined the woman on December 6, 2014, and denied the suggestion that she had prepared the medical report at the bidding of the woman. "After examining the patient and upon considering the observation made by me in the MLC report, I can say that the victim was sexually assaulted," the doctor said during cross-examination by accused Shiv Kumar Yadav's counsel.

Udyog Vihar in Delhi turns fortress for Obama

GURGAON/NOIDA: From planning security layouts to verification drives, extra patrols and mock drills, police in the NCR cities of Gurgaon and Noida went into overdrive on Wednesday to prepare for US President Barack Obama's visit to the capital. Obama will be the chief guest at the Republic Day parade.

The police threw an unprecedented security cordon around Udyog Vihar in Gurgaon and put under surveillance roads leading to two luxury hotels in the corporate hub where 128 members of US President's delegation will stay.

Some of the delegates arrived last Sunday, officials said, while the others are expected by January 25 when the US President lands in New Delhi. The two hotels, in which over 100 rooms have been booked, were chosen because of their proximity to the capital and easy access to the expressway, officials said. The hotels, too, have beefed up their own security apparatus.

Around 100 cops have been deployed in and around Udyog Vihar, a senior police official said, while bomb and dog squads have been kept in standby mode. "We have provided adequate security to ensure that the guests have a safe and comfortable stay," an administration official said.

In Noida, police puts its commandos and quick response teams through their paces in mock drills conducted at a private school in Film City. "The aim of the drill was to check the preparedness of the police in case of a terror attack," said superintendent of police (city) Yogesh Singh.

The police also declared a state of high alert in Noida, Ghaziabad and other NCR districts from January 23 in view of Obama's visit to the Taj Mahal in Agra on January 27. Seven quick response teams and a battalion of the Provisional Armed Constabulary (PAC) have been stationed in various parts of UP-NCR in line with the security plan chalked out by the state government. A chopper or drone will also be deployed for aerial patrolling.

Police have stepped up verification drives along the Yamuna expressway, which the US President will take to travel to the Taj Mahal. Vigil has also been increased at railway stations, highways, airports, malls, markets and places of worship. Senior superintendent of police Preetinder Singh said, "For the past month, we have been running mock drills and verification drives. Our main focus area is villages along the Yamuna expressway," Singh said.

Dad must pay for upkeep of kids: Delhi Court

NEW DELHI: Children should not suffer for want of maintenance on account of disputes between their parents, a trial court said while directing a man to pay Rs 50,000 per month as interim maintenance of his minor sons in a case of domestic violence filed by his estranged wife, adding the man was duty-bound to maintain them.

However, the court denied maintenance amount to the woman, accepting the man's contention that she was living with her brother-in-law with whom she had illicit relations and hence not entitled to interim maintenance for herself.

Metropolitan Magistrate Mona Tardi Kerketta said while awarding the maintenance amount said that the man had admitted earning about Rs 55,000 per month by way of salary and rental income besides PPF, FDs and other means. It also noted that he had a godown and some properties in his name.

"It be observed that the respondent has claimed living separately, which goes on to suggest that he has no other liability except to maintain his wife and children. Income of the respondent (man) is assessed about Rs 1,00,000 per month. Accordingly, he is directed to pay a composite sum of Rs 50,000 per month as interim maintenance to the minor children," the court said. There's also a property case pending between the duo.

Ebola fear put to rest, Congo fever new scare in Delhi

NEW DELHI: A 35-year-old man from Jodhpur, who was admitted to AIIMS on Tuesday amid fears that he had contracted Ebola, died due to excessive internal bleeding on Wednesday. Through tests conducted at National Center of Disease Control, doctors have ruled out an attack of the Ebola virus but said he could have been suffering from another lethal viral illness known as the Crimean Congo Haemorrhagic Fever.

"The patient was referred to us from a private hospital in Jodhpur as a suspected Ebola case. He had high fever, difficulty breathing and internal bleeding. Despite treatment, he could not be saved," Dr Amit Gupta, a spokesperson for AIIMS, said. Sources said another person, who worked with the deceased at the private hospital where he was being treated previously, died due to similar complications on Sunday.

"High-grade fever was reported in five hospital workers in a private hospital in Jodhpur. Two developed thrombocytopenia (fall in blood platelet count) and bleeding. One person died at this hospital on Sunday and the other person, airlifted to AIIMS, died on Wednesday," stated a release issued by the health ministry.

Authorities in Gujarat and Rajasthan have been alerted and guidelines to diagnose and treat the disease have been shared with these states. The Jodhpur hospital staff, who are admitted with the viral illness, have no travel history to Ebola-affected countries, a senior official said.

Delhi man held for terror hoax

NEW DELHI: A truck driver who had claimed to blow up the Parliament arrested near the Kapashera border on Wednesday. Police said that the man has claimed that he was inebriated and wanted to check the efficiency of the police in preventing such an attack.

Sanjay Yadav (40) had called the PCR late on Tuesday night claiming that he was a part of the terror organization and had plans to blow up the Parliament during the visit of US President Barack Obama.

Police officials said that they are conducting a background check on Yadav and taking preventive measures around the Parliament as well. A case has been registered against him at the Parliament street police station.

Yadav's family members also are being questioned.

Scratches on Uber rape survivor’s neck suggest strangulation attempt: Doctor

NEW DELHI: A doctor, who had examined the victim in the Uber cab rape case after the incident, on Monday told a Delhi court that scratch marks were found on her neck showing an attempt was made to strangulate her.

Deposing as a prosecution witness, Dr Kaveri of Bara Hindu Rao Hospital said the 25-year-old woman was brought to her on the evening of December 6 last year for a second medical opinion as she was already examined by another doctor.

During her examination by special public prosecutor Atul Shrivastava, the doctor told additional sessions judge Kaveri Baweja that scratch marks were found on the victim's neck, while other injuries found on her body were already mentioned in the medical report prepared by the other doctor earlier.

On being asked by the counsel for 32-year-old Shiv Kumar Yadav as to what was the nature of these scratch marks, the doctor said "the said scratch marks suggested strangulation".

She also said the redness found on the woman's private parts was not due to some infection but because of the sexual assault on her.

During the day, the court also recorded statements of four other witnesses, including Dr Jitendra Nigotia who had examined the accused after his arrest, and P N Singh, an official of Sheikh Sarai Transport authority which had issued driving licence to Yadav.

Witness Gaurav Thakral who had given his mobile handset and SIM card to the accused when they were working in the same company and Delhi Police Inspector Mahesh Kumar were also examined by the court.

The court has now summoned four witnesses, including three Delhi Police officials, for recording their testimonies on Tuesday.

Dr Jitendra, who is working at Bara Hindu Rao Hospital, deposed before the court that Yadav was brought by the police for his medical examination on December 8, 2014 at 4am and he had examined him.

He said multiple abrasions (scratch marks) were found on Yadav's face which could have been caused by nails.

The court had earlier recorded the statement of the victim in the case and she had identified Yadav as the one who had raped her on the night of December 5, 2014 when she had hired the cab and was returning home in west Delhi's Inderlok area.

Reading of Tamil writer’s banned book held at JNU

NEW DELHI: Students, academics and authors tried to resuscitate free expression and the penmanship of PerumalMurugan who announced his death as a writer early last week. Several scholars, including a Tamil filmmaker, held a reading of his contentious book, and read extracts from a few other banned books.

Murugan had to tender an unconditional apology for his book Mathorubagan and later announced renouncement of his literary pursuit which was reportedly under pressure as the district administration and the police did not stand by the author. A few community leaders had said they were hurt by his book, in which the author dealt with practice of consensual free sex.

At an event organized by the Student Federation of India (SFI), hundreds of scholars met outside the administrative block and read parts from his book and held a discussion on his work. Among the participants were professors from Delhi University and Jawaharlal Nehru University, and Leena Manimekalai, a Tamil filmmaker and poet.

"The gathering read extracts from Murugan's book, AK Ramanujan's '300 Ramayanas', BR Ambedkar's 'Riddles in Hinduism' and other works that have been banned in universities and libraries in our country," said Shruti, a second year English MA student at JNU, and a member of SFI.

Metro darshan

If you are a regular on Delhi Metro, you can't help but notice certain commuter types -the guy who never offers his seat to the elderly or the harried mother with baby , the coy couple cooing in the vestibule, college grads squatting on the floor or burly aunties elbowing their way ahead.

Artist Manish Minglani, who commutes between Dwarka and Gurgaon everyday on the metro, decided to capture these characters o'n paper. He collaborated with art student Ashwani Nagar to create 12 illustrations for the series Life in a Metro.One shows people scrambling for seats in an empty coach. Another, `Taak Jhaak', shows neighbours peering over a commuter's shoulders to get a look at the day's newspaper. `Show Stopper' is a sassy youngster who refuses to join the queue for the oncoming train. He has headphones clamped on and is impervious to the glares of older passengers. The illustrations went viral on the internet after Minglani, who works as a creative controller at Ogilvy & Mather in Gurgaon, published them on his Facebook page last December. They have had more than 1,000 shares till now.

"I never thought they will go viral like this. My idea of doing this project was to highlight how we behave in the metro. I didn't want to criticize people so I thought why not use art and humour to make the point," says Minglani who took a month to make these images.

He and Nagar, a student at the College of Art, would sit at Rajeev Chowk metro station for hours observing people. "At times we would board the train at the last station to see whether people would still rush in to take seats even when the train was empty... and they did," says Minglani who drew most of the illustrations while riding the metro.

3 held with ammo cache, cops smell a terror plot

NEW DELHI: There were alarm bells in the security establishment when a cache of ammunition was seized near Welcome Metro station just days ahead of US president Barack Obama's high-profile visit to India.

Three people have been arrested and 1,020 cartridges seized. Police said a large part of the consignment consisted of 9mm— a prohibited bore— and 7.65mm bullets. They have not ruled out a terror angle and an alert has been issued to beef up security.

"Three men from Meerut identified as Shariq, Fahim and Imran have been arrested by a team led by DCP Sanjeev Yadav. We had received a tip-off that two men—Shariq and Fahim—would come to the Metro station with a cache of arms to deliver it to a contact," said S N Shrivastava, special CP, special cell.

The accused were travelling in an Eeco car and search of the vehicle led to the recovery of 920 live cartridges of 7.65mm, 9mm and 12 bore shotguns kept in a bag.

During interrogation the accused told police they had sourced the ammunition from Mohd Imran in Sitapur, Uttar Pradesh.

"A team was dispatched to nab Imran and 100 more 7.65mm cartridges were recovered from him. Imran procured the ammunition from a supplier in eastern UP and delivered it to criminals in Delhi. He was earlier booked under sections of the MCOCA Act and is involved in 11 cases of murder, robbery and attempt to murder," DCP Yadav said.

Cop tries to kill self, critical

NEW DELHI: A 26-year-old Delhi Police constable tried to shoot himself with his service pistol on Sunday near the Minto Road police picket.

The constable, Vipin Tomar, underwent a surgery on Sunday night and is said to be in a critical state, police said.

Around 8.30am, a traffic constable posted near the picket in central Delhi called a PCR to report the incident. A team of cops rushed to the spot and admitted Tomar to RML Hospital.

Tomar, a resident of Muzaffarnagar in UP, was posted at the Barakhamba Road police station since three years. He had joined the force in January 2010. Tomar's family members said that he was scheduled to get married on February 10. According to the doctors, the bullet entered the right side of his head and came out from the left side. He was put on a life support system after the surgery.

Tomar stayed near the Paharganj police station while his family stayed in Muzaffarnagar. His family members alleged that he must have taken the step due to pressure at work. However, other constables at the Barakhamba Road police station said he never complained about his job. "Till Saturday, he was fine. He never looked depressed," said one of his colleagues.

Police suspect that Tomar was depressed over some family issues which he could not share with anyone. He had deleted all his Whatsapp chat history before the suicide attempt, police said.

Rajouri businessman kills wife, hangs himself

NEW DELHI: A 45-year-old businessman allegedly killed his wife and then committed suicide at his residence in Rajouri Garden area of west Delhi on Saturday.

The incident was reported around 3pm by their 23-year-old son, who discovered the two bodies. He made the PCR call and informed the police about the incident.

The deceased have been identified as Govind Ram Gunwani and Nisha Gunwani. According to police, Gunwani was depressed after suffering huge losses in his business. He had opened a printing press eight months ago and had taken a heavy loan for the same, which he shut down after incurring losses. The couple had three children - two daughters and a son. They were looking for a match for their 24-year-old daughter.

In the afternoon he allegedly had an argument with his wife when the children were not at home. Prima facie, it seems he first slit his wife's throat with a kitchen knife and then committed suicide by hanging himself from the ceiling fan. His wife had deep injuries on her neck and stab injuries on her hand and back.

Although there was no suicide note discovered from the house but the police found Gunwani's journal. He had mentioned his depression in his entries, which he said was because he was dependent on his children for a living.

Gunwani had also written that his family humiliated him and wanted him to seek medical help for his depression. Family members informed the police that he had frequent heated arguments with his wife over financial issues.

Their body was sent for post mortem and the weapon used for murder was also recovered from the spot. Police ruled out foul play.

Delhi Police constable shoots himself

NEW DELHI: A 26-year-old Delhi Police constable on Sunday fired at himself with his service pistol and is battling for his life, police said.

Vipin, who is posted at Barakhamba police station in the heart of the capital, fired at himself around 8.00am, a few hours after issuing his service pistol from the police station.

"He was rushed to the Ram Manohar Lohia Hospital here, where his condition is stated to be critical," a police official said.

Vipin hails from Muzaffarnagar in Uttar Pradesh. His marriage was fixed for February 10.

Police said what caused Vipin to shoot at himself is being probed.

Narela cop shot at dies, killer held a grudge

NEW DELHI: The police constable shot three times outside his house in Narela succumbed to his injuries on Saturday morning. The assailant was identified as Samunder, a criminal out on parole from a Haryana jail.

Samunder was a neighbour of Jitender Khatri and had known him for a decade. A few years ago, they had a fight and Samunder had bore a grudge ever since, Jitender's elder brother Sandeep told police.

On Friday night, Samunder sought a meeting with Sandeep. Wary of his intentions, Sandeep lied to him but Samunder kept a watch outside the house, waiting for someone to come out. When he saw Jitender, he fired at him and fled by the time Jitender's family members came out. Jitender was admitted to LNJP Hospital and was later shifted to Fortis where his condition worsened and he died.

Police are investigating the matter and have begun a search for Samunder.

Transgenders pour heart out in first album for equal rights

NEW DELHI: Music is a universal leveller. And, in a first of sorts, nine transgenders hope to achieve that with their first album—Songs of the Caravan—launched in the capital on Saturday by CPI MP Brinda Karat and Swami Agnivesh.

As an eight-year-old, Akkai Padamshaili from Bangalore wanted to learn Carnatic vocals but was turned down by her teacher who felt that her presence made other students uncomfortable. A transgender, she kept her passion alive under the tutelage of Chitra Chidambaram. Now 30, her love for music has finally been rewarded One of her songs, Lakshmi Stuti (Lakshmi Baramma) has been recorded in this album.

Other transgender singers include Amitava Sarkar (West Bengal), Ankur Patil (Gujarat), Kalki Subramaniam (Pondicherry), Kanta Leisinghatham (Manipur), N Madhurima (Andhra Pradesh), Kalyani (Mumbai), Rani (Delhi) and Hansa (Rajasthan).

The album contains 13 songs representing nine states. From Hindustani to Carnatic classical and Rabindra Sangeet, the album has it all. " The songs represent not just the musical diversity of India but also personal emotions and the human spirit," said Abhinav Gupta, from Jeevan Trust, an organization working towards promoting socially-responsible media that has put together the album.

The album is funded by PlanetRomeo Foundation, Netherlands, which promotes rights of sexual minorities around the world, in association with Jeevan Trust and Abhivyakti Foundation, Delhi, with the support of United Nations Development Program.

The singers hail from diverse socio-cultural backgrounds. Five hold a degree or diploma in Hindustani/Carnatic vocal or Rabindra Sangeet. Padamshaili is a rights activist working for NGO Sangama. Amrita, a student of renowned Rabindra Sangeet artiste Suchitra Mitra, is also a documentary film maker and social worker with Saathii NGO. Rani is a professional singer in a travelling orchestra. Leisinghatham from Manipur is a celebrated artist while Patil from Gujarat has a visharad in Hindustani classical. Kalki Subramaniam is an actress, entrepreneur, social activist and founder of Sahodri NGO. While Karat lauded the efforts of the transgenders in taking out the album, Swami Agnivesh hoped that Section 377, penalizing homosexuality and currently under Parliament's purview for deliberation, would be taken up soon.

The album is part of a journey to empower trans people.

Padamshaili, who has been fighting for the rights of gender minorities for two decades, feels that mindsets are changing and that she can witness subtle and appreciable differences in people's behaviour.

Overcharging is fine sometimes: B S Bassi

NEW DELHI: Delhi Police commissioner B S Bassi kicked up a controversy on Friday evening by remarking that overcharging by drivers - presumably of public transport vehicles - was not a crime and that it was only "small greed". He was speaking on the occasion of flagging off a private operator's cabs which will be driven by women.

He said at times drivers may have to overcharge because of their situation. The comment, many officers who didn't wish to be quoted, said was unwarranted and could have been avoided. A Delhi Police spokesperson, however, told TOI that the top cop had said that in a lighter vein and that his comment was addressed only to women drivers. The commissioner, he said, meant the police should encourage these drivers and not trouble them if minor offences were committed by them.

But a day later, the city's autorickshaw drivers, who are notorious for turning down passengers and overcharging, were feeling empowered by this remark.

"Commissioner sahab understands our plight. We also charge extra only when we are incurring a loss or driving late at night. The traffic constables will not trouble us anymore for this, I hope," said Ramesh, who lives in Seelampur area and drives a Maruti van taxi. He had read about Bassi's comment in a Hindi newspaper.

An auto union was also quick to zero in on Bassi's comment and blamed the cops for overcharging, saying they had to pay the police. Rajender Soni, general secretary, Delhi Auto Sangh, said: "Only 50% of the auto drivers use meter. Maximum cases of overcharging are reported from railway stations. The police at railway stations charge the autowallahs and in return they overcharge passengers. The same is the case with traffic inspectors who don't fine the drivers for not having a driving licence and instead take some money from them.The auto drivers compensate it by overcharging passengers."

Bassi's comments have raised a furore at a time with Delhi Traffic Police has taken a strict stand on overcharging. In fact, it recently introduced a WhatsApp number, 8750871493, to complain about overcharging and other offences by these drivers.

15,000 CCTVs for Obama, why not for Indians: HC

NEW DELHI: Why does it take a visit by a foreign President for the authorities to put in place better security measures, the Delhi high court wondered on Friday.

HC chided the Centre and Delhi Police for readily agreeing to install 15,000 CCTV cameras to secure the capital for US President Barack Obama's visit, but sitting on several court orders directing them to increase number of CCTVs across Delhi.

"Because of a foreign President you do it, but not for Indian citizens. If we direct you to do it for Indians, you do in months and years, else you do it in weeks!," a bench of Justices Badar Durrez Ahmed and Sanjeev Sachdeva remarked.

HC's observations came when amicus curiae Meera Bhatia informed it that Delhi will get 15,000 extra CCTV's during Obama's visit. Bhatia, who was appointed amicus to monitor progress in making Delhi safer for women following the Nirbhaya gang rape.

Najma Heptulla morphing case: Court asks CBI to furnish probe records

NEW DELHI: The Delhi High Court Friday asked the CBI to furnish relevant records of the steps taken to investigate allegations of morphing of a photograph of India's first education minister Maulana Abul Kalam Azad and union Minister Najma Heptulla.

Justice Rajiv Shakdher asked the agency lawyer to produce the relevant records to show what steps were taken to inquire into the alleged incident.

HC is hearing a plea by Azad's grandnephew Firoz Bakht Ahmed, seeking further probe into a preliminary inquiry launched by CBI into the alleged morphing of a photo of Maulana Azad and Najma Heptulla.

Ahmed had moved the court alleging that the morphing was done at Heptulla's behest when she headed the Indian Council for Cultural Relations (ICCR). Currently, Heptulla is minority affairs minister in the Narendra Modi government and is also grandniece of Maulana Azad.

Justice Shakdher, while posting the matter for Feb 27, said: "I need to know what were the steps taken for investigation on morphed photograph. CBI will produce relevant documents to show prima facie what steps were taken to conduct this investigation."

The court's direction came after the CBI produced the Self Contained Note on the issue. But after going through it HC said it is not clear what action the agency has taken to investigate the issue of photo morphing. It asked the investigative agency to inform how it reached the conclusion that there is no evidence in the matter.

During the hearing, the CBI told the court that the allegation of photo morphing was inquired into during the preliminary inquiry. However, after the probe, "CBI was of the view that the allegation of could not be substantiated as there is not sufficient incriminating admissible evidence for prosecution".

Advocate Prashant Bhushan, appearing for Ahmed, argued that from the evidence apparent on record it is clear that morphing did happen, but the CBI has till date failed to verify further if indeed it is Heptullah selected the photograph knowing fully well it was morphed.

The photograph was published in a book titled "Journey of a Legend: Maulana Abul Kalam Azad 1888-1958" by ICCR in 2005, and showed Azad seating with Heptulla after her graduation. The publication was later withdrawn by ICCR. Bhushan also told the court that it was a morphed photograph as Heptulla had graduated in May 1958, whereas Azad had passed away Feb 22, 1958.

Shut hotels on Agra routes: US agency

NEW DELHI: A week ahead of Barack Obama's visit, the US secret service has requested police to ensure that hotels and eateries around the Delhi-Agra routes are closed for three days from January 25. Delhi Police sought cooperation from their counterparts in the neighbouring states to implement this during an inter-state security meet chaired by commissioner BS Bassi on Friday.

A liaison team of US secret service and CIA met Delhi Police officials on Friday and expressed their concern about the security of roads heading towards Agra. Police sources said that an input suggests that these hotels can be used by terror modules to lodge their operatives near the capital to hamper Republic Day celebrations.

Police sources said that all routes going towards Agra will also be sanitized days before the arrival of the US President. The meeting, which was attended by police chiefs of Ghaziabad, Noida, Sonipat, Gurgaon and Jhajjar, also shared terror-related intelligence and inputs about various extremist outfits, besides curbing criminal activities in the NCR.

Initiatives have been taken to increase police presence in the city and bordering areas. Intensive and coordinated checks are also being conducted at vulnerable points. Bassi also requested the police chiefs to step up their drives to verify tenants and check guesthouses. Police said that cyber cafe owners, second-hand car dealers, transporters, property dealers, cycle sellers, chemical dealers and PCO booth owners will also be sensitized during this drive.

Police said the top cops also discussed the issue of diverting heavy vehicles from January 23 to 25 as the roads heading towards Delhi will be shut. Armed patrols would also be present at border areas to prevent the entry of criminal elements into the city.

Sources said cops would also make provisions to make sure that vehicles carrying supplies for about 1,600 US officials are also made during this period.

BJP puts together strategy to win back the middle class from Kejriwal

NEW DELHI: With the battle for Delhi hotting up, BJP is banking on weaning away the middle class voter from the AamAadmi Party (AAP) camp to stump its main rival. While acknowledging that the middle class voters had been swayed by ArvindKejriwal'sAAP and its ideas in the 2013 Delhi polls, BJP strategists feel the mood has swung back in its favour in the seven months of the NarendraModi government.

With Prime Minister Modi as its ace campaigner for the elections in the capital, the party is hoping for the middle class in the city to support the BJP for a "stable government" after the 49-day AAP-Congress coalition fiasco.

"Last time there was a Kejriwal wave and yet AAP managed to get only 28 seats with its best performance," said a senior BJP leader. "Last time the middle class and the youth went with AAP. This time the middle class is with us, as opposed to last time when it was with Kejriwal," he claimed. Interestingly, the young voters, BJP feels may still prefer rival AAP.

With middle class constituting a big chunk of Delhi's urban voters, BJP's poll campaign seems to be designed especially to woo them to get the extra edge over Kejriwal.

While booth level management by party workers is the main issue that BJP is stressing on to win the 70-seat assembly, the party's campaign line will focus on 15-years of misrule of the Congress government and the 49 days of government led by AAP that ended in a "mess" and led to a second round of assembly elections.

Among the promises that the BJP plans to make to Delhi, are assurances of 24-hour power and water supply to citizens and to address security concerns that plague the city. The BJP will also pledge to make Delhi, the "best city in the world." The ruling party at the Centre is also hoping to cash in on the middle class-friendly budget that the Modi government presented last year, which ensured a low tax burden on the citizen.

To woo what has been seen as a traditional Congress vote bank, the BJP campaign will focus on "regularizing unauthorized colonies." The BJP is also optimistic that central schemes like Jan Dhan Yojna have proved popular and will translate into votes.

With Delhi being an urban centre, BJP is hopeful of gaining credibility from the Modi wave, which it feels has still not waned. The party also believes good governance and development agenda of the last seven months will pay rich dividends. That the economy has started looking up will also help the party at the hustings, feel BJP strategists.

Moot court begins in DU

NEW DELHI: The Campus Law Centre, Delhi University, is hosting the 11th K K Luthra Memorial Moot Court, 2015, from January 16 to 18. The competition, the only exclusive criminal law moot court held at an international level in India, began on Friday.

About 74 institutions from India and abroad are participating this year and the teams shortlisted are from 55 institutions. International teams taking part include George Washington University Law School (USA) and Bangor University Law School (UK).

Police launch online citizen communities

NEW DELHI: Next time you need to report about antisocial elements frequenting your colony or any other issue related to law and order, Delhi Police will be a click away. For a strong online presence, police have kick-started another initiative in which they have established online citizen communities for the 11 city districts to enhance their interface with Delhiites.

RWA members and residents can log on to localcircles.com to connect with the district police. More than 50,000 people have already enrolled, police said.

"This is a first-of-its-kind initiative in the country. It aims at bringing together citizens residing in these districts and their district police for the objective of improving law and order. Each district has its own community with an invitation code," Deepak Mishra, special commissioner of police (law and order), told TOI.

Each district has been given a unique identity code. For example, the code name for the New Delhi district would be 'DELHIPOLICE' while for the southeast district, it will be 'SEDELHIPOLICE', police officials explained. The people from the respective districts can join the group after registering with the website.

Using these online citizen communities, police will update the people on crime-related information, tips and local police initiatives. They will also work with communities and RWAs to improve neighbourhood watch.

In less than a week since the communities have been set up, people are reporting and discussing common issues like chain snatching, crime against women, unauthorized parking, encroachments and begging among others. Scores of complaints of car thefts and burglaries in their areas are also being reported through the community pages. "The people are also offering suggestions and discussing important subjects like best safety practices for a colony, disaster management and the role that an alert individual can play during mishaps. The initiative will save people from running to police stations and then can even get updates on their complaint. Each suggestion and complaint is individually monitored and status is reported in a time-bound manner," Mishra added.

Gas pipeline leak in south Delhi

NEW DELHI: An explosion took place this morning at a national gas pipeline of Gas Authority of India Ltd (GAIL) in south Delhi but there were no casualties reported.

"The explosion and the subsequent fire occurred when third part contractors working for Delhi Metro dug up the area," GAIL officials said.

Fire tenders reached the spot and efforts were on to extinguish the fire.

No one was injured in the incident, the officials added.

List of trains, flights delayed due to fog

NEW DELHI: Fog and cold wave conditions continued to prevail in most parts of north India on Friday.

Fog disrupted rail and air traffic with services of several trains being affected in the region.

Due to dense fog in some parts of the country, rail traffic was hit hard. According to railways officials 135 trains are late due to the prevailing weather conditions.

Air traffic also impacted due to dense fog, seven flights were delayed according to airport officials as the last details came in.

Sunanda murder probe: SIT will question Tharoor, Delhi top cop BS Bassi says

NEW DELHI: The special investigation team probing the Sunanda Pushkar murder case will soon question Congress leader Shashi Tharoor, accoridng to Delhi Police chief BS Bassi.

"In next few days will want to complete interrogation of key persons in the case,very soon SIT will question him (Shashi Tharoor)," Bassi told reporters on Friday.

"Whenever we interrogate some one some facts are revealed, keeping in view all that will proceed and come to a conclusion," the Delhi top cop said on the ongoing probe into the murder of Sunanda Pushkar.
