Concrete trouble for South corporation

NEW DELHI: The Green Circle of Delhi has filed a police complaint against South corporation officials for cementing around four fully grown trees in South Extention Part-II.

Suhas Borker, founder member of the organization, has complained that four full grown trees on the pavement — between house numbers M3 and M4 — had been choked with concrete and slurry when the work of concretizing the pavement was on. "The work has been taking place for some time and we have informed the corporation about it on at least two occasions. On October 23, we brought this violation to the notice of the horticulture director, and then again at a meeting with the environment secretary on November 6. We were assured that the concrete around the trees would be removed, but the work is still being carried out," said Borker.

On Friday morning, Borker first informed the police which arrived at the spot and took cognizance of the issue. Later in the evening, a written complaint was filed but no action had been taken till Saturday evening. When contacted, corporation officials first gave assurances that the concrete around the trees would be removed. Later when they were asked why work was allowed to go on despite earlier complaints, officials claimed that there had been no violations. "We are not aware that any such violation has taken place. If it has, we will look into the matter," said an official.

In a meeting with the forest department earlier this month, corporation officials had said that their engineering wing was not paying heed to directions about cementing around trees. Members of the tree authority had raised this issue in the light of several trees similarly choked by government agencies despite a court order stating that a space of 6 feet by 6 feet was to be left free around trees for their roots to breath. "These are old orders but no work of paving and laying roads takes trees into consideration. It s extremely common to find newly laid pavements where trees are completely choked with cement," said a member.

In his complaint, Borker has pointed out the action of willfully damaging trees is a punishable offence under the Delhi Preservation of Trees Act, 1991 with imprisonment of up to a year, or a fine of up to Rs 1,000 or both. He has asked the police to take action against the contractor, south corporation engineering officials and the staff responsible.
