Circular has little impact on schools

NEW DELHI: The Directorate of Education's circular to "clarify points raised by parents" is having little impact on the schools' own plans for admissions. If changes are being planned, they are certainly not reflected on their online notifications. Upper age limits are still in place as are parameters similar to "noble cause". Complaints poured in from parents throughout Monday even as January 15 is the last date for the application process.

"They haven't said what it is," says Ameeta Mulla Wattal, principal, Sprindales School, Pusa Road. She argues "there has to be an age cap". "The age at which you enter school affects everything as you go through school. Kids will find themselves ineligible for competitions when they are older," she says explaining the schools' position.

Parents across the city are complaining that the circular hasn't changed anything. "I called a school and they asked me, "What circular?" Then they told me they'll decide and if there's any change, they will post it on their website," says Pankaj Saxena (name changed) who's son will be a few days older than four years on March 31. Another parent was told by a south Delhi school that they'll follow only an "order" from DOE, not a circular.

The DOE circular states schools should not include controversial parameters such as "noble cause", "representative affirmative action"; but those are not going out of the points system either. D K Bedi, principal, Apeejay School, Pitampura, was not available for comments, but the "representative affirmative action" - claiming 25% of seats - is still on the school's admission notification online.

The Cambridge Primary School, New Friends Colony, is awarding 10 points for "parent's contribution to the community". Principal Anu Behl Roy says that is different from the "noble cause" parameter. "I don't think ours is like that," she says - the circular prohibits criteria "based on financial or educational status of parents" - and says that it has to "do with all sorts of voluntary community service". "They have to give proof of membership, showing that they have been involved in voluntary service," she says.

The circular did not leave schools with much time for schools to regroup either - the last date for the application process is January 15. Several schools saw major rush on Monday. "It's crazy out here today," says Roy. There was rush at Sardar Patel Vidyalaya, Mother's International School and Ahlcon Public School (Mayur Vihar).

Several helpdesks, for EWS applications, are not functioning all that smoothly either. "People at helpdesks are not well informed about the guidelines. Some don't even know the different between "self-attested" and "attested by gazetted officer"," says social jurist Khagesh Jha.
