NEW DELHI: Under increasing pressure for lack of enforcement by the transport department, Delhi transport minister Ramakant Goswami has shot off a letter to home minister Sushilkumar Shinde asking the Centre to hand over the traffic police to the Delhi government. The letter, which indicts Delhi Police, goes on to say that though traffic police enforce the Motor Vehicle Act on behalf of the transport department, it reports to someone else. It suggests that an umbrella transport authority - DUMTA - be revived, which will not only draw up policies but also implement them.

The letter, a copy of which is with TOI, was written earlier this month, Goswami said. "The fact is that the December 16 incident is more of a failure of effective policing," Goswami insisted, adding that only a single authority which was in charge of planning, provisioning and regulatory functions was the answer.

Citing the reports appearing in TOI as part of a transport campaign, Goswami said that effective enforcement was possible if both enforcement and planning wings reported to the Delhi government. "Lack of enforcement can be addressed once there is a single body along the lines of the land transport authority of Singapore or the mass transit authority in New York," he added.

The letter by Goswami is scathing in its attack on the Delhi police, mirroring the stance taken by CM Sheila Dikshit earlier. It accuses Delhi Police of "completely deviating" from its core duties, saying, "I would further request you to advise the authorities concerned, including Delhi Police, not to make an attempt to trivialize the issue of women's safety and citizens' safety by shifting the blame to transport sector, and to concentrate on core policing."

The letter also says that police, instead of focusing on improving the law and order in the city, are much more interested in issues like unauthorized construction and granting of various licences. It also accuses the traffic police of not sharing any information with the transport department.

The proposal for DUMTA (Delhi Urban Mass Transit Authority) was cleared by the cabinet in 2010 and has been waiting for approval of the home ministry for tabling a bill in this regard in the Delhi assembly. Goswami added that the creation of DUMTA, which would be a single entity for comprehensive planning, operation and management of transport sector, could be tabled in the upcoming budget session if given the green signal by the home ministry.

According to the Delhi government proposal, the transport department, PWD and traffic police will work under DUMTA.
