The probe - to be headed by joint secretary (police modernisation) in the MHA, Veena Kumari Meena - will probe the failure of the police to immediately respond to reporter Priyanka Singh's call, besides fixing responsibility for any lapses.
Inquiry officer Meena, who will be assisted by MHA under secretary S Sudha, will submit the report within a week.
When the TOI reporter had called 100 after being threatened by an autorickshaw driver with "worst form of violence", she was told by a lady officer who took the call that the Badli Mor police station would take action. She made a second call minutes later to give the registration number of the autorickshaw. Half an hour later, a PCR called her but said an FIR could be filed only after the autorickshaw driver was challaned.
Around 8.30 pm, she got a call from a traffic police officer in Rohini who told her that the registration number she had given did not exist in the records. That was the last she heard from the police.
Apart from examining the police response to the TOI reporter's call, the MHA inquiry will look into the claims made by Delhi gangrape victim's friend that the three PCRs who responded to their distress call on the night of December 16 had wasted precious time arguing over jurisdiction and that the police were hesitant to shift the injured victim to the PCR van.
According to the terms of reference of the probe, "it should be specifically looked into how much time the PCR vans took to reach the spot". Not going by the PCR logbooks alone, the inquiry will establish whether the police had delayed taking action after reaching the spot, arguing over jurisdiction and other issues. "It should also be enquired whether the PCR policemen took all necessary action as warranted," say the terms of reference.
With the victim's friend also criticising the response of the staff at Safdarjung hospital when he reached the hospital along with the victim, the MHA inquiry team has been asked to study the role of the hospital staff in dealing with the December 16 emergency.
The probe will also look into how the bus in which the gangrape took place continued to ply on Delhi roads despite being challaned several times by the Delhi Police. It will examine whether the registration was ever cancelled or the bus confiscated and the reasons, if not so.
