Soon, Delhi Police to track location of distress caller

NEW DELHI: The Delhi Police will soon have systems in place to know the exact location of the distress caller dialing the 100 helpline, thus cutting their response time.

The Special Task Force looking into safety issues of women in the national capital has asked Delhi Police to take the assistance of the telecom authorities to ensure that the location of not only the cell tower from which a distress call is received is available immediately, but even the exact location of the caller can be flashed to the PCR to enable it to reach the victim faster.

The STF, headed by Union home secretary R K Singh, has observed that the technology to point out the accurate location of the caller is available. Incidentally, location-based services is not a new concept and security agencies have been pursuing the telecom service providers to have systems in place to help them locate subscribers with an accuracy up to 50 metres. However, telcos are citing cost issues to delay inmplementation of LBS.

The STF has asked the Delhi Police to float a tender to acquire the technology to know the exact location of the distress caller in the next three months ending April 30, 2013, for which the tender can be floated immediately. The taskforce, at its second meeting on January 31, also asked the Delhi Police to instruct PCRs to intervene immediately in cases of sexual harassment, even where no complaint has been made. Assistance should be given to woman on roads, the STF has directed.

Meanwhile, Delhi Police informed the STF that the number of Dial 100 helplines was now up from 60 to 100, and even anti-stalking helplines 1091 and 1096 were being merged with 14 lines in all.

Setting deadlines for contract carriage buses to have GPS in place, the STF has laid a February end deadline for school buses, March end for other buses and April end for black-and-yellow taxis.

Delhi Police personnel have been asked to travel in plain clothes on DTC/cluster buses plying on vulnerable routes, especially in evening and night hours.

As for verification of public service vehicles, Delhi Police have told the transport department of Delhi government to put out an advertisement with a caution notice. Delhi Police would start verifying the buses after February 6. Even the Union home secretary would inspect the buses from February 15.
