NEW DELHI: It's been five years (and counting), but the 1.2km-long underpass between Sarita Vihar and Okhla Industrial area is far from complete. Even the executing agency, Delhi Development Authority, is clueless and points to the unfinished portions under other agencies to explain the delay. In the meantime, those travelling between Noida, Faridabad and Delhi have to negotiate potholed and snarl-ridden stretches even as they are assaulted by clouds of dust. The ongoing construction exposes residents of the nearby localities—Sarita Vihar and Jasola—to health hazards. The stretch itself is accident-prone with large gaps and unruly traffic.

"Whether it is the rush hours or the lean afternoon hours, the site is always choked and chaotic. My car has been damaged driving through bumpy roads," said Anil Bhardwaj, a commuter. Officials blamed the frequent digging of roads by different agencies for shifting cables. "Every time DDA repairs the roads, some agency digs them up again. Once the project is completed, this problem will be resolved," said a DDA official.

DDA has been trotting out the same reasons since 2010. These include shifting of multiple service lines, change in design and the need for UTTIPEC's approval. The Northern Railway has been assigned a major portion of the blame.
While officials had claimed that the work would be over by June or July, a visit to the site suggests otherwise. Chaos reigns with bumperto-bumper traffic. Commuters struggle on broken roads, kicking up dust as they move. "The stretch between Kalindi Kunj and the Apollo Metro station is a nightmare. The narrow and rubble-strewn passages are mostly used by heavy vehicles," said Prayag Mehra, another commuter.

DDA officials said most of the work had been completed. "Work on 7 metres of the underpass adjoining the railways's boundary could not be taken up till the railways completed its work. Railways is using a new technology called the box method," said an official.

DDA alleged that the railways had not given any time frame for their share of the work. "PWD handed over the underpass area in the Okhla side to DDA in 2009. Then the concept plan was changed because the RWAs felt that two hightension wires, the slip road, footpath, cycle track and clover leaf in the alignment on the Okhla side were too close to their flats," said the official. Also, permission had to be sought from the forest department for felling 192 trees that came in the way.

"The drawings had to be revised again as DMRC objected to two slip roads that came too close to Metro piers. Other changes were made based on CRRI recommendations," said an official.
