NEW DELHI: To help rein in errant auto drivers, the traffic police have sent a list of recommendations to the transport department. Identifying three main problem areas with auto drivers - refusal, misbehaviour and over charging - additional commissioner of police (traffic) Anil Shukla has addressed a letter to the transport commissioner, suggesting ways that such incidents can be reduced. The transport department is reviewing the recommendations and their feasibility.
The cops have suggested dividing Delhi into concentric circles to set fare rates. For instance, rates for travelling within inner ring road; between inner and outer ring road; and beyond outer ring road - can be more according to how far 'away' the auto driver has to travel to drop the passenger. Auto drivers refuse to ply to far-off destinations like Dwarka, Rohini and trans-Yamuna, claiming difficulty in securing passengers on return from such areas. The cops have suggested that a graded fare rate would encourage auto drivers to readily help such commuters.
Another reason for refusal frequently cited by auto drivers is driving to "congested" areas. Auto drivers refuse to travel to crowded marketplaces, through congested stretches like Ring Road and Mathura Road, maze of streets in old Delhi and residential areas - claiming that they waste too much time maneuvering through these roads. Traffic cops have suggested changing the meter to account for 'waiting time', a practice commonly followed in other metropolitan cities like Mumbai and Bengaluru. This way, autos would continue earning revenue waiting at red lights, or driving in sluggish traffic, dismissing excuses for refusal on this account.
Another problem at night - of drivers looking for commuters headed to the drivers' home route - could be reduced by dividing the autos into different zones, the cops have suggested. The city could be divided into five zones, and each driver could be assigned a zone based on preference or residence. The zones could be colour-coded and displayed in each auto, and if the auto driver refuses to drop a passenger who wants to travel to the same zone that the auto belongs to, he can be penalized harshly. The assignation of zones would not, of course, bar the driver to take commuters to other zones, added officials.
To check misbehaviour of auto drivers, the cops have suggested a " know-your-driver" scheme, wherein the details of the driver, along with the helplines of the transport and traffic department could be prominently displayed for the passenger, thereby identifying the driver and helping the passenger complain if the driver misbehaves. This would be of special help for outstation travelers, who are made victim of overcharging and misbehaviour by these auto drivers.
The cops have also stressed on the need to integrate the GPS panic button with the police department, so that it becomes operational soon.
