NCPRI slams government for half-hearted attempt at transparency

NEW DELHI: The National Campaign for People's Right to Information (NCPRI) on Tuesday has slammed the government for its half-hearted attempt at transparency. The department of personnel and training (DoPT) had recently issued guidelines for proactive disclosure asking departments to volunteer information related to public-private partnerships, transfer and appointments.

The NCPRI including Anjali Bhardwaj, Nikhil Dey and Venkatesh Nayak said that the government had only accepted a diluted set of recommendations'' of its own task-force. Among the recommendations that were excluded were the requirement for public consultation before clearing legislation, proactively disclosing sensitive'' positions to ensure that officers who were of doubtful integrity were not posted there and ensuring dissemination of information was done through public notices, smses and not just internet.

For instance, the task force has suggested that as an anti-corruption measure all public authorities should declare all posts identified by them as 'sensitive' in nature where there is a considerable amount of public dealing and where officers are required to apply their discretion while making decisions. An officer whose name figures on the 'agreed list' or 'list of officers of doubtful integrity' is not eligible to hold sensitive posts in a public authority but unless the information is made public there is no check on this.

NCPRI urged the DoPT to accept this suggestion and include sensitive posts as an item of proactive disclosure by all public authorities.

It also sought for disclosure of information through notice boards, wall paintings, SMS service through mobile telephony, call centres and toll free helplines and block-level information centres.

NCPRI alos expressed deep concern that the Task Force had developed a simple set of guidelines for conducting public consultations prior to the formulation of policies, laws, rules and regulations that affect the general public but this had been ignored.
