Police identified the deceased as Furkan. The building was being demolished at night as it had developed cracks and was declared dangerous by the East Delhi Municipal Corporation on Friday evening. Corporation officials said the building was evacuated after it was found to have developed cracks and a leftward tilt on Friday. The neighbouring buildings were also evacuated and a portion of the main road between Jafrabad tent school and Maujpur chowk was cordoned off.
Locals alleged the building had been hurriedly built over a month. While the ground floor was old, four new floors were being built atop it. Haji Mohammed Khan, a resident, said, "Around 5pm on Friday I saw a group of labourers running away from the building saying it was shaking. That's when the cracks surfaced. They were demolishing it when it suddenly collapsed, burying some of them under debris.''
But East corporation officials denied this. "It was an old structure. No construction work was going on at the site. When we got the information, we immediately got the building evacuated and ordered its demolition. The columns collapsed when demolition was underway,'' said Vijay Bidhuri, deputy commissioner, Shahdara (north).
The injured were taken to Guru Tegh Bahadur Hospital and discharged after first aid. "Twelve fire brigade vehicles reached the spot on receiving a distress call. All the victims were evacuated from the building, which occupied 300 square yards," a fire official said. Police said a case of negligence has been registered against the house owner, Mirazuddin.
Residents blamed substandard construction material and the pace of construction for the collapse. "We were amazed at the speed at which the four floors were coming up. The existing ground floor already had a basement which houses a jeans factory and it appears that the new floors were being hurriedly built to be let out,'' said Uvesh Khan, who lives in an adjacent building and called police after the collapse.
Many locals are now worried about the portions of the building that are still standing but have sharp cracks. Pointing towards the cracks, another resident said, "Similar cracks were noticed in the building on Friday afternoon after it was evacuated. We just hope the MCD will demolish the standing portions as soon as possible as these may also collapse.''
