Delhi Police, which has been studying the pattern of Indian Mujahideen (IM) over a long time and has been questioning several of its members, had learnt the organization could attack, especially during that period.
The letter, accessed by TOI, gave a detailed action plan to avoid any attack by IM and just a few days later, the serial blasts rocked the temple town of Bodh Gaya. Sources, however, say the threat to Delhi has not died down and extra deployment has been arranged between 5pm and 8pm.
After the blasts, the special cell's special commissioner of police, S N Srivastava, held a meeting of all district DCPs and instructed them to assure that no such incident takes place again as Indian Mujahideen is a 'reactive' organization.
The written communique also informs officers regarding the modus operandi of IM, like using bicycles, dustbins, scooters, cars, and ammonium nitrate, timers and shrapnel in the bombs. IM often uses boat-shaped containers for putting IEDs (improvised explosive devices), ammonium nitrate bought from local chemical markets, SIM cards on fake identities, conducting a recce of markets before planting bombs, and leaving the site minutes before the attacks.
The top brass has asked the police stations to put enough number of quick reaction teams, patrolling units, metal detectors and manual checking in place. Officials say they had shared suggestions with IB on how to deal with the IM threat. One of the suggestions was that "a watch should be kept by local police on boys attending madarsas, and students from other states in the madarsas in metros".
