Exposed by deluge, Delhi's drainage under CAG lens

NEW DELHI: In what may end up causing deep embarrassment to the Sheila Dikshit government, the Comptroller and Auditor General (CAG) has started an audit into the ineffective drainage system in the national capital and how large sums of money were spent without any tangible results.

TOI had last week highlighted how the heavy downpour on Saturday had washed away the false claims of government agencies. The report mentioned how Rs 23 crore was spent by the public works department and three corporations but it failed to prevent flooding of roads, underpasses, Metro stations and airport terminals.

CAG Shashi Kant Sharma has now asked his team to audit Delhi's flood control measures and drainage system on "priority basis" and submit a report before the winter session of Parliament. To make matters worse for the city government, the report may come at the same time as the assembly elections in Delhi and could provide fodder to opposition parties.

"The decision was taken by the CAG in the wake of reports of serious traffic jams, flooding of residential areas and airport etc causing misery to general public during the recent rains in Delhi," a senior CAG official said, adding that the audit will cover the period up to March 2013.

The official said various schemes being implemented by the state government for flood control and effective drainage system would be covered under the audit. It will also look into the government's internal control framework to deal with situations arising out of flooding and waterlogging.

In a comprehensive assessment, the federal auditor will factor in various surveys conducted by the government to identify vulnerable areas and what corrective actions were taken and the existing response mechanism to meet such exigencies.

Coordination within various departments such as MCD, flood control department, NDMC, PWD and DJB will also come under scrutiny, the official said.
