Delhi: A flyover 15 years in the making

NEW DELHI: Fifteen years after it was conceived, the Rani Jhansi Flyover Grade Separator is still not even half-finished, prompting some residents of nearby areas to launch an indefinite hunger strike.

The idea was mooted in 1998, but construction began only in November 2008. Only 38% has been completed, admit officials.

A 1.8-km long flyover, which comes under North Corporation, shows no sign of completion even 15 years after it was first conceived. The project is intended to cover Rani Jhansi Road, Bara Hindu Rao, DCM Chowk, Azad Market and Baraf Khana Chowk to reach St Stephen's Hospital.

The original deadline for its completion was 2010, before the Commonwealth Games. No new date was set after the deadline was missed.

"They (corporation officials) have ruined the whole stretch. People are stuck in hour-long traffic jams everyday. Shops were demolished and traders are still waiting to be relocated. Firstly, why did they demolish the shops and houses when no alternate site was identified. People have lost their livelihood and earnings but nothing is being done," said Ashok Bhasin, president, North Delhi Residents Welfare Federation. Bhasin along with two other Azadpur residents, launched a hunger strike on Saturday.

The construction work of the grade separator has been moving at a slow pace, as the civic agency is yet to get possession of land from Delhi government and Railways. The civic agency is not able to construct new sections of the flyover as there are four major water pipelines in the area.

These pipelines have to be shifted for which North Corporation had requested land from Railways. "We had earlier finalized a vacant plot on Idgah Road but there were some shortcomings. But now we are zeroing in on the residential municipal quarters in Azadpur. It is 1.5 acre land and the quarters are crumbling. The area will be redeveloped with residential and commercial complexes," said PK Gupta, Commissioner, North Corporation. "We can't say when the flyover will be ready as many agencies are involved and land acquisition can take time," he added. The cost was initially estimated at Rs 177 crore. Corporation officials estimated Rs 200 crore has been spent, and the expenditure will keep rising owing to the delay and increased costs.

Residents are now demanding compensation.
