To emphasise on the importance of the shift in training of junior diplomats and set the new framework in motion, all secretaries of the ministry, along with foreign secretary Sujatha Singh and her predecessor Ranjan Mathai, interacted with the officer trainees of the 2012 batch of the IFS in the last week of July.
The revised training framework, according to the ministry, is built on identification of the evolving job requirements for diplomacy and the skills required in a rapidly changing global environment.
For the first time it lays out training requirements for cadres of MEA — IFS, IFS(B), interpreters, legal officers and details various phases of requirements for training of foreign service Officers (induction phase, and different levels in career — 5-8 years; 13-17 yrs; 20-25 yrs).
It also aims to have Foreign Service Institute (FSI) work out institutional tie ups with similar reputed foreign institutions "Old timers can hardly recall an occasion when six of the senior most officials of the IFS (including then foreign secretary Ranjan Mathai and his successor Sujatha Singh) collectively sat down with the youngest of the Foreign Service to interact and discuss training," said a foreign ministry official.
Under Singh, the training system is likely to be further revamped considering she has served as joint secretary with FSI in the past. Known for having travelled with trainees to various parts of the country, Singh is said to be keen that the needs of younger officers of the Foreign Service are given greater attention.
"The new system is based on extensive consultation within MEA with inputs from missions as well as key personnel at headquarters, interactive meetings with multiple stakeholders, and advise of distinguished retired Ambassadors, apart from studying models of various countries," said an official.
