The step is expected to speed up investigations. "The hands of investigating agencies need to be strengthened. The police have to face new challenges every day," the police officer added. Police, however, are also keeping in mind the legal implications of the system before implementing it, anticipating objections from the accused on grounds of privacy.
In another move to speed up investigations, police will use "Soundex" technology which brings up suspects' names even if the investigators enter wrong spellings. The technology will display all phonetically matching names of criminals having a police record, the officer said.
Interestingly, police have also proposed the inclusion of a separate section for the Aadhar number of criminals in their dossiers. However, the usefulness of this additional information is still uncertain. A source said this step is inspired by the US system of tracking criminals using their social security numbers. These changes will happen in two phases and global tenders have been floated to implement them, a source said.
Police have also added the facility of taking the fingerprints of criminals on the move through handheld devices attached to laptops. A suspect's crime record can thus be checked anywhere. The police dossier system has been connected with that of Tihar Jail to facilitate updating of dossiers. Police have already identified more than 6,500 criminals using CRIS (Computerized Remote Identification of Suspects) and the automated fingerprint and palm identification system (AFPIS). "We have lifted 2,934 chance prints from crime spots and after matching them with those available on AFPIS, we linked some crimes to 25 criminals who were later nabbed. As a policy, we now take digital fingerprints of every person who gets convicted in a court in Delhi," said an officer.
Apart from these upgrades, the cops are also going to make large-scale changes in the servers hosting the CRIS system. The framework of CRIS application will be upgraded from 2.0 to the new framework 3.5 for more controls and better handling. Even the webpages will have a new look, the source said.
