Delhi Cong chief JP Agarwal steps down

NEW DELHI: Even as uncertainty continues about government formation in Delhi, the state's Congress committee president J P Agarwal has tendered his resignation on moral grounds in view of the party's rout in the assembly polls.

While Congress president Sonia Gandhi has not yet accepted Agarwal's resignation, the party is abuzz with names of his probable successors, including Congress general secretary in-charge of communication, Ajay Maken and Union minister Krishna Tirath.

While Agarwal was unavailable for comment, it is reliably learnt that he has indeed submitted his resignation to the party high command. Sources said his resignation was in keeping with the "parampara" (tradition) in such situations. They added that Agarwal had submitted his resignation within 48 hours of the poll results being announced on December 8 and refuted the suggestion that it followed former chief minister Sheila Dikshit's statement that she did not get requisite support from the party.

Sonia Gandhi is expected to take a decision on the resignation only when the situation in Delhi on government formation becomes clear. For now, the Congress is preparing its reply to AAP chief Arvind Kejriwal's letter to Sonia Gandhi after the Congress wrote to LG Najeeb Jung offering unconditional support from outside to AAP.

Meanwhile, the names of probable replacements for Agarwal have started doing the rounds. The Congress will need to start from scratch as it will have to rebuild its connect with the grassroots which have rejected it and to try and find a foothold in lost votebanks who were rated to be traditionally strongholds of the party - the poor in the slums, resettlements and unauthorized colonies and the voters from the scheduled caste.

General secretary, AICC in-charge of communication Ajay Maken who rose from a Delhi minister in the Sheila Dikshit cabinet in the 2003 to MP from New Delhi in 2004 and 2009 is one name that is doing the rounds for the job. Senior Congress leaders however point that he is unlikely to be moved to DPCC given that he is handling communication -- a critical charge at this juncture. Union minister and northwest Delhi MP Krishna Tirath's name is also doing the rounds. Of the current lot of eight MLAs, the names of Ballimaran MLA Haroon Yusuf and Gandhi Nagar MLA Arvinder Singh are also in circulation.

JP Agarwal was brought in by the party high command in September 2007 to lead the Delhi state unit after the ouster of then chief Ram Babu Sharma. The Congress had lost the municipal elections in 2007 and Sharma was held responsible for the debacle. Agarwal was brought in to resurrect the party at the grassroots for the 2008 assembly poll which was won by the Congress.

However, after that relations between him and then chief minister Sheila Dikshit soured as differences on many issues came to the fore, including trifurcation of the Municipal Corporation. However, Dikshit managed to effect trifurcation, but the party lost all three corporations to BJP. The 2013 assembly polls yet again saw the people of Delhi reject the Congress.
