NEW DELHI: The first round of school inspection by volunteers having gone off practically without a hitch, education minister Manish Sisodia, who is also urban development minister, is using the same method to gather feedback on Delhi's night shelters. As many as 110 volunteers have been recruited by the department to 'inspect' 210 shelters distributed over 12 districts. They attended a training session on Monday and will have to submit their report by Wednesday night.

Just as they had done with schools, the volunteers have been handed a checklist. "They have to see if basic amenities are available - water, toilets, blankets," says Praveen Deshmukh who'd organized the school inspection and is also involved in this one. He adds that, after the death of the six homeless sleeping in the open, Sisodia has also appealed to the community to use shelters for the night.

Belal Ahmed, a 30 year-old software engineer, had taken Monday off to conduct the training programme. He's a long-time supporter of Aam Aadmi Party but not a full-time volunteer. A regular day job means he can help only after work. "I agreed to participate in this because this project will have to be carried out at night," he says adding, "There are many women, even colleges girls among volunteers." Ahmed did a reconnaissance round on Sunday night. "We visited two night shelters in Lodhi Colony," he says, "Most facilities were available there." Most of the inspection will be carried out between 8pm and 12am and women have been "advised" to stick to the first-shift - 8pm -10pm.

The volunteers, in this case, will also conduct a survey making note of the capacity of existing night-shelters, how many homeless are sleeping in the open. The idea is to check if all shelters are being used - Deshmukh says there are still several shelters that are not fully utilized - and if some are over-crowded. "They will also see if the phone number for the Delhi Urban Shelter Improvement Board's control room is printed and visible inside the shelter," says Deshmukh, "In some places, even if the matter - the number and notice - are there, they're in English and of no use to the night-shelter users. We'll ensure that such information is available in Hindi."
