NEW DELHI: The Delhi high court on Wednesday converted into PIL a letter from a man who blamed procedural confusion for failure to fulfill his sister's wish to donate her organs posthumously.

A bench comprising acting Chief Justice B D Ahmed and Justice S Mridul treated the situation highlighted by one V K Gupta as "a catch-22 situation" and issued notice to the Centre, AIIMS, Delhi Police and state government.

Gupta complained to the court that his sister's body, could not be utilized by AIIMS because of lack of clarity in prevailing rules. The bench said a committee of two judges that receives such letters felt that guidelines can be framed to ensure such incidents do not occur.
