NEW DELHI: The vigilance department, which has received clear directions from the lieutenant governor's office to thoroughly investigate the alleged conspiracy behind the Vasant Kunj fire, is going after area policemen after it received complaints and prima facie evidence that a nexus had been operating between them and local builders who were running the slum on a piece of land which belongs to Delhi Development Authority.

As per complaints received by police brass, there is a particular set of builders who built the slum—which consisted of proper one-bedroom 'flats'—on the government land and charged Rs 8000-10,000 to let them move in. No just that, dwellers were also being charged Rs 2,000-5,000 as rent depending on the size of their 'flat'.

There are allegations that 40 local builders distributed equal sections of the camp among themselves—not without the police's knowledge. The builder who 'invested' the most money had got the biggest share of around 100 slum dwellings, sources said.

It is alleged that, when a particular group of dwellers did not agree on increasing the rent, their section of the camp was set on fire. Fires had also taken place in 2005 and 2009 and police are finding out if there were similar claims made at that time.

"This is an allegation and the ongoing probe will establish whether or not it's true. We are doing everything we can to keep the probe impartial and transparent. Officers who are under the slightest of doubt are being sent to district lines so that they cannot influence the probe," said a senior official.

After the fire, many slum dwellers had also complained to the LG about a group of people asking for money for their rehabilitation. Following this, the LG had asked the Delhi Police commissioner to look into the matter. Vasant Kunj police even arrested six men who allegedly worked for the local builders as agents but the probe stopped there and their superiors were not even questioned.

Police said they had taken action against people named in the complaints and that further investigation was in progress. The SHO of Vasant Kunj has been warned of strict action if any malpractice by police comes to fore.

More than 700 shanties built on DDA land in Masoodpur village of Vasant Kunj in south Delhi were gutted in the massive fire which engulfed it in the morning of April 25. Forty fire tenders had doused the fire by noon but more than 4,000 people were left homeless.
