NEW DELHI: Slow progress of work in Metro phase-III has become a cause of concern for the government. According to the latest progress report submitted by Delhi Metro Rail Corporation (DMRC), the overall progress of seven stretches under this phase is about 32% till March.

In its communique (dated April 24) to government departments, DMRC has submitted details of physical progress of seven of the eight new stretches and extension lines. For example, physical progress of Jahangirpuri-Badli corridor scheduled for opening in next March was 38.78%. "Going by DMRC submission, it is hard to believe that the deadline would be met. Any delay in works may result in cost escalation. The process like trial run and mandatory clearance by commissioner for rail safety (CRS) for commercial operations would take about 2-3 months," said a government official.

However, in an email response on Thursday, a DMRC spokesperson claimed the physical progress of civil works in Jahangirpuri-Badli corridor is approximately 70% and the line will be commissioned as per schedule. "Though the land for Badli depot has yet not been made available to DMRC, but it will not affect the opening of the stretch," the response mentioned.

According to DMRC's letter, the physical progress of work on Centra Secretariat-Kashmiri Gate line in March stood at 43.68%. This line is scheduled for opening in December 2015. The physical progress of two other lines scheduled for opening in March 2016 - Mukundpur-Yamuna Vihar and Janakpuri-Kalindi Kunj - is 30.7% and 26.1% respectively.

Sources said even the expense incurred for the four corridors of phase-III against sanction is not satisfactory. While the total sanction is Rs 35,242 crore the expenses in March stood at Rs 8,111 crore.

Similarly, while the progress of Faridabad extension is about 50%, in the case of two other stretches - Dwarka-Najafgarh and Mundka-Bahadurgarh - is only 10% and 15.6% respectively, as per DMRC submission.

It also mentions that in the case of about 20 contract including only two civil contracts, the progress is 0%. DMRC in its response said, "The information does not appear to be correct that there is zero progress in 20 contracts. Work is in progress in all contracts warded so far. Minor hurdles like non availability of land, major utilities are affecting works only at few locations and these issues are also getting resolved one by one."
