One woman, who was rescued from the rubble, was pronounced dead on arrival at the hospital.
4 people have died due to the collapse of the structure, according to TV reports.
While around 10 people have been rescued from the debris, some other people are believed to be trapped under the debris.
"The building was around 50 years old and a number of families lived there. 8 to 10 people have been rescued from the debris so far. Search and rescue operations are on. Some more may be trapped in the rubble although the number cannot be ascertained as of now," deputy commissioner of police (north) Madhur Verma said.

According to fire officials, they got a call at around 9am about a building collapsing at Tulsi Nagar in Inderlok, following which four fire tenders were rushed to the spot for the rescue operations.
The incident took place in a congested locality and seems to have been caused by construction work on an adjacent plot, a fire official said.
