The new policy will directly affect around 4 lakh flat owners living in apartment blocks constructed by DDA. Lakhs living in group housing societies on DDA land will also benefit and will be able to install lifts in their apartment blocks. One of the contentious requirements for the installation of lifts-NOC from the ground-floor apartment block owner-is being scrapped in the new policy. "We were hardly receiving any applications earlier. So there was another round of deliberation at the top to gauge the mood at the ground and modify the policy," said a senior DDA official.
The new policy has eight requirements-more than 50% consent by those using stairs (which effectively means everyone), recommendation of lift manufacturing agency, certificate from registered structure engineer, four sets of building plans, certificate mandating proposing members bear installation and operational costs, NOC from RWA, indemnity bond against claims and NOC from chief fire officer.
Some elderly residents have objected to the last requirement. "We were told that buildings up to 14.9 metres do not require clearance from the fire department," said R K Sareen, president, Nehru Apartment RWA, Kalkaji.
