NEW DELHI: As the University Grants Commission gnawed at Delhi University over the Four-Year Undergraduate Programme, it came as a surprise to those who have seen the regulator over the years. But many are also shocked at its U-turn on the FYUP that came into force in the last academic session.

UGC along with a set of HRD officials, led by present education secretary Ashok Thakur, was at the forefront of celebrating FYUP last year. Not long ago, UGC chairperson Ved Prakash at a function in DU campus showered praise on VC Dinesh Singh and FYUP.

So enamoured was UGC of FYUP that it would hear nothing against the new course. Even when former HRD minister MM Pallam Raju asked if it was advisable to go ahead with FYUP, UGC had convinced him that the regulator's job is to fix minimum standards and institutions were free to set higher standard for themselves.

"UGC has a lot to explain about its earlier position. Had it read UGC Act closely FYUP would not have been foisted on thousands of children," a source said. Late last July, two UGC members - Yogendra Yadav and MM Ansari - were not allowed to raise FYUP in the commission. "I find it surprising that UGC is raising the same arguement that I did last year," the sources said.

Yadav, not personally opposed to FYUP, was worried about the manner in which changes were being brought by the Delhi University.

Yadav had objected to UGC not discussing FYUP in the full commission meeting but later setting up a committee to monitor FYUP. He had told Ved Prakash that UGC has the mandate to examine new models such as FYUP for higher education.

Yadav had argued that UGC has been less active on this front. At the same time, Yadav had objected to UGC's monitoring committee and called it an example of "avoidable over-regulation."

Ansari had also demanded that implications of policy departure from +3 to +4 years of degree programme should be examined and an urgent meeting of the Commission should be convened to discuss the issues arising from FYUP, mainly to deliberate on the issue of the UGC's monitoring of university programmes and voluntarily providing 'aid and advise' to any university.
