NEW DELHI: The well-known L M Singhvi library within Supreme Court premises is set to be renamed as a fallout of an ugly row over renovation funds between the jurist's son, Congress leader Abhishek Manu Singhvi, and the court's bar association.

The bar association (SCBA) passed a resolution last week to remove L M Singhvi's plate and plaques from the library because his son laid down a few conditions while agreeing to foot a bill of Rs 20 lakh for its renovation. The association now plans to dedicate the library to Justice Avadh Behari Rohatgi, father of current attorney general Mukul Rohatgi, who has committed to donate Rs 25 lakh for the renovation.

SCBA claims it took the decision because Singhvi wanted an assurance that SCBA won't ask for any further contribution for the library. He also sought an inaugural ceremony after renovation and wanted this line inscribed on costly items purchased out of the money - 'Gifted by Dr Abhishek Singhvi in memory of late Dr L M Singhvi'.

Singhvi says he made a contribution of Rs 20 lakh in 2009 following SCBA's decision to name the library after his father and it was never made clear that he would have to foot the bill for subsequent works.

At its meeting last week, SCBA rejected Singhvi's terms. "The executive committee cannot accept any of the four conditions... Abhishek Manu Singhvi should have voluntarily made this contribution for renovation of the library named in honour of his father at his request," SCBA noted in its resolution.

It attacked Singhvi for "the insinuating tenor of (his) letter dated June 8" and reminded him that the plan to name the court's library II in his father's name was "not a suo motu resolution of SCBA".

"It was at the initiative of Abhishek Singhvi himself who sent the proposal to EC in writing. In any case, in the resolution there was no such decision that it would be only a one-time payment or that Singhvi will not contribute for renovation etc from time to time," the resolution says.

SCBA president P H Parekh said the bar was unhappy with Singhvi's demands. "Every chair, every table would have had to have Abhishek Manu Singhvi's name. This is not a charitable library. We told our EC members if anyone else wants to contribute for the library they are welcome. Senior advocate Mukul Rohatgi then donated Rs 25 lakh. We have now decided to honour his father, Justice Awadh Behari Rohatgi, by naming the library after him."

Singhvi rubbished SCBA's claims saying the bar's behaviour needs to be "strongly deprecated because it amounts to auction, re-auction and re-re-auction ad infinitum of all such resources and locations already named or to be named after eminent persons."

He shared with TOI email exchanges with Parekh since 2008 to show that it was Parekh who said in writing that SCBA wanted to honour L M Singhvi.

"The naming of the library in memory of L M Singhvi had been done as he was an illustrious son of India and a leader of the bar, apart from being a four-time president of SCBA... A resolution of the bar was passed. There was no quid pro quo... A voluntary donation of Rs 20 lakh," Singhvi says in one of the emails.

The senior lawyer said, "There was absolutely none and there could be no condition of repeated periodic payments of the kind now mentioned. None was ever remotely suggested nor agreed nor resolved. Mr Parekh was then the president and knows that well."
