In a letter to all heads of school written a few days ago, Padmini Singla wrote that in the two schools she visited last Saturday, she was "ashamed to see that in most of (the) classrooms there was not a single fan/tube/bulb in running condition." Directorate officials will visit schools daily and "recommend action against HoSs directly if they find the school in bad shape," she said, warning that "hard decisions shall follow". Such an admission of a problem from the government is rather rare.
"All the three buildings," she wrote, "Presented the look of a barren landscape with no lawns, trees, plants or even a single blade of grass." Singla has been insisting on schools fixing their basic infrastructure problems from the start of her tenure. Singla further wrote that other school heads, functioning with the "same set of resources and constraints", seemed to have found ways to deal with their problems. "All I expect from us," she said, "is to provide students a basic level of infrastructure....This is the minimum we are supposed to do."
It was the short-lived Aam Aadmi Party government that first raised the alarm on the state of infrastructure in government schools. It gathered and unleashed a small army of volunteer-driven inspection teams which visited the schools and submitted reports on them. Even after that government left office, directorate officials have run surprise checks on schools and the lieutenant governor too, has repeatedly emphasised on cleanliness and fixing of existing facilities.
