Centre to junk e-rickshaw note

NEW DELHI: The road transport ministry has decided to withdraw the Cabinet note that was moved to take battery-operated e-rickshaws having motors up to 650 Watt out of the ambit of Motor Vehicles Act. This became necessary after the Centre told the Delhi high court that it would bring all such three-wheelers under the Act and will formulate a new set of guidelines to regulate the vehicles under the present Act.

"Since the fresh decision of the ministry has been submitted to the court, we cannot go ahead with the inter-ministerial consultation process to exempt these vehicles from MV Act," said a ministry official.

Sources said formulation of guidelines would take a few weeks as the provisions of the Central Motor Vehicles Rules have to be tweaked at many places. "We should tweak the rules and formulate guidelines after proper understanding of the issues," a government official said.

On Tuesday, Rajya Sabha MP Vijay Goel said in the House that two lakh e-rickshaw owners were faced with livelihood crisis and the government should provide them with temporary licenses till a final solution was reached.

Deputy chairman P J Kurien also said "battery-operated rickshaws should be encouraged because they are pollution free" and asked the government to look into it if something could be done.
