Throughout the city pavements are encroached upon by vehicles. This leaves little or no space for pedestrians. "It is a serious problem. I have directed all officials to take stringent action against vehicles which are parked on main roads. I have told DCP South to check on the corridors highlighted by TOI in its reports and clear the pavements,'' said Chander.
PWD which is in-charge of maintaining all arterial roads has submitted a list of roads to Special Task Force, which reports to the L-G, where encroachment is a serious problem. "In the past three months, we informed STF about stretches where immediate action needs to be taken against encroachment on pavements,'' said a PWD official.
STF has been conducting routine drives to remove encroachment, but government officials admit that it has not deterred people from parking or constructing structures on pavements. Officials say, getting police protection is very difficult due to which the drives are not carried out on a daily basis. Also, lack of coordination between various government agencies is a problem. STF was constituted to overcome the bureaucratic hurdles so that prompt action can be taken against encroachment and illegal construction in the city, but it has failed to do so.
There is no coordination between civic agencies, PWD, government departments and Delhi Police. If any of the agencies receive a complaint from a resident regarding encroachment, there is no mechanism to address it. "The civic agency doesn't take prompt action against encroachment in its own areas. There is no mechanism to address problem on priority basis,'' said Rajiv, a resident of GK-I. The corporations, which till now have been blaming PWD for the mess on arterial roads and pavements, is now planning to take action against encroachment on its own. "Till now, we used to take action against encroachment on PWD only on the directions of STF. But we are now planning to take action against all kinds of encroachment in the city,'' said Yogender Chandolia, mayor of North Corporation.
