NEW DELHI: At least five agencies are responsible for maintaining the 4-km-long Press Enclave Road and ensuring smooth traffic on it, yet the road is in a state of utter neglect. While it may take time to remove encroachments, nothing stops PWD, the road maintaining agency, from keeping sidewalks and the central verge clean. Large parts of the verge are overgrown with weeds and bushes that block traffic lights and signage. Footpaths are strewn with debris, and Delhi Jal Board's contractor has left pipes on the pavement after digging up one side of the road.

PWD, which took over the road from the municipal corporation last year, says there is too much encroachment.

"The corporation still owns the land and is responsible for removing encroachments. We can only tackle the minor offenders but they keep returning. Agencies like DJB have ignored our requests to remove their property from the road," said a senior official, adding that PWD is trying to bring the road under a corridor improvement plan so that encroachments can be removed in a joint exercise. PWD is also planning to re-pave the road and repair its footpaths — all long-term plans.

PWD officials claim the forest department is responsible for maintaining the central verge, but pruning has not been done for weeks. "I drive down this stretch frequently. The growth has happened over the monsoon and is spilling onto the road. Driving on this stretch has become difficult," said Ma hesh Garg, a resident of GK-II.

Outside Malviya Nagar Metro station and near the BRT corridor, the road has been dug up while large pipes meant to improve water supply in south Delhi occupy the pavement. The project stalled in January and the private company tasked with it did patchwork repairs on the road, leaving the pipes stacked on the pavement.

Unable to handle the growing volume of traffic on this stretch, PWD has appointed a consultant to study ways for easing congestion, especially in front of the malls. A senior official said that three options are being considered: a flyover in front of the malls, a doubledeck flyover, and making the whole stretch or at least part of it one-way."Land records are being verified to see which constructions are encroachments. They will be easier to remove but if the structures are legal, land acquisition will have to be done," he said.
