NEW DELHI : The Central Board of Secondary Education has started putting a "peer assessor team" together for the School Quality Assessment and Accreditation (SQAA), made compulsory in 2012, but many Delhi schools are yet to take the first step and apply. The CBSE had set a three-year deadline for them to apply; it expires next year.

"We wanted to go in for this, especially after Bal Bharati Pitampura got it done, but we were under the impression that there will be changes to the SQAA manual," said L V Sehgal, principal, Bal Bharati Public School (Ganga Ram Hospital Marg). Delhi Public School, Mathura Road, hasn't either. "We were told we had to apply by 2015. The file is ready but the matter will be discussed at the next meeting of the DPS Society and will apply after that," said principal MI Hussain.

The accreditation process was made compulsory in 2012 and the "instrument(s)" for assessment along with guidelines for schools and assessors were compiled in a SQAA Manual. The schools have to get their documentation in order for the first round of assessment by a batch of empanelled external agencies.

"Old institutions aren't good with documentation," said a principal explaining why the process may be going slow for some, "You have to have documentation ready for every aspect - teacher training, assessment, technology, accessibility." "It takes time and has to be done very systematically," said Usha Ram, principal, Laxman Public School.

Ram was a peer-assessor for two schools for the pilot project run in 2012. A few schools were also unhappy with CBSE's decision to employ external agencies to do the first round of assessing -one principal said, "CBSE should've done it itself. Here, the school has to pay the assessor."

The Amity schools will be going through the process a second time. Amity International, Pushp Vihar, got their paperwork together for ISO certification. "We had asked CBSE if there's any need for another accreditation and they said we had to get it done. Then, there was also a rule that five batch had to have graduated from the school before it could be considered for the process but that's apparently not applicable now," said Ameeta Mohan, principal, Amity, Pushp Vihar. The school started in 2006.

Though many schools haven't even taken the first step, CBSE is putting its external assessors together. The board's circular said "peer assessors will constitute principals (working or retired) or educators with vast experience and rich insight in school education processes." It will also conduct an online screening test with multiple choice questions on the SQAA manual and on case studies.
