Directorate of Education sends guidelines to schools for kids' safety

NEW DELHI: The Directorate of Education's office of the Universal Elementary Education Mission has issued yet another set of guidelines on safety of children in schools. This lot addresses disaster preparedness, sex abuse and hygiene as well.

The District Project Officers are expected to implement the guidelines which include instructions to keep elementary school buildings "free from inflammable and toxic materials", ensure they have "adequate emergency exits", enough water and sand for firefighting and classrooms are "washed at periodic intervals and dusted regularly." The circular asks DPOs to arrange for "covered water storage and purification...in case regular piped supply or quality borewells are not present."

Teachers, says the circular issued on October 30, ought to be "trained to regularly monitor and ensure general hygiene in school and of children". They should also be able to detect "signs and symptoms of drug abuse and watch out for children, particularly if they are frequently absent." Children have to be "taught early to differentiate between 'good touch/ bad touch' and encouraged to speak out at the first instance; and the principal needs to make all parts of the school accessible and see that 'there are no secluded or isolated areas'."

The circular also assigns a number of responsibilities to members of School Management Committees. It says that some SMC members, ideally women, should travel with the kids on tours and "devise mechanisms for children to express their grievances." "The SMC," continues the circular, "ensures that whenever any untoward occurrence take[s] place in a school, the 'victim child' is always protected and provided the best possible speedy care-medical and psychological."

The DoE asks the SMCs to even go beyond the school boundaries and sanitize the area it's located in. They have to see that sale points of objectionable materials are removed through a special drive. Community policing for sale of tobacco/drugs etc. may be taken up."
