In its bid to bring back the idling battery-operated three wheelers, road transport ministry has moved a Cabinet note seeking this relaxation in the Central Motor Vehicle Act, besides another provision to ease norms for getting a licence for this "transport vehicle".
TOI has learnt that while the ministry had earlier sought law ministry's concurrence to do away with any criteria for educational qualification to apply for a driving licence for e-rickshaw, the latter finally agreed to this with the provision of mandatory training. At present, one has to be at least Class-VIII pass to apply for a driving licence for a transport vehicle.
Sources said the relaxation has been sought considering the fact that though both e-rickshaw and e-cart have been included in the transport vehicle category, these vehicles will ply only on minor road stretches identified by local police and state transport departments. "Since the documents will specifically mention that the licence is only for e-rickshaw, they cannot use this to drive any other vehicle. The applicants will also have to pass the normal test to get driving licence," a government official said.
The other relaxation being sought is to allow the applicants to get licence even when they don't have a licence for light motor vehicle (LMV) such as car. At present, one can apply for a licence for a commercial vehicle only if he has a valid LMV licence for at least one year.
These existing two legal provisions have come in the way of Centre's push to regularize the idle e-rickshaws. Transport minister Nitin Gadkari has promised the e-rickshaw owners and drivers to bring the vehicle back on the roads at the earliest. BJP is trying hard to bring thousands of families dependent on these vehicles to its side just before the Delhi election.
