NEW DELHI: Delhi Police commissioner B S Bassi kicked up a controversy on Friday evening by remarking that overcharging by drivers - presumably of public transport vehicles - was not a crime and that it was only "small greed". He was speaking on the occasion of flagging off a private operator's cabs which will be driven by women.

He said at times drivers may have to overcharge because of their situation. The comment, many officers who didn't wish to be quoted, said was unwarranted and could have been avoided. A Delhi Police spokesperson, however, told TOI that the top cop had said that in a lighter vein and that his comment was addressed only to women drivers. The commissioner, he said, meant the police should encourage these drivers and not trouble them if minor offences were committed by them.

But a day later, the city's autorickshaw drivers, who are notorious for turning down passengers and overcharging, were feeling empowered by this remark.

"Commissioner sahab understands our plight. We also charge extra only when we are incurring a loss or driving late at night. The traffic constables will not trouble us anymore for this, I hope," said Ramesh, who lives in Seelampur area and drives a Maruti van taxi. He had read about Bassi's comment in a Hindi newspaper.

An auto union was also quick to zero in on Bassi's comment and blamed the cops for overcharging, saying they had to pay the police. Rajender Soni, general secretary, Delhi Auto Sangh, said: "Only 50% of the auto drivers use meter. Maximum cases of overcharging are reported from railway stations. The police at railway stations charge the autowallahs and in return they overcharge passengers. The same is the case with traffic inspectors who don't fine the drivers for not having a driving licence and instead take some money from them.The auto drivers compensate it by overcharging passengers."

Bassi's comments have raised a furore at a time with Delhi Traffic Police has taken a strict stand on overcharging. In fact, it recently introduced a WhatsApp number, 8750871493, to complain about overcharging and other offences by these drivers.
