In a letter addressed to DDC vice chairman Ashish Khetan, Child Rights Organisations seek attention on certain specific issues pertaining to child protection, especially child trafficking, missing children and child sexual abuse in Delhi.
"Clearly, in the years to come, the onus of ensuring protection of children from violence, abuse, exploitation and neglect will rest with the states in a big way. In view of the above, through this letter we urge upon you to include child protection per se or at least child trafficking, missing children and child abuse issues a priority area for the DDC and constitute a task force as constituted in other 21 concerned areas of DDC immediately," it is stated in the letter.
"Today, it is extremely disturbing to observe that nearly half of our children are left behind in the growth of the nation. On the child protection front, they have to face all kinds of violation of their rights on a day to day basis," the letter states. The child rights perspective is elaborated in the letter by Bharti Ali, Co-director of Haq: Centre for Child Rights and Yogesh kumar, program coordinator, Association For Development-Prathidhi.
The activists remind the government of the day about case of a five-year old child who was brutally gang raped and how the case was handled insensitively by the police and concerned authorities. Aam Aadmi Party (AAP) had also intervened in the case.
The letter also carries figures to reaffirm the need for a special task force for issued related to children. It has been pointed that 875 cases of molestations and 805 cases of rape with minors were reported in Delhi till October 2014. Last year, till June, 3638 cases of missing children were reported in Delhi against 7235 cases in the year 2013. The statistics just do not end here; there are many cases which go unreported every year.
The DDC is apprised of the fact that though there are a plethora of laws, policies and schemes meant to promote children's best interest, yet the implementation gap on the ground is leading to deterioration in the status of children. Laws like the Juvenile Justice (Care and Protection of Children) Act, 2000; the Protection of Children from Sexual Offences Act, 2012; the Child Labour (Prohibition and Regulation) Act,1986; etc. are unable to address the problems of child trafficking, child abuse, child labor and missing children etc., and their poor implementation has instead become the cause for further victimization of children. Effective implementation of child related legislations thus remains a big concern.
"Given the situation of children in the country and in the National Capital in particular, it is indeed worrying to note that children's issues are not a priority in governance. Perhaps this is because they do not have a voice as they cannot vote. But you would agree with us that as citizens of today, they are equally entitled to rights that cannot be ignored," the NGOs assert in the letter.
The activists also point that huge budget cuts in some of the flagship centrally sponsored schemes for women and children in the Union Government's budget 2015-16 are being justified on grounds of greater devolution of financial powers on the states.
