Ex-DERC chief to prepare report on city power sector

NEW DELHI: The Delhi government on Thursday announced that it has formed a one-member committee comprising former chairperson of Delhi Electricity Regulatory Commission Brijender Singh to bring out a white paper on the power sector. Officials said that the white paper would assess the power situation in Delhi since privatization in 2002 and ponder what can be done to improve the situation.

Announcing that Delhiites were unhappy with the supply of electricity, power minister Satyendar Jain said a report would be submitted in three months. "The white paper will also focus on how power privatization was done. It will examine the power purchase agreements. There are reports that discoms purchase power at a price higher than the market rates," Jain said.

"The Delhi government proposes to place in public domain all relevant facts related to privatization of electricity distribution in Delhi and whether the specific purpose for which privatization was done has been achieved during the last 13 years. The government wants to make the public aware about the real situation of electricity generation, transmission and distribution which has been inherited by it and what reforms have been carried out till date," Jain said.

Singh, who was DERC chairman from 2005 to 2010, would be free to associate with experts of the energy sector, policy makers and public representatives. "The principal secretary (power) shall provide all necessary administrative, secretarial and logistical assistance to Singh," said an official.

The work on the white paper will be carried on alongside the ongoing CAG audit of discoms. "The CAG audit will check the accounts of the discoms. The government is a 48% stakeholder in the power companies and the white paper is essential to see what have been the benefits of privatization and whether or not the discoms have carried out the commitments made in the terms of agreement," said Jain.
