BS-IV norms being violated for years now, says IFTRT

NEW DELHI: The Indian Foundation of Transport Research and Training (IFTRT) has pointed out that a gazette notification of 2012 by the ministry of road transport and highways made it mandatory for any vehicle coming into Delhi NCR to follow BS-IV emission norms. This is observed more in breach.

"For years, we have pointed out that the rampant overloading of goods carriages has been causing premature damage to roads, traffic congestion and accidents besides generating air pollution," says SP Singh of IFTRT, "but to no avail."

The notification related to vehicles operating on a national permit and registered in NCR. It was stated that it would not pick up or set down goods between two points in NCR unless it conformed to the mass emission standards (Bharat Stage-IV) specified in sub rule (14) of rule 115 (CMVR). Similarly, tourists permit buses registered in NCR were prohibited from operating circular tours of places lying exclusively in NCR unless the vehicle conformed to the mass emission standard (Bharat Stage-IV).

The reality, said Singh, was dismal. "Over 99.5% of such vehicles registered in NCR do not comply with BS-IV standards and still carry on their daily operations. Similarly, interstate tourist vehicles registered in NCR continue to operate circular tours of places lying exclusively in NCR," said Singh.

The consequences of such orders being ignored has become apparent, says the IFTRT expert. A CRRI study on impact of overloaded trucks on city roads in 2008 found that with 10% overloading above the permissible limit, pavement life got reduced by 35% and with 30% overloading, it got reduced by about 65%. "Increase in the load by 10% over the specified ceiling would entail an additional maintenance and rehabilitation cost of about Rs 20 lakh per lane per kilometre over and above the normal maintenance cost," said Singh.
