Cops to challan cars with fancy plates

NEW DELHI: The traffic police began a special drive on Thursday against the use of defective numberplates. Those challaned under this will have to appear before the concerned court of law to pay the fine that can go up to Rs 2000. Such persons will be required to change their numberplates before they appear in court.

"It has been observed that vehicles in Delhi are found with numberplates where the registration number is either not clearly legible or the numberplate is fancy, soiled or full of stickers and images. In some cases, even the font and colour of the text differs from the usual. Some have numberplates of different shapes and sizes. Because of this in cases of accidents and crimes, vehicles managed to flee without their numbers getting noted down for legal action," said Anil Shukla, additional CP (traffic).

According to rule 50 of Central Motor Vehicles Rules, 1989, the registration numberplate is the identity of a vehicle, so the letters and numbers written on it have to be clearly legible to everyone.

The section provides for a penalty of Rs 100 with the result that motorists and commercial vehicles are flouting this law with impunity.

But now, anybody found driving vehicles with defective or fancy numberplates will be challaned under section 39/192 of Motor Vehicles Act, 1988, which shall be punishable with a court challan of Rs 2,000 for the first offence. This may be extended to fine of Rs 5,000 or imprisonment up to one year or both for second and subsequent offences.

December 16 gang-rape case: Juvenile accused convicted of dacoity

NEW DELHI: The juvenile justice board has held the minor guilty of illegally confining and robbing a carpenter on December 16 night before allegedly participating in the gang rape of a 23-year-old girl in a moving bus here.

The carpenter, Ramadhar was lured into the same bus before the girl and her male friend boarded it in south Delhi.

Sources in the prosecution has said the JJB, presided over by principal magistrate Geetanjali Goel, has convicted the juvenile under section 395 (dacoity), 342 (wrongful confinement) and 412 (dishonestly receiving property stolen in the commission of a dacoity) of the IPC.

They said that the minor, however, was acquitted under section 365 (kidnapping or abducting with intent secretly and wrongfully to confine person and 394 (voluntarily causing hurt in committing robbery) of the IPC.

The board will pronounce its sentence on July 25. On the same day, it has also fixed for the final judgement in another case lodged for the gang rape of a woman physiotherapy intern in a moving bus here by six persons on the night of December 16, last year.

The murder charge was slapped after the victim died on December 29 in a Singapore hospital.

Besides the juvenile, the four adult accused — Mukesh, Pawan Gupta, Vinay Sharma and Akshay Thakur — are being tried by a special fast track court.

However, proceedings against fifth and key accused Ram Singh abated after his death on March 11 when he was found hanging in his cell in Tihar Jail here.

The other four accused are also being tried for robbing carpenter Ramadhar on the fateful night.

During the inquiry, the juvenile had denied all charges, claiming he was not a participant in the horrendous crime.

The juvenile, an Uttar Pradesh native, had moved to Delhi when he was 11-year-old and had taken up menial jobs.

During the trial, the juvenile's counsel had contended that there was no medical evidence to connect him with the charges and no finger prints could be detected in the bus to show his complicity.

Sources further said the juvenile was solely convicted relying on the testimony of Ramadhar, who appearing as a prosecution witness had identified the minor as one among the six who had robbed and assaulted him on the December 16 night.

They also said that the recovery of mobile phone from the juvenile is false.

Earlier, during recording of his deposition in the special court, Ramadhar had identified the four adult accused and stood by his statement that it was they who had committed the offence.

He had said he had boarded the bus for Khanpur but the moment one among the six persons said that it will be going to some other destination, he tried to get off but the accused stopped him and asked Mukesh to drive it fast.

He had said that the accused were the same persons who had robbed and caused "injuries to me and later pushed in a manner that I would come under the wheels".

Ignou offers distance learning programme in watershed management

NEW DELHI: Indira Gandhi National Open University (Ignou) invites application for a one-year diploma in watershed management programme for July 2013 session. This programme was developed with financial support of department of land resources, ministry of rural development, government of India.

The diploma programme in watershed management aims at developing competent human resource in the field of watershed development management. It intends to impart basic knowledge and skills for water harvesting, conservation and utilisation, soil erosion and its management, integrated farming systems including crop husbandry, animal husbandry, agro-forestry, fish farming, funding, monitoring, evaluation and capacity building of watershed programmes besides extension and communication skills for long term socio-economic development of the society.

It will provide the basic understanding of various activities undertaken during the development of watershed programmes. The programme also intends to address the workforce requirement of the watershed management and focus on upgrading the knowledge and skills of existing personnel in the watershed development.

The minimum duration of the diploma programme is one year. However, the candidate has the flexibility of completing the programme within four years. The eligibility requirement for this diploma programme is class XII pass or bachelor preparatory programme from IGNOU. The programme is offered in English and Hindi medium. Interested candidates from rural areas and below poverty line urban candidates can avail 50% fee concession on submission of valid proof. Last date for receipt of applications is July 31, 2013.

Woman loses legs in suicide attempt at metro station

NEW DELHI: A 25-year-old woman lost both her legs after she jumped in front of an incoming train at Janakpuri East metro station in west Delhi, a police official said on Friday.

"The woman was taken to DeenDayalUpadhyay (DDU) Hospital immediately. Her condition is serious," the police official said.

Police have not yet ascertained the motive behind her attempted suicide, the official said.

According to metro officials, the incident took place at 1.08pm at Janakpuri East metro station, as the train was heading to Noida City Centre metro station from Dwarka.

"There was no delay in the metro train service due to the incident. The woman was immediately shifted from the station. Since it happened during a non-peak hour, the trains were running in at ten-minute frequency," a metro official told IANS.

In an effort to prevent suicide attempts at the elevated metro stations, Delhi Metro Rail Corporation (DMRC) has raised the height of platform railings. About 90 metro stations in the city are elevated.

DMRC covers 190km length of tracks and 145 stations, including the Airport Metro Line. It ferries about 2.3 million commuters on weekdays.

Headlight search yields pistol hoard

NEW DELHI: Police on Tuesday prevented a large consignment of handguns from entering the city's underground market. Acting on a tip-off, the special cell inspected an Ambassador car at the Shastri Nagar traffic signal in northwest Delhi and found 99 pistols hidden in a cavity behind a headlight. Two men who had come to deliver the weapons—identified as Niranjan Mishra and Mohd Firoz Alam—were arrested.

Special commissioner of police (special cell) SN Srivastava, said gangs based in Meerut, Kanpur, Allahabad and other places are smuggling guns into Delhi and efforts are on to trace, locate and bust such rackets. The consignment intercepted on Tuesday was sent from Munger in Bihar and is valued at Rs 25 lakh.

Police said the guns were meant for dealers in Delhi and Meerut, and Mishra and Alam had delivered 85
such pistols in the city about two months ago. A forensics team is examining the guns that appear to be of .32-bore calibre.

"Mishra and Alam, both residents of Munger, supply weapons to almost every part of the country. They also revealed that they supplied at least one such consignment every month in Meerut, Muzaffarnagar and the NCR. All the recovered pistols bear the marks "Army Supply Only" and "Made In USA" indicating that local criminals were fooled into believing that they were buying imported pistols,'' said joint CP (special cell) MM Oberoi.

DCP (special cell) Sanjeev Yadav said they have identified the weapon maker. "The modus operandi was simple. Local suppliers having contacts with extortionists
and snatchers placed bulk orders in Munger. The finished products were brought to Meerut and Delhi by couriers. Local suppliers picked up these consignments for their clients,'' he said.

In the last week of May, Mishra and Alam allegedly supplied a batch of 85 pistols to Haji alias Mullaji in Meerut. On July 14, they were asked to deliver 99 more pistols in Meerut and Delhi. Police said heavy rain upset their Meerut plan and they were going to deliver the pistols in Sonia Vihar in Delhi when they were caught.

Since 2012, the special cell has busted four gangs of gunrunners and seized 147 weapons. The crime branch has also busted three gangs and seized 23 weapons.

Since stopping the illegal gun trade is crucial for controlling street crime, police have adopted a three-pronged strategy: they raid local units in Munger, arrest local contacts in Meerut and Bulandshahr, and slap MCOCA (law against organized crime) charges on gunrunners.

Boy beaten up by RPF at Nizamuddin station

NEW DELHI: He was selling waste collected from in and around the Nizamuddin railway station for a living till Tuesday when this time he was thrashed brutally with a belt allegedly by Railway Protection Force personnel.

The child has been placed in a child care home by the Child Welfare Committee, Lajpat Nagar till further orders in the matter. According to the complaint, recorded as part of the CWC order, the physical assault came to light when the boy came crying to a care centre run by NGO Childhood Enhancement Through Training and Action (CHETNA) near Nizamuddin railway station. Nitin was a regular to the NGO and actively participated in dance, drama and music activities. He would only leave the centre to collect waste.

According to volunteers from CHETNA, when he came to the centre on Tuesday, the child's legs, arms and back bore deep red marks and he was inconsolable. The complaint said that he was crossing the station's foot over bridge to drink water on the others side when a man, who the child alleged was from the RPF, caught him and thrashed him with a belt. CHETNA counselor Khan Hasina Ahmed told TOI that the boy said the man who beat him up was calling him a thief repeatedly and beat him up for no fault. CHETNA volunteers tried registering a case but were turned away. The CWC then directed that a medico-legal examination be carried out.The matter will come up for hearing on Friday.

While senior divisional security commissioner, RPF, (Delhi) SR Mishra was not reachable on phone, CHETNA director Sanjay Gupta said that action must be taken against those responsible. "The child says that he will be able to recognize the man who beat him. The the authorities must find out and take action agauinst the RPF personnel," Gupta said.

Nelson Mandela's statue to be erected Delhi

NEW DELHI: A statue of former South African president Nelson Mandela will be put up on the road in the Indian capital named after him, South Africa's acting High Commissioner Malose W. Mogale announced here Thursday.

Mogale made the announcement at an event here to mark Mandela's 95th birthday as also the Nelson Mandela International Day,

"I have just received some news that Nelson Mandela is recovering well and he will soon be released from hospital," Mogale updated the gathering on health condition of Mandela, who has gone through a critical phase in a Pretoria hospital.

Students from different schools sang and marched in procession with portraits of Mandela, Mahatma Gandhi and Martin Luther King at the Gandhi-King Memorial Plaza of the India International Centre, the venue of the event.

An exhibition on Mandela titled "Madiba: His Life and Struggle" has been organised as part of the Taking Children to Gandhi series that brings children closer to the enduring legacy of Gandhi's non-violent struggle for equity, justice, pluralism and sustainable development.

The theme of the event was "Take Action, Inspire Change, Make Every Day a Mandela Day".

A message from UN Secretary General Ban Ki-moon, read out on the occasion, said: "In marking this Day, the United Nations is joining the Mandela Foundation in asking people around the world to devote at least 67 minutes of their time on July 18 to community service."

Nelson Mandela's statue has been donated by Vikramjit Sahney, chairman, Sun Foundation, who said his group has also adopted the road here named after Mandela, for its beautification.

Delhi gang-rape case: Plea to make Shiela Dikshit defence witness dismissed

NEW DELHI: A Delhi court on Thursday dismissed the plea of an accused in the December 16 gang-rape case to call Delhi chief minister Shiela Dikshit as a defence witness, saying it is an abuse of the process.

Additional sessions judge Yogesh Khanna refused to call the chief minister as a defence witness in the case on the request of Akshay Thakur, an accused.

"The request to summon the chief minister to prove the alleged controversy or alleged false recording of statement of the prosecutrix is nothing but an abuse of the process," the court said, which also declined the request of the accused to summon SDM Usha Chaturvedi as a defence witness.

AP Singh, counsel representing Akshay and another accused Vinay Sharma, while filing the list of witnesses had said that there was a controversy surrounding the victim's statement under Section 164 of the CrPC and the manner in which it was recorded. He had submitted that he wanted Dikshit's testimony in the case to clarify the issue.

In December last year, the SDM had claimed that three senior police officers had interfered with the recording of the victim's statement. Dikshit had written to home minister Sushilkumar Shinde, demanding a probe into the matter.

"Prosecution witness (PW-27) Dr Usha Chaturvedi has already been examined/cross examined extensively. Hence, the request is declined," the court said.

It allowed Akshay's request to call as witness his family members to establish his claim that he was not in Delhi on December 16, 2012, when a 23-year-old girl was gang-raped allegedly by six people in a moving bus.

"The witness ... proposes to depose that accused Akshay left Delhi on December 15, 2012 and reached his village, in his home town on December 16, 2012. Since during recording of his statement, accused Akshay challenged his presence in the bus, so witness at serial No. 2 to 8 and at serial No. 11 seems to be relevant but since all of these witnesses pertain to one fact, the accused may produce any five of these witnesses in his defence," the judge said.

Singh had presented a list of 14 witnesses and eight documents on behalf of Akshay. Vivek Sharma and Sadashiv Gupta, counsel representing accused Pawan Gupta, presented a list of seven witnesses to appear on behalf of their client.

"The list of seven witnesses as has been filed on behalf of Pawan by his counsel ... to be produced in his defence. None of the witnesses need to be summoned. Accused may produce these witnesses for July 19 and July 20," the court said.

As per the prosecution, the six people in the bus were driver Ram Singh, Vinay, Akshay, Pawan, Mukesh and a juvenile and all of them had raped the girl.

The victim died of injuries on December 29 last year while undergoing treatment in a Singapore hospital.

During the trial, Ram Singh was found dead in Tihar Jail on March 11 and court proceedings against him stand abated.

The sixth accused, a juvenile, faced an inquiry before the juvenile justice board here.

The judge in his order also considered Akshay's request to summon CCTV footage of New Delhi railway station to establish his claim that he departed from the national capital on December 15, 2012 by Maha Bodhi Express.

"The in charge (security) of the New Delhi railway station through the DRM of New Delhi railway station to produce the CCTV coverage of such platform of at least one hour before its departure time on December 15, 2012," the court said.

Akshay also requested the court to call Dr Naresh Trehan, director of Medanta Hospital, as a defence witness. However, it was denied by the court, saying he need not to be summoned, since the purpose of his visit has already been proved on record by the statement of prosecution witness Dr PK Verma.
