"Teams of psychiatrists were sent in to Gujarat after the Bhuj earthquake, and in 2004 to places affected by the tsunami, to look after cases of Post Traumatic Stress Disorder. They found out that most victims needed 'emotional first aid' but not detailed counselling for PTSD. We did a study spanning six years in Gujarat after the Bhuj earthquake and found only about two per cent cases of PTSD over those years," said Dr. Desai, acknowledging that this view had been largely unpopular in the psychiatric fraternity both in India and abroad. He was speaking at a conference in the capital to observe the World Mental Health Day. Dr Desai added that he could say the same "less confidently" about places like the Kashmir valley that have seen sustained conditions of conflict and violence.
The conference, organized by National Human Rights Commission ( NHRC), also had speakers and participants from the field of law and the NGO sector. Dr Amita Dhanda, Head of Centre for Diability Studies spoke about how the current Mental Health Bill was "cherry picking" from the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and called for a recognition of legal capacity of the mentally ill and a review of disqualifying provisions in the law for the same. "When the law provides for setting up of [mental health] services, it would be discrimination on the basis of disability to impose that healthcare on them. People should be given a choice to avail of those services," said Dr. Dhanda.
