Government approves fund to modernize police forces

NEW DELHI: Sensing urgency to strengthen security infrastructure across the country to meet day-to-day law and order challenges, the Centre has approved the proposal for continuation of special schemes to modernize police forces in states and earmarked additional fund for its ongoing 'Mega City Policing' plan for Mumbai, Delhi, Bangalore, Hyderabad, Chennai, Kolkata and Ahmadabad. These proposals were approved by the Union Cabinet in its last meeting on February 7.

States will, accordingly, be given Rs 12,378 crore till the year 2016-17 to modernize their police forces. Though the fund approved by the Cabinet does not appear to be substantial considering the enormity of task before the states to create better police infrastructure, the sanctioned amount is nearly 20 per cent more than what the states had got during 2007-12 plan period.

Nearly one-third (Rs 432 crore) of this fund will, incidentally, go to seven cities to procure modern equipments like GPS/GIS for dial 100 system and patrol cars, CCTV systems, vehicle scanner, vehicle number plate identification system, cyber patrol and communication monitoring system and integrated GIS based automated vehicle tracking and management system.

The modernization of police forces (MPF) Scheme is a non-plan scheme where the Centre provides funds to all the states to improve mobility and procure weapons, communication systems and other equipments on share basis. While Jammu and Kashmir and all northeastern states including Sikkim get 100% assistance from the Centre under this scheme, the remaining states get 75% of the project funds from the central government on annual basis.

The mega city policing (MCP) - which was introduced by the home ministry under the MPF Scheme from the year 2005-06 - has also got nearly 20% more fund for the 12th Five Year Plan period than the previous plan period. "The Cabinet had approved the funds as per the proposed outlay for the home ministry in the draft 12th Five Year Plan.

The National Development Council (NDC) had in its final meeting in December last year given its go ahead to the plan", said an official. An outlay of Rs 52,839 crore, which is 247% more than the previous plan, had been approved by the NDC for the 2012-17 plan period. The highest Rs 6,841 crore had been allocated for National Population Register, a comprehensive identity database of every usual resident in the country being prepared by the government.

Rs 3360 crore for disaster management and Rs 900 crore has been allocated for crime and criminal tracking network and systems, which will facilitate collection, storage, analysis, transfer and sharing of data of crime and criminals between all police stations in the country. Rs 1,874 crore has been kept for modernisation of Delhi Police, which is being controlled by the home ministry.

Rs 890 crore has been earmarked for special industry initiative scheme, security related expenditure and for relief and rehabilitation scheme for Jammu and Kashmir. Rs 651 crore has been allocated for coastal securities schemes, Rs 207.54 crore for Naxal management and Rs 290 crore for north eastern states.
