Shinde's pat for the Delhi Police - which came during his address at its Raising Day function on Saturday - reinforces the view expressed by Union home secretary R K Singh days after the gangrape. At a press conference soon after the sixth accused was nabbed, Singh had praised the Delhi Police in the presence of commissioner Neeraj Kumar for cracking the "blind case" within a short span of time.
Incidentally, Singh was later criticized by Justice J S Verma for having lauded the Delhi Police. While releasing his Commission's report on tightening the rape laws, Justice Verma said he was "shocked" to see Singh praising the Delhi Police. "The commissioner of police was given a pat on his back by no less than a person holding the post of home secretary. I was shocked to see that," he said, adding the least the secretary could have done was to seek an apology for failing to protect citizens.
Addressing Delhi Police personnel on Saturday after taking salute at the 66th Raising Day parade here, home minister Shinde said the government was working towards getting a tougher anti-rape law passed by Parliament.
Stating that there was no place for "shameful" incidents like the Nirbhaya gangrape in a society, he said: "We should make sure that such incidents do not happen again....The government is working towards setting up fast-track courts and enacting tougher laws. The government is working to make the laws tougher".
Noting that more steps are needed for ensuring safety of women, Shinde said the Delhi Police has taken several steps after the gang-rape of the 23-year-old paramedical student and hoped that they will instill confidence in women.
"Although the police's job is to maintain law and order, the public comes to police for all the problems..so we need to make the working of police more transparent and sensitive...the police should be friends of the people," Shinde underlined.
Delhi Police Commissioner Neeraj Kumar termed the gang-rape as a "horrific" incident and spoke about the public anger that had spilled on to the streets in its aftermath.
"Delhiites came on to the streets to express their anger against the incident. Their anger, which was probably (intended) against the laws, was expressed against the police," he recalled, while regretting the loss of one of their constables in the protests.
