NEW DELHI: Surajmukhi is a domestic help in east Delhi's IP Extension and she's the proud owner of a PAN Card. It was delivered to her one-room Indira Colony shanty. This, she says, is her passport to an Aadhaar number essential for the Rs 600-a-month Delhi government dole that'll go to her nofrills bank account.

Surajmukhi is from UP, had no photo ID, a must for Aadhaar enrolment, and was turned away more than once from enrolment camps. In her slum and poor unauthorized colonies, touts offer PAN card services for between Rs 200 and Rs 400.

Indira Colony's Meera Devi and her husband Rampal sell vegetables for a living. They're on rent and need an Aadhaar number. "We have no photo identity, so we've applied for a PAN card," Meera Devi says.

In December, when the Annshree Yojna was launched, TOI reported how many whose nofrills accounts were opened couldn't avail of the cash benefit as their Aadhaar enrolment couldn't be done for want of photo IDs. In some cases, husbands got Aadhaar numbers but their spouses didn't . In a twist to how IDs are created, those who were identified as beneficiaries of the state dole were certified as such by the local MLA on his letterhead. This acted as ID to open the no-frills account. Mission Convergence director Santosh Vaidya had then said programme coordinators in the 140 NGO-run Gender Resource Centres (GRC), tasked to reach out to beneficiaries, had been authorized to act as verifiers to enable UID registration of such cases.

When TOI assessed the ground situation and found that photo IDs remained a hurdle for the poor, Vaidya said in many cases GRCs had got families to get some kind of photo ID. "But some still face problems. For now, we're focusing on clear cases. Once these are done, we'll take up the problem cases. We need to be discussed this with UIDAI."

From December 15, 2012, the woman of the house — a wife, mother, eldest daughter or daughter-in-law — from families enrolled under Dilli Annshree Yojana gets a monthly Rs 600 food subsidy in their nofrills accounts. Their IDs as beneficiaries come from biometric imprints as part of Aadhaar introduced as mandatory to prevent duplication. The government has to enrol over 2 lakh beneficiaries by March end.
