Delhi Urban Art Commission concerns for higher FAR in special areas

NEW DELHI: South Delhi Municipal Corporation's draft redevelopment plans for special areas was discussed in detail in a Delhi Urban Art Commission (DUAC) meeting held last month with the Art body expressing reservation for higher FAR as proposed in the areas. The Commission said that the proposals of 'higher FAR or higher density may prove to be counter productive and may destroy the organic character of the area.'

After South Corporation submitted their initial proposal, DUAC had asked agencies like ASI and DDA to give their inputs. Following this, the matter was again forwarded by the Corporation wherein certain inputs from other agencies were stated to have been incorporated and a presentation was accordingly made. Following this, DUAC said: There should be a clear cut thinking on part of MCD whether the idea is to redevelop the area by implementing the new proposals as envisaged like FAR increase incentive and other developments/redevelopments proposed or conserving/preserving the present architectural character and revitalise the area in terms of improvements of the heritage character its streets and the urban form etc.''

The Master Plan 2021 has envisioned that special areas be divided into three areas, Walled City, Walled City Extension and Karol Bagh for which special redevelopment plans be made. The regulation of special areas is to be different from other areas, and the plan was entrusted to the erstwhile Municipal Corporation of Delhi. One of the proposals was higher FAR after clubbing plot areas of more than 3000 sq m in some special areas. The options of providing incentive FAR and permitting redevelopment of plots, widening of streets accordingly to make them workable for smooth movement of vehicles, car parking in individual buildings or alternatively limiting the parking to 3-4 designated multi level parking places and encouraging use of bicycles or other slow mode of transportation and encouraging pedestrianization, should be based upon detail design exercises,'' said DUAC members, after scrutnising the proposal. The Commision also said that tThe proposals of higher FAR or higher density may prove to be counter productive and may destroy the organic character of the area.''

The proposal for redevelopment of Lajpat Rai Market was explained in detail in which the civic consultants said that it was possible to redevelop this area in a phased manner since the present occupants are agreeable to the same. DUAC said that the proposal of Lajpat Rai Market was considered to be fairly workable but the architectural character of the new redevelopment construction should be sensitively worked out keeping in view the character of the walled city and its vicinity to the Red Fort.
