Radio taxi-like autos likely to hit Delhi roads from April

NEW DELHI: Delhi transport department has come out with a plan to invite corporate entities to operate autorickshaws in the city and NCR, driven only by women. Licences will be issued in the form of fleets of 250 and 500 permits, said Puneet K Goel, commissioner of transport

These permits will be for autos plying between Delhi and the NCR areas, and will be given to those with three-wheeler scooter rickshaw (TSR) licences issued by the Delhi government only.

The project, which is expected to take off next month, will award permits in bulk to the licensee. According to Goel, only companies will be given licences, not individuals. "We want autorickshaws to be run like radio taxis. The transport department would encourage licencees to opt for the fleet of autorickshaws driven by women," said Goel.

The fleet for women drivers would be broken into clusters of 250 permits while for regular drivers, the cluster would be of 500 permits.

The draft policy states that companies with experience in running cab services would be given preference. Goel said this would ensure a minimum standard of service.

The good news is that as per the current schedule, the first 100 autorickshaws in the regular fleet and 50 TSRs in the women's fleet will be launched within three months of the licences being issued. The schedule thereafter is 200 autorickshaws in the next six months and so on.

A total of 16 licences will be awarded in the category of regular autorickshaws while 12 licences will be issued to those running fleets of TSRs with women drivers.

The scheme rules insist on a valid Delhi licence for the drivers as well as the mandatory public service vehicles (PSV) badge.

Those with a criminal record cannot be hired, said officials. Verification of drivers by the police as well as their constant supervision will be the responsibility of the licencee.

Fare for the scheme, said officials, hasn't been decided yet, though the official said that fare would most likely be the same as that of regular autorickshaws, although a surcharge for the call centre service may be charged. It's the licencee who will have to set up a control room with radio communication, much like radio cabs.

This is not the first attempt by the Delhi government to corporatize the transport system. Earlier, the public bus system was also privatized into clusters, which are running more than 400 buses at present.
