Delhi government, NBCC in talks to settle prime plot row

NEW DELHI: After over a decade-long dispute between the Delhi government and the National Building Construction Corporation (NBCC) over their share in a 42-acre prime property close to Ghitorni Metro station, both parties are working on a resolution. The Union urban development ministry has suggested that the feuding sides would have to settle for 50:50 share of the land that would be utilized for both residential and commercial purposes by the PSU construction major.

Sources said the new formula for compromise was proposed after Union urban development minister Kamal Nath intervened to ensure there is optimum utilization of the prime land lying idle for years. Officials said that the fresh proposal was put before the Delhi government when CM Sheila Dikshit met Nath earlier this week.

Earlier, there was a proposal to give 10 acres of land to the Delhi government, and the rest to remain with the NBCC. But Delhi government had turned down the offer.

According to the new proposal, Delhi government, which has been arguing that it needs flats for its employees, would get almost the entire residential component of the new development whereas NBCC would own the commercial premises. Sources said that the residential and commercial development would be in the ratio of 70:30. "But all this planning would start once we have the consent from Delhi government. They have sought one week's time to respond to the Centre," said an official.

Since the 42 acres fall along the Metro line and a part of the Transport Oriented Corridor (TOD), the floor area ratio (FAR) will be substantially higher, making space for tall high-rises to be utilized for both residential and commercial purposes.

The dispute over the plot has been for long. Originally, Delhi government had allotted the land to NBCC for setting up of a mechanized brick plant on a long term lease. Soon after this activity was suspended, the city government had served notice to take back the plot. But NBCC challenged the move in the Delhi High Court. Then, as per the HC directive a formula for sharing the land was worked out under the supervision of the UD secretary. It was decided that Delhi would get 10 acres, and another similar patch would be utilized for Ghitorni Metro station, while the rest to remain with NBCC.
