NEW DELHI: The Delhi high court will on Monday hear the NHAI appeal that the Delhi-Gurgaon Super Connectivity Ltd (DGSCL) be divested of the contract to run the Gurgaon Expressway project amid revelations that the developer failed to build truck parking bays and other commuter utilities for which it had taken a bank loan.

The expressway opened five years ago and ever since congestions at the toll plazas have been a perennial problem . Despite public outcry, a rash of court directives and NHAI notices, the snarls haven't eased. During morning rush hours, long queues form and at night, trucks clog the gates holding up commuter traffic for hours.

Documents show the DGSCL had proposed to build special parking bays for trucks. Had these come up, the jams would have eased and the night traffic would have been smoother. The company says it got bank loans for these truck-parking lots and other utilities such as a dispensary, restaurants and resting areas, but failed to get land to build them.

In its 2009 application to NHAI for clearance to refinance the project at Rs 1,275 crore, DGSCL had proposed building these facilities. It had assured to repay its original lender in full and clear all contractor dues. A DGSCL spokesperson said, "As (construction of) parking for trucks, restrooms could not be carried out because of lack of available land, funds were re-deployed to expand the main toll plazas, for split toll plazas, improving junctions , modifying entry/ exit points. Superior surveillance systems were put in place. There was better integration of the expressway with IGI Airport, among other improvements."

NHAI officials refute most of these claims. Commuters have seen little improvement in the past three years at entry /exit points. "The split toll plazas were installed only after Punjab and Haryana high court issued orders and suspended tolling for mismanagement ," officials said.

On trucks clogging the toll plazas soon after entry restrictions are lifted, DGSCL said they've sought authorities' help to consider a staggered release of heavy vehicles after 9pm, if that's possible.
