"All 400 petrol pumps in Delhi will remain closed on that day. VAT in Delhi on diesel is 12.5% as against about 9% in Haryana, making diesel expensive in Delhi. Despite pressing hard for parity with Haryana on the issue of VAT, petrol dealers in Delhi have not been able to make much headway. Delhi Government is losing nearly Rs 400 crore in revenue due to loss of business to Haryana. It is purely an adamant attitude and bad economics (of the government)," an association statement quoted its president, Atul Peshwaria, as saying.
"Bulk users of diesel in the capital, including truckers, motorists, cab fleet and bus owners are refueling from in neighbouring Haryana due to the price difference. Diesel is costlier by Rs 1.50 paise in Delhi due to higher VAT," the statement said.
The statement alleged the state government was playing politics by claiming reduction in diesel consumption from 10.98 lakh tonne in 2009-10 to 10.37 lakh tonne by 2012-13 in the Delhi Statistical Handbook 2013 released by chief minister Sheila Dixit recently.
"This is a fallacy and we have tried to explain it to them (government) for four years," the statement quoted association vice-president Nishit Goel as saying.
"How is it possible when the number of vehicles in Delhi have gone up from 7438,155 in 2011-12 to 77,74,403 in 2012-13? More so, when even infrastructure projects in the city such as the Metro, flyovers, hospitals, stadiums, malls etc have incresed since the past few years. These too consume a lot of diesel," said association member Rajeev Jain.
"The Delhi government seems to be working against the wishes of the Supreme Court to encourage the sale of Euro IV diesel in Delhi. Despite availability of the environmentally acceptable Euro IV diesel in Delhi, consumers are buying the cheaper Euro III fuel from Haryana. Tankers beyond NCR and tankers of diesel are being smuggled into Delhi for bulk use in Delhi," Peshwaria alleged.
Petrol pumps, especially those situated on the borders and outer Delhi, have lost more than 50% of their business to Haryana. "Even we are concerned citizens of Delhi and we want our children to breathe in a pollution-free environment. But the Delhi government is just paying lip service by creating perceptions of tackling the pollution issue. A more practical and pragmatic approach is required to control diesel pollution in Delhi," association member Anil Bijlani said.
Increase in price has not brought down the consumption of diesel; it has only diverted the sale to neighbouring states. All the bulk diesel customers buying more than 100 litres of diesel-such as trucks, industries, infrastructure projects-are sourcing fuel from Haryana.
