"The infrastructure can only handle up to 70mm of rainfall. Though we have installed pumps, the problem can never be solved till people stop dumping rubble into the drains, obstructing the flow," said Manish Gupta, the south corporation commissioner.
In a 'face-to-face' event at FICCI, the three commissioners and NDMC chairman Jalaj Srivastava held the citizens responsible for almost all the problems plaguing Delhi, including the monkey menace. The question that presented itself was: what purpose did the corporations serve if residents could deal with all this on their own?
When the residents present at the function asked for proper malba disposal sites, the commissioners drew a blank. There are no separate sites but they claimed to be working on this.
"About 4,000 metric tonnes of concrete waste is produced every day, and only one waste-to-energy plant, in Burari, is working. It can process only 500 metric tonnes, and there are other problems too. Besides, builders and labourers are using drains to dump waste," said Praveen Gupta, north corporation commissioner.
Another issue that dominated the discussion was dengue and preventive measures. The corporation officials weaved a strange argument that convinced no one. "Mosquitoes breed at homes as people are not careful. Though fogging has been banned by the World Health Organization, it is done to assuage the residents' anxiety. It has no effect on mosquitoes," said Mayank Sharma, additional commissioner (health), north corporation. When a Greater Kailash resident observed that mosquitoes had increased after fogging, Sharma replied that "people don't keep their doors shut during fogging and mosquitoes enter the houses."
On being questioned about the problem of stray dogs and monkeys, the officials cited laws and expressed helplessness. As if to strike an emotional chord with the audience, they shared their own encounters with unruly monkeys and stray dogs.
The commissioners said strong campaigns and petitions from residents could help in changing the laws. As no food is available for the monkeys in the Bhatti mines, they keep wandering into residential areas, and some residents even offer them food. As a result, more and more monkeys gravitate towards populated areas in greater numbers, explained Srivastava.
